All the bidders are requested to read the General terms & conditions (Annexure-I) of this tender
and the important instructions given below for items to be procured on Annual, Quarterly &
monthly tender basis before submitting your offer. Tenderers who do not comply with the
conditions with documentary proof (wherever required) will not qualify in the Tender for opening
of price bid.
I.
Important instructions for submitting Annual Tender for Items No. D- 1 to 4 of our NIT
The Techno Commercial bids(Annexure-II) along with required EMD shall be opened on due
date mentioned in NIT, in the presence of interested bidders. However sealed price bid of only
those bidders shall be considered for opening who are Technically & Commercially accepted by
HIL . The date of opening of price bid of only Technically & Commercially accepted bidders shall
be intimated separately.
II.
Important instructions for submitting Half Yearly Tender for Items No. C- 1 to 20 of our
NIT
Bidders are requested to submit sealed price bids for the period of first half year (April 2010 to
Sep- 2011) on Firm rate basis for the above items in a separate sealed envelope alongwith
Techno commercial bid (Annexure-II-A)& required EMD as per the details given below.
However sealed price bid of only those bidders shall be considered for opening who are
Technically & Commercially accepted ( i.e.pre-qualified vendors) by HIL for the subsequent
periods of the year.
III.
Important instructions for submitting Half Yearly Tender for Item No.C-21 to C-24
The tender is for vendor registration for three years. Techno commercial bid (Annexure-IIA)& required EMD as per the details given below is required to be submitted before due date.
Price-Bid will be obtained for qualified vendors separately.
IV. Important instructions for submitting Quarterly Tender for Items No.B-1 to 9 of our NIT
Bidders are requested to submit sealed price bids for the period of first quarter (April 2010 to
June 2011) on Firm rate basis for the above items in a separate sealed envelope alongwith
Techno commercial bid (Annexure-II-A)& required EMD as per the details given below.
However sealed price bid of only those bidders shall be considered for opening who are
Technically & Commercially accepted ( i.e.pre-qualified vendors) by HIL for the subsequent
periods of the year on quarterly basis.
V.
Important instructions for submitting Monthly Tender for Items No.A-1 to 4
For item No.A1- to 4 the price-bids for April-2010 for the qty as given below to be submitted
along with Techno-Commercial bid (Annexure-II-A)& required EMD and further price-bids will be
called from pre-qualified vendors on monthly basis.
The Techno Commercial bids for yearly, half yearly, quarterly & monthly tenders shall be opened as
mentioned in our NIT in the presence of interested bidders but the date of opening of price bid of
only Technically & Commercially accepted bidders shall be intimated separately.

GENERAL TERMS AND CONDITIONS OF TENDER

SCOPE OF WORK : Details of the scope of work including specification and guarantee are
given in the tender papers.

MODE OF SUBMITTING TENDER : Tender in the prescribed terms as given in tender
papers should be sent either by Courier Service/Speed Post/Regd. A.D. OR personally
delivered in SEALED Envelopes addressed to the Commercial Manager Hindustan
Insecticides Ltd., Rasayani-410207 in two separate bids i.e. Techno Commercial bid
(Annexure-II / II-A / II-B) accompanied by EMD as given at clause 9 below and duly signed
General Terms & Conditions of Tender (Annexure-I) in one sealed envelope and price bid
(Annexure-III) in another sealed envelope (please read the important instructions sheet
before submitting price bid for items under category A,B,C,D,E,F&G of NIT) . Both these
sealed envelopes, duly super scribed as “Techno Commercial Bid” and “Price Bid” must be
put
in
one
separate
sealed
envelope

scribed
as
“TENDER

in the tender box kept at HIL Corporate office at above mentioned address. The price quoted
should either be typed or written in clear legible terms both in figures and in words. In case of
variation in figures and words the words version shall be taken as final. Over writing in the
tender is not allowed. Correction made in the tender should be initialed by the tenderer and
each page of the terms and conditions, tender forms duly filled in should be signed and dated
by the tenderer.

DOCUMENTS TO BE SUBMITTED ALONGWITH TENDER:
a.
List of supplies effected giving full addresses of the parties where such supply was made in
the past alongwith photo state copies or duly attested true copies of any certificate in support
of similar satisfactory supplies.
b.
Organisational details of the tendering firm viz: proprietary/partnership/private Ltd. or Public
Ltd. In case of proprietary firm copy of registration certificate, partnership firms a copy of
partnership deed and in case of Private Ltd. /Public Ltd. Company a copy of articles of
association/memorandum should be submitted.
c.
Income Tax Regn. No. of the firm should be submitted.
d.
Income tax clearance certificate should be submitted as per prevailing Govt. guidelines.
e.
Interested manufacturers or their authorized agents / traders may quote their rates. In the
event of submitting quotation by an agent on behalf of manufacturer, they must enclose an
authority letter from their Principals that the agent namely ________ is authorized to quote on
their behalf and terms & conditions settled by the agent with HIL will be binding on the
Principals failing which their offer will not be considered. Further an agent can not quote on
behalf of two different Principals for one item, and in such an event their offer will not be
considered
f.
When the annual Total Delivered value of the quoted item is Rs. 20.00 lakhs or more the
tenderer including S.S.I & PSU should also submit copies of their audited Balance sheets for
immediately preceding three financial years.
g.
The bidders who have not supplied the tendered material to HIL earlier would be required to
submit documentary evidence of being in business for tendered product alongwith satisfactory
performance certification from their customers for the last three years. Such bidders would
be subject to satisfactory testing of their samples whenever required.
5.
LAST DATE FOR SUBMITTING TENDER : The sealed tender should be sent so as to reach
on or before ______________ 12.30 Hrs. Tender received after this date and time may not
be entertained and considered.
6.
DUE DATE FOR OPENING TENDER :
The Techno commercial bids under sealed
envelopes will be opened at 13.30 HRS on ______________ in the HIL office in the presence
of such tenderers or their duly authorised representative who desire to be present personally.
7.
TENDER PRICE
:
The price break-up should be quoted for all the materials
equipments/services separately and should be given separately for “Delivered” at HIL
premises Rasayani. The price should be quoted in the prescribed price bid format
(Annexure-III) only.
There would generally be no negotiations hence please submit your most competitive prices
while submitting the price bid.

