The Supreme Court (SC) on Wednesday issued a temporary restraining order (TRO) against a Court of Appeals
(CA) ruling quashing the warrant of
arrest against detained businessman
Delfin Lee, who was charged in connection with the P6.6 billion housing
scam involving thousands of Xevera
housing units in Mabalacat City and
Bacolor town in Pampanga.
CITY OF SAN FERNANDO --- A pediatrician from Mablacat City has been reported missing since Monday night, police
said on Wednesday.
According to authorities, there were no
signs that Dr. Fred Punzalan, a resident of
Mabalacat City, was kidnapped.
Police said Punzalan went missing
Monday night shortly after his clinic
closed at 7p.m.
“Pagkalabas po ng clinic niya ng 7p.m.
hindi na raw po nila nakita si Doc (referring to Punzalan),” a resident in Barangay
Poblacion, Mabalacat City where his clinic
located, said.
However, in an interview with Pampanga
police director Sr. Supt. Oscar Albayalde, he
said Punzalan’s “disappearance” may not be
due to abduction, as there have been no random demands from supposed abductors.•

total quarry collection of the province
has climbed to more than P1-billion
as of March 10, Engr. Arthur Punsalan, head of provincial environment
and natural resources office (PENRO), announced yesterday.
“We are very much happy and
proud of what the provincial government, under the leadership of our
governor, Nanay Baby Pineda, has
achieved with P1,000,485,000 quarry collection to be exact,” said Punsalan.

Car parts ‘chop-chop king’ slain in Pampanga

APALIT, Pampanga – Owners of “chop-chop” car parts
stores located at a surplus community of Barangay Capalangan

killing of the so-called “king” of
illegally knocked-down vehicle
parts on Saturday.
As of press time, police are
still clueless on the identities of
the suspects who gunned down
Eriberto Bulos, alias “Boy Bulos”,
48 and a resident of Purok 4 in
Barangay Capalangan.
Bulos died of multiple bullet
wounds in different parts of his
body after he was ambushed by
unidentified suspects along Ma-
cArthur Highway in Barangay
Paliqui here at around 11 p.m.
Saturday.
Police said the victim was on
his way home when the suspects,
onboard an Asian Utility Vehicle,
blocked the motorized tricycle he
was riding near Camella Homes.
The victim reportedly stepoed out of the tricycle and en-
gaged one of the suspects in a
heated confrontation. At this instance another suspect appeared
from behind and shot the victim
several times.

Police are still investigating if
the said incident has something
to do with the victim’s involvement in unlawful trade of stolen
vehicle parts.

shopper.

bags and turned them
over to the mall’s Customer Relations Services (CRS) office.

laptop and a charger
while the back pack
contains a PSP Vita, a
school uniform and a
school ID.
After a few minutes, John Anthony
Silva, 18, appeared before the CRS office and
reported that his bags
were missing.

CITY OF SAN FERNANDO -- Police authorities confiscated early Monday morning a
fragmentation grenade, three handguns and
several assorted ammunitions from the residence of a man in Mexico town suspected to
be involved in robbery hold-up incidents in
the province.
Supt Samuel Sevilla, the town police chief,
said suspect Marvin Nuguid of Barangay
Tangle, Mexico, was also arrested in the operation.

Church prefers domestic

CITY OF SAN FERNANDO -Archbishop Paciano “Apu Ceto” Aniceto said on Wednesday that the Catholic Church is advocating for domestic
rather than overseas employment to
improve quality of life and lessen the
social cost of migration.
The statement was made during
the press conference of the Pampanga
Archdiocesan Migrants Desk (PAMD),
now on its 10th anniversary celebration.
Apu Ceto said the Church tolerates
but does not promote working abroad
because of its adverse effects on the life
of the couple and their children.
He said they acknowledge the
contribution of working abroad in the
economy thru remittance but it should
also be balanced with the disadvantages and threat to the family.
“Working abroad is not the only
panacea to the financial problem. People should not think of living in luxury
but on maintaining harmony in the
family,” he said.
The Archbishop explained the social cost of migration to Filipino and
Christian values.
“Children grow without paternal
and maternal guidance. They may live
with so much money but their values
and future are at stake. Many couples
cannot endure long distance relationships, leaving the family broken,” he
said.

ANGELES CITY -- The Department of Tourism in Central
Luzon (DOT 3) and a group of
travel agencies are set to host a
fun run in Clark.
The Alliance of Travel and
Tour Agencies of Pampanga (ATTAP), in cooperation with the
DOT 3, will host the “2nd Run
Tourism Run” on April 26, 4PM
at the Clark Parade Grounds.

