COMMISSIONER (ADMN.) AND PRINCIPALS - 2012
NavodayaVidyalayaSamiti (NVS), an autonomous organization under the Ministry
of Human Resource Development, Department of School Education & Literacy,
Government of India, invites ON-LINE applications through the link available on
NVS Website, from eligible Indian nationals for filling up of vacancies for the posts
of Assistant Commissioner(Admn.) and Principals from Gen./OBC/SC/ST/PH
Categories on DIRECT RECRUITMENT BASIS.
JawaharNavodayaVidyalayas are co-educational, fully residential schools up to
Senior Secondary level and are located mainly in rural areas. At present 584 JNVs
are functioning all over the country.
Being fully residential institutions, the
Principals/ teachers are required to stay in the Vidyalaya campus for which rent free
accommodation as available will be provided.
Details regarding essential and desirable qualifications for both the categories of
posts, Pay Scales, Age limit, Relaxation of age, Mode of Selection and other related
details are given below. Reservation for various categories viz. SC, ST, OBC & PH
will be allowed as per Govt. of India instructions. In addition to the pay scale and
grade pay, selected Principals will be entitled to draw admissible allowance besides
10% special pay for performing additional residential duties.

Eligibility of Applicants
The Cut-Off date for determining various eligibility criteria (Educational
Qualifications, age limit etc.) will be 26.06.2012. Applicants must satisfy about
their eligibility before applying.
AGE RELAXATION
Maximum relaxation in upper age will be as under:
(a) Up to a maximum of Five years in the case of SC/ST candidates.
(b) Up to a maximum of Three years in the case of OBC candidates.
(c) Up to a maximum of Five years in the case of Govt. servants / NVS regular
employees.
An applicant claiming age relaxation under this para should produce a certificate
from his/her employer to the effect that he/she is a Govt. servant as on the
date of advertisement.
(d) Up to a maximum of 10 years in the case of Physically Handicapped.
EXCEPT PHYSICALLY HANDICAPPED CANDIDATES, ALL THE CONCESSIONS
MENTIONED ABOVE WILL BE CONCURRENT, THAT IS, IF A PERSON IS ELIGIBLE
FOR MORE THAN ONE CONCESSION, ONLY ONE OF THE CONCESSIONS OF THE
HIGHLY PERMISSIBLE LIMIT WILL BE GRANTED.
MODE OF SELECTION
1.
The Written Examination for the recruitment to the above posts will be held
at Delhi on August 05, 2012.
2.
Blind candidates will be allowed to take the assistance of scribes (to be
arranged by the candidates) at the respective Examination Centre who will
assist them in the examination process. Such candidate must write clearly
about their disability in the application form. An extra time of 20minutes
per hour of examination will be given to such candidates.
3.
Candidates will be required to download the call letter from Navodaya
Vidyalaya Samiti’s website i.e. “www.navodaya.nic.in”. Candidates will be
intimated about the same by e-mail & SMS. No candidate will be permitted
to appear in the examination hall without the Admit card, along with
information handout.
4.

The tests will be of Objective type with each question having five alternative
choices out of which one will be the correct answer. Candidates have to find
out the correct answer and indicate it by darkening appropriate oval on a
separate computerized answer sheet using an HB pencil. The test will be
bilingual (Hindi & English Version).
5.
Written Exam for both the posts of Assistant Commissioner(Admn.) &
Principal will be held simultaneously. In case any candidate applies for both
the post, he will have to attempt paper 5 of the other post in the same sitting
without any break, and will be allowed extra time of 75 minutes.
6.
The decision of the Samiti about the mode of selection to the above posts and
eligibility conditions of the applicants for interview shall be final and binding.
No correspondence will be entertained in this regard.
7.
SCHEDULE FOR WRITTEN EXAMINATION
Schedule of examination will be intimated with the Admit Card. Detailed
examination schedule will also be notified on Samiti’s website
www.navodaya.nic.in
How to Apply:
i.
Candidates are required to apply Online throughNavodayaVidyalayaSamiti’s
web-site at www.navodaya.nic.in.
ii.
Candidates are required to have a valid personal email ID. It should be kept
active during the currency of this recruitment. Under no circumstances, he/she
should share/ mention email ID to/ or of any other person.
iii.