Statutory levies and Taxes: Sales Tax, Excise duty and any other taxes or levies payable if any
in addition to the quoted item-wise price should be mentioned separately. HIL shall provide
the ‘C’ form to avail the concessional Central Sales Tax rate. Since HIL is a manufacturer of
pesticides it would be possible for HIL to obtain material and equipment at concessional duty
rates for the specific purchase for utilising the same in the production of
insecticides/pesticides provided the intimation is given to Hindustan Insecticides Ltd., for
necessary action.
Please note that any tax/levies imposed by the State Govt./Local authorities other than octroi
after submitting the tender shall not be considered by HIL and the cost attributed on this
account will be borne by the tenderers. However any change in Excise duty and CST shall be
on HIL’s a/c after order placement.
9.
EARNEST MONEY : Earnest Money deposit, should be submitted alongwith Techno
Commercial bid for each item as shown in NIT on our Web Site www.hil-india.com.
EMD shall be given in the form of a Bank Draft/Pay Order in favour of M/s. Hindustan
Insecticides Ltd., Rasayani on any Scheduled Bank at Panvel/Rasayani. Tender received
without EMD shall be rejected. Request for adjustment of EMD against pending bills will
not be entertained. EMD deposited against our earlier tenders shall not be adjusted. EMD
is to be deposited along with this tender afresh. Tenderers may submit EMD in the form of
Bank Guarantee also from any scheduled Bank as per Performa enclosed. The Bank
Guarantee should be valid for one year, i.e. up to April,11. The EMD amount shall be
converted into Security Deposit for all the successful tenderers and same shall be refunded to
them after completing the order satisfactorily. No interest shall be payable by HIL on EMD/
Security Deposit amount. The Original BG to be sent by bankers directly to us and copy
to be attached alongwith tender.
10.
FORFEITURE OF EARNEST MONEY : If any tenderer subsequently withdraws his tender or
makes any modification/alteration unilaterally in the tender after opening of the tender, the
earnest money shall be liable to be forfeited.
11.
VALIDITY PERIOD OF THE TENDER :The tender should be valid for a period of 90 days
for Items required on Annual Basis, 60 days for half yearly basis,45 days for items required on

13.
INCOMPLETE TENDER OR LATE TENDER : Tenders received late, unsealed or without
superscription and without Earnest Money deposit or incomplete in any other respect are
liable to be rejected. For such cases the decision of the tender opening committee
constituted by HIL management will be final.
14.
SUCCESSFUL TENDERER : The successful tenderer shall be informed of the intention of
HIL to award the work through letter of intent/ Purchase Order before the date of expiry of the
validity of the tender.
15.
PURCHASE ORDER/AGREEMENT : The successful tenderer shall be issued a Purchase
Order or shall be called upon to enter into an agreement for execution of supply work/services
after the issue of letter of intent to the successful tenderer as per clause 14 above and such
successful tenderer shall be called hereafter SUPPLIER.
16.
PRE-DESPATCH INSPECTION : HIL reserves the right to undertake pre-despatch
inspection of any or all items at the works of the tenderer and therefore the contractor shall
have to intimate HIL before despatch of any item. Any such inspection shall however not
absolve the tenderer, of his responsibility for the guarantee of the sample.
17.
QUALITY OF MATERIAL/EQUIPMENT/SERVICES : The supplies made must be strictly in
accordance with specifications as per tender and samples approved by HIL, R&D and or its
Units. Supplies deviating from the specifications and sample shall be liable to be rejected by
HIL at its sole discretion.
18.
DESPATCH INVOICE : Alongwith each consignment
Excise/Commercial invoice should be sent.
19.
PAYMENT : Our Normal Payment term is 60 days from the date of receipt and approval of
the material by our respective Unit through Cheque. Any deviation from this term has to be
specifically mentioned by you at column no 13 of our Price Bid. The evaluation of price will be
made taking 60 days credit as a yard stick.
20.
LIQUIDATED DAMAGE: Any breach of the terms of the purchase order contract including
timely completion of the order as per the schedule and to the satisfaction of HIL as per
specification and scope of work laid down, in full or in part that would put HIL to loss HIL shall
have right to impose a liquidated damages @ ½% of the total value for every week or part
thereof of delay, subject to a maximum of 5% of the total order value for such failure to
comply with the terms and conditions of the Purchase Order.
21.
SHORTAGE: No shortage is admissible as the supply is on FOR basis. The net weight of
material at HIL’s Weighbridge(i.e. Electronic Weigh Bridge) shall be taken as final.
22.
RISK PURCHASE: In the event of failure or delay on the part of the supplier to fulfil his
obligation in the execution of the order/contract to HIL’s satisfaction, HIL shall have the right
to terminate the order/contract and make necessary alternate arrangements for completion of
the order/contract through other means at delinquent suppliers risk and cost. In such an
event the earnest money deposit will be forfeited without prejudice to HIL’s right to claim
compensation from supplier for the loss incurred by HIL as a result of supplier’s failure to fulfill
his obligation under the contract/order conditions. The damages so claimed by HIL will be in
addition to the liquidated damages recoverable by HIL as mentioned in our liquidated damage
clause. The supplier shall have no claim for compensation for any loss that may accrue from
any material he might have collected or engagements; he may have entered into on account
of the order/contract.

INCREASE OR DECREASE IN THE SCOPE OF SUPPLY : The quantity shown in the tender
is only approximate and the quantity is to be lifted in staggered manner based on the
requirement of the production unit. The payment will be made on the basis of actual receipt
of the approved quantity by the HIL unit.

A challan in triplicate giving full details of each consignment should be sent to concerned unit
of Hindustan Insecticides Ltd. The challan should give full reference of the order number
against which supplies are sent.
25.
LOSS/DAMAGE to HIL’s property due to the negligence or commission of the contractor or
his personnel working at the premises of HIL will have to be made good by the
contractor/supplier.

PRICE QUOTED SHOULD BE PER KG/MT/UNIT/LTR. WITH OF ALL TAXES SURCHARGE,
EXCISE DUTY ETC SEPARATELY PERCENTAGE WISE AND SHOULD BE INCLUSIVE OF
CHARGE FOR DELIVERY OF THE MATERIAL AT STORES/WAREHOUSE OF HINDUSTAN
INSECTICIDES LIMITED, RASAYANI.
Octroi charges would be reimbursed by HIL on actual basis subject to submission of
documentary proof of octroi deposit.
During the pendency of order no revision of price shall be entertained. Conditional tenders will
not be accepted. Price breakup should be shown distinctly in the Price Bid.
Price offered by the tenderers should remain firm during the validity of order from the date of
issue of LOI/Placement of order as the case may be. The supplies shall be taken in
staggered manner as per HIL's requirement.
If within 30 days from the receipt of goods with defect or deviation of any kind from the
specifications are detected a report to the suppliers for the replacement of such goods, shall be
made by HIL and the supplier will replace goods at his own cost within seven days of the receipt
of information. In case defective or rejected goods are not lifted by the supplier within 10 days of
receipt of intimation of rejection, storage charges at the rate of half percent of the value of the
rejected goods per day or part of a day shall be recoverable from the supplier. For purpose of
calculation of price for recovery of storage the tendered price will be accounted. In case the
rejected material is not lifted within 30 days it will be disposed off at the risk and cost of supplier.

