FAA To Push For Revamping
Of Air Traffic Control System

The nation's air traffic control system needs revamping, and the Federal Aviation Administration will push
even harder for the changes, the agency's top official
said Tuesday.
"We are already late as it is and we will continue to
push our proposal to have the system incorporated and
operated as a business, in a business-like manner,"
FAA Administrator David R. Hinson told the opening
session of the 28th annual Gulfstream Aerospace Corp.
owners and operators conference.
The FAA has proposed that the current air traffic
control system, operated by the agency, be incorporated
as a separate entity with its own procurement and personnel rules and regulations, similar to the U.S. Postal
Service.
"The present system of managing the nation's air
traffic is not as efficient as it should be,'* Hinson told
nearly 1,500 people at the Savannah Civic Center. "The
whole purpose of our planned U.S. Air Traffic Services
Corp. is to get away from doing business the government way."
. "With the present system, we cannot get new technology implemented quickly enough. It can take as long
as five years to award a contract for new equipment and
by the time it is operational, it is obsolete," Hinson said.
Hinson noted that incorporating air traffic management systems has worked successfully in a number of
other nations.
"In fact, the British system is preparing to go totally
private and sell stock," Hinson said.
Before his remarks to the conference, Hinson presented Charles Coppi, Gulfstream senior vice president
for engineering anjl technology, with an FAA Distinguished Service Award for his years of service to the nation's aviation industry.
Coppi has designed all of Gulfstream's business aircraft and several other military planes.

Gulfstream, with its main manufacturing facilities at
Savannah International Airport, is the world's leading
producer of large business jets.
The annual workshop brings owners and operators of
Gulfstream Jets and suppliers to Savannah for face-toface meetings with company officials and representatives.

The remainder of the three-day conference at the
Civic Center will consist of technical sessions and updates on Gulfstream aircraft and activities.
After his keynote address, Hinson said he hopes that
legislation extending the FAA's Airport Improvement
Program, the source of funds for many of the nation's
expanding airports, will be signed "in a week or so."
"But it will be for only about $800 million," Hinson
said. "We hope in another month we will get a whole bill
so we can keep getting the money out to build and expand airports."
The legislation that authorized the program expired
at the end of the government's fiscal year in October,
and no funds have been available from the FAA for the
program since.
In the fiscal year that began Oct. l, 1992, Savannah
International Airport received $2.7 million from the improvement program.
Tuesday's main session opened with an update by
Gulfstream President and Chief Operating Officer Fred
Breidenbach on progress on the new Gulfstream V,
scheduled to have its first flight next year. Deliveries
are to start in late 1996.
In his welcoming remarks, Gulfstream Vice Chairman Thomas Bell told the owners and operators that
they could quit worrying about new management
changes at the company.
"I know there have been several such changes in the
past year, but that's over with. The management team
we now have is here to stay and we feel good about it,"
Bell said.
Bell told the audience that Gulfstream is in solid financial condition and a backlog of orders for the Gulfstream V is building.

Stocks Sputter Through Lackluster Session

floor amounted to 234.20 million
shares as of 4 p.m., down from 259.08
million Monday.
The NYSE composite index fell
0.47 to 253.70 and Standard & Poor's
500 stock index slid 0.67 to 458.21.
Shares of smaller companies also
sagged and indicators that monitor
their activity snapped a string of advances. The Nasdaq Stock Market
composite index dropped 4.13 to
NEW YORK - Stocks pulled
back in a lethargic session Tuesday
as a negative day for the bond market left investors lacking a buying
incentive.
The Dow Jones industrial average and other major measures of
market performance finished an uneventful session with lower readings. Slumping prices of economically sensitive stocks weighed down the
Dow industrials, which shed 12.61 to
3,755.91.
Losers outnumbered gainers by
739.30 while the American Stock Exchange market value index slipped
0.10 to 442 49.
There was little to influence stock
activity in the absence of any major
economic news.
Market analysts said stocks stuck
to the course set by bonds given that
no sensitive reports on the economy
were due until Friday when the Labor Department will issue the producer price index, a gauge of inflation at the wholesale stage of production.
Treasury notes and bonds declined with long-term issues bearing
the brunt of the selling through the
lackluster session.
