The Rules permit a committee of ten. We are looking for fresh faces, if you are interested or know
of anyone who would be, and would like add their input to the League, please let the League
Secretary know.
Meetings are held once a month at Cambs FA HQ at Histon FC, normally on Monday evenings.

A BRIEF HISTORY OF THE LEAGUE IN OUR 50th SEASON

It hardly seems credible that Sunday football was not allowed until 1965. What, one wonders, would
the 2,000+ players we alone have, be doing on Sunday mornings. As soon as the Football Association
relented in its opposition to Sunday football in 1965, an intrepid band of pioneers got together to form the
Cambridge & District Sunday Football League. Despite implacable opposition from many at County level,
the Inaugural Annual General Meeting was held and Freddie Barrett became the first President, Don Page
the Chairman ably assisted by D. Harvey as Vice Chairman and Bruce Badcock the Secretary. R. Hall
was the Competitions Secretary, R. Misson the Referee's Secretary and the Treasurer was K. Harrison.
The first matches took place on Sunday 18 September 1965, with three divisions of ten teams, divided
into North, South and Central. Several villages with established County Saturday teams took the plunge
and joined, including Burwell, Sawston, Waterbeach and Fowlmere. Many City based firms joined them,
such as Cambridge Evening News, Pye Apprentices and N.C.I. unfortunately only one original Club
remains, Girton Eagles. Their first match was away to St.Ives Saints. As opposed to Girton Eagles, the
shortest reign appears to be Wickhambrook Greyhound who in 2009-10 failed to play even one match.
First teams on the roll of honour were English Chicory (Central, they were unbeaten), Hinton Rangers
(North) and Sawston (Southern). Sawston were the first to win the League Cup, after a replay, from
English Chicory.
The League expanded to eleven divisions, but is now running with seven, except for Senior Division,
being divided into two geographically declined sections. The teams north of a line roughly drawn from
Huntingdon to Haverhill making up the A section, those to the south, the B section.
Many of the names defy present day comprehension. A few derivations so far traced include:Selser......Selwyn Servants. Forest Rangers, founded by workers in C.Ridgeons timber yard. Newmarket
Valley and Freshfield Spartans took their names from the housing estates bordering their pitch. Italcamb
with players named Giuseppe, Salvatore etc explained itself. Coleridge Argyle played on Coleridge and
'trained' at the Duke of Argyle. Alcia Athletic, legend has it, came from the words on a betting slip on the
table when Newmarket C.R.S. were looking for a new name. Port 84, started in Littleport in 1984, are
easier to comprehend, adding LTFC to recognise their connection with Littleport Town FC. Their
successors were LTFC 1906 to commemorate the Centenary of Littleport Town FC. Ely Park Rangers 3G
is the club’s way of signifying the original club founders, the 3G being 3 rd generation. S&S Strikers is
Shelford & Stapleford reverting to an original title after their sponsorship from NST ceased.
More
recently, Ship Soham became Triple S, i.e. Soham Sunday Side. Jolly Boys were inspired by Del boy’s
day trip in TV’s Christmas “Only Fools and Horses” in 1988, the ‘Jolly Boys’ outing. If you were on a booze
cruise in France, wanted a Club name, saw a beer label “Sterling” that was F.C.Sterling. Many keep alive
the names of local hostelries, some now closed.
Following the lead of the professional game, sponsors were sought and Frank Holland Motor Group
kicked off by sponsoring the Senior Division for many years. On the takeover of that company, Travel
Solutions stepped in for three seasons and sponsor, Barry Hall,Halls of Cambridge, took up the flag in
1998-99. VB Trophies took on the League sponsorship in season 2008-09, changing their trading name to
trophyUK.net this season.
The Cups attracted sponsors, varying over the years, but our longest standing Cup sponsor was
Trevor Peer, previously as Porter Dawson and then Mortgage Quest, sponsoring the League Cup. This
sponsorship then passed to The Cambridge Motel then VB Trophies of Royston then to The Banyers of
Royston Hotel. The sponsorship was taken by Whitelamp, a website development company in 2009.
Roger Witt started the sponsorship of the Junior Cup whilst at the Globe, followed briefly by Hockeys
Homes and then 1993-1999, De Niro’s Night Club in Newmarket. Next were V.B. Trophies of Royston,
then M & E Freeman and now we have Royston Scaffolding & Roofing. Enertech started the Lower Junior
Cup sponsorship and were replaced after two seasons in 1992, by V.B.Trophies of Royston. In 2000 this
was taken up by Origin 8, the printers from Shepreth who had sponsored the Final programmes for some
time. From 2003 to 2008 the sponsors were Shelford Energy and the mantle was then taken up by our
founder Chairman, Don Page. Without the funds supplied by these sponsors, the cost to the clubs and
therefore the players would be considerably greater, so we earnestly hope that all connected with the
League will give first consideration to supporting our sponsors when requiring these services.