Supplies will be received only from 9.30 A.M. to 2.00 P.M. on working days and no supply will
be received on Sunday/Holiday unless specific permission is given by HIL to that effect.
Delivery schedule may be altered as per our consumption without any commitment on HIL
part.

Small scale Units registered with NSIC are exempted from Tender Document fee &EMD
but Authenticated copy of the valid NSIC certificate should be submitted alongwith
Techno commercial bid of the tender to qualify for such exemptions.

HIL reserves the right to split its requirements between two or more suppliers for raw
materials and packing materials in the ratio of 60:40 or 50:30:20 provided L-2/L-3 etc. party
matches the rate of L-1. In case L-1 party offers quantity less than 60% of the tender quantity,
order will be placed at the finalised rate on L-1 for the offered quantity and balance may be
distributed among L-2/L-3 etc. parties in the ratio of 60:40 subject to matching the L-1 rate.
HIL also has the right to order only part of the tendered quantity or full quantity. However,
quantity discount, if offered, for more than 60% of the tendered quantity will not be considered
for evaluation.

Transit Risk & Insurance: - Transit insurance, if any, should be arranged by the
supplier at their cost since the material is to be supplied on F.O.R. our Stores basis.
The Gross weight of the vehicle through which material to be despatched should not
be more than 40 MT, and length of vehicle should not be more than 40’ as our
weigh-bridge capacity is 40 MT & length of weigh-bridge is 40’ only. The material
despatched through overweight/length vehicles will not be accepted. The Loading
will be in the scope of supplier and unloading will be in the scope of HIL, however,
the warai charges at actual to be paid to Mathadi workers at our site, by the
transporter.
31.
Delivery: - The delivery of the material shall be taken in staggered manner throughout the
year i.e. from April’2010 to March’ 2011 for the items required on Annual Basis.

There would generally be no negotiations hence please submit your most competitive prices
while submitting the price bid.
33.
While evaluating the lowest bidder discounts such as prompt payment discount or discount on
particular day of payment would not be taken into account though our order may include this
option.
34.
FORCE MAJEURE: If the execution of the work by the successful tenderer is delayed beyond
the stipulated period given in the purchase order as a result of outbreak of war, acts of God,
fire, flood and earth quakes, strikes, riots or acts of nature the supplier shall not be held
responsible for such delay and HIL and the supplier shall immediately consult with each other
to determine the measures to be taken. The Supplier shall have to provide proof of existence of such condition of force majeure as
stipulated above to entire satisfaction of HIL duly certified by an appropriate authority as
required by HIL in the event of enforcement of the force majeure clause to justify the delay in
execution of the work. The supplier shall not be allowed to sublet or assign the work awarded
hereunder to any other party unless approved by HIL in writing.
35.
ARBITRATION/CONCILIATION: All disputes and differences arising between the parties in
respect of the order/contract or breach thereof will be decided by a sole arbitrator appointed
by General Manager, HIL . The Arbitration is to be proceeded under the Indian Arbitration Act
and the rules framed thereunder. The decision of the arbitration of all the parties to the
proceeding will be binding and the laws applicable will be Law of India. The venue for
arbitration shall be Rasayani.
36.
LEGAL JURISDICTION : Dispute, if any, arising out of supplies made against purchase order
for Rasayani unit shall be subject to the jurisdiction of Panvel or Alibag courts respectively for
all legal matters pertaining to the Purchase Order, as the case may be.

Products are packed in 50 Kg Double Hessian bags/HDPE bags/drums, 200/250Kgs. metal/HDPE drums.
Liquid products are also packed in HDPE bottles, Pet Bottles, Laminated pouches & tins from50 ML to 20 Ltr &
20 gm to 1 Kg which are subsequently packed in cartons. Each cartons contains 10 liter/5 ltr/ 10 kg/ 6kg
material, except 20 Ltr packing. All finished products are either in liquid or in powder form.
INSTRUCTIONS :

All the information asked in the form has to be provided along with supporting documents. Unfilled
forms, partly filled forms and forms not filled properly and not supported with documents are liable
for rejection.

Qualification of tin containers will be done subject to meeting the eligibility criteria . It will

c)The price-bids on firm price basis will be obtained from
qualified bidders on half yearly basis.
d) The offer should be valid for a Minimum period of 60
days from the date of opening of price bid.
e)The rate quoted should be firm for a period of entire
half from the date of order. The quantity may be
increased during validity of order or validity may be
extended to complete order quantity with mutual
consent.
f)During the validity period, no price increase will be
given.
However, any change in statutory levies like
excise duty and Central sale tax on quoted item shall
be on HIL A/C. Any changes in duties and taxes
because of change in operating level, will be agreed,

Methodology for evaluation of tender
Offers received against open/Limited tender from various bidders for supplies of the materials are evaluated as
under:
(A) Evaluation for Domestic bidders.
(i) All the offers are compared on delivered net of Modvat (CENVAT) basis i.e. total delivered price excluding
CENVAT element & VAT credit wherever it is applicable .
(ii) Payment linked discounts are not considered for evaluation of offers.
(iii) Offers are evaluated on our normal 60 days payment terms basis from the date of receipt of material at our
unit’s stores. However any extra credit given for more than 60 days will not be considered for evaluation. In
case credit is given for less than 60 days the differential interest shall be calculated at applicable PLR rate to
evaluate all the offers on 60 days basis. In the event of offers received for imported material, and the credit
period offered is more than 60 days LIBOR rate of interest, as applicable on 1 st April 09, shall be taken into
consideration for evaluation.
(iv) In case of offers received with letter of credit payment terms the L/C opening charges at our banker’s
prevailing rate is loaded for evaluation. However Bidders are discouraged for submitting offers with L/C
payments terms specially for domestic supplies.
(v) SHORTAGE:- Bidders who ask for shortage to be allowed in quantity, their prices would be loaded by that
much extent to which shortage has been asked for while evaluating the Price Bids.
(B) Evaluation of offers for imported materials
In addition to the above, in case of offers received for imported materials the foreign currencies rates, as
prevailing on the date of opening of the bids, are converted in Rupees plus 3% is added to cover exchange
fluctuation for the FOB/C&F/CIF price only. After this the prevailing Custom Duty & CVD as applicable is added
alongwith clearing and forwarding, transportation charges from port to our factory. Amount of CVD admissible
as CENVAT is then deducted from delivered cost to arrive at NOM rates.
1% landing charges are added on CIF value to arrive at assessable value on which Custom Duty etc are added
(Landing charges are not included in the cost) as it is only for arriving at assessable value).
While evaluating offers of imported material 37 days (30 days transit time & 7 days clearing forwarding time)
credit period is reduced from the actual credit offered by the tenderers, if the shipment is from European
countries, USA, U. K. whereas 27 days ( 20 days transit time & 7 days clearing forwarding time) credit period is
reduced from actual credit offered by the tenderers if the shipment is from Asian countries like China, Japan etc.

