Chairman Job Description
RESPONSIBLE TO:
District Friends of Scouting Chairman
OBJECTIVE:
With the help of your District Executive, recruit, train, and give
leadership to Unit Campaign Coordinators and Family Presenters to
achieve the Family Friends of Scouting goals.
RESPONSIBILITIES:
1. Give personally to Friends of Scouting.
2. Attend the Friends of Scouting Kickoff.
3. Contact each unit in the district and encourage them to select a Unit Friends of Scouting Campaign
Coordinator and a presentation date by January 15, 2016.
4. Conduct a family campaign kick-off in early December to orient Unit Friends of Scouting Campaign
Coordinators and build enthusiasm and momentum for the campaign.
5. Recruit effective Friends of Scouting Presenters for every 3 active units. Train them in how to give an
effective Friends of Scouting presentation.
6. Manage your District’s Family FOS Campaign by ensuring that all units are contacted, unit goals are set
and communicated and a unit presentation date is set between January and March.
7. Recognize and thank team members and attend Friends of Scouting Victory Party.

Unit Presenter Job Description
RESPONSIBLE TO:
District Family Friends of Scouting Chairman
RESPONSIBILITIES:
1. Give personally to Friends of Scouting.
2. Attend the Family Friends of Scouting Presenter Training.
3. Conduct 3 unit Friends of Scouting presentations working with the Unit Friends of Scouting
Coordinator and following the guidelines in the Catalina Council, BSA Family Friends of Scouting
Guidebook.
4. Report your assigned unit presentation results to the District Family Friends of Scouting Chairman and
the District Executive.
5. Promote the Friends of Scouting Campaign throughout the District at Roundtables and other District
functions.

FOS Family Campaign Facts
Friends of Scouting Campaign (FOS)





At the Council level, it costs $200 per year per youth member to provide Scouting program in
Southern Arizona.
Approximately 25% of the funds needed for Catalina Council come from Friends of Scouting.
Any money raised by Friends of Scouting stays within Catalina Council, which ultimately
supports our Scouts and leaders.
Contributions are 100% tax deductible.
This year’s goal for the Council-wide Friends of Scouting Campaign is $390,000.
Why is it important? How is my Unit or Child affected?



As each of us know by looking at our children, Scouting develops character in youth as they
grow into adults.
The Scouting program is more than just your unit. Catalina Council provides training,
administrative support, activities, camps, etc. Without Catalina Council doing their part, our
individual unit programs would suffer.
Review the brochure to see specifically how Catalina Council uses their resources to help
Scouting in Southern Arizona.
How is the Family Campaign Run?



The Council Campaign goal of $390,000 is divided into district goals.
Each district goal is divided into four areas of donors: Scouters, Community, LDS Stakes and
Community Units. District Goals are:

Family FOS Presentation Guidelines – “Tips for Success”
BEFORE THE PRESENTATION:

Practice your presentation.

Reconfirm 2 days out.

Ensure that you are early on the program agenda.

Prepare all FOS materials.

Show up at least 15 minutes early to begin working leaders for endorsements.

Help set up and show support.
THE PRESENTATION:

Present early in the evening.

Know your material, know the script, but do not read the script. Express appreciation.

Get Scouts to help distribute brochures & pens and to help in your presentation.

Show recognition items, encourage higher levels.

End with endorsements from Unit Leaders! The more the better!

Stress 100% participation that night. Ask everyone to turn in a card that night.

Keep it short, but do not undersell the importance.

Let folks know that you will be there all night to collect cards.

Announce final amount raised just before the closing of the meeting.
AFTER THE PRESENTATION:

Be available to assist individuals.

Be in a visible spot to collect cards.

Ask the Unit Leader to remind folks to give.

DO NOT LEAVE! Families still give after the presentation.

Give a copy of the FOS Enrollment Transmittal Report to the Unit FOS Campaign Coordinator
& ask for their support with follow-ups.

Send out “Thank You” letter to the Unit FOS Campaign Coordinator within a week.

