national governments, international bodies such as the United Nations and other

Brussels, and Singapore, and appoints national partners (also known as ‘operators’)

HISTORY
1995 – CEPIS Task Force creates ECDL Concept
In 1995, the Council of European Professional Informatics Societies (CEPIS –
www.cepis.org) created a task force, supported by the European Commission through
the ESPRIT research programme, to examine how to raise the levels of digital literacy
throughout Europe. The new certification programme was launched as the European
Computer Driving Licence (ECDL) in Sweden in August 1996.
1997 – ECDL Foundation Established
ECDL quickly gained European-wide acceptance and a clear need was identified for the
project to establish a central coordinating body to ensure a consistently high standard
of implementation in all European countries. On the 8th January 1997, ECDL
Foundation, a not-for-profit organisation, limited by guarantee with no share capital,
was formally established in Dublin, Ireland.

successfully reached ECDL / ICDL skills levels and wish to further enhance their
computer proficiency.

2007 – ECDL / ICDL Syllabus 5 Launched
Since its initial conception, the ECDL / ICDL syllabus has continually evolved to reflect
changes in technology and its use. In 2007, ECDL Foundation conducted a substantial
review of ECDL / ICDL Syllabus 4.0 in order to ensure that it reflected ongoing
advances in technologies and relevant practices. This resulted in the completion of
ECDL / ICDL Syllabus 5.0 which was phased in by national operators during 2009.
2009 – Over 9 Million Candidates in 148 Countries
ECDL Foundation continues to work with its nationally appointed operators to extend
the reach of its certification programmes through an international network of
approximately 24,000 Test Centres spanning 148 countries. Building on the success of

certification programmes has expanded to cover introductory courses for those with no
ICT skills, through to advanced-level certifications for those looking to gain recognition

VENDOR NEUTRALITY
ECDL Foundation’s certification programmes are vendor neutral. This means that our
programmes are not tied to any one brand of software and are designed to enable
people to gain skills that can be used in any appropriate software environment.

Certification
People begin the ECDL Foundation certification process by enrolling in an ECDL
Foundation programme at an approved test centre. Training is provided for each module
prior to taking the test and includes training manuals and e-learning programmes which

Following appropriate preparation, the candidate sits a test in each module at the approved