Good news and bad news
AT these times when the some 100 million
Filipinos are overloaded with news about alleged
multi-billion scams involving businessmen, senators, government officials and members of the
Philippine National Police (PNP), it’s but proper to
inform them of positive developments on sound
fiscal management and record-high collections on
the quarry industry in Pampanga.
Some good news about the collective performances of Gov. Lilia Pineda, Vice Gov. Dennis
Pineda, members of the provincial board and the
provincial government workers and officials led by
provincial administrator Atty. Andres “Jun” Pangilinan -- the total quarry collection of the province
climbed to more than P1-billion as of March 10.
Real and tangible is the good news as the huge
money is reflected in the coffers of the province,
which efficiently gives -- and on time -- the shares
of the towns and cities.
Engr. Arthur Punsalan, head of provincial environment and natural resources office (PENRO),
said, “We are very much happy and proud of what
the provincial government, under the leadership

participation of the different stakeholders, the
mayors and the local officials, quarry truckers and

checkers with the Provincial Government,” he
said.
Let us not forget that Mabalacat City led by
many-time Mayor Marino “Boking” Morales is enjoying the reliable, honest and caring government
of the Pinedas. It’s one of the places in Pampanga
where the quarry business is doing well in terms
of income.
But there are reports that Mayor Morales is
thinking of a “grand plan” to avoid giving what’s
due to the province way before Gov. Pineda assumed her post in 2010.
It’s the multi-million unremitted Real Property
Tax shares of the Pampanga goverment.
Morales’ failure to remit the province’s shares
piled up during the three-term rule of former governor and now Sen. Manuel “Lito” Lapid.
Then former Gov. Mark Lapid, son of the senator, also failed to properly collect the RPT shares
from Morales.
Bad news are part of life. Mayor Morales and
his style of government are lacking in good news
-- and gratitude to a hardworking and truly honest and giving Pineda administration. •

On this day in 1942, the Quartermaster
Corps (QMC) of the United States Army begins
training dogs for the newly established War
Dog Program, or “K-9 Corps.”
Well over a million dogs served on both
sides during World War I, carrying messages
along the complex network of trenches and
providing some measure of psychological comfort to the soldiers. The most famous dog to
emerge from the war was Rin Tin Tin, an abandoned puppy of German war dogs found in
France in 1918 and taken to the United States,
where he made his film debut in the 1922 silent
film The Man from Hell’s River. As the first bona
fide animal movie star, Rin Tin Tin made the
little-known German Shepherd breed famous
across the country.
In the United States, the practice of train-
ing dogs for military purposes was largely
abandoned after World War I. When the country entered World War II in December 1941,
the American Kennel Association and a group
called Dogs for Defense began a movement to
mobilize dog owners to donate healthy and
capable animals to the Quartermaster Corps of
the U.S. Army. Training began in March 1942,
and that fall the QMC was given the task of
training dogs for the U.S. Navy, Marines and
Coast Guard as well.
The K-9 Corps initially accepted over 30
breeds of dogs, but the list was soon narrowed
to seven: German Shepherds, Belgian sheep
dogs, Doberman Pinschers, collies, Siberian
Huskies, Malumutes and Eskimo dogs. Members of the K-9 Corps were trained for a total of
8 to 12 weeks. After basic obedience training,
they were sent through one of four specialized
programs to prepare them for work as sentry
dogs, scout or patrol dogs, messenger dogs or
mine-detection dogs. In active combat duty,
scout dogs proved especially essential by alerting patrols to the approach of the enemy and
preventing surprise attacks.
The top canine hero of World War II was
Chips, a German Shepherd who served with
the Army’s 3rd Infantry Division. Trained as a
sentry dog, Chips broke away from his handlers
and attacked an enemy machine gun nest in
Italy, forcing the entire crew to surrender. The
wounded Chips was awarded the Distinguished
Service Cross, Silver Star and the Purple Heart-all of which were later revoked due to an Army

How to forget to be forgetful

IF YOU think only adults are the
only ones “forgetful”, think again.
Even children have episodes of forgetfulness, but this is no laughing
matter. This should be a concern
which should be addressed by both
parents and teachers.
What triggers their being forgetful, you ask? Well, kids process so
much information a day that there
seems to be some sort of “overload”
in their brains. Remember, their
brains are young yet; they cannot
cram in a lot of information in just
one sitting.
If they are force fed so much
data, then it would become difficult
for them to recall even the simplest
things – especially the ones they
don’t care much about.
You see, kids are social beings. At
a certain age, they don’t care much
about their subjects, but would
rather spend a lot of time with their
friends, playing outside, eating popcorn and running around.
But worry not, because as they
grow older and mature, they will remember things that are quite important to them – and this includes their
academics. By then, they would understand that passing a class is as important as being with their friends, or
playing games.
This is how kids learn to prioritize.
This is how they learn to motivate
themselves into establishing study
habits, and in reviewing for exams.
Let children learn from their
own pace, and don’t force them –
lest, they will turn away from you
and from what is important – their
studies. They have the tendency to
“forget” what is important, and we
don’t want that to happen.
Their forgetfulness is merely a
phase; let them go through it, and
everything will be fine.
Actually, we adults should learn
from them.

