Mayor’s Message
The City of Vaughan is in the midst of a transformation from a suburban municipality into
a world-class city and there are many reasons to feel inspired about the changes taking
place in our community.
The hospital, the subway and our Vaughan Metropolitan Centre are taking shape and
bringing the future to the present. We are expanding our horizons and reaching out on
an international level to elevate this City to the next level and compete on a global scale.

City Manager’s Message
The City of Vaughan strives to be a high performing organization, with a strong
focus on its vision, mission and corporate values. These are the foundations of our
Strategic Plan that define the City’s goals and objectives, as well as the initiatives
and actions Vaughan is taking as a progressive and sustainable community.

The City is committed to fully integrating the concept of sustainability into all
aspects of municipal operations in order to maintain a healthy environment,
economic vitality and vibrant communities. With this inclusive approach we
can respond to the growing needs of our community and ensure the efficient
delivery of City services.

Strategic Initiatives
SERVICE EXCELLENCE
• Provide continued support for a hospital in Vaughan.
STAFF EXCELLENCE
• Revise the corporate performance management process as part of a quality work environment.
• Identify and develop a leadership development program (internal succession planning).
ORGANIZATIONAL EXCELLENCE
• Conduct a five-year comprehensive review of the Official Plan as part of the Growth Management Strategy 2031 including:
support and coordinate land use planning for high capacity transit at strategic locations in the City, and prepare a land use
plan for the Vaughan Enterprise Zone and employment lands.
• Work toward the implementation of key links of the Transportation Master Plan such as the GTA West Corridor, Highway 427
extension, and the Langstaff, Teston and Kirby Road plan.
• Develop a Corporate Information Technology Strategy.
• Work with other levels of government to continue to support the expansion of the GO System and public/rapid transit.
• Develop an integrated Risk Management Strategy.
• Review and redesign, as appropriate, a Communications Strategy to ensure its effectiveness throughout the organization.
• Ensure citizen-focused communication initiatives that will establish a more effective model for community engagement
and enhance our Public Consultation Strategy.

Strategic Plan
A City of Choice
The Vaughan Vision 2020 is the strategic plan for the
City to the year 2020. It encompasses three strategic goals:
Service Excellence, Staff Excellence and Organizational
Excellence. Aligned with each of these goals are a
number of strategic themes which further define the key
priority areas. In the centre of the diagram (on opposite page)
is the City’s vision to be “A City of Choice” in fulfillment of the
City’s mission, “Citizens First Through Service Excellence”
and by adhering to the corporate values of Respect,
Accountability and Dedication. The following pages are
definitions of the strategic goals and themes which the
City is focused on to serve citizens and build the City.