On the admin side, there have been great strides in running the League in an ever more professional
manner. Many innovative ideas of this League have found their way into the handbooks of County FA’s.
Computerisation and now the Internet have increased the flow of information from the League to its clubs
and players. While “Reg Gadsby did it with pen and paper” had its moments, the time applied to the
League’s affairs by many officers would be immeasurably greater, but for modern technology. Tracking
down miscreants is but one subject made infinitely easier and it enables cross references with County
FA’s. There is even a private website to operate the charges and fines imposed on Clubs.
A News Line was started, not to make money, but to enable any player to find the results of Sunday
matches by 7 pm on the same day. The steam telephone was then superceded by the Internet. Mike
Taylor, then secretary of Wicken Maids Head, designed a website and got it up and running. This for the
first time introduced us to the benefits of modern communications and eventually led to the adoption of
www.football.mitoo.co.uk as our web administration and communications tool. A weekly email newsletter
has been sent out since October 2003 and now we have enabled the submission of result cards on line
As with all Leagues these days, the single most influential aspect of the sport is the shortage of referees.
Unless more players elect to give something back to their chosen sport and take on the 'black shirt' when
retiring from the actual game, it is hard to see where these very necessary officials are to come from.
Sunday shopping and the general change of all aspects of Sunday life are also affecting the capacity of
Clubs to attract players. Perhaps it is too much to hope that there will always be a hardcore of young (and
not so young) footballers who can withstand a Saturday evening out with perhaps a few beers, and then a
good run out on Sunday to clear the head before a return to the pub. Even some purer athletes may
persuade the missus that there are another 6 days in the week to go shopping!
The League was pleased that in 2007 Don Page, our founder Chairman was elected President of
Cambridgeshire County Football Association. In 2004 Dennis Toombs received an award for 50 years
service to Football at the Cambs County FA AGM and was further recognised by the Football Association,
followed in a similar manner by Mick Collis at the Cambs FA 2005 AGM. President Richard Challis,
Chairman Ian Read, former Treasurer Barry Stepney and Bob Foster have all received awards for over 20
years of service to the League. Tony Pringle, former Competitions/Registrations Secretary got his 20 year
award in 2011.
A pilot project was initiated whereby Cambs FA took on the appointment of referees, a very successful
venture, which saw a greater coverage of our games. We also took part as one of only two Sunday
Leagues nationwide in a pilot scheme in 2010 for match day suspensions, which was successful and led
to a nationwide extension of the scheme in 2011-12. This coming season 2013 -14 Clubs voted in favour
of repeat substitutions.
The League now in its 50th year sadley lost two members of the Committee in the past year. Barry Wright
General Secretary last October and more recently Dennis Toombs. Both of who will br greatly missed.
F.A.NATIONAL SUNDAY CUP COMPETITION
Clubs wishing to enter the F.A. Sunday Cup should write for entry forms to the
Football Association, 25 Soho Square, London W1D 4FA.
Clubs will be sent an entry form, rule book and guidance notes for the competition.
Those Clubs competing in the Cup in the current season will be automatically sent forms by the F.A.
Interested Clubs requiring further information should contact the Football Association
NOTES FOR CLUB SECRETARIES
The Secretary of the HOME club must confirm with their opponents each fixture before Wednesday of the
week of the match and notify them of their team colours, exact location of the ground and the kick-off time.
In the event of a midweek match, your opponents should be notified five days before the match. If no
referee is appointed, you should try to arrange for a referee yourself.

See that a linesman is provided for all matches and equipped with a flag; see that the match ball is
correctly inflated and that there are reserve balls close at hand. You need a written list of your substitutes
for the referee.
Make a point of offering to pay the referee before the match. In the event of the appointed referee failing to
arrive, contact the Referee's Secretary as soon as possible.
Be sure that all your players are duly qualified in accordance with the Rules; ensure that they have not
previously signed for another Club in the Sunday League. Your result card must be completed, with all
cautions and sending offs, goal scorers, subs used, club lineman. Ensure that the correct result is phoned
in by 2 pm on Sunday.
Details of any players signed on the day of a match should be emailed to the Registrations Secretary that
day and then your team sheet should be submitted on line on mitoo by Wednesday evening.
Bring to the attention of your Committee any conduct on the part of a member of your Club, including
comments on internet websites, that is likely to bring the game into disrepute. If persisted in, a Club ought
not to allow such an offender to continue to belong to it, for not only may such conduct bring punishment to
the person, but it gives the Club a bad name and may lead to more serious trouble. Make a point of not
allowing your players to use bad language, nor to address observations to the referee, both on and off the
field of play. They should remember that the referee's decision is final and any argument is useless. If you
find spectators at your ground beginning to annoy the referee, remember you are responsible for his
protection both during and after the match.
Reply to all communications on the day received, it only has to be done once. Notify any change of Club
details to the League General Secretary at once. If you receive an email requesting a read receipt, then
such a reply is expected promptly
Your attention is drawn especially to the latter half of Rule 5 I, Page 13 regarding the payment of fines.
Again it only has to be done once and there are penalties for late payment, including in worst cases,
suspension. All cheques are to be payable to The Cambridge & District Sunday Football League and are to
be posted to the Treasurer
Results of ALL matches, including County Cup competitions, must be telephoned by the HOME team
to 01353 664 407 or text 07984 500 535 before 2 p.m. each Sunday, or a fine of £20 will be imposed. If the
home team is not a member of this League, then our team must make the phone call to the League.
There is a Golden Boot Trophy for the League's leading scorer, but only goals scored in this League's
games count (NOT County Cup games). The League administration will identify the highest score; there is
no need to submit claims.
There is also the Mike Goldthorp Memorial Trophy for best overall goal keeping performance of the
season.
The Jack Edwards Memorial Trophy, sponsored by GJK Accountancy is an award to the team receiving the
best marks for sportsmanship from their opponents.
To ensure that a degree of uniformity is achieved in the marking of referees sent in to the League, a 1-100
scale of marks shall operate. The Football Association's Referees' Committee's "Guidance for marking
referees" table is given below to help Club Secretaries to arrive at a fair assessment.

GUIDANCE FOR MARKING REFEREES
Must be based on OVERALL performance and be fair and not based on previous games
91-100 The referee was extremely accurate in decision making and very successfully controlled the
game using management and communication skills to create an environment of fair play, adding
real value to the game.
81-90 The referee was very accurate in decision making and successfully controlled the game using
management and communication skills to create an environment of fair play.
71-80 The referee was accurate in decision making and controlled the game well, communicating with
the players, making a positive contribution towards fair play.
61-70 The referee was reasonably accurate in decision making and controlled the game quite well and
communicated with the players, establishing a reasonable contribution towards fair play.
51-60 The referee had some shortcomings in the level of accuracy of decision making and control,
with only limited success in communicating with players, resulting in variable fair play
50 and less The referee had significant shortcomings in the level of accuracy of decision making and
control, with poor communications with players which resulted in low levels of fair play.
A mark of 71-80 is the standard level expected.. Even where a referee scores less than 60 there will have
been some positive aspects which should be given credit. Comments should assist the referee to improve
his performance.
Further comprehensive guidance notes will be in your County FA handbook
It is not acceptable to mark the referee down simply because he booked one of your players, or to adopt a
60 if we lose, 80 if we win attitude. Football is the hobby of the referee as much as it is for your players,
and he is entitled to enjoy his sport and be recognized sensibly for his efforts on your behalf
Consider all the above points, mark your result card accordingly out of one hundred. If 60 or less is
marked on the card, a fuller statement of explanation must be sent to the League’s Referees’
Secretary and a copy to your County FA Referee's Secretary. Failure to do so may result in a fine.
Comments on websites
County Football Associations will fine your Club if a member of your Club is found to have submitted
comments in match reports or on forms on any websites that in their opinion brings the game into
disrepute. Your only defence is that you have taken steps to ensure all your members, players and
spectators are aware of their responsibility in these matters and that otherwise the matter is beyond
your control. Whilst criticism of match officials and others is not per se prohibited, you must be sure
your members are aware of the need to be moderate in their language at all times, and to be careful
of antagonizing match officials and County FA’s by untoward criticisms.
The League has no control over any website with the facility to enter any comments, we have not
activated the match report facility on mitoo for this reason

