Notes From Doug Wisby ~
Even more change.
It seems nowadays that everything is always changing to the point that the only constant is change. I am a big
supporter of change, if and when it makes sense and is done for the right reasons.
Once again the state of Kansas is making changes on an epic scale. Most recently the epic change was the
outsourcing of all Medicaid services and dollars to three for profit insurance companies. The state claimed
that this would improve services and save money. They also indicated that these promised savings would be
utilized in taking people off the waiting list for services. Many of these people have been waiting for years for
services. Unfortunately three years later and nobody has been removed from the waiting list with these promised savings.
In addition, I believe that services have suffered, in some cases significantly, with the insertion of insurance companies into the
system.
Now the state is proposing to consolidate all areas of Medicaid services in Kansas into one big pool of money and services.
This includes combining systems for Intellectual and Developmental Disabilities, Autism, the Frail/Elderly, Physical Disabilities,
Serious Emotional Disturbances, Traumatic Brain Injuries, and Technology Assisted. Unfortunately the state is long on rhetoric
and short on details for the enormous undertaking. Once again the state is promising to take people off the waiting lists
utilizing these “expected savings”. Utilizing a one size fits all system for people with varying types and degrees of disability
removes the emphasis on the individual. Services should be designed to meet the individual needs of the person.
These changes could and probably will negatively affect persons with disabilities. As citizens of Kansas we shouldn’t balance the
budget on the backs of the poor and disabled.
Advocacy 2015
MCDS Advocates went to the Capitol on April 30th for Push Day 2015.
Hundreds of disabled individuals, along with their families and advocates,
rallied at the Statehouse to call for the full funding of the services that
they rely on, so they may continue to live as independently as possible.
What is an advocate?
~ a person who supports a cause or policy
~ a person who works for a cause or group
The MCDS Advocates on the steps of the Kansas
State Capital.
~ a person who supports the cause of another person in a
court of law
Advocates are needed so that persons with developmental and
intellectual disabilities may continue to live as members of
society and live as independently as possible.
Would you like to be an advocate for a person served by
MCDS? Contact us to see how you can help throughout the
year by becoming an advocate for those we serve.

The group met with Rep. Don Schroeder to discuss the state budget.

MCDS hosted the 7th Annual Ride For Independence Poker Run on Saturday, July
10th, 2015. This year riders began at the MCDS Corporate offices located at 2107
Industrial Dr. in McPherson and traveled through McPherson, Rice and Harvey
counties. The route was approximately 118 miles. According to Ann Koehn, Public
Relations Coordinator, “When we plan the route, we keep the weather in mind.
We try to give the riders one to two stops where they can get out of the heat and cool down.” This year’s route stopped at
The Ranch House in Marquette, the Little River City Park, Louie’s Service Center in Inman,
Dan’s Cycle in Hesston and ended at The American Legion in McPherson.
“Getting the individuals MCDS serves out along the route and helping at the stops is the
perfect community inclusion event,” according to Jessica Schadel, Director of Day Services
at MCDS. “Those we serve enjoy meeting the riders and seeing the motorcycles.
They enjoy helping at the stops and feeling like they are contributing to the event. It also
creates friendships between the riders and individuals served through MCDS.”