Gulayan sa Paaralan: Taking part in
the millenium development goal

ERADICATION of extreme poverty and hunger is the first goal of
the Millennium Development Goal
of the country. This goal pursued
the greater responsibility on the
part of the government to ensure
poverty and hunger eradication.
Cognitive to the mentioned goal,
the Department of Education takes
its significant part by launching the
Gulayan sa Paaralan program. This
was officially relayed in the field
through DepEd Order No. 05, s.
2014. The mentioned order highlighted the integration of Gulayan
sa Paaralan, ecological solid waste
management and tree growing and
caring as key components to attain
the goals of DepEd on poverty reduction, food security, biodiversity
conservation, and climate change
investigation, and adaptation.
Further exclaimed in the same
DepEd order, the National Greening
Program (NGP) shall be implemented in all public elementary and secondary schools nationwide by establishing vegetable gardens to serve as
food basket or main source of commodities to sustain supplementary
feeding, practice waste management principles such as minimization, segregation at source, reduction recycle, re-use and composting;
establish nurseries and seed banks
for the propagation of vegetable
seedlings, fruit bearing trees and
small trees or saplings; and support
tree planting activity in schools and
in the communities.
With the strong participation
of DepEd in the NGP, the school
does not only become the key initiator in poverty reduction but also
strengthens greater awareness on
the importance of environmental
care. Having all these emphasized,
the sense of responsibility for the

HILIPPINE Military Academy (PMA) cadet
Aldrin Jeff Cudia will not be graduating on
March 16, as the premier military academic institution particularly the Cadet Review and Appeals
Board upheld the decision of the Honor Committee
to dismiss him for alleged violation of the Honor
Code.
The PMA announced last Tuesday, March 11,
that its superintendent, Major General Oscar Lopez, has
already signed the report
“separating” Cudia from the
academy.
Cudia, who is supposed
to graduate as class salutatorian, was ordered dismissed
for allegedly lying why he
was dismissed late from one
class that made him late for
the next. He appealed his dismissal but was not favored.
Cadets at the Academy Alvin H. Arceo
were even ordered to ostracize Cudia after the latter allegedly broke the Honor Code.
Sadly, Cadet Cudia would
not be joining the “long gray
line” this coming Sunday for
the PMA’s commencement
exercises. He would have
graduated top 2 of the graduating “Siklab Diwa” class and
the recipient of the Philippine
Navy saber until the decision
of the Appeals Board.
Despite the finality of the
decision of the PMA, Cadet
Cudia’s fate nevertheless,
lies in the hands of President
Benigno Aquino III as the
Armed Forces of the Philippines Commander-in-Chief.
It might be too late but families and friends of the ousted cadet still express hope
that he will be given another
chance by the President.

Recently, the Sangguniang Bayan of Arayat, Pampanga, Cadet Cudia’s hometown, passed a Resolution expressing their support to their beleaguered
kabalen and their appeal to the President for his intercession.
The local lawmaking body, headed by Vice-Mayor
Ramon Changcoco, has manifested its great efforts
to somehow save their cadet and be allowed to graduate.
A press conference was also held in the said town,
with the father of Cadet Cudia expressing dismay
over what happened to his son and his hope for a
change of course of the re-investigation on the cadet’s case.

It’s not the end of the line for Cudia. Since his case

that Cadet Cudia is a bright student. After spending
four years in the academy, his intellectual capacity is
not a question.
PMA Superintendent Major General Oscar Lopez
said that Cadet Cudia can still get his savings from
the Academy from his earnings of P30,000 per
month as a cadet. His academic credits would also
be honored in other schools despite what happened
to his supposed military career.
It’s a known fact that not all cadets end up as generals in the Armed Forces of the Philippines. Some
cadets die in clashes while still young in their careers. Some choose to leave their military posts and
go abroad for greener pastures.
Some PMA graduates meanwhile are “pirated” by
some companies such as those who end up military
pilots in the Philippine Air Force, who after serving
a few years in their military duties find themselves in
new careers as commercial airline pilots.
Cadet Cudia, since he chose to join the Philippine
Navy, has of course the background on naval sciences and the seas. He could be then someday a captain
of a commercial ship with a high pay. Nevertheless,