RULES
NOMENCLATURE AND CONSTITUTION
1 (A)
This Competition shall be designated the Cambridge and District Sunday Football League and known as
the trophyUK.net Cambridge Sunday Football League and shall consist of not more than 120 Clubs
approved by the sanctioning authority. Only one team shall be permitted from any Club to participate in the
same division as another team from the same Club unless there is no viable alternative because of
logistical issues and/or reasons linked to participation and geographical boundaries. The Competition will
obtain the prior approval of the Sanctioning Authority in the event of a division comprising of more than one
team from the same Club. This Competition will ensure that, where permission is given, teams from a Club
operating in the same division are run as separate entities with no interchange of players other than via
transfers of registration in accordance with these Rules.
1(B)
All such Member Clubs must be affiliated to an affiliated County Football Association and their names and
particulars shall be returned annually by the appointed date on the Form “D” to the Cambridgeshire County
Football Association. The area covered by the Competition Membership shall be within a 20 mile radius of
the city centre of Cambridge.
This Competition shall apply annually for sanction to the Cambridgeshire Football Association and the
constituent teams of Member Clubs may be grouped in divisions, each not exceeding twelve in number.
1(C)
This Competition shall only permit one team from a Club to participate in the same division unless there is

1 (D) Inclusivity and Non-discrimination
(i)
This Competition and each Member Club must be committed to promoting inclusivity
and to eliminating all forms of discrimination
(ii)
This Competition and each Member Club does not and must not [by its rules or
regulations or] in any manner whatsoever unlawfully discriminate against any person within the
meaning and scope of the Equality Act 2010 or any law, enactment, order or regulation relating
to discrimination (whether by age, gender, gender reassignment, sexual orientation, marital
status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise).
(iii)
[This Competition and each Member Club must make every effort to promote equality
by treating people fairly and with respect, by recognising that inequalities may exist, by taking
steps to address them and by providing access and opportunities for all members of the
community, irrespective of age, gender, gender reassignment, sexual orientation, marital status,
race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise).
1(E)
This Competition and its Clubs shall support the FA’s Respect programme. As such it
recognises that everyone in football has a collective responsibility to create a fair, safe and

enjoyable environment in which the game can take place. A Respect League values the
contribution of match officials, players and spectators and ensures that they are treated with
courtesy and fairness by opposing players, club officials and spectators. The League and its
Clubs will seek to play fixtures in a fair, competitive but not antagonistic environment.
Clubs must comply with the provisions of any initiatives of The FA, which are adopted by the
Competition including but not limited to, Charter Standard and RESPECT programmes.
Member Clubs shall not enter any of their teams playing in the Competition in any other
Competitions (with the exception of F.A. and County F.A. Competitions) except with the written
consent of the Management Committee of the Competition.
At the Annual General Meeting or a Special General Meeting called for the purpose, a majority
of the delegates present shall have power to decide or adjust the compilation of the divisions at
their discretion. When necessary this Rule shall take precedence over Rule 12.
ENTRY FEE, SUBSCRIPTION, DEPOSIT
2(A)
Applications by Clubs for admission to this Competition or the entry of an additional team(s) must be made
in writing to the Secretary and must be accompanied by an Entry Fee of ten pounds per team which shall
be returned in the event of non-election. At the discretion of a majority of the accredited voting members
present applications, of which due notice has been given, may be received at the Annual General Meeting
or a Special General Meeting. The Entry Fee shall apply. When Rule 12(B) is applied or a team seeks a
transfer or is compulsorily transferred to another division, no Entry Fee shall be payable.
2(B)
The Annual Subscription shall be thirty five pounds per Team payable on or before the 1st day of June in
each year, except by special permission of the Management Committee in addition to all other payments as
appropriate as follows:

2(C)
Each Club shall within fourteen days of election pay a Deposit of eighty pounds which shall be
returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and
complied with all orders of the Management Committee. In the event of any issue concerning the
membership of any Club with the Competition the Management Committee may require a Deposit
to be paid by or on behalf of the Club on such terms and for such period as it may in its entire
discretion think fit.
Note: New Clubs will have the ten pounds application fee deducted from the deposit

2(D)
A Club shall not participate in this Competition until the Entry Fee, Annual Subscription and Deposit have
been paid. All fees are to be paid on or before 1st June. Clubs affiliating after this date have until 48 hours
before the Annual General Meeting and shall pay a penalty of £20. Clubs whose fees have not been
received by the Competition at least 48 hours before the Annual General Meeting shall be deemed to have
withdrawn from the Competition.
2(E)
Clubs must advise annually to the Secretary in writing by 15th of June of its County Football Association
affiliation number for the forthcoming Season. Clubs must advise the Secretary in writing, or on the
prescribed form, of details of its Headquarters, Officers and any other information required by the
Competition.
OFFICERS
3(A)
The Officers of the Competition shall be determined by the Annual General Meeting and elected thereat.
(N.B. Auditors/Verifiers are not Officers).

3(B)
Vice Presidents shall be elected by the Management Committee from members of the Management
Committee who have served as elected members for a period of not less than ten years, who shall
constitute the permanent members of the Management Committee.
3(C)
Life Member: A member of the Management Committee who has completed fifteen years in that capacity
(whether continuous or not) shall be elected a Life Member. If a Vice President becomes eligible for Life
Membership he shall be termed a Life Vice President. Life members may act as ex officio members and if
so elected, serve on all Committees.
3(D)
Honorary Vice Presidents: The Management Committee shall have the power to appoint annually Honorary
Vice Presidents in recognition of services rendered to the Competition.
3(E)
The Chairman and Vice Chairman shall be ex officio members of all sub Committees of the League.
MANAGEMENT, NOMINATION, ELECTION
4.(A)