RATE :- The rate should be quoted separately in the prescribed price sheet only on PMT basis. Rates will
remain firm for entire year, irrespective of hike in diesel price and other accessories.
EARNEST MONEY:- Earnest Money for RS.________/- for each TENDER in the form of crossed demand

Validity of Period of the Tender :- The tender should be valid for a period of three months for acceptance
from the date of opening of the tender.
Acceptance of Tender :- HIL reserves the right to accept any or all tenders without assigning any reason.
HIL may negotiate or seek clarification the tendered prices and the terms and conditions before accepting
any tender.
Incomplete Tender or Late Tender :- The tenders received late/unsealed/without superscription and
WITHOUT EARNEST MONEY DEPOSIT/incomplete in any other respect are liable to be rejected. For such
cases the decision of the tender opening committee (as constituted by HIL) stands final.
Successful Tenderers :- The successful tenderer shall be informed of the intention of HIL to award the work
through letter of intent in writing before the date of expiry of the validity of the tender.
Security Deposit :- The earnest money of the successful tenderer as deposited in accordance with clause-6
shall be retained and would form a part of Security Deposit. The successful tenderer will have to deposit 5%
of the order value towards Security Deposit in the form of Demand Draft within 15 days of placing the
order/letter of intent OR it would be deducted @5% from the running bills OR the tenderer can submit a Bank
Guarantee to this extent in lieu of Security Deposit. HIL will have a right to appropriate in full or in part to
make good any loss incurred by HIL due to non fulfillment of the work order contract entered into after
acceptance of the tenderer loss of material in transit to accident or otherwise or any other loss caused due to
the fault/negligence of the tenderer.
Work Order Agreement :- The successful tenderer shall be issued a work order or shall be called upon to
enter into an agreement for execution of the work/services soon after the issue after the issue of letter of
intent to the successful tenderer as per clause-11 above and such successful tenderer shall be called
hereafter '‘CONTRACTOR".
Commencement and Completion of the Work :- The contractor shall have to commence the work
immediately on receipt of work order/signing of agreement and complete the work as stipulated . The period
of contract may be extended for further period with mutual consent.
Payment:- Payment for the transportation work done for the material/services supplied, shall be made
normally within 30 days of receipt of materials.

Penalty :- Any breach of the terms of the work order/contract including timely completion of work as per
schedule and work performance to the satisfaction of HIL as per specifications and scope of work laid down
would put HIL to loss and HIL shall have the right to impose penalty of 5% of the total value of the work f
or failure to comply with the work order contract.

Force Majeure :- If the execution of the work by the successful tenderer is delayed beyond the stipulated
period given in the work order/contract as result of outbreak of war,acts of God, Fire, Flood and earthquakes,
Strikes, Riots
or Acts of nature, the contractor shall not be held responsible for such delay and the
contractor shall immediately consult with HIL to determine the measures to be taken.

18) Subletting :- The contractor shall not be allowed to sublet work to any other party in part or full unless
approved by HIL in writing.
19) Increase OR Decrease in the Scope of Work :- HIL reserve the right to increase or decrease the quantity
of work even after acceptance of the unit rates and payment will be made on the basis of actual
satisfactory work done & the right to split its requirements between two or more bidders in the ratio
of 60:40 subject to matching the rate of L-1. HIL also has the right to order only part of the tendered
quantity or full quantity. However, quantity discount, if offered, for more than 60% of the tendered quantity
will not be considered for evaluation.
20) Arbitration and Legal Jurisdiction :- All disputes and differences arising between the parties in
respect of the order/contract or breach thereof will be decided by a sole arbitrator appointed by
General Manager, HIL . The Arbitration is to be proceeded under the Indian Arbitration Act and the
rules framed thereunder. The decision of the arbitration of all the parties to the proceeding will be
binding and the laws applicable will be Law of India. The venue for arbitration shall be Rasayani.
21)LEGAL JURISDICTION : Dispute, if any, arising out of supplies made against purchase order for
Rasayani unit shall be subject to the jurisdiction of Panvel or Alibag courts respectively for all legal
matters pertaining to the Purchase Order, as the case may be.
22)In case of any dispute arises then clause no.20 i.e. arbitration will be applicable first. Clause
No.21 will not be applicable without arbitration.
23) Insurance of Personnel :- Our material in transit are insured against all risk under the open marine Policy
with M/s Reliance assurance Co. New Delhi. In case of any accident/mishap the contractor has to
inform
our underwriter as well as to us and arrange for insurance survey and other formalities (the survey charges
will be borne by HIL) and also arrange for collection and delivery of salvage material, if any. The insurance
of tanker and its crew is to be arranged by the transporter. The contractor will be liable in respect
of any
type of claim of his employee working in HIL’s premises, claims arising our of the workmen’s compensation
Act or any other such legislation of the time being in force applicable to such employees and to insure his
employees under ‘Personal Injuries’ (compensation Insurance) Act,1963. The contractor shall indemnity HIL
against any claim made for action taken against it in respect of the said act and the scheme. In any case, it
will be the responsibility of the contractor in case of any type of claims by the employees of the contractors
to that effect.

Before putting the tankers the contractor should ascertain that all requirement are fulfilled and in case the
tanker are returned empty for unfulfillment of any requirement, HIL will not pay any charges. No detention

The contractor should ensure that the tankers are duly cleaned and washed and it is fit for loading the
material and there would not be any contamination of other earlier liquid which may deteriorate the quality
of the material. In case of any loss due to the negligence of contractor for such reasons, it would be total
responsibility of the contractor.

The contractor will be responsible for safety quality and quantity of material during transit.
28)
Our liquid raw material are poisonous and highly inflammable in nature. In case of any accident the
contractor has to inform immediately to nearest Police Station about this in writing, as to avoid any
complication. In case of any third party liability arises due to non-informing this to the police, it will total
responsibility of the transporter.
29)
No transportation shortage will be allowed.
30)
THE TANKERS SHOULD BE PROVIDED WITH LOCKING AND SEALING ARRANGEMENT FOR Furnace

PRE-QUALIFICATION OF TRANSPORTERS
The tender is for Pre-qualifying of Transporters & Registering a Panel
(A GOVERNMENT OF INDIA ENTERPRISE of Transporters for a period of 3 years.

