SUBJECT:PROPOSEDZONINGCHANGESINOURNEIGHBORHOODS
OnOctober14,2015theFGAandCHSareholdingajointmeetingtoinformthecommunityabout
proposedzoningchangesandtheimpacttheywillhaveonourneighborhoods.Oneweeklater,the
CommunityBoard2PublicmeetingwillbereviewingtheproposalsonOctober21atNYU-PolySchoolof
Engineering’sDibnerBuilding,5MetroTechCenter,roomLC400,at6p.m.Weneedtobeinformedas
towhatishappeningsothatwecanattendtheCB2meetingasinformedcitizens.
AninformationalmeetingontheDepartmentofPlanning’sproposalswasheldSept.28underthe
auspicesofMARP.TheproposalsarecalledtheZoningforQualityandAffordabilityandtheMandatory
InclusionaryZoningandworkinconjunctionwiththeNextGenNCHAproposals.Theyareverycomplex
andconfusing.TheaudienceattheCityPlanningmeetingquestionedtheactualeffectoftheproposals.
Whiletheyappeartobebenign,itbecameapparentduringtheQ&Aperiodthatourresidents,now
surroundedbybuildingcranes,areconcernedthatrealestateinterestsareusurpinglocalcontrol.There
weresuggestionsthatthechangesmightencourageteardowns,andwouldbenon-contextualand
wouldencouragebigboxchainstores.Itwasalsofeltthattheaffordablehousingproposalmaydolittle
toincreasesuchhousingandinsteadencouragegentrification.CouncilMemberCumbosaysthese
proposalsareanexampleoftop-downdecisionmakingwithoutcommunityinput.
Bothofourcommunityorganizationswereactiveinthepassageof2006/2007zoninglaw,andare
concernedthatthesenewproposalswillweakenthepresentlaw.Furthermorethepresentapproval
processisonafasttrackoutsideoftheULURPprocess.OurrequeststodelaytheOctober21meeting
sothatourresidentsmaybebetterinformedaboutthesecomplexissueshasbeeneffectivelydeniedat
thistime.