Sample Script for Presentation
Friends of Scouting:
Hello my name is, _________. I am here from _____________ District. It is a pleasure for me to be here
tonight to thank you for being a part of this great Scouting program and to share with you why Scouting is
important to me and to talk to you about the annual Friends of Scouting Campaign.
When your son joined Scouting, he became a member of this (pack/troop/team/post/crew) and a member of
the Boy Scouts of America. He also became a member of our local Scout organization, the Catalina Council.
Each year, you pay dues to your unit and you pay a small registration fee to the National BSA Office to ensure
your son or daughters’ membership in Scouting. However, it costs nothing for your son or daughter to become
a member of the Catalina Council and to benefit from its work and mission.
We are a part of the Catalina Council, Boy Scouts of America. Our council serves nearly 7,000 youth in
Scouting in Pima, Pinal, Cochise, and Santa Cruz Counties with a $1.2 million operating budget that enables as
many youth as possible to experience Scouting.
The Council is spending $200 per Scout (or $16.66 per month) to provide services that support our Scouting
units and volunteers. These services are:
1. STAFF / CUSTOMER SERVICE
The Council employs 5 professional Scouters, 2 support staff, and 1 part time caretaker – a total of 8
employees. Their major focus is service to volunteers. They assist with event planning, membership
recruitment, volunteer training, new unit organization, resolution of unit problems, answering questions,
assisting with unit issues, helping with unit rechartering, recruiting volunteers and supporting volunteers.
As customers, YOU expect outstanding customer service and help.
COST OF HAVING STAFF
These costs include employee benefits (medical, dental, group life insurance, disability, and retirement),
payroll taxes (social security, worker’s compensation, and unemployment insurance), interviewing and
relocation costs, travel expenses, conferences and meetings.
As customers, YOU expect us to handle these expenses in a professional manner.
2. ITEMS FOR CAMPS, EVENTS AND ACTIVITIES
These expenses include supplies (for program, food, office, medical and sanitation), postage, copying and
printing costs, and misc. expenses. Includes summer camp, Lawton Cub Scout camping programs, district day
camps and winter Cub camp, and other activities at both Camp Lawton and Double V Scout Ranch. The council
also produces a Unit Planning Guide each year to help you plan and prepare for activities and events.
As customers, YOU expect well-run programs for our youth.
3. PROPERTY EXPENSES FOR CAMPS AND OFFICE
These expenses include maintenance, utilities, telephone, rental and maintenance of equipment at the Scout
Offices in Tucson and Sierra Vista as well as the two camping properties.
As customers, YOU expect well-maintained facilities.
4. RECOGNITION OF YOUTH AND VOLUNTEERS
These expenses include patches, mugs, popcorn prizes, and Friends of Scouting recognition items.
As customers, YOU value Scout and adult leader recognition.

5. ASSISTANCE FROM OUTSIDE PROFESSIONALS
Scouting is a complicated business and the Council needs help from outside professionals. These expenses
include audit fees, property management fees (for the Scout office), and technology and computer software
fees.
As customers, YOU expect Scouting to operate in a professional and efficient manner.
6. PROTECTING VOLUNTEERS, YOUTH, AND CHARTERED ORGANIZATIONS
These expenses are for insurance protection. Insurance purchased by the Council includes liability, property,
auto, supplemental accident and health, fiduciary, directors and officers.
As customers, YOU expect insurance protection.
7. PAYMENT TO NATIONAL BOY SCOUTS OF AMERICA (“FRANCHISE FEE”)
This is the charter fee that the Catalina Council pays to the national organization. It is very small – less than 1%
of our overall budget.
As customers, YOU expect the Council to belong to the National Boy Scouts of America organization.
The Council believes that Scouting volunteers and families value and appreciate these services!
Let me share with you why I value and appreciate the Scouting program (Personal experience in Scouting….)
(Have Scouts pass out cards) Right now, you are receiving a contribution card from your Scouts, please look at
it and fill it out this evening. Everyone who believes in what Scouting is doing for young men and our country
should participate in Friends of Scouting. Scouting is the guarantee to a future of a great community for all of
us. These young men will be citizens who will give back, and who will make great contributions because they
are involved in Scouting.
We do have some nice recognition items for all your gifts, which will be mailed to you immediately. For a gift
of any amount, you will receive a BSA Cling Sticker to show that you participate in the Friends of Scouting
program and you support Scouting.

For a total gift of $150.00, you will receive a Catalina Council commemorative council strip.

For a total gift of $250.00, you will receive a Catalina Council Commemorative council strip.

For a total gift of $500.00, you will receive a Catalina Council commemorative council strip.

For a total gift of $1,000.00, you will be part of our Summit Club. You will receive a Catalina Council
commemorative council strip set, a plaque, a shirt, and a invite to the Summit Club Dinner.
Your unit can also receive benefits:
Platinum Level Goal: Achieve 100% of Friends of Scouting Unit Goal.
When your unit reaches the Platinum Level, your unit will receive.
 Free cloth rank advancements for youth in the Catalina Council, BSA Scout Shop, including required
Cub Scout rank required belt loops, Arrow of Light patch, Eagle Kits, Eagle required merit badges,
Denali award, and Venturing Summit award medal. Expires December 31, 2016).
We are encouraging everyone tonight to participate at the family level or at any amount they feel will make a
difference. Please fill out your cards completely and turn them in to me this evening. You do not have to pay
tonight, you can make a pledge and we will invoice you at your convenience. You can also pay with your credit
card, cash or if you are writing a check, please make it out to BSA.

You may also be able to double your gift if you happen to work for a company that does matching gifts, if you
think your company does, please check the box and we will send you the paperwork to turn in at work. Last
year we received over $10,000 in matching gifts!
Thank you very much for the difference you already make with your involvement in Scouting. I hope you will
join me by participating in Friends of Scouting, because without it, the future of this great program may not be
here when we need it most.