Hindustan Insecticides Ltd. Rasayani manufactures following pesticides products.
DDT Formulation.
Malathion Technical & its Formulation.
Pesticides Technicals & their Formulations.
Products are packed in 50 Kg Double Hessian bags/HDPE bags/drums, 200/250 Kgs. metal/HDPE drums.
Liquid products are also packed in HDPE bottles & tins from 100 ML to 20 Liter which are subsequently
packed in cartons. Each cartons contains 10 liter material. All finished products are either in liquid or in
powder form.
The scope of transportation is divided in 2 categories.
Category (A) : Products are transported on freight paid basis to the Regional Sales Offices of HIL. The
products are transported either directly to the Godowns of RSO’s or to the Central Ware Housing
Corporation godown under contract with HIL. In this category the products are mostly packed in
Cartons & 200/250 Kgs. Drums. The freight payment will be
released by HIL RASAYANI after
processing of bills submitted by the transporter. The material will be despatched at carriers risk as per
Common carrier Act. Transportation under this category may be in the range of 2000-3000 MT in a
year.
Category (B) : Under this category mostly DDT 50% WDP is to be transported to various places in all over
India for NVBDCP on freight “PAID” basis, packed in 50 Kgs. Double Hessian /HDPE bags/drums.
Other materials may also be transported if required. In this case the material has to be delivered to
the Consignee & acknowledgement to be submitted to HIL for release of freight payment.
Transportation under this category may be in the range of 8000 to 10,000 MT in a year.
Transporter who meets the criteria outlined in the pre-qualification form will be impaneled/Registered
with HIL for 3 years as an approved transporter. Freight rates will be obtained only from those
transporters as and when required.
However, impaneled transporters can be depaneled during the contract period
not found satisfactory at sole discretion of HIL.

Transporters interested in applying for Pre-qualification may fill the enclosed form( Pre-qualification of
Transporters ) and submit alongwith Earnest Money Deposit of Rs. 2.00 lac. EMD can be paid by
D.D./B.G. in favour of Hindustan
Insecticides Ltd. Rasayani payable at Rasayani/Panvel. EMD of
successful transporters will be retained for 3 years. Kindly note that no interest will be payable on
EMD amount. The Original BG to be sent by bankers directly to us and copy to be attached
alongwith tender.

Please Note : Turn-over from quantum of work in a year will be approximately Rs. 3 Crores.
INSTRUCTIONS :
1) All the information asked in the form has to be provided alongwith supporting documents. Unfilled forms,
partly filled forms and forms not filled properly and not supported with documents are liable for rejection.
2) Qualification of transporters will be done subject to meeting the eligibility criteria and acceptance of
essential terms & conditions outlines from A to M below. It will also be based on information provided by in
the form.
3) Mode of submitting Tender : EMD has to be sealed in one envelope marked as “A” & Pre-Qualification form
filled in all respects alongwith all documents to be sealed in second envelope marked as “B”. Both the
envelope have to be further sealed in third envelope. All the envelopes have to be superscribed with
Tender reference NO. & due date. Name of participants has to be written on all envelopes. Sealed
envelope should be sent by RPAD/Courier or personally delivered to Commercial Manager, Hindustan
Insecticides Ltd. Rasayani, 410 207, Tal. Panvel, Dist. Raigad. Maharashtra. HIL will not be responsible
for postal delay. Late received Tender will not be considered.
(4) Acceptance of part or full Pre-Qualifying information/Tender : M/s Hindustan Insecticides Ltd. reserves the
right to cancel one or all the Pre-Qualifying information/Tenders without assigning any reasons. HIL may
negotiate or seek clarification on the pre-qualifying information/Tender terms & conditions before accepting
any pre-qualifying information/Tender.
ESSENTIAL TERM & CONDITIONS
FOLLOWING ARE THE ESSENTIAL TERMS & CONDITIONS. THE TRANSPORTERS WHO ARE MEETING
THESE REQUIREMENTS AND ARE WILLING TO WORK AT THESE TERMS AND CONDITIONS (ATO M
BELOW) MAY ONLY PARTICIPATE FOR PRE QUALIFICATION..TRANSPORTERS WHO ACCEPTS
FOLLOWING TERMS & CONDITIONS FROM A TO M UNCONDENTIONALY WILL ONLY BE
QUALIFIED.EMD/BANK GUARANTEE HAS TO BE ENCLOSED AS PER THE INSTRUCTION IN MODE OF
SUBMISSION OF TENDER OTHERWISE TENDER WILL BE REJECTED. ADJUSTSTMENT AGAINST
PREVIOUS EMD / PAYMENT WILL NOT BE ENTERTAIN.
Transporters must be a Bank approved transporter.
A)
You should have executed a minimum of Rs 1.0 crores ( Rupees one crores) per annum
transportation work in The government/public sector/ public limited company for the past three
years.
B)
Turn over has to be above 10 Crores per annum for the year 2008-09..
D)
Transporter should have fleet of minimum 20 trucks in their own name.
E)
Transporter has to deliver material as per following delivery norms.
i)
For transportation under category B Material has to be delivered within 5 days if the Distance is less
than 1000 KM, within 7ays if the distance is 1500 KM and within 10 days if the distance is 2000
KM. In case of North- Eastern States within 20-25 days.
ii)
For transportation under category A material has to be deliver within reasonable transits time but not
beyond 7 days in any case
F)
Placement of trucks has to be made within 48 hrs from our intimation by Telephone or by fax.
Trucks has to be placed between 9 AM to 2 PM but as early as possible. HIL will not be responsible
for detention charges if trucks are not placed in time.
G).
Submission of acknowledgements: Acknowledgements are to be submitted within maximum 40 days
for North-Eastern States and within 25 days for all other States from the date of LR in duly prescribed
format as per in Sr.no.H (ii).Acknowledgement has to indicate the quantity received by the consignee
with signature and stamp.
H)
Payment :

Payment will be given as specified at the time of taking Price Bid & in order.
ii)
Payment will be given by HIL Rasayani
on submission
of proper

acknowledgement with bill for transportation under category A & B Proper acknowledgment
means the qty. received to be certified with the signature & rubber stamp of consignee.
Payment term will be specified in Price Bid Enquiry.
NOTE :- Transporter can not hold on to subsequent consignment on the ground of shortage of funds or due to
blockage of funds in previous transportation carried out or due to
non-release of previous payments for
unavoidable reasons.

I). SECURITY DEPOSIT
i)
5% amount of the contract value has to be deposited as a Security Deposit within 3 working
days from the date of contract or letter of intent whichever is earlier , failing which HIL can
cancel the contract at the risk and cost of the transporter.
ii)
Security Deposit can be given by DD .
iii)
Security Deposit will be released after successful completion of contract.
J)
CARRIERS RISK / OWNERS RISK.
Transportation for both category ( A & B ) has to be done at carriers risk. LR’s hav to be prepared at
carriers risk. All the provisions of Common Carriers Act will be applicable in addition to the insurance special
Terms & conditions incorporated in contract. However marine transit insurance will be taken for both catagories
(A&B) by HIL
under their open policy. In case of any damage or shortage of material due to lapses/
mishandling on part of transporter, the cost of same shall be recovered from the transporter.

