VENDORS REQUEST FOR CHANGE REQUIREMENTS CHANGE
Addendum #1

1. Request a change of duty cycle for Section 3.2.7, duty cycle rating of at least 80,000 pages per month. After reviewing
BLI Specifications for Sharp, Konica, Ricoh, Canon, Brother, HP and Xerox in this speed category, all have duty cycles
of 30,000 – 75,000. Requiring this duty cycle is restrictive to all manufacturers except one or perhaps two. The new
80k duty cycle other major printer & MFP vendors from offering a lower cost 30ppm product as well as a product that
meets size and weight requirements. Our request is to alter your current 80k duty cycle requirements for bidders
equipment with a minimum of 30 ppm to a range of 30,000 – 75,000.
DMV RESPONSE:
The original requirements called for a duty cycle rating of 100,000. Based on the initial vendor requirement change
requests received, DMV reconsidered the specifications in conjunction with field office workload demands, and lowered
the duty cycle to 80,000 pages per month in Addendum #1, dated 02/08/2011. Any further changes would negatively
impact field office production.
2. Request a change of height requirement for Section 3.2.1.1, cannot exceed 20.0” in height. After reviewing BLI
Specifications for Sharp, Konica, Ricoh, Canon, Brother, HP and Xerox in this speed category, all have heights not
exceeding 21.5’’. Requiring this height requirement is restrictive to all manufacturers except one or perhaps two.
The new height requirement of 20” would restrict the majority of printer & MFP vendors from offering a lower cost
30ppm product that meets 80k duty cycle, 55lb weight limit and 10k yield cartridges. Our request is to either
increase your height requirement or lower your duty cycle requirement as requested in the above question to
meet the height requirement of 21.5”

DMV RESPONSE:
The original requirements called for a maximum height of 17.0” and a duty cycle rating of 100,000. Based on the initial
vendor requirement change requests received, DMV reconsidered these specifications in conjunction with field office
workload demands and DMV’s needs and office environment constraints (existing space constraints, different office and
workspace configurations and ergonomic considerations). In Addendum #1, dated 2/08/2011, DMV increased the
maximum height requirement to 20.0”, decreased the duty cycle rating to 80,000 and made as many adjustments as
possible based on the limitations of our field office environments. Any further changes would negatively impact field
office operations.

3. I noticed in your Addendum_1_02-08-2011, the DMV removed from section 7.3 the reference of preventive maintenance
but it’s still present in section 7.8 referencing to renew it. Was it DMV’s intention to remove this service from the SOW
entirely? If so, you might want to remove it’s reference in 7.8.
DMV RESPONSE:
DMV is not removing the preventive maintenance service. Section 7.3 of the Statement of Work requires 2 years of
extended warranty with a request for two optional 1year extensions to provide for maintenance of the printer/scanners.
Section 9.5.4 requires preventative maintenance for 2 years with a request for two optional 1year extensions to provide
for maintenance of the printer/scanners. Section 7.8 requests pricing for two optional 1 year extensions to renew the
preventive and remedial maintenance contract after the initial twenty-four (24) month manufacturer warranty and
remedial maintenance agreement period has expired.
4. The equipment specifications as stated in SOW 3.2.1 are exclusively written as a Sole Source Request for the Dell
2355/dn and/or Samsung 5835/5635. Because the specifications are extremely restrictive to a particular make/model
and in order to avoid possible protest from other equipment manufactures invited to participate in the IFB, we would
therefore recommend or request that the changes for equipment requirements of section SOW 3.2.1 be reconsidered by
the DMV. These are articulated in question 1 of Q&A addendum 1 and also reiterated in similar fashion in questions 2, 3,
7 & 12. If the DMV will not reconsider please explain why?
DMV RESPONSE:
DMV did not base the requirements on any particular make or model of scanner/printer, but developed the
scanner/printer requirements based on DMV’s needs and office environment constraints (existing space constraints,
different office and workspace configurations and ergonomic considerations). In Addendum #1, dated 02/08/2011, DMV
reconsidered the scanner/printer height, width, duty cycle rating, and toner yield requirements and made as many
adjustments as possible based on the limitations of our field office environments. Any further changes would negatively
impact field office operations.

5. We request that the dimensions of the scanner/printer be changed to 21" in height and 20 inches in width.
DMV RESPONSE:
The original requirements called for a maximum height of 17.0” with a width not to exceed 17.5”. Based on the initial
vendor requirement change requests received, DMV reconsidered these specifications in conjunction with field office
workload demands and DMV’s needs and office environment constraints (existing space constraints, different office and
workspace configurations and ergonomic considerations). In Addendum #1, dated 2/08/2011, DMV increased the
maximum height requirement to 20.0” with a width not to exceed 18.5” and made as many adjustments as possible
based on the limitations of our field office environments. DMV has several different office configurations and the device
selected must be useable in any DMV office; therefore, any further changes would negatively impact field office
operations.
6. We would like to request that the lower end of the range of paper weights be increased from 13# to 16#.
DMV RESPONSE:
No modification can be made to the paper weight requirement as DMV will be scanning documents provided by other
agencies which has been printed on 13# paper.
7. 3.1.20.1. Specifications of the Neoware thin-client stations are as follows: 3.1.20.1.4. Browser: Firefox 1.5.x.x

Firefox 3.x.
DMV RESPONSE:
No modification can be made to Section 3.1.20.1.4. as this is the software version currently in use with the Neoware thinclient station. The Neoware thin-client specifications were provided in the Statement of Work so vendors would be aware
and take into account the operating system(s) and software versions being utilized.

8. 3.2.8.1, requires a ship with toner of 10K images, 3.2.8.2, requires a 2nd ship with toner of 10K images, for a total of
20K images shipped with the initial rollout.
If our units come with a lower ship with toner than 10K, but our 2nd toner included is larger that 10K, totaling 22K
images shipped with the initial rollout, could DMV accept this option.
DMV RESPONSE:
The original requirements in Section 3.2.8.1. and 3.2.8.2. called for toner cartridges that were capable of printing 16,000
pages or more. Based on the initial vendor requirement change requests received, DMV reconsidered these
specifications in conjunction with field office workload demands and decreased the toner cartridge printing capacity to
10,000.
The Statement of Work Section 3.2.8.1. requires that each scanner/printer must be equipped with one full black ink toner
cartridge capable of printing 10,000 pages or more; and, Section 3.2.8.2. requires that the vendor provide one additional
full black ink toner cartridge capable of printing 10,000 pages or more; therefore, no additional technical changes can be
made.
