SUBJECT: Approval of Job Description for Administrative Analyst Position
The Commission will consider approving a job description and associated
benefits for an administrative analyst position. The position would be a
fulltime employee with a salary range of $67,636 to $82, 118. The position
would also receive health and pension benefits consistent with
unrepresented employees with the County ofMarin. The Executive Officer
recommends Commission approval with any desired changes.
Local Agency Formation Commissions (LAFCOs) are responsible under the CorteseKnox-Hertzberg Local Government Reorganization Act of 2000 ("CKH") to regulate and
plan the formation and development of local governmental agencies and municipal
services. CKH prescribes personnel requirements for LAFCO under Government Code
Section 5684 and marked by appointing an executive officer to conduct and perform the
day-to-day business of the agency. This statute also directs LAFCOs to appoint
additional staff as it deems appropriate in fulfilling its regulatory and planning duties.
A. Background
Adopted Work Plan
Marin LAFCO's ("Commission") current adopted work plan includes a cariyover project
from the previous fiscal year for the Executive Officer to complete a staffing needs
assessment for the agency. This project is premised on addressing the Commission s
directive from the two most recent annual workshops for the agency to invest additional
resources in advancing its standing study requirements as prescribed by the California
Legislature; specifically performing municipal service reviews on a regular five-year
rotation as contemplated under Government Code Section 56430.
2015-2016 Operating Budget
The Commission's adopted operating budget for 2015-2016 includes a placeholder in
the amount of $94,305 to cover the estimated costs of hiring a fulltime analyst position.
This amount is spread-out among various salary and benefit accounts and directly tied
to matching to a compatible position - Administrative Analyst I - with the County of
Marin as historically practiced by the Commission. The addition of this placeholder,
pertinently, was made in step with the Executive Officer s staffing needs assessment
and vetted by the Budget Committee (Arnold, Condon, and Rodoni).

B. Discussion
This item is for the Commission to consider approving a job description and benefits for
a new position with Marin LAFCO titled Administrative Analyst. This action is consistent
with staffing needs assessment performed by the Executive Officer as detailed below and
if approved by the Commission would allow staff to proceed with an open recruitment
directly managed by the Executive Officer. Assuming a successful recruitment the
anticipated start date for the new hire would be November 2015.
Need for Position
As discussed during the budget hearings the Commission has an immediate and ongoing
need for staff support services given its existing and projected workload with the
preference therein to hire a fulltime analyst as opposed to utilizing consultants. Two
related issues underlie this preference. First and foremost, using a staff analyst positions
Marin LAFCO to enhance its organization capacity in meeting its regional growth
management responsibilities. It also helps to ensure the resulting work products - and
in particular municipal service reviews - are more closely aligned to incorporating local
conditions. Second, the available pool of consultants capable and interested in preparing
these types of studies is limited based on the Executive Officer's past and current
inquires. The improving economy further narrows the potential consultant pool as larger
development projects take precedence.
The majority of the workload for the analyst position as referenced would be tied to
assisting the Commission in its study responsibilities and specifically the agency's
relatively new directive to regularly prepare municipal service reviews and sphere
updates. (The remainder of the workload would involve processing boundary changes,
special projects included in the annual the work plan, and general office duties.) These
study responsibilities - which includes 65 local agencies in Marin County - were a central
addition to CKH in 2001 with the inaugural cycle requiring completion by January 1,
2008 and then repeated eveiy five years thereafter.1 A listing of studies prepared during
each of the past two cycles is provided as Attachment One. A listing of studies calendared
for the current cycle (2013, 14 to 2017,18) is provided as Attachment Two.2
Proposed Job Description and Benefits
The proposed description for the Administrative Analyst position is oriented towards
candidates interested in regional planning and or public policy with minimum
qualifications being graduation from a four-year degree in a related field. No specific
work experience is necessary. Expected competencies include familiarly wifh the role
and function of Marin LAFCO and other forms of local government as well as the ability
to perform entry to intermediate qualitative and quantitative analyses. Specific duties
The scope of these studies is determined by each LAFCO with the inferred understanding not all agencies and services need the same
level of analysis so long as the membership has sufficient information to make the required and associated determinations. Further,
only Contra Costs LAFCO has more local agencies subject to its oversight at 67 compared to Marin LAFCO at 65.
As part of the 2014 strategic session the Commission agreed to amend the current study schedule dates from calendar to fiscal years.