TRANSSHIPMENT:
Transshipment is not allowed under any circumstances. If at all transshipment become unavoidable due
to un-foreseen conditions same has to be done with the permission of HIL. However, permissible limit
will not be more than 5% of order quantity.

Preference shall be given to those who have offices in most of the states/ Destinations.
No detention charges will be payable at the loading as well as at the unloading end.
The duly filled tender form is required to be submitted on due date upto 12.30 AM and the same will be opened
at 13.30 PM on same day.

GENERAL TERMS AND CONDITIONS
1.
LOADING & UN-LOADING : ( For both category (A & B )
a) Loading is done by HIL. However warai charges as applicable will be paid by the transporter
b) Unloading for category (A) will be arranged by consignee.
c) Un-loading for category (B) is also supposed to be arranged by the transporter.
2.
PERIOD OF TRANSPORTATION WORK :
(a) For transportation under category (A) Price bid will be obtained half yearly basis on firm price
basis from qualified transporters only & contract will be given for 6 month on firm price basis
depending on competitiveness of price bid.
(b) For transportation under category (B) : Price bid will be obtained for definite quantity on firm price
basis from qualified transporters only as & when required & transportation will have to be done
within a stipulated time.
METHOD OF OBTAINING PRICE BID :
Price bid will be obtained only from Qualified panel of transporters by mentioning the scope of
work from time to time as above which shall be extended for further period with mutual consent.

Note : Please note that qualification of transporters is done on the basis of information provided in
Pre-qualification information form. Terms & condition of pre-qualification will be applicable to all
the inquiries floated for obtaining price bid.
Sub-contracting is not permitted
SAFETY OF MATERIAL :
It is the responsibility of transporter to transport the material in safe & intact condition & to hand over
the same to the consignee in good condition.
FREIGHT RATES :
Freight rates once accepted & acceptance communicated within validity of quotation will remain firm
for the validity of the contract
PENALTY FOR NON COMPLIANCE WITH DISPATCH SCHEDULE :
If the vehicles are not placed within 48 Hts. From the dispatch schedule given on Telephone or by
Fax , HIL can place the vehicles from the panel transporters / market at transporters risk and cost
and all extra expenditure / loss incurred by company will be recovered from the contractor /
Transporter. Also if given quantity is not lifted within given time, HIL can shift order to other transporter
at your risk & cost
FORFIETURE OF EARNEST MONEY / SECURITY DEPOSIT :
EMD / Security Deposit can be forfeited if transporter fails to perform as per the accepted terms &
conditions.
WEIGHTMENT :
For receipt purpose the weights taken at HIL’s Weigh Bridge will be final and in case of delivery,
material receipt certified by consignee will be final.
COMPLIANCE WITH STATUTORY PROVISION
a) The transporter will have to undertake responsibilities / liabilities for all the
provision of Carriers Act, Insurance Act, R.T.O. Act, Motor Transport Act, Any other Act
applicable to transportation work. HIL will not be responsible for non compliance with the
provisions of all the applicable Acts.
b) Transporter is responsible for ascertaining that all the requirements are fulfilled before the
placement of trucks. HIL will not be responsible if trucks are returned empty for non fulfillment
of the requirement.
ARBITRATION/CONCILIATION: All disputes and differences arising between the parties in
respect of the order/contract or breach thereof will be decided by a sole arbitrator appointed
by
General Manager, HIL . The Arbitration is to be proceeded under the Indian Arbitration Act
and
the rules framed there under.
The decision of the arbitration of all the parties to the
proceeding will be binding and the laws applicable will be Law of India. The venue for
arbitration shall be Rasayani.
12.
LEGAL JURISDICTION : Dispute, if any, arising out of supplies made against purchase order
for Rasayani unit shall be subject to the jurisdiction of Panvel or Alibag courts respectively for
all legal matters pertaining to the Purchase Order, as the case may be.
13.
In case of any dispute arises then clause no.11 i.e. arbitration will be applicable first. Clause
No.12 will not be applicable without arbitration.

FORCE MAJEURE:In case of an Order, it will be subject to force majeure, i.e. in the event of acts of
nature/Govt., Civil commotion, war ,hostilities , Govt. ban on seller and so on, HIL can cancel
execution of the order. HIL can, if necessary change the delivery schedule.
13.
Depanelled : HIL can cancel the registration if performance not found satisfactorily by giving one month
notice. Transporter can also opt for cancellation of registration. However, same will be done after HIL
examining the case.

GENERAL TERMS & CONDITIONS FOR SALE OF MATERIALS
1.
The material will be available for sale on “As is where is basis”.
2.
The material will be delivered during the working hours i.e. from 9.15 hrs .to 17.30 hrs. on working days
only (From Monday to Friday ). Delivery will not be given on Saturday/Sunday and Holidays. However,
tanker alongwith payment in advance DD has to be placed before 2.00 P.M.
3.
Security Force at our Organization will give temporary passes to allow representative of the tenderer's for
collection of materials. Persons without authorization will not be allowed to get into the premises of our
Factory.
4. Earnest Money Deposit : The tender shall be accompanied by way of D/D OR Pay Order/ BG for Rs.30000/(Rupees Thirty Thousand only) drawn on nationalized or schedule Bank in favour of M/s Hindustan
Insecticides Ltd., Rasayani The Original BG to be sent by bankers directly to us and copy to be attached
alongwith tender. The EMD of the successful tenderer shall be refunded only on satisfactory completion of
the work. A contractor/supplier exempted from depositing Earnest Money in individual shall attach with the
tender an attested copy of the letter from the relevant authority exempting him from depositing earnest
money and shall produce the original when called upon to do so. Only NSIC registered companies are
exempted from depositing of EMD.

Tender to be submitted by Regd. A.D. or personally delivered in “SEALED ENVELOPE” addressed to the
Commercial Manager, Hindustan Insecticides Limited,. Rasayani, Tal., Panvel, Dist .Raigad. Pin 410 207
superscribed TENDER FOR”___________________________________________________________due
on ______________________ and accompanied by a receipt for earnest money or D.D.. The prices should
be either typed or written in ink in clear legible terms both in figures and in words. Over-writing in the
tender is not allowed. Corrections made in the tender should be initialed by the tenderer and each page of
the terms and conditions, schedules and tender forms duly filled in should be signed and dated by
the tenderer.
6.
The sealed tender should be sent so as to reach on or before___________ at 12.30 hrs. Tender received
after this time and date will not be accepted.
7.
The sealed tenders will be opened at 13.30 hrs. on _________ in the office of the Commercial Manager, in
presence of such tenderers or their duly authorised representative as may be present.
8.
The company will not pay taxes if levied by the local panchayat while transporting the materials from our
premises. If any Sales tax is to believe the successful tenderers will have to a pay the same.

