SPECIAL ASSESSMENT SUPERVISOR
NATURE OF WORK
This is important supervisory and public contact work in directing clerical
employees engaged in preparing, maintaining and processing assessment rolls and
the collection of fees for special assessment services initiated by the City for
the public benefit.
Work involves responsibility for planning, assigning, supervising and reviewing
the work of clerical employees engaged in processing payments and service requests
from the public for City special assessment services. Work involves collecting and
accounting for all City assessments for street paving, alley paving, reclaimed
water, drainage, area improvements, sidewalk and wastewater collection line
installation, lot clearing and the demolition of condemned buildings. Work also
includes receiving and resolving complaints from the public regarding special
assessment services. An employee in this class participates in the selection,
placement, promotion, safety, training, appraisal and discipline of assigned
employees. Work involves considerable contact with other City departments,
governmental agencies, businesses and the public, frequently of a delicate nature,
requiring the exercise of tact, independent judgment and ingenuity. Work is
performed under the general supervision of an administrative supervisor and is
reviewed through conferences, conversation, the analysis of reports and evaluation
of results obtained.
ILLUSTRATIVE EXAMPLES OF WORK
Plans, assigns and supervises a staff of clerical employees engaged in the
processing of special assessment bills, maintenance of records of City assessments
and the preparation and maintenance of property ownership records relating to
special assessment activities.
Supervises and participates in researching and resolving complaints from the
public regarding incorrect special assessments, inaccurate billings, or other
assessment problems.
Participates in the preparation of assessment rolls and the calculation of
interest rates on delinquent assessment payments.
Coordinates requests from outside organizations, such as banks, attorneys, real
estate offices and title companies relating to the determination of special
assessment liens on properties.
Attends Assessment Review Committee meetings convened for the purpose of
investigating and resolving complaints on special assessments for municipal
services.
Evaluates and approves refunds due to incorrect assessments.
Participates in the selection, placement, promotion, training,
appraisal and discipline of assigned employees.
Supervises the preparation and maintenance of work files and special assessment
service records; monitors and initiates follow-up procedures on service orders and
work orders forwarded to various municipal departments for action.

May perform data processing related duties on a CRT and/or PC terminal, including
using available statistical packages or programs, encoding data, data entry and
retrieval and limited programming.
Orders and maintains office supplies and equipment for special assessment and
central cashier activities.
Performs related work as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of modern office practices and procedures.
Considerable knowledge of municipal special assessment services.
Considerable knowledge of the geography of the City and surrounding areas.
Some knowledge of real estate law and legal property descriptions.
Skill in the operation of a visual display terminal, calculator and other
equipment utilized in a modern office environment.
Ability to communicate clearly and concisely, orally and in writing.
Ability to accurately perform arithmetic computations of moderate difficulty.
Ability to plan, assign and supervise the work of assigned employees.
Ability to deal with the public courteously, tactfully and efficiently and to
establish and maintain effective working relationships with employees and other
agencies as necessitated by the work.
DESIRABLE TRAINING AND EXPERIENCE
High school graduate or GED equivalency, including some college level course work
in real estate, accounting or law.
Some experience in processing special assessment accounts and public contact work,
with some supervisory experience.