(i)The Competition shall be governed in accordance with the Rules and Regulations of The Football
Association by a Management Committee comprised of the Officers and up to ten members who shall be
elected at the Annual General Meeting. All Participants shall abide by The Football Association Regulations
for Safeguarding Children as determined by The Association from time to time.
(ii) The number of Officers or Members serving on the Management Committee shall not exceed two from
any one Club.
4(B)
Retiring Officers shall be eligible to become candidates for re-election without nomination. All other
candidates for election as Officers or Members of the Management Committee shall be nominated to the
Secretary in writing, signed by the Secretaries of two Member Clubs, not later than May 1st in each year.
Names of the candidates for election shall be circulated with the notice of the Annual General Meeting. In
the event of there being no nomination in accordance with the foregoing for any office, nominations may be
received at the Annual General Meeting
4(C)
The Management Committee shall meet at least quarterly. On receiving a requisition signed by two-thirds
of the Members of the Management Committee the Secretary shall convene a meeting of the Committee.
4(D)
Except where otherwise mentioned all communications shall be addressed to the Secretary who shall
conduct the correspondence of the Competition and keep a record of its proceedings.
4(E)
All communications received from Clubs must be conducted through their nominated Officers.
POWERS OF MANAGEMENT
5(A)
(i)The Management Committee may appoint sub-committees and delegate such of their powers as they
deem necessary. The decisions of all sub- committees shall be reported to the Management Committee for
ratification. The Management Committee shall have power to deal only with matters within the Competition
and not for any matters of misconduct that are under the jurisdiction of the Football Association or affiliated
Association.
(ii) Any Member of the Management Committee failing, without good reason, to attend three consecutive
meetings to which he was eligible to attend, may, at the discretion of the Management Committee be
removed from the Committee.
5(B)
Subject to the permission of the Cambridgeshire County Football Association having been obtained the
Management Committee may order a match or matches to be played each season, the proceeds to be
devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club
which may have withdrawn during the season) to contribute equally such sums as may be necessary to
meet any deficiency at the end of the season. (See Rule 6(e)).
5(C)
Each Member of the Management Committee shall have the right to attend and vote at all Management
Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters
directly appertaining to such Member or to the Club so represented or where there may be a conflict of
interest. (This shall apply to the procedure of any sub-committee). In the event of the voting being equal on
any matter, the Chairman shall have a second or casting vote.

5 (D) the Management Committee shall have powers to apply, act upon and enforce the Rules of the
Competition and shall also have jurisdiction over all matters affecting the Competition, including
any not provided for in the Rules. Any action by the Competition must be taken within 28 days of
the Competition being notified.
With the exception of Rules 5(I), 6(H), 10(A), 11 and 19, for all breaches of Rule a formal written charge
must be issued. The respondent shall be given seven days from the date of notice to reply to the charge
and given the opportunity to:(i)
Accept or deny the charge
(ii)
Submit in writing a case of mitigation, or
(iii)
Put their case before the Management Committee.
All breaches of the Laws of the Game, Rules and Regulations of The Football Association shall be dealt
with in accordance with F.A. Rules by the appropriate Association. With the exception of Clubs playing at
Step 7 of the Football Pyramid and the FA Women’s Premier League, the maximum fine permitted for any
breach of a Competition rule is £250 and, when setting any fine, the Competition must ensure that the
penalty is proportional to the offence, taking into account any mitigating circumstances.
5(E)
All decisions of the Management Committee shall be binding subject to the right of appeal in accordance
with Rule 16. Decisions of the Management Committee must be notified in writing to those concerned within
seven days.
5(F)
More than fifty percent (50%) of the Management Committee shall constitute a quorum for the transaction
of business of the Management Committee and three Members shall constitute a quorum for the
transaction of business by any sub-committee of the Competition.
5(G)
The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any
vacancies that may occur amongst their number.
5(H)
A Club having failed to comply with an order or instruction of the Management Committee, or failing to
satisfactorily attend to the business and/or the correspondence of the Competition, shall be liable to be
fined up to £50 or otherwise penalised at the discretion of the Management Committee.
5(I) All fines and charges shall be paid within 14 days of the date of posting of the written notification. Any
Club failing to do so will be fined a maximum of £20. Further failure to pay the fine including the additional
sum within 14 days will result in fixtures being withdrawn until such time as the outstanding payments are
settled.
5(J)
A member of the Management Committee appointed by the Competition to attend a meeting or match may
have any expenses incurred refunded by the Competition.
5(K)

The Management Committee shall have the power to fill any vacancy that may occur in the membership of
the Competition between the Annual General or Special General Meeting called to decide the constitution
and the commencement of the Competition season.
5(L)
The business of the Competition as determined by the Management Committee may be transacted by
electronic mail or facsimile.
5(M) All financial penalties and disciplinary points awarded for contravention of any of these rules can be
found at the end of Rules in this handbook. Other offences not contained in the Rules shall be assessed
when the charge is dealt with by the appropriate Committee and at their discretion may be fined up to fifty
pounds. When a team accumulates twenty points, a fine of ten pounds will be imposed. When a team
reaches thirty points a fine of thirty pounds will be imposed. If a team reaches thirty points, the Club’s
officials will be called in before the Disciplinary Committee for consideration of action to be taken by the
Committee.
A Club having failed to comply with any instruction or order of any Committee within fourteen days of the
posting of such order, or within seven days of any date specified in that order, shall not be allowed to play
in, or partake in the business of the Competition until the order has been complied with and a reason for
the delay has been furnished to the League Secretary, who shall submit the same to the Management
Committee for their adjudication.
5(N) Unless otherwise covered in these Rules, any Club committing any offence for the second time in a
season will be fined an additional ten pounds. Any Club committing the same offence more than twice in
the same season will be instructed to attend the League’s Disciplinary Committee, for consideration of any
action that the Committee deems suitable.
ANNUAL GENERAL MEETING
6(A)
The Annual General Meeting shall be held not later than the 30th of June in each year. At this meeting the
following business shall be transacted provided that at least fifty Members are present and entitled to vote:(i)

To receive and confirm the Minutes of the preceding Annual General Meeting.
To consider any business arising therefrom.
To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.
Election of Clubs to fill vacancies (as recommended by the Management Committee).
Constitution of the Competition for ensuing season.
Election of Officers and Management Committee.
Appointment of Auditors.
Alteration of Rules, if any (of which notice has been given).
Fix a date for commencement of the season and kick off times applicable to the Competitions.
Other business of which due notice shall have been given and accepted as being relevant to an
Annual General Meeting.
6(B)
A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each
Club at least fourteen days prior to the meeting, together with any proposed change of rules and to the
Cambridgeshire County Football Association.
6(C)