No labour and transport facility from HIL’s side will be given for removal of the material.
10. Movement of tenderer or his representative/labour for removal of materials will be restricted.
11. M/s. Hindustan Insecticides Limited, reserves the right to accept or reject any tender or part of it without
assigning any reason. Tender forms not completed in all respects are liable to be rejected.
12. Successful tenderer shall be issued a sale order or shall be called upon to enter into an agreement for
execution of the work.

13. After finalization of the tender, the successful tenderer will have to remove the materials as per the
schedule given telephonically or in writing. If the materials are not removed as per the schedule, HIL
reserve the right to dispose off the same in the market and loss incurred will be recovered from party
including forfeiture of EMD.
14. No interest will be paid to you on the deposited money.
15. Material will be weighted at our Weigh Bridge and our Weighment will be final.
16. HIL will not be responsible for any
carrying/engaged for lifting of material.

17. We shall retain the successful tender’s EMD as security deposit, till completion of order, which will bear no
interest. If any tenderer subsequently withdraw this tender /make any modification/alterations in the tender
after opening the tenders shall be subject to the forfeiture of E.M.D.
18. The company reserves the right to split up the total quantity into two or more participant at its option.
19. No claim for rate revision shall be entertained during the pendency of the contract.
20. All disputes and differences arising between the parties in respect of the Sale Order or breach thereof will
be decided by arbitration, appointed by by General Manager, HIL, Rasayani . The arbitration is to be
processed under Indian Arbitration Act and Rules framed thereunder.
The decision of the Arbitrator in all questions including question as to whether there is a concluded
contract, will be final and the binding on all parties to the proceeding. The laws applicable will be the law of
India and subject to the jurisdiction of the courts of law.
21. LEGAL JURISDICTION : Dispute, if any, arising out of supplies made against purchase order for Rasayani
unit shall be subject to the jurisdiction of Panvel or Alibag courts respectively for all legal matters pertaining
to the Sales Order, as the case may be.
22. In case of any dispute arises then clause no.20 i.e. arbitration will be applicable first. Clause No.21 will not
be applicable without arbitration.
23. In case of an Order, it will be subject to force majeure, i.e. in the event of acts of nature/Govt.,Civil
commotion seller war ,hostilities , Govt. ban on seller and so on, the buyer/seller can cancel execution of
the order. The buyer/seller can, if necessary change the delivery schedule.
24. Tender received late or without superscription and without earnest money deposit or incomplete in any
other respects are liable to be rejected.
25. Validity of the tender : This tender should be valid for period of four months from the date of opening of the
tender. That means the rate offered by tenderer should be valid for a period of minimum 120 days from the
date of opening of tender.
26. Price for all above to be offered on Ex-HIL Rasayani basis and taxes and duties to be given separately and
same to be born by bidder/contractor has to make his own arrangement for transportation in all the case
and loading and shifting also as applicable.
27. The price to be offered on your letter-head . The same will be opened on same day, subject to submission
of EMD as per our requirement.

GENERAL CONDITIONS :-
a) All the Dimensions of corrugated boxes refer Revised Drawing No HIL/17 (GEN )
/2001 / R9 dated 31/05/2007. The 3 ply cartons required for 100ml. size only. The paper
should weigh 100 GSM Minimum. The inside cartons should match the master carton in
which it is to be put. All the corrugated boxes of various dimensions for various products
should have inner partitions as per the dimensions.
b) The boxes shall generally confirm to IS No. 2771 – 1977 and its subsequent revisions, if
any changes are there in Corrugated paperboard, details should be shown such as
character, declimate, bend or crease. All the layers of corrugated boxes shall be made
using virgin material only as per IS: 2771 - 1977. The outer paper shall have the clear
printibility and legible.
c) Partitions shall be made of 3-ply craft paper.
d) Number of Joints permitted in carton is two only.
e) The cartons shall be packed in bunch of Ten nos. properly packed in polythene bags
having proper tag with Product details i.e. Name of the Product, Size of Carton Capacity
along with Partitions / inner liner. Partitions should be packed separately with proper
marking as specified above. .
f) Sample is to be got approved before bulk supply.
g) Party shall produce three copies of ArtWork for approval.
h) Test report for the individual item to be attached along with each consignment,
consignment with out test report will not be accepted.
i) Party shall print their Identification mark on the box.

*Corrugated boxes from shall be of 7 ply & 150  2 gms / m2
( GSM) Virgin Kraft paper with a min. busting strength of 17 kg/ cm2 ..
Only the starch based glue shall be used for pasting. Boxes with silicated glue shall not
be accepted. Inner partitions shall fit the box properly & its height shall be just below
the neck of the bottle. Inner partition to be used 100 2 gms /m2 GSM for all the above
packing.
Boxes are required to be printed as per the printing matter in NAVY BLUE colour.
Upper triangle, border shall be in RED colour. ‘Skull & Bones’ with ‘Poison’ word shall be printed
in RED colour in side the Upper Triangle. The lower triangle shall be of RED colour.The words
“KEEP OUT OF REACH OF CHILDREN” will be printed in RED colour below the Lower
triangle. Calico cloth lining colour shall be NAVY BLUE.

GENERAL CONDITIONS :-
 All the Dimensions of corrugated boxes shall be manufactured, as per the relevant
drawing no. HIL / 17 (GEN) / 2001 / R7. Matters for various products shall be printed as
per the specification attached.
 The 3 ply cartons required for 100ml. size only. The paper should weigh 100 GSM
Minimum. The inside cartons should match the master carton in which it is to be put. All
the corrugated boxes of various dimensions for various products should have inner
partitions as per the dimensions.
 Calico cloth lining should be provided in all the Four Corners form out side.
 The boxes shall generally confirm to IS No. 2771 – 1977 and its subsequent revisions, if
any changes are there in Corrugated paperboard, details should be shown such as
character, declimate, bend or crease. All the layers of corrugated boxes shall be made
using virgin material only as per IS: 2771 - 1977. The outer paper shall have the clear
printibility and legible.
 Partitions shall be made of 3-ply craft paper.
 Number of Joints permitted in carton is two only.
 The cartons shall be packed in bunch of Ten nos. properly packed in polythene bags
having proper tag with Product details i.e. Name of the Product, Size of Carton Capacity
along with Partitions / inner liner. Partitions should be packed separately with proper
marking as specified above.
 Refer drawing number HIL / 17 (Gen.) / 2001 / R – 7
 Sample is to be got approved before bulk supply.
 Party shall produce three copies of ArtWork for approval.
 Test report for the individual item to be attached along with each consignment,
consignment with out test report will not be accepted.

be packed in suitable numbers in separate bags with proper tagging.

