including three items:
1. renounce secession
2. abolish slavery
3. cancel all war debt

and allowed then to be leaders again in gov't

Congress ordered military occupation of
the South
South had to ratify 14th amendment to
regain statehood. The amendment
guaranteed citizenship rights of African
Americans