A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the
Cambridgeshire County Football Association within fourteen days of its adoption by the Annual General
Meeting.
6(D)
Each Member Club shall be empowered to send two delegates to an Annual General Meeting. Each Club
shall be entitled to one vote only. Fourteen days’ notice shall be given of any Meeting.
6(E)
Clubs who have withdrawn their Membership of the Competition during the season being concluded or who
are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the
season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 17.
6(F)
All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least 50% of the
delegates qualified to vote or the Chairman so decides.
6(G)
No individual shall be entitled to vote on behalf of more than one Member Club.
6(H)
Any continuing Member Club failing to be represented at the Annual General Meeting without satisfactory
reason being given shall normally be fined thirty pounds and shall be awarded nine disciplinary points.
6(I)
Officers and Management Committee members shall be entitled to attend and vote at an Annual General
Meeting.
6 (J)
(i) Any Club not being represented, without satisfactory reason, at any meeting of the Competition or its sub
Committees when ordered, shall normally be fined thirty pounds and awarded nine disciplinary points.
(ii) Any Club not being represented at the Annual General meeting, thereby occasioning postage of League
documentation to the Club, will be charged administrative costs in addition to the thirty pounds
nonattendance fine.
(iii) Any Club not being represented at both the Annual General Meeting and the Management Meeting,
without satisfactory reason, shall be fined an additional thirty pounds and will be interviewed by the
Disciplinary Committee to explain their absence.
AGREEMENT TO BE SIGNED

The Chairman and the Secretary of each Club shall complete and sign the following agreement which shall
be deposited with the Competition together with the Application for Membership for the coming season, or
upon indicating that the Club intends to compete.

Any alteration of the Chairman and /or Secretary on the above Agreement must be notified to the County
Football Association(s) to which the Club is affiliated and to the Secretary of the Competition. Failure shall
incur a fine of £20 and four disciplinary points
(Note: The spaces above are for the inclusion of signatures and addresses of officers and members).
QUALIFICATION OF PLAYERS
8(A) (i)
Contract players, as defined in Football Association Rules, are not permitted in this Competition,
with the exception of those Players who are registered under Contract with the same Club who
have a team operating at higher level at Steps 1 to 6 of the National League System.
It is the responsibility of each Club to ensure that any Player signing a registration form for that Club has,
where necessary, the required International Transfer Certificate. Clearance is required for any Player aged
12 and over crossing borders including Wales, Scotland and Ireland.
8(B)
A registered playing member of a Club is one who, being in all other respects eligible has:(i) Signed a fully and correctly completed Competition registration form in ink, countersigned by an Officer
of the Club, and who has been registered with the Registrations Secretary by 12 noon the day prior to
playing and whose registration has been confirmed by checking the Club’s player registration list on the
League’s website, or receipt by email or post of an updated players list.
(ii) Signed a fully and correctly completed Competition registration form in ink on a match day prior to
playing, countersigned by an Officer of the Club and witnessed by an Officer of the opposing Club, and
submitted to the Registrations Secretary within two days (Sundays excluded) subsequent to the match.
The player shall not again play until his registration has been confirmed by checking the Club’s player
registration list on the League’s website (except by special permission of the League Registration
Secretary) or receipt by email or post of an updated players list. A maximum of four players may be
registered in this way.
Registration forms may also be submitted to the Registrations Secretary by electronic mail prior to the
player playing. The original document must be kept by the players club and be presented to the league on
request (This must be a scanned and legible copy of the original form) or can be forwarded by post within
three days of the match to the appropriate Officer.
(iii) While serving in any branch of Her Majesty’s Regular Forces, a player must first obtain the consent of
his Association Secretary before signing a registration form to play for a Club.
(iv) Before the registration form is submitted it shall be the duty of the Club to satisfy itself that the player is
not already registered to another Club in this Competition. All players shall have read the FA RESPECT
Code of Conduct and be made aware their signature indicates this and that they agree to abide by the
Code.

(v) Any Club submitting a player registration form with a false signature shall normally be fined in
accordance with the table of penalties.
8(C)
A Club entering a team other than its first team in the Competition shall not be permitted to play more than
two senior players in such a team. Except by special permission of the Management Committee. For this
purpose a senior player is one who:
[i] has taken part in the last two preceding fixtures of the team immediately senior to another entered in the
Competition. No player from a team higher than that team immediately senior shall be permitted
[ii] having established his status for any team of his Club and after not less than four weeks absence for
any reason, resumes to play in the team of his established status, re-establishes himself as a senior
player of that Club. No player shall be eligible at any one time to play as a senior player for more than one
team. A player who is prevented by injury or other cause from playing for his club for a period of not less
than four weeks, shall, on resuming playing, be eligible for any of his clubs teams.
(iii) Players not available for their Club’s selection by reason of their playing for a team in a more senior
Competition shall not lose their senior status for the purpose of this Rule.
8(D)
A player having taken part in matches for any Club affiliated to any County Football Association shall not be
allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of
the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or
Clubs, and a Club official may not accept such player's signature without first ascertaining whether such
claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played.
8(E)
No registration fee shall be paid for any player registered. Registration forms shall be obtained free from the
Registrations Secretary, or downloaded from League’s website on mitoo. Photocopies of the blank form are
permitted. A stamped addressed envelope must be provided where it is necessary to confirm registration by
post

8(F)
The Management Committee shall decide all registration disputes. In the event of a player signing a
registration form or having a registration submitted for more than one Club priority of registration shall
decide for which Club the player shall be registered. The Registrations Secretary shall notify the Club last
applying to register the player of the fact of the previous registration.
8(G)
It shall be a breach of Rule for a player to:(i) Play for more than one Club in the Competition in the same season without first being transferred.
(ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season
except for the purpose of a transfer.
(iii) Submit a signed registration form for registration that the player had wilfully neglected to accurately or
fully complete.
8(H)