GENERAL DESCRIPTION
Decorated rectangular / round leak proof double ended containers from TIN plate /
Sheet.
BODY DETAILS
The body shall be made from single piece of tin plate. The top bottom shall be made
in one piece and joined to the body by a lock seal and shall be suitably compound
lined and welded properly for complete leak proof. The side seal of the body shall be
suitable treated outside for preventing leak.

NECK DETAILS
The containers should be provided with vertical integrated neck and same should hold PP Cap firmly
after sealing.
Closure should be pilfer-proof made form Aluminium with Red colour & having HIL Logo against Blue
background over the cap as per HIL latest logo design
Pilfer-proof cap should be fitted with cork or equivalent material which is not soluble

Title: Specification for Tin containers for Hilmala /
Hiltaklor or Buclor / Hildan or Saifon / Hilmite.
Should be minimum 0.23 mm. with cork or equivalent material should have minimum thickness of 1.6 mm. to fit
the PP cap for the above neck of the container. After sealing the PP Cap should not Rotate, should fit tight.

Inner plug should be made of Virgin low-density polyethylene and same should be leak proof
completely. The Shape and size of the LDPE Plug should be as per our drawing.

Coating -
The internal finish of the tin should be given with double lacquer coating suitable for
pesticides and confirm to IS : 2567 – 1978, IS : 9356 – 1980, IS : 4323 – 1980, IS :
10369 - 1982 and its subsequent amendments. The lacquer coating content of the tin
should be minimum 5.6 gm. Per square meter. The outside of the top and bottom of
all containers should be coated with golden colour anti-rust compound uniformly.
Where as the inner side i.e. liquid contact portion should be lacquered and the welded
side seem is to be protected by applying ant-rust compound uniformly to prevent
leakage.

Printing
Body should be printed in four or more colours for all products as per the design and
colour transparency. The finishing should be GLOSSY and it should not be soluble in
solvents like Aromax / Xylene / Kerosene / C-IX etc.
Handle
Handle is required for five litre containers only. It should be sturdy. It should be made
from a single piece of tin plate of minimum thickness of 0.27 mm. and it should be
soldered or welded on the top. The handle of the tin loaded should be capable of
withstanding a gradually applied vertical force of ten kg. for the period of two
minutes. The welded / soldered portion should be protected by applying ant-rust
compound uniformly to avoid rusting.
The Extended collar of thickness should be smooth and inverted towards the wall of

Air Pressure Test
The tin when subjected to an air pressure of at least 15 kPa. shall show no sign of
leakage when immersed in water for a period of 15 sec..
Handle Pull Test
The handle of the tin when tested shall be capable of withstanding a gradually applied
vertical force of 10 Kg. for a period of two min.
Respective samples of the tins for tests shall be drawn in accordance with IS : 3259 –
1966 and Tested as per IS : 9992 – 1991.
Packing Details:
All the Tins should be Packed in Polythene liner of 0.075 mm thickness along with 3
plyCorrugated box for easy handling and to avoid corrosion. Each pack of Tins
should be marked with size of container, number of tins, Manufacturer’s name and
Product Details. PP Caps and Plugs are also to be packed and marked as per the
packing size.

Hessian bags basic cloth :
1.1 Outer layer :
298 gm. / m2 Hessian conforming to IS : 2818 (Part II) 1974 ‘Specification for Indian Hessian’
having 298 / m2 at 16% moisture contract regain with tolerance of + 8% and -2% ( 292 to 322
gm./ m3 ). All the values found should 2% lie within the specification range.
1.2 Inner Layer :
270 gm./ m2 Hessian confirming to type II of IS : 2818 (Part – III – 1971) specification ( First
Revision) for ‘Indian Hessian’ having 270 gm./ m2 at 16% moisture contract regain with tolerance
of +8% and –2% ( 264.6 gm to 291.6 gm.) All the values found should lie within the specification
range.
1.3 Evaluation :

2.1 The Kraft paper used shall be of 70gm./ m2 (min) quality IS : 1397 – 1967,

Where m = weight of the extracted and dried Kraft paper piece of 25 x 50
cm. size
M = weight (gm./ m2 ) of craft paper.
2.3 The Kraft paper lining should cover the entire area between the two layer of Hessians.

Bitumen
3.1
Bitumen shall preferably conform to the grade 90 / 15 of IS : 702 (1961),
specification for industrial Bitumen (revised).
3.2 Bonding : The Bitumen shall be completely spread uniformly on both the sides of kraft paper
with 100 g / m2  10 ( 90 to 110 g / m2 ) each as test by procedure 3.1 of IS : 2818: 1976
specifications. All the values found should be within the specific range.

GENERAL CONDITIONS: -
 All the Dimensions of corrugated boxes shall be manufactured, as per the relevant
ArtWork of Markfed.
 The boxes shall generally confirm to IS No. 2771 – 1977 and its subsequent revisions, if
any changes are there in Corrugated paperboard, details should be shown such as
character, declimate, bend or crease. All the layers of corrugated boxes shall be made
using virgin material only as per IS: 2771 - 1977. The outer paper shall have the clear
printibility and legible.
 Partitions shall be made of 3-ply craft paper.
 Number of Joints permitted in carton is two only.
 The cartons shall be packed in bunch of Ten nos. properly packed in polythene bags
having proper tag with Product details i.e. Name of the Product, Size of Carton Capacity
along with Partitions / inner liner. Partitions should be packed separately with proper
marking as specified above.

General Description
Decorated rectangular / round leak proof double ended containers from TIN plate /
Sheet.
Body Details
The body shall be made from single piece of tin plate. The top bottom shall be made
in one piece and joined to the body by a lock seal and shall be suitably compound
lined and welded properly for complete leak proof. The side seal of the body shall be
suitable treated outside for preventing leak.

Neck Details
The containers should be provided with vertical integrated neck.
Closure should be pilfer-proof made form Aluminium. They should be printed outside Markfed logo
as per design. Pilfer-proof cap should be fitted with cork or equivalent material which is not soluble in
solvent like Aromax / Xylene / Kerosene / C-IX. Thickness of Pilfer Proof cap should be minimum
0.23 mm. with cork or equivalent material should have minimum thickness of 1.6 mm. to fit the PP cap
for the above neck of the container.
Inner plug should be made of Virgin low density polyethylene and same should be leak proof
completely. The Shape and size of the LDPE Plug should be as per our drawing.
Coating -
The internal finish of the tin should be given with double lacquer coating suitable for
pesticides and confirm to IS : 2567 – 1978, IS : 9356 – 1980, IS : 4323 – 1980, IS :
10369 - 1982 and its subsequent amendments. The lacquer coating content of the tin
should be minimum 5.6 gm. Per square meter. The outside of the top and bottom of
all containers should be coated with golden colour anti-rust compound uniformly.
Where as the inner side i.e. liquid contact portion should be lacquered and the welded
side seem is to be protected by applying ant-rust compound uniformly to prevent
leakage.
