BACKGROUND

Since 2002, an Academy Panel, utilizing Sub-Panels in a variety of subject matter areas, has provided advice to the Federal Bureau of Investigation (FBI) regarding the FBI’s transformation.

In 2009, The FBI’s Finance Division (FD) asked the Academy to provide additional assistance by conducting an independent review of the Bureau’s procurement function. The review was intended to transform the procurement delivery system into a more effi cient and progressive enabling function aligned with the Bureau’s mission, and has included seven acquisition-related areas: organizational structure, annual acquisition planning, performance metrics, Acquisition

Review Board processes, oversight mechanisms, staffi ng, and executive knowledge of procurement. For FY 2010, FD requested that the Academy assist the Bureau in implementing recommended transformational changes within the procurement services area.

PROJECT DESCRIPTION

This project is in response to FD’s request for implementation assistance within the FBI’s procurement planning and execution processes. During this project, the Academy will assist

FD in four primary tasks, including:

Acquisition Metrics — providing plans, processes, and guidance; developing useful evaluation mechanisms; developing tools to collect input and information from relevant stakeholders; developing a reporting mechanism to assess Procurement Section’s (PS) internal functions; and developing and improving policy guidance;

Acquisition Oversight Program — developing standard operating procedures, including staff roles and responsibilities; developing policy documents and assisting with policy implementation as needed; assessing implementation changes and adjusting recommendations as necessary; and evaluating processes and the effectiveness of the implemented recommendations;

Acquisition Review Board (ARB) Improvements — assisting in the implementation of ARB process changes including new planning measures; working with procurement and program staffs to develop standard materials for ARB presentations; assessing, documenting, and recommending additional adjustments to improve the ARB as necessary; and

Advisory Services — providing expert advice and assistance as required by FD.

In addition to the four primary tasks, FD may direct the Academy to undertake two optional tasks:

1) implementing an Annual Acquisition Planning Strategy; and 2) Benchmarking Studies.

The Procurement Services Implementation Sub-Panel will guide this implementation phase and report to the overall FBI Transformation Panel regarding this effort.