(i) The Management Committee shall have the power to accept the registration of any player subject to the
provisions of clauses (ii) and (iii) below.
(ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any
player or may fine any player, at their discretion who has been charged and found guilty of registration
irregularities. (Subject to Rule 16).
(iii) The Management Committee shall have power to make application to refuse or cancel the registration
of any player charged and found guilty of undesirable conduct (subject to Rule 16) subject to the right of
appeal to the FA or the relevant County Football Association.
Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant
from being involved in this Competition. Application should be made to the parent County of the Club the
player is registered or intending to be registered with.
(iv) For a player who has previously had a registration removed in accordance with clause (iii) but has a
registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12
months. Whilst under a probationary period, should the player commit a further act of proven misconduct
under the jurisdiction of the Competition, (excluding standard dismissals), the Competition would be
empowered to consider a further charge of bringing the Competition into disrepute.
(Note: Action under Clause (iii) shall not be taken against a player for misconduct until the matter has been
dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into
disrepute and will in any case be subject to an Appeal to the Football Association. All decisions must
include the period of restriction. For the purpose of this Rule, bringing the competition into disrepute can
only be considered where the player has received in excess of 112 days’ suspension, or 10 matches in
match based discipline, in a period of two years or less from the date of the first offence for the team
playing in this Competition.)
8(H)
(v) A new Club, on admission to the Competition, shall not be permitted to register in its first season, more
than three players who registered in the previous season for any existing Club in the Competition, unless
the existing Club concerned agrees and with the consent of the Management Committee.
(vi) No player in this Competition shall be permitted to officiate as an officer of another Club in this
Competition.
8(I)
Subject to FA Rule C2(a) dealing with players without a written contract when a player desires a transfer,
the Club the player wishes to transfer to shall submit a transfer form to the Registrations Secretary
accompanied by a fee of five pounds. Such transfer shall be referred by the Registrations Secretary to the
Club for which the player is registered. Should this Club object to the transfer it should state its objections in
writing to the Registrations Secretary and to the player concerned within seven days of receipt of the
transfer form. Upon receipt of the Club's consent, or upon its failure to give written objection within seven
days, the Registrations Secretary may, on behalf of the Management Committee, transfer the player who
shall be deemed eligible to play for the new Club from such date of the receipt of such transfer.

In the event that a Player could be required to pay a proportion of a debt due under The FA Football Debt
Recovery System then, whether or not the debt has been referred to the relevant County FA, the
Competition must not affect the player’s registration in any way or refuse to register a transfer due to that
debt being outstanding. The Competition cannot refuse to register a Player for an unpaid non-footballing
debt.
In the event of an objection to a transfer the matter shall be referred to the Management Committee for a
decision.
8(J)
A player may not be registered for a Club nor transferred to another Club in the Competition after 31st
March except by special permission of the Management Committee.
8(K)
A Club shall keep a list of the players it registers and a record of the games in which they have played, and
shall produce such records upon demand by the Management Committee.
(i) All Clubs shall, by the 24th of August in each season, register a minimum of twelve players for each team
(except by special permission of the Registration Secretary) or be fined fifteen pounds and awarded 3
disciplinary points.
8(L)
A register containing the names of all players registered for each Club, with the date of registration, shall be
kept by the Registrations Secretary and shall be open to the inspection of any duly appointed Member Club
representative at all Management Committee meetings or at other times mutually arranged. Registrations
are valid for one Season only. In the event of a player without a written contract changing his status to that
of a contract player with the same Club, another Club in the Competition or with a Club in another
Competition his registration as a player without a written contract will automatically be cancelled and
declared void unless the Club conforms to the exception detailed in Rule 8(A) (i).
8(M)
A player shall not be eligible to play for a team in any special championship, promotion or relegation
deciding match (as specified in Rule 12(A)) unless the player has played two games for that team in this
Competition in the current season.
8(N) Not applicable in this Competition
8(O)
(i) Any team playing an unregistered or otherwise ineligible player or players (his/their names being
correctly declared on the result card) (in accordance with 8Bi) shall have the points gained in the match
deducted from its total and normally be fined £15.
If the defaulting team were the away team they will pay the cost of any replayed match to their opponents.
Any match won by the offending team will be replayed unless both teams request an alternative decision
from the Management Committee, which decision shall be final. Any match lost by the offending team will

be allowed to stand. Any drawn match will be reviewed. Any ineligible player(s),other than by suspension,
shall not play in any such replayed match
(ii) In addition, where a team has deliberately played an ineligible player by entering a false name on the
result card, that team shall normally have three points deducted from its total by the Management
Committee and be awarded nine disciplinary points and be fined fifty pounds. In the event of the match
having been drawn or won by the offending team, the match shall be declared void and awarded to their
opponents with a score of 0-0
(The following Clause applies to Competitions involving players in full-time secondary education):8(P)
(i) Priority must be given at all times to school and school organisations activities.
(ii) The availability of children must be cleared with the Head Teachers (except for Sunday Leagues).
(iii) To play open age football the player must have achieved the age of 16.
CLUB COLOURS. CLUB NAME
9(A)
Every Club must normally register the colour of its shirts and shorts with the Secretary by 1st June who shall
decide as to their suitability.
Goalkeepers must wear colours which distinguish them from other players and the referee. No player,
including the goalkeeper, shall be permitted to wear black or very dark shirts.
Any team not being able to play in its normal colours as registered with the Competition shall notify the
colours in which they will play to its opponents at least five days before the match. If, on confirming match
details with opponents, a team has to change its colours for the match, it shall normally be the away team
that changes.
If, in the opinion of the referee, two Clubs have the same or similar colours, the home team shall make the
change. Any team not having a change of colours or delaying the kick-off by not having a change shall
normally be fined ten pounds.
The Secretary of the Competition may request shirts to be submitted if complaints are received as to lack of
distinguishing colours, and the Management Committee may refuse to permit any shirts or shorts as they
think fit. Shirts must be numbered.
9(B)
Any Club wishing to change its name and/or colours must obtain permission from its affiliated County
Association and from the Management Committee.
9(C)
Any Club changing its Secretary, Secretary’s address or telephone number, Chairman, Treasurer or
manager(s) or kick off time, shall notify the League Secretary in writing. It shall also inform its various
opponents and the appropriate County Football Association. Failure to comply with any part of Rule 9 shall
be liable to a fine of ten pounds.
PLAYING SEASON. CONDITIONS OF PLAY
TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES
10(A)
The Annual General Meeting shall determine the date for the commencement of the season in accordance
with Football Association Rules. Original fixtures arranged by the Fixtures Secretary, or at a meeting