In case, a candidate does not have a valid personal email ID, he/she should
create his/ her new email ID before applying Online.
iv.
Applicants are first required to go to the web-site www.navodaya.nic.in and
open the link 'Recruitment'. Thereafter, open the Recruitment Notification titled
as ‘RECRUITMENT OF ASSISTANT COMMISSIONER (ADMN.)
&
PRINCIPALS - 2012'
v.
Take a print of the entire Recruitment Notification, including the 'FEES PAYMENT
CHALLAN'.
vi.
Fill in the Fee Payment Challan in a clear and legible handwriting in BLOCK
LETTERS.
Go to the nearest Branch of Union Bank of India with the Fee
Payment Challan duly filled in and pay the appropriate Application Fee in .
Applicants are required to pay Rs. 500/-+ Rs 40/- as Bank’s service charges
towards non-refundable application processing charge in the form of a bank
challan as mentioned above. No fees is required to be paid by candidates
belonging to SC / ST / PH categories and Women Candidates. Hence the steps
for payment of fees will not be applicable to the candidates belonging to these
categories.
vii.
Obtain the counterfoil (Applicant's Copy& NVS Copy) of the Fee Payment Challan
duly received by the Bank with(a) Branch Name & Code Number (b) Transaction
ID/Journal No (c) Date of Deposit & Amount filled by the Branch Official.
viii.
Candidates are now ready to apply Online by re-visiting the Recruitment Page of
the Navodaya Vidyalaya Samiti’s website and going to the sublink"Online
APPLICATION FOR RECRUITMENT OF ASSISTANT COMMISSIONER (ADMN.) /
PRINCIPAL - 2012". Click on this sublink will open up the appropriate Online
Application Format. Candidate must select the appropriate post in
theapplication form for which he/she is applying i.e. Principal Or Assistant
Commissioner(Admn.)
ix.
Carefully fill in the complete details in online application form indicating the
necessary details from the Fee Payment Challan, scan and upload your recent
photograph and signatures at the appropriate places as per instructions
available on the website and submit the same Online.
x.
Original counterfoil of the fee payment challan(NVS Copy) will have to be
submitted with the Call Letter at the time of written test by the candidates, as
mentioned above in para (vii). Without counterfoil of the fee payment challan,
the candidates will not be allowed to appear in the written test. Candidates are,
therefore, advised to keep 3 photocopies of the fee payment challan for future
use. (Not applicable for SC / ST / PH / Women Candidates)
xi.
The candidates should take a printout of the online application, affix a recent
passport size photograph and preserve it with them for their record.The
application printout with photograph affixed will also have to be submitted
during document verification at the time of interview alongwith the attested
copies of certificates in support of Age, Qualification, Experience, Caste, Caste
Validity, Non Creamy Layer, as applicable.
xii.
The name of the candidate or his/ her father/ husband etc. should be spelt
correctly in the application as it appears in the certificates/ mark sheets. Any
change / alteration found may disqualify the candidature.

GENERAL INSTRUCTIONS TO THE CANDIDATES
1. The NVS will take up verification of eligibility conditions with reference to
original documents only after the candidates have qualified for interview. Only
those OBC categories which are recognized by Government of India will be
considered for appointment under OBC category.
2. Results of the written exam will be published on Samiti’s Website in due
course. No enquiry in this regard will be entertained by NVS.
3.
Canvassing in any form will disqualify a candidate.
4. The Samiti may take up the verification of eligibility of the candidate at any
point of time prior to or after the completion of the selection process. Even if
Admit Card is issued to a candidate due to lack of information in the application
form or otherwise and if it is found that the candidate is not eligible his/her
candidature shall be summarily rejected.
5. Any dispute with regard to this recruitment will be subject to the court having its
jurisdiction in Delhi only.
6. The Samiti may, at its discretion, hold re-examination if necessary in case need
arises for the same. In such an eventuality, candidate will have to appear for
such re-examination at his/her own cost.
7.
No TA etc. will be paid for appearing in the written test.
8.
Selected candidates are liable to be posted anywhere in India.
9.
Selected candidates will initially be on probation for a period of two years,
which can be extended at the discretion of the Competent Authority.
