Administrators, teachers, guidance counselors, and support staff work with student records on a daily
basis but often do not understand the finer points of privacy and disclosure. The focus of this workshop is
to clarify the myriad of student record laws and confidentiality requirements that impact school operations.
Public records laws, Family Educational Rights and Privacy Act (FERPA), state student records laws and
regulations guide schools on what information must be provided to parents. These laws also describe
what information is confidential and when schools may disclose information to a third party without the
consent of the parent or student. This session will also include tips for communicating with parents to keep
parents informed while respecting other confidentiality obligations.
The content features the most important developments from the previous 12 months in Massachusetts
and across the nation.
Andrea Bell is a Partner at Stoneman, Chandler & Miller LLP. Her practice concentrates on education law,
representing public school districts and charter schools in Massachusetts. Ms. Bell regularly works on matters
involving school district policy development, special education, labor and employment matters, and student discipline.
Ms. Bell provides workshops and trainings to client school districts, and collaborative programs. Ms. Bell holds a
Bachelor of Arts from Bates College in Lewiston, Maine and earned her law degree from George Mason University
School of Law in Arlington, Virginia. She is a member of the Massachusetts and Federal Bars.

Cancellation: Cancellations received up to 72 hours before
the workshop will be honored. If you do not cancel and do
not attend, you are responsible for full payment.
Inclement Weather: If the weather is uncertain, please
check the website at www.mssaa.org after 6:15 a.m. on the
morning of the workshop or call the MSSAA front desk at