specially convened for that purpose, to be held no later than August 15th must not be arranged for a date
later than seven days preceding the concluding date.
If mutually arranged at a meeting a list of fixtures must be forwarded to the Fixtures Secretary within seven
days of the meeting. Fixtures are deemed to be accepted unless objections are received by the Fixtures
Secretary within fourteen days of their issue.
Any Club failing to be represented at a fixture meeting or otherwise infringing this Rule shall be liable for a
fine of thirty pounds and the Management Committee or the Fixtures Secretary shall arrange that Club’s
fixtures.
10(B)
All matches shall be played in accordance with the Laws of the Game as determined by the International
Football Association Board.
Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall
be played on pitches deemed suitable by the Management Committee. If through any fault of the home
team a match has to be replayed, the Management Committee shall have power to order the venue to be
changed.
The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for
matches in the Competition and to order the Club concerned to play its fixtures on another ground.
Artificial Football Turf pitches are allowed in this Competition providing they meet the required performance
standards and are listed on the FA’s Register of Football Turf pitches. To meet the criteria a Football Turf
pitch must pass a test every three years as defined in the FIFA Quality Concept for Football Turf.
The home Club is also responsible for advising participants of footwear requirements when confirming
match arrangements.
All matches shall have a duration of 90 minutes unless a shorter time (not less than sixty minutes)
is mutually arranged by the two captains in consultation with the referee prior to the
commencement of the match, and in any event shall be of equal halves. Two matches involving
the same two teams can be played on the same day providing the total playing time is not more
than 120 minutes.
The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two
competing clubs prior to the scheduled date of the match with written notification given to the Competion at
least 7 days prior. Any Club failing to commence at the appointed time may be fined a sum not exceeding
ten pounds or be otherwise dealt with as the Management Committee may determine. The times of kick off
shall be ( except with the express permission of the Management Committee)10:30 am for all morning
matches, 2:00 pm for afternoon matches, 6:15 pm for evening matches except when to be played under
floodlights in which case the agreement of the Fixtures Secretary must be sought.
Referees must order matches to commence at the appointed time and must report all late starts to the
Competition. Where ground conditions indicate that a delay would be beneficial, i.e. frost, with the
agreement of both team captains, the referee may delay the start by up to 30 minutes.
The home team must provide at least two footballs fit for play and the referee shall make a report to the
Competition if the footballs are unsuitable. Goal nets must be used.
10(C)

Except by permission of the Management Committee all matches must be played on the dates originally
fixed but priority shall be given to The Football Association and parent County Association Cup
Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward
a match with the consent of the Fixtures Secretary.
In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days’ notice of the
match (unless otherwise mutually agreed).
10(D)
(i)The Secretary of the home Club must give notice in writing of full particulars of the location of, and access
to, the ground and time of kick-off to the Secretary of the opposing Club before Wednesday of the week of
the match. The away club shall seek and acknowledge receipt of such particulars. If confirmation is not
received two days before the match, the home team must attempt to contact their opponents again. If they
still cannot contact the opponents they must inform the League of this fact. If the away team does not
receive this confirmation in due time, they must then contact the home club, and report this fact to the
League. Any Club breaking this Rule shall be fined ten pounds.
(ii) If the venue has to be changed from that in the handbook for whatever reason, the home club must
inform its opponents, the Fixtures Secretary and the Referees Secretary of the new details immediately the
decision has been made. Any Club failing to comply with this rule shall normally be fined ten pounds.
10(E)
In the event of a Club playing in any match with less than eleven players they may be fined five pounds for
each missing player. A minimum of seven players will constitute a team for a Competition match.
10(F)
(i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the
Management Committee shall have power to inflict a fine, deduct points from the defaulting Club, award the
points from the match in question to the opponents, order the defaulting Club to pay any expenses incurred
by the opponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing
home and away provision, the Management Committee shall have power to order a match to be played on
a neutral ground or on the opponent's ground if they are satisfied that such action is warranted by the
circumstances. On production of proof, the League will pay any pitch and match official’s costs and order
the defaulting Club to reimburse the League.
Scale of penalties for cancelling matches, on a given day prior to the scheduled date of the match:
Monday to Thursday
a fine of twenty pounds and six disciplinary points
Friday and Saturday
a fine of thirty pounds and six disciplinary points
Sunday a fine of thirty five pounds and nine disciplinary points where travelling is avoided by opponents
and/or match officials, or a fine of forty pounds and nine disciplinary points where opponents and/or match
officials arrive at the ground.
For a 2nd and any subsequent offences the maximum fine of fifty pounds will be imposed.
(ii) Any Club with more than one team in the Competition shall always fulfil its fixture, within the
Competition, in the following order of precedence:- First Team, Reserve Team, A Team. Clubs in breach of
this requirement may be fined a sum not exceeding twenty pounds or otherwise be dealt with by the
Management Committee.
(iii) Any Club unable to fulfil a fixture must, without delay, give notice to the Fixtures Secretary, the
Competition Referees Appointments Secretary, the Secretary of the opposing Club and the match officials.
Any Club failing to comply shall be dealt with by the Management Committee who may inflict a fine. The
offending Club must submit a written report of the cancellation to the League Secretary within three days;

the opponents shall also submit any comment and claim for expenses in the same manner. Failure to
submit such a report may result in a fine of ten pounds.
(iv)In the event of a match not being played or abandoned owing to causes over which neither Club has
control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by
the Management Committee. Failing such agreement and notification to the Fixtures Secretary within
seven days the Management Committee shall have power to order the match to be played on a named
date or on or before a given date.
(v)The Management Committee shall review all matches abandoned in cases where it is consequent upon
the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice
to either Club, the Management Committee shall be empowered to order the score at the time of the
abandonment to stand. In all cases where the Management Committee are satisfied that a match was
abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the
points for the match to the opponent (with a score of 0-0) In cases where a match has been abandoned
owing to the conduct of both teams or their Club member(s), the Management Committee shall rule all
points for the match as void. No fine(s) can be applied by the Management Committee for an abandoned
match.
(vi)The Management Committee shall review any match that has taken place where either or both teams
were under a suspension imposed upon them by the Association or Affiliated Association. In each case the
team that was under suspension would be dealt with in the same manner as if they had participated with
ineligible players in accordance with Rule 8(O) above. Where both teams were under suspension the game
must be declared null and void.
10(G)
A Club may at its discretion and in accordance with the Laws of the Game use 5
substitute players in any match in this Competition who may be selected from 5
players.
A player who has been substituted himself becomes a substitute and may replace
another player at any time subject to the substitution being carried out in
accordance with Law 3 of the Laws of Association Football
10(H)
The half time interval shall be of ten minutes duration, but it shall not exceed fifteen minutes. The half time
interval may only be altered with the consent of the referee.
10(I)
The Competition shall require all players and club officials to have signed the FA’s Respect Codes of
Conduct and produce these if so requested by the League management committee. The participating clubs
taking part in the fixture shall identify a team captain designated with a captain’s armband who has a
responsibility to offer support in the management of the on-field discipline of his team mates. Prior to each
match the participating teams and officials shall conduct the ‘Respect’ handshake.