are outlined within an explicit emphasis the position's primary role is to prepare studies
on local governmental services with direct supervision provided by the Executive Officer.
The Administrative Analyst position would be an employee of the Commission and
provided pay and benefits that align to a compatible position with the County of Marin
(Administrative Analyst I). This includes a five-step annual salary range starting at
$67,636 and ending at $82, 118 based on a 40-hour work week.3 Benefits would include
health and pension consistent with unrepresented employees with the County of Marin
and include mandatory participation in the Marin County Employee Retiree Association.
A copy of the job description and associated benefits is provided as Attachment Three.
C. Analysis
The proposed job description and benefits for the Administrative Analyst position is
borne from a prolonged review by the Executive Officer in assessing the agency's staffing
needs relative to Commission stated policy directives. This includes investing in Marin
LAPCO's organization capacity in step with meeting its directive to proactively study the
availability and performance of municipal services and effectuate appropriate
governance and boundary changes accordingly. The proposed benefits are consistent
with budgeted resources and continue the Commission's practice to identify and use
comparable positions with the County of Marin for purposes of setting compensation.
D. Alternatives for Action
The following alternative actions are available to the Commission.
Alternative Action One (Recommended):
Approve the proposed job description and benefits for the Administrative Analyst
position provided as Attachment Three with any desired changes as identified.
Alternative Action Two:
Continue consideration of the item to the next regular meeting and provide direction
to staff for additional information as needed.
E. Recommendation
Staff recommends approval of the proposed Job description and benefits as presented
and as outlined as Alternative Action One in the preceding section. Approval will allow
the Executive Officer to proceed with an open recruitment with the ultimate goal of filing
the position by November.
The adopted 2015-2016 budget anticipates the annual pay range for the Administrative Analyst position at $67,242 to $81,639
based on an anticipated 2.4% cost-of-liv ing adjustment. The anticipated co st-of-living adjustment is now 3.0% based on the recent
approval made by the County of Marin and is the subject of a. separate agenda item.

Preamble:
The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 ("CKH") requires
Local Agency Formation Commissions (LAFCOs) to review and update spheres of influence for
all cities and special districts by January 1, 2008 and every five years thereafter. CKH specifies
LAFCOs inform their sphere of influence updates by preparing comprehensive evaluations municipal service reviews — to determine the availability and adequacy of local governmental
services relative to current and future cotnmunity needs. The collective purpose of these studies
is to make LAFCOs more proactive in independently overseeing the logical formation and
development of local government agencies and their services with increasingly emphasis on
promoting accountability and efficiency.
Objective:
This study schedule is intended to serve as a guide to Marin LAFCO in fulfilling its statutory
directives to prepare municipal service reviews and sphere of influence updates during the
legislative cycle covering the 2013/14 to 2017/18 period. The study schedule has been prepared
in consultation with affected agencies and input from the general public and reflects the
Commission's interests and priorities over the referenced period. The Commission will
regularly review and amend, as needed, the study schedule to help track progress as well as
adjust to changes in priorities and resources.

Job Description and Benefits
DEFINITION
The Administrative Analyst works under the immediate direction of the Executive Officer
and performs a full range of analytical, technical, and administrative staff support
services for Marin LAFCO. No supervision is exercised over others; however,
assignments may include functional or lead direction such as serving as project
manager for assigned studies. Incumbents are employees of Marin LAPCO.
CLASS CHARACTERISTICS
Under immediate supervision, incumbents are given direct and detailed supervision in
analysis of local governmental services in terms of assessing availability, capacity, and
performance relative to current and projected needs. This includes, but not limited to,
preparing studies required of Marin LAFCO under State law that culminate in making
recommendations to the Commission on potential governmental reorganizations,
boundary changes, and other related matters. Training will be provided, and as
experience is gained, assignments gradually become more complex and varied.
EXAMPLES OF DUTIES tUlustrative Only)
• Conduct research, data collection, and related analysis in evaluating local
agencies and their governmental services in the preparation of municipal service
reviews and related regional planning studies.
• Perform basic to intermediate qualitative and quantitative analysis in tracking
demographics, service capacities, and financial resources.
• Perform routine work in various phases of processing applicant proposals for
boundary changes, outside service extensions, and reorganizations of local
government agencies.
• Contribute to the preparation of special studies involving inter-jurisdictional and
inter-departmental coordination.
• Research, analyze, and prepare agenda items for presentation to the Commission.
• Consult with staff and representatives of other governmental agencies on
programs, projects, or specialized assigned activities.
• Make presentations before the Commission and other local governmental
agencies and community groups.

EMPLOYMENT STANDARDS
Equivalent to graduation from a four-year college with major course work in public
policy, planning, political science, or related field required. Experience in planning and
local government is desirable but not necessary for employment

Administrative Analyst
SALARY AND BENEFITS:
The incumbent serves as an employee of Marin LAFCO. Salary- is determined by Marin
LAFCO and based on a five-step merit system. Incumbents are generally hired at the
first step and through annual reviews eligible to advance if approved.

For purposes of defining benefits Marin LAFCO will provide the incumbent with health
(medical, dental, vision, and life insurance) and pension coverage consistent with the
contributions provided by the County of Marin to its Administrative Analyst I position.
This includes mandatoiy participation by the incumbent in the pension program
administered by the Marin County Employee Retirement System. Marin LAPCO does
not participate in Social Security. The incumbent will also receive vacation, holiday,
sick time, and personal leave consistent with the accruals and allowances provided by
the County ofMarin to its Administrative Analyst I position.
WORKING CONDITIONS:
Approximately 90% of the duties of this position are performed in an indoor office
environment and may require that an incumbent sit at a desk for prolonged periods of
time; twist to reach equipment surrounding desk; perform simple grasping and fine
manipulation; see and hear with sufficient acuity to successfully perform all aspects of
the job; and use telephone and write or use a keyboard to communicate through written
means. Approximately 10% of the position involves traveling with or without others to
project sites, other agencies, and outside conferences and/or meetings.