DOLE, Pampanga gov’t hold forum on job mismatch
CITY OF SAN FERNANDO -- The
Department of Labor and Employment
in Central Luzon (DOLE 3) and the provincial government of Pampanga recently held a forum that seeks to address job
mismatch among local employees.
The two government units held the
“Employers Forum,” which was attended
by 150 participants including representatives from the Pampanga Chamber of
Commerce (PamCham), Public Employment Service Office (PESO) managers
and staff and the academe.
Aside from the DOLE, representatives
from its attached agencies including the
Technical Education and Skills Development Authority (TESDA), Philippine
Overseas Employment Administration
(POEA), and Overseas Workers Welfare
Administration (OWWA) also attended
the forum.
Carrying the theme, “Gearing up towards addressing Jobs and Skills Mismatch,” DOLE technical support and
services division head Nely Punzalan
said the forum aims to provide updates
on the DOLE’s initiative to address jobs
and skills mismatch through the agency’s online jobsearch job, the Phil-jobnet, Skills Registry System (SRS), and
TESDA’s Dual Training System (DTS)
among others.
DOLE technical support and services
division supervising labor and employment officer Maylene Evangelista provided an overview on the usage of the
enhanced Phil-jobnet or PJN (www.philjob.net) and the job fair process. She provided instructions on how to register and
upload job vacancies and requirements
for online jobseekers with the DOLE’s
online jobsearch engine hub.
Meanwhile, DOLE statistician Lindsay Gando presented the highlights of
the first to fourth wave implementation
of the Skills Registry Systems (SRS) in
Pampanga. She mentioned the top five
major occupation of registrants’ work
experience which include service workers and shop and market sales workers
(2,645); clerks (1,447); laborers and unskilled workers (1,202); trade and related
workers (1,135); and professionals (737).
The SRS, according to Gando, is a
project initiated by the DOLE in 2008
with the main objective of establishing
and maintaining a continuing nationwide skills registry system with the enhanced Phil-Jobnet as the repository of
the Skills Registry.
At present, 235 barangays in the
province are already covered by the SRS.
Meanwhile, TESDA Pampanga provincial head Benhur Banigued provided
an overview of the TESDA’s Dual Training System (DTS).
DTS is based on Republic Act 7686
which aims to strengthen manpower
education and training in the country
by institutionalizing technical and vocational education and training.
Banigued said the system includes a
mode of instructional delivery that combines in-school and in-plant training,
based on a mutually designed training
plan and curriculum.
After the forum, stakeholders agreed
that partnerships with the DOLE will
help them provide needed skills training

attracts more traders

HERMOSA, Bataan -- More
business establishments recently
started their operations in front of
the new Hermosa Public Market in
this booming town located along the
Roman Highway particularly Barangay Palihan.
Originally, the area was designed
as a huge parking space when the
controversial public market opened
almost 10 years ago.
The new public market was then
the last major project of the past
administration before incumbent
Hermosa Mayor Danilo Malana took
over. It became the topic of argu-
ments in the provincial board due to
the alleged overpricing of the land
purchased by the municipal government here.
Meanwhile, last Monday, Coffee
Berry Bistro, owned by the mayor’s
daughter Katrina Malana, formally
opened for business.
The new coffee shop along with
Uhma Spa owned by the Mayor’s
wife Luisa, Generika drug store, and
Art Events Studio owned by Reanne
Asuncion were among the new locators/tenants in the area.
Gobstopper 24-hour convenience

Lawyer Willie Rivera of Angeles
City, one of the legal counsels of Lee,

after the CA hearing that he agreed
with the court there was a need for
the CA to “study more” Lee’s camp
writ of habeas petition.

CITY OF SAN FERNANDO — Governor
Lilia Pineda called on Tuesday for a meeting
of the members of the Pampanga Bankers Association to discuss possible solutions on reported robberies of bank clients.
This is in the light of the continuously
growing number of robbery cases of bank
clients after a transaction, both reported and
not.
“As the governor of this province, I am getting more and more alarmed with these cases.
The other day, my mom told me about one of
my relatives who is in a trauma because of a
hold-up incident. What I am asking you now is
to tell us what the Provincial Government and
the police can do to help you minimize, if not
eradicate, robbery cases,” says Pineda.
She said it is not enough that the customer
is safe only inside the premises of the bank
and during a transaction when the real peril
is outside the bank after they have withdrawn
money.
The governor disclosed that through the
help of the provincial police office, additional
policemen and patrols are to be deployed in
commercial areas of Pampanga to guarantee
peace and order in cities and towns.
Police and Army Action Centers have been
put up in town boundaries to implement security measures and serve as checkpoints to en-
