Implementation Success
Pembina Pipeline Corporation (Pembina) is celebrating
60 successful years of being a leader in North America’s
midstream oil and gas industry with a diverse portfolio
that spans the value chain. Pembina consistently
maintains a fully integrated approach which has
allowed them to provide stockholders with a total
of two billion dollars in dividends to date. Through
strategic acquisitions and wise development, Pembina
has approximately 10,000 km of pipelines within
Western Canada. In order to achieve this prosperity,
Pembina has developed a strong, dedicated team with
the ability to deliver success.

“ComplyWorks is a
one stop-shop for
Pembina,”
Bruce Keibel, Manager, Project Procurement, Pembina
ComplyWorks started working with Pembina in 2012 on a smallscope project. The safety team took the initiative to have orientations
delivered through ComplyWorks’ software-as-a-service solution. At the
time, Pembina was using two other systems to manage large and small
contractors. Using multiple systems fragmented the companies Supply
Chain Management (SCM) team’s information.
Flexibility was a large factor in Pembina’s decision-making criteria
when choosing which system to use to consolidate its vendor data. The
solution had to meet the needs of the Quality Management, Operations,
Safety, and SCM teams. Integrating all compliance requirements for
all contractors, vendors, and consultants – large or small - into one
cohesive system, was the main objective. Bruce Keibel, Manager Project
Procurement, and his team chose the ComplyWorks Management
Solution (CMS) because it is a one-stop shop and ComplyWorks provided
Pembina with the possibility of onboarding its contractors, regardless of
size, in one system.
The CMS has given Pembina the ability to track and measure its
consultant group that were previously not being monitored closely
through other in-house systems. Pembina worked extensively with
ComplyWorks’ implementation team to create the flexibility within the
system that is required for the different sizes and types of contractors.
Keibel expressed that ComplyWorks was the right solution for Pembina
for a variety of reasons, including contractor subscription pricing.
Reducing the barriers to entry for small contractors and consultants
made it a comprehensive solution.
The implementation brought both successes and challenges. Ninety
percent of Pembina’s contractors were already in the ComplyWorks
system for various other ComplyWorks subscribers within the industry.
This made the transition smoother by allowing Pembina to focus on the
remaining contractors who easily registered in the ComplyWorks system
to provide required information to Pembina.
One of the biggest hurdles that Keibel noted was that some existing contractors did not have valid, up-to-date Master
Service Agreements (MSAs) with Pembina. This originally halted the ability for some vendors, contractors, and consultants
to gain a green rating. “It made us take a close look at the risk exposure associated with the missing or dated MSAs,” Keibel
stated. He gave a vote of confidence saying that, “We are more comfortable with a green [rating] in ComplyWorks as we
know we are confident that we are covered from a contractual, safety, and overall risk perspective, than we were previously,”
attributing that the ability to adapt the contractor requirements to meet Pembina’s specific needs is of the utmost
importance.
ComplyWorks has always had the most success with implementations and usage when the solution is delivered through a
joint team effort. Pembina and ComplyWorks worked very closely together and had a structured approach to ensure buyin from all parties. ComplyWorks adapted their solution to meet Pembina’s needs, and throughout the process, delivered
progress reports and touched base weekly to show the continued development.
Pembina chose ComplyWorks for their ability to meet specific needs, the flexibility of the system, and the ease of entry for
all contractors. Working closely with Pembina, the ComplyWorks team continues to work to meet Pembina’s needs and
create an experience that is valued by both Pembina and its contractor community.
“We are more comfortable
with a green [rating] in
ComplyWorks as we are
confident that we are
better covered from a
contractual, safety, and
overall risk perspective,”
