Purpose of Memo
The purpose of this memo is to request funding from the Kapiti Coast District Council’s economic development
fund to enable the proposed Kapiti Wings & Wheels event to proceed as planned.
The vision of the event organisers is to provide an event that draws a large number of visitors to whom we can
showcase businesses operating at Kapiti Coast Airport and within the Kapiti District, create greater awareness of
what else is on offer in Kapiti, as well as to provide a free event for the wider community’s enjoyment.
Introduction
Kapiti Coast Airport Holdings Ltd (KCAHL), Kapiti Districts Aero Club (KDAC) and Southwards Car Museum
(SCM) propose to host the inaugural Kapiti Wings & Wheels event on Saturday 30 January 2016 at Kapiti
Coast Airport. These parties have formed an Event Committee for the purpose of organising this event.
This ‘wings and wheels’ themed event is centred on an airport open day with displays of locally based and
invited aircraft, motor vehicles from car clubs and enthusiasts, emergency services displays, and food &
beverage vendors.
Targeted visitor numbers is +/- 5,000 people.
Examples of the types of aircraft and vehicles proposed for display are shown on Annexure A.
Funding Request
Requested KCDC funding is a sum of up to $36,000 + GST.
The Kapiti Wings & Wheels event budget is attached – Annexure B.
Contributions by the Event Committee include KCAHL direct funding $5,000 + GST, KCAHL foregoing airport
fees for the participating aircraft estimated $2,500 + GST, use of the airport land, and organising committee time
and resources at nil cost.
Note that only actual costs incurred are sought to be funded to the amount of $36,000 + GST. For example,
where the DC3 cost is able to be offset by flight ticket sales this will be credited back to KCDC.
Event Overview
The Kapiti Wings & Wheels event is expected to draw a large number of visitors including many from outside of
the district. The event and its exposure create a prime opportunity for Kapiti business to benefit directly from
increased trading with the influx of visitors plus opportunities for future return business.

KCAHL, KDAC and SCM are collaborating to organise the event (the Event Committee). KCDC is invited to join
the Event Committee if it wishes.
The event is free to the public and will be hosted at Kapiti Coast Airport from 10:00am to 3:00pm on Saturday

30 January. A bad weather alternate day is planned for Sunday 31 January 2016.
Annexure C shows the events proposed layout within the airport land.
Showcased will be various aircraft on static display, aircraft flying to/from the airport (many visible in the airport’s
operating circuit parallel to Paraparaumu Beach), classic, performance & hot rod cars, and farm machinery.
The aircraft examples shown on Annexure A have confirmed their potential availability subject to funding (where
applicable) and operational status at the time of the event.
Airport based businesses will be offering trial flights, flight training, scenic flights, and club memberships.
Non-airport business such as SCM and food vendors operating on the day at the airport will be selling and
promoting their products and services.
Others in the Kapiti business community are strongly encouraged to participate in capturing the visitor spend
through their areas of business. For example, local & visitor aircraft will be visible flying parallel to Paraparaumu
Beach and many interesting cars will be driving around the district, all adding to the day’s activities.
Public parking on airport land is by a gold coin entry donated to the ATC (Air Training Corp) for their services
providing the car park marshalling and supervision of vehicles.
The DC3, which has a strong history and connection to the airport and the Kapiti Coast, is available to provide
20 minute scenic flights around Kapiti at a cost of $85 per person. Multiple flights will reduce the total cost of the
DC3’s attendance at the event by offsetting the attendance fee of $12k. The DC3 and tickets for scenic flights
will be promoted strongly through the advertising mediums, and online bookings and ticket purchasing will be
available through the event and Kapiti Aero Club websites. It is envisaged that at least 3 flights should sell prior
to the event.
Economic Impact Assessment
The Event Committee considers that the event has the potential to bring significant economic benefits to the
Kapiti Coast District far in excess of the cost of hosting.
Measurement of the economic impact will be undertaken through count of event visitors entering the airport
venue, businesses located on airport or otherwise participating in the event on airport land shall each provide a
post event report on economic impact, and a survey of a large sample of visitors on entry will be carried out. The
survey information sought will include where the visitor lives, if out of district how long they are staying and
where, how they heard about the event, etc.
KCDC is requested to use other means available to it to assess the economic impact of the event such as
records of comparative spend through electronic transactions, visitor accommodation nights, feedback from
Kapiti Coast businesses located off airport etc.
In summary the Event Committee wishes to highlight the following:
1. Projected event visitor numbers +/- 5,000 people;
2. Event content has high potential to attract many visitors from out of district (est. 10% to 20%). In
addition, many of the event participants are from out of district;
3. Event entry is a free;
4. This is a fun event that caters for a wide demographic;
5. Event is expected to attract considerable media interest;
6. Provides a showcase for Kapiti Coast businesses to sell their products and services both on the day and
to attract repeat business, e.g. Kapiti District Aero Club will be promoting club memberships, pilot
training & trial flights which will see visitors return;

7. Event day benefits will go beyond the airport event hosting location with aircraft flying the “usual” circuit
along Paraparaumu Beach & Raumati Beach, and the classic & hot rod vehicles driving around the
district;
8. Ready scalability of the event in future years;
9. Event participants are assessed to be in higher spending categories with their aircraft & vehicles;
10. Benefits not for profit community organisations, e.g. Air Training Corp.
The submitted event budget and programme is expected to ensure that the event content is substantial enough
and of such a high standard that it can be expected to generate substantial economic and non-economic
benefits to the Kapiti Coast District.
The Event Committee shall prepare a post event report to the KCDC summarising the economic data gathered
across those participating at the airport venue.
General
The Event Committee is committed to making this inaugural event a success. Given this is a new event the
numbers of visitors is something of an unknown however there is evidence from other aircraft and car events
that these are highly popular drawing a broad demographic from over a wide area.
There are aspirations to grow this event in future years to a larger scale particularly to include an aerial display
component along the Paraparaumu Beach water front.
The Event Committee wishes to thank the KCDC for its kind consideration and the Council officers for the advice
and support provided to us in our planning to date.