10. Qualifications acquired by the candidates should be strictly in accordance with
the prescribed qualifications. Any candidate seeking claim of equivalence of the
qualifications with that of the notified one should furnish documentary evidence
in support of their claim at the time of interview/selection, otherwise such cases
will be rejected. Similarly, where grades have been given, the position of the
mark-sheets showing equivalent percentage of marks should be produced at
the time of interview/selection.
11. In case any discrepancy or variation in the translated version of this
advertisement is found in Hindi or any other language, the text provided in the
English version will be treated as final.
Annexure – I
GUIDELINES FOR SCANNING THE PHOTOGRAPH & SIGNATURE
Before applying online a candidate will be required to have a scanned (digital)
image of his/her photograph and signature as per the specifications given below.
(i) PHOTOGRAPH IMAGE :
- Photograph must be a recent passport style colour picture.
- The picture should be in colour, against a light-coloured, preferably white,
background.
- Look straight at the camera with a relaxed face
- If the picture is taken on a sunny day, have the sun behind you, or place
yourself in the shade, so that you are not squinting and there are no harsh
shadows
- If you have to use flash, ensure there is no “red-eye”
- If you wear glasses make sure that there are no reflections and your eyes
can be clearly seen.
- Caps, hats and dark glasses are not acceptable. Religious headwear is
allowed but it must not cover your face.
- Dimensions 200 x 230 pixels (preferred)
- Size of file should be between 20kb–50 kb
- Ensure that the size of the scanned image is not more than 50KB. If the
size of the file is more than 50 KB, then adjust the settings of the scanner
such as the DPI resolution, no. of colours etc., during the process of
scanning.
(ii) SIGNATURE IMAGE:
- The applicant has to sign on white paper with Black Ink pen.
- The signature must be signed only by the applicant and not by any other
person.
- The signature will be used to put on the Hall Ticket and wherever
necessary.
- If the Applicant’s signature on the answer script, at the time of the
examination, does not match the signature on the Hall Ticket, the
applicant will be disqualified.
- Dimensions 140 x 60 pixels (preferred)
- Size of file should be between 10kb – 20kb
- Ensure that the size of the scanned image is not more than 20KB
(iii) SCANNING THE PHOTOGRAPH & SIGNATURE:
- Set the scanner resolution to a minimum of 200 dpi (dots per inch)
- Set Color to True Color
- File Size as specified above
- Crop the image in the scanner to the edge of the photograph/signature,
then use the upload editor to crop the image to the final size (as specified
above).
- The image file should be JPG or JPEG format. An example file name is :
image01.jpg or image01.jpeg Image dimensions can be checked by listing
the folder files or moving the mouse over the file image icon.
- Candidates using MS Windows/MSOffice can easily obtain photo and
signature in .jpeg format not exceeding 50KB & 20KB respectively by using
MS Paint or MSOffice Picture Manager. Scanned photograph and signature
in any format can be saved in .jpg format by using ‘Save As’ option in the
File menu and size can be reduced below 50KB(photograph) &
20KB(signature) by using crop and then resize option (Please see point (i) &
(ii) above for the pixel size) in the ‘Image’ menu. Similar options are
available in other photo editor also.
(iv) If the file size and format are not as prescribed, an error message will be
displayed.
(v) While filling in the Online Application Form the candidate should fill in all his
details on Page 1. After verifying that the details he has filled in are correct and
clicking on the ‘Submit/ Next’ button a link will be provided on Page 2 of the
online application form to upload his photograph and signature.
(vi) Procedure for Uploading the Photograph and Signature
(i) There will be two separate links for uploading Photograph and Signature
(ii) Click on the respective link “Upload Photograph / Signature”
(i)
Browse & Select the location where the Scanned Photo / Signature file
has
been saved.
(iv) Select the file by clicking on it
(v) Click the ‘Upload’ button
(vii) Your Online Application will not be registered unless you upload your photo
and signature as specified.
Note:
(a) In case the face in the photograph or signature is unclear the candidate’s
application may be rejected.
(b) Candidates are advised to take a printout of their system generated online
application forms after registering.
(c)
In case the photograph or signature is unclear, the candidate may edit his
application and re-upload his photograph or signature.