Our Council does receive funds from local United Ways. Any funds received from the United Way are donordesignated funds.

Sample Script for FOS Phone-a-thons (Call Nights)
Hello, this is (your name) calling on behalf of the Catalina Council, Boy Scouts. Is (name on card or
roster) available?
For Individuals With A Giving History:
We are calling tonight to wrap up our Friends of Scouting campaign. In the past, your generous
donation of $( last year’s contribution amount) has helped us to reach out and serve more youth in
Scouting, which positively influences their lives. Can we count on your support again this year?
(If the response is NO)
We certainly appreciate your support. May we follow up with you later? (Clarify if they are able to
contribute later in the year OR not at all. Remember to complete pledge card.)
(If the response is YES)
That is great! Can we count on you for a gift of $(last year’s contribution amount)? Can I send you a

For Individuals Without A Giving History:
We are calling tonight regarding our Friends of Scouting campaign. Friends of Scouting is the annual
fundraising drive to give Scouting families an opportunity to make a financial contribution to the Boy
Scout council. Money raised from the Friends of Scouting campaign helps support the costs to
operate the Council and its camps and services. Would you consider a pledge of $(25, 50, 75,…)?

Matching Gifts
Employer matching gifts can count toward achieving your unit's Friends of Scouting goal
Matching Gifts:
Many companies offer a Matching Gift Program where the company will make a gift to the Catalina Council,
Boy Scouts of America matching the contribution of its employee. Some companies will match gifts of retired
employees. The rules vary among each company. Your pledge must be paid before your company will match
the gift and before the gift can count towards the Unit’s Friends of Scouting Goal.
Procedures:





The adult making the gift must get a matching gift form from his or her company.
The adult fills out the form and mails it to the Catalina Council, BSA Service Center.
Our Council certifies that it has received the person's gift and mails the form back to the company.
(Note: The person making the gift must have it paid in full before our Council can submit the matching
gift form.)
The adult’s employer mails the matching contribution check to the Catalina Council.
The Catalina Council credits the gift to the Unit's Friends of Scouting Goal.
Matching gifts should not be listed on the unit's campaign report form. The employee's matching gift
form needs to be included with the report. Matching gifts are not included in the unit total until our
Council receives the payment from the company.
VIP Program:
Some companies have programs that award grants to the Catalina Council based on the amount of time
leaders or parents volunteer for Scouting. The procedures are the same as above.
Foundation and Grant Applications Policy:
Units may not receive donations from foundations, corporations, and grants from industry employee timeshare programs. Local units (packs, troops, crews, teams and posts) are not considered 501(c)(3) organizations
(that is, tax exempt from Federal income taxes) under the Internal Revenue Service and cannot receive these
types of funding. The Catalina Council, BSA strongly encourages local units to contact the Council Scout
Executive before making any request for possible funding from organizations like those mentioned above.

Unit Friends of Scouting
Recognition and Incentive Program
(Effective from the time your unit reaches its goal through December 31, 2016)
Units Commit To:





Recruit a Unit Family Friends of Scouting Chairman.
Prior to the presentation, agree to the goals established below.
Have your Unit Family Friends of Scouting Chairman attend the Family Friends of Scouting Training.
Communicate with each parent in your unit about their attendance and participation.
Help coordinate a Unit Family Friends of Scouting Presentation with a District Friends of Scouting Team
Member.
Participation Award.
-
Any Unit that has 50 % of Scouting families at re charter time that have participated in Friends of
Scouting will receive a Participation Ribbon for their Troop/Pack/Venturing Crew flag. They will
also receive one free use of a weekend campsite at Camp Lawton or Double V Scout Office (schedule
with the Scout Office).
Gold Incentive: Achieve 75 % of Friends of Scouting Unit Goal.

Pack / Troop / Venturing Units will receive free cloth rank advancements.
Platinum Level Goal: Achieve 100% of Friends of Scouting Unit Goal.
When your unit reaches the Platinum Level, your unit will receive.
 Free cloth rank advancements for youth in the Catalina Council, BSA Scout Shop, including required
Cub Scout rank required belt loops, Arrow of Light patch, Eagle Kits, Eagle required merit badges,
Denali award, and Venturing Summit award medal. Expires December 31, 2016).
Unit recognition is based on the total of all gifts from families within the unit. Individual families
within the unit will also receive recognition for their gifts.
Unit and individual recognition items will be mailed to the respective recipient upon making their
pledge.
Individual Recognition Levels:

For a total gift of $150.00, you will receive a special Friends of Scouting Council shoulder strip.

For a total gift of $250.00, you will receive a special Friends of Scouting Council shoulder strip (for the
$150 and $250 levels).

For a total gift of $500.00, you will receive a special Friends of Scouting Council shoulder strip (for the
$500, $250 and $150 levels).

For a Total gift of $1,000.00, you will receive the entire set of Friends of Scouting shoulder strips and
will become part of the Summit Club. You will receive a shirt with logo, Summit Club Dinner invitation
and a plaque.
