Motivator
In today’s world, all the news we hear, practically everything we see, is maintained
and passed on to us by some type of Information System, or in simpler terms, a
computer. The Army is no different. Commanders require accurate and timely
information in both peacetime and wartime. The Information System currently used
to validate, process, and store data pertaining to soldiers and units is called the
Electronic Military Personnel Office (eMILPO). As Human Resource/Administrative
Specialists, you are responsible for ensuring the data contained in the human
resource information systems remain current/accurate. This lesson will provide you
with a basic understanding of the current system in use.

eMILPO is the Army's current Army Human Resource Information System designed
for personnel strength accounting and reporting. To effectively work in the Army’s
human resource field you need to know the current system in use and the changes
planned for the future.

SECTION III.
PRESENTATION
1.
Learning Activity 1 - Overview of Electronic Military Personnel Office (eMILPO)

a. What is eMILPO? eMILPO is a function-based system, unlike its predecessor,
which was transaction-based. This means that eMILPO will automatically send the
appropriate transaction for the function that is being performed.
b. eMILPO is a web application, accessed through the Army Human Resource
System (AHRS) Web Portal, accessible 24 hours a day, 7 days a week, worldwide,
by all echelons of field users. eMILPO will provide the U.S. Army with a reliable,
timely, and efficient mechanism for managing strength accountability and performing
personnel actions. The system provides visibility of the location, status and skills of
soldiers from both a high level (top of system) and a unit level (bottom of system),
which is vital in determining the war fighting capability of the U.S Army and
subordinate commands.
Note:
Show slide 2 and explain this is the AHRS Web Portal. Point out the different
applications accessed through the portal, to include the Web-Based Training (WBT).
Inform students that for training purposes only, the WBT has been installed locally on
their computers.
c. eMILPO brings with it many changes to personnel automation. The term
SIDPERS will no longer be associated with the application, and no longer will
“transactions” be forwarded for processing. The change takes place at the time the
update is made. User rights play a big part in what a user can and cannot do. Other
key changes are:





One database – implementing the Integrated Total Army Personnel Database
(ITAPDB) structure.
Easier to navigate and learn.
Automated departure process.
More flexible slotting.
More top-fed promotions.
d. When we say one database, we realize this in itself brings many significant
changes. First, in a corporate database structure, synchronization is no longer an
issue. As we previously mentioned, units will not be required to submit departure
transactions. In this structure, a “sign of life”, or a soldier physically present at your
unit will require an arrival update to be accomplished. Along with no more
departures, we will no longer have “Assigned not Joined/Joined” updates.

e. When the total ITAPDB concept is complete, it will be the Army’s Human
Resource data provider and will provide a single integrated source of data for the
Active Army, Army National Guard, Army Reserve Components and Civilian
personnel. It will provide visibility and accountability across components, and will
eliminate data redundancy. ITAPDB will be the data source for migrating data to the
Defense Integrated Military Human Resource system (DIMHRS).
f. Right now we will look at the EMILPO web based training.

affects what we do.

Learning Activity 2 – Web-based Training (WBT)

Ensure that each student has a computer with the eMILPO Web-based Training
(WBT) properly installed.
a. The WBT provides performance-oriented training how to use the various
components of eMILPO Application. It is divided in four sections:
 Home Page: Starting place for the WBT with navigation to each area of the
WBT.
 Orientation: How to use the WBT and an overview of the eMILPO application.
 Course: The individual lessons of the WBT.
 Glossary: This section opens the glossary in a separate window. You can open,
search for an entry and become familiar with eMILPO terminology.
Note:
Have students turn on system. Walk students through navigation process.
Inform the students that the glossary is not available in this version of the WBT.
b. Navigating through the function modules and lessons of the WBT:
 Select a module column header, such as Promotions, to open the module menu
page.
 To return to a lesson after quitting the course:
 Click on Course to open the Main Menu.
 Click the module name to open the module menu.
 Click on the lesson where you left off to start that lesson again.
Note:
Inform students they have 2.0 hrs to navigate the WBT. They should pay attention to
the on screen text box, which depicts the appropriate data to be entered for each
field. Inform the students that for training purpose only uppercase letters are used
(unless otherwise indicated). The asterisk (*) is used by eMILPO to denote required
fields.

Ensure the students remain logged on to the WBT and ask the following check
on learning questions.
Q: How many major function modules are contained in eMILPO?
A: 6.
Q: Does eMILPO allow upper and lowercase letters?
A: Yes, but for training purposes only uppercase letters are used.
Q: What module would you select to create an arrival transaction?
A: Personnel Accounting.
Q: What are the search criteria possibilities for most actions?
A: SSN, Last Name, or UIC.
Q: What must be done after building a soldier list to display the information required
on a specific soldier?
A: Click on the select box to choose the soldier.
Q: What would be the best search criteria selection and why?
A: Search by SSN to pull up only the required soldier in the soldier list.
Q: What module allows the user to monitor accounts?
A: System Services.
Q: What information is required to create a user account?
A: User AKO ID, user role and the functional areas.
Q: What does the award module allow you to perform?
A: Add, Update, Remove, and Print.
Q: What are the Search Criteria possibilities for an arrival transaction?
A: Gaining UIC, Report Date, Personnel Service Center (PSC) and Military Pay
Code (MPC).
Q: What function module would you select to update a soldier’s emergency
notification data?
A: Personnel Services.
Q: What is the purpose of the workflow inbox?
A: To provide automatic notification to units and authorized personnel of task
actions they need to perform for soldiers in their units under their authority.
Q: What reports are available in the Promotions function module?
A: The AAA-117 and the AAA-294.
Summary:
During the past 2 hours you have learned the basic functions of the eMILPO
applications. You are now familiar with a productive information management tool
that will assist you in maintaining accurate accountability of your unit personnel. It is
to your advantage to take what you have been taught and use the resources
available to you to expand your knowledge of eMILPO.