REPORTING RESULTS
11(A)
The Registration Secretary must receive within three days of the date played, the result of each
Competition match in the prescribed manner. This must include the forename(s) and surname of the team
players (in block letters) and also the Referee markings required by Rule 13, or any other information
required by the Competition. Failure to do so will incur a fine of twenty pounds and/or the Club being dealt
with as the Management Committee decide.
NOTE: The prescribed method will be by using the League’s website on www.football.mitoo.co.uk, The
person providing the information shall have been present at the game
Any club having been dealt with under the above rule for failing to post their match result within three day’s
must within seven days of the match, post the result of such a match. Failure to do so this is likely to lead to
further action. This will normally be a club interview.
11(B)
(i)The Home Club shall telephone or text the result of each match to the Fixtures Secretary (07568 175
475) by 2 pm, or within one hour of the end of the game in the case of afternoon or evening kick off. Clubs
in default shall be fined twenty pounds and awarded six disciplinary points
(ii) All County Cup results or postponements, regardless of which County, must be telephoned or text by 2
pm to the League’s Fixture Secretary by the home Club. If the home club is not a member of this League,
then the away team (our team) must phone in. Failure shall incur a fine of twenty pounds and six
disciplinary points
NOTE: The County Cup result card does NOT come to this League, but the result must be telephoned and
the result card sent in accordance with the relevant rules of the County FA.
11(C)
The match result notification, correctly completed, shall be signed by a responsible member of the Club,
present at the match. The Management Committee shall have the power to take such action as they deem
suitable against any Club which submits an incomplete form or inaccurate information which shall normally
be a fine of twenty pounds. Absence of a linesman’s name shall be taken as there being no club linesman
provided. In the event that all substitutes are named on the team sheet, there shall be indication as to which
substitutes actually played.
NB. If the fixed penalty exceeds £20 the Club must be charged as detailed in Rule 5(D).
DETERMINING CHAMPIONSHIP
12(A)
Team rankings within the Competition will be decided by points with three points to be awarded for a win
and one point for a drawn match. The teams gaining the highest number of points in their respective
Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points.
In circumstances where two or more teams are equal on points team rankings shall be
determined by goal difference where the goals scored against by each team shall be deducted
from the goals scored by that team and he largest positive difference shall be placed the highest.
In the event of the goal difference being equal the highest placed team shall be the team which

has scored the most goals. In the event that two or more teams have he same goal difference
and have scored the same number of goals then the highest placed team shall be the
team which has won the most matches.
in the event of the two teams still being equal the team which has the better playing record
against the other team in their head to head Competition matches during the Season will be the
highest placed team. If the records of two or more teams are still equal and it is necessary for y
reason to determine the position of each then the teams affected shall play a deciding match or
matches as determined by the Management Committee.
12(B)
Automatic promotion and relegation shall be applied for the first team in Division One and the first two
teams in other divisions, and the last two teams in all Divisions except the lowest shall be automatically
relegated except as provided for hereunder, subject to the provisions of Rule 1(b).
(i) Should one or more teams withdraw from any one Division after the fixtures have commenced an
equal number of teams to those withdrawing in that Division shall not be automatically relegated.
(ii) Vacancies occurring after the conclusion of the season may be filled by additional promotion of the
next ranked team(s) from the Division below.
(iii) When a senior team is relegated to a lower Division of which its reserve team is a member, or entitled
to be a member, such reserve team must accept relegation to, or retain its position in, the next lower
Division; and should the senior team be relegated to the lowest Division its reserve team automatically
retires from the Competition.
(iv) Should either or both of the leading teams in any of the Divisions have its senior team in the next
higher Division, promotion shall fall, at the discretion of the General Meeting, to the next highest team or
teams in the Division concerned.
(v) Any team promoted under the integrated table may request not to be promoted. The Management
Committee will decide each case on its merits. The request may be allowed if the following conditions are
met: Another team is prepared to take the vacant position and it is in the best interests of the League.
Any team in a division that has two or more teams withdraw during the season, therefore meaning that no
team will usually be relegated from that division, may request to be relegated. The Management Committee
will decide each case on its merits. The request may be allowed if the following conditions are met:

been relegated if teams had not withdrawn and it is considered to be in the best interests of the League.
12(C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or
recorded against such defaulting team shall be expunged from the Competition table.
REFEREES
13(A)
Registered Referees (and Assistant Referees where approved by the FA or County FA) for all matches
shall be appointed in a manner approved by the Management Committee and by the sanctioning
Association.
13(B)
In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall
take charge and a substitute Assistant Referee appointed by the competing Teams. In cases
where there are no officially appointed Assistant Referees, the Clubs shall agree upon a
Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and

authority of a registered Referee. This shall be reported on the result card. If no agreement can
be reached, the game may be postponed, both teams reporting the facts in writing to the League
Secretary. A League appointed referee shall take control of a game provided he is present by
the agreed kick off time. Referees under the age of 16 should not participate either as a Referee
or Assistant Referee in any open age competition.”
13(C)
Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee. Failure to
do so may result in a fine of ten pounds being imposed on the defaulting Team. The Management
Committee may, if they consider it desirable, or upon application by the two competing Clubs, appoint
Assistant Referees, if available, to any match.
13(D)
The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the
decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a
ground, the Representative of that body is the sole arbiter and whose decision must be accepted unless the
ground is declared fit for play.
13(E)
(i) Subject to any limits/provisions laid down by the sanctioning Association Match Officials appointed
under this Rule shall be paid a match fee of twenty pounds and travel expenses of the rate per mile set by
Cambridgeshire CFA. The Home Club shall pay the Officials their fees and/or expenses before the match.
(ii) The above fees and expenses shall be shared by the two Clubs when Assistant Referees are
appointed. Travelling expenses shall be restricted to a maximum of 75 miles for these matches, and 50
miles when only a Referee is appointed by the League Non-payment to a match official may incur a penalty
as per table
Note: The car mileage rate of the Cambridgeshire CFA for season 2015-16 is to be 35 p per mile.
13(F)
In the event of a match not being played because of circumstances over which the Clubs have no control,
the Match Officials, if present, shall be entitled to half fee plus expenses/expenses only. Where a match is
not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend
the ground, their full fee and expenses.
13(G)
A Referee not keeping his or her engagement, and failing to give a satisfactory explanation as to their nonappearance, may be reported to the Association with which he or she is registered.
13(H)
Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the
Referee for each match and the name of the Referee and the marks awarded shall be submitted to the
Competition on the prescribed Form provided. Clubs failing to comply with this Rule shall be liable to be
fined or dealt with as the Management Committee shall determine. If a mark of 60 or less is awarded to the
Referee, a full statement of explanation, signed by the Club Secretary, shall be sent to the League’s
Referees’ Secretary. A copy must also be sent to the County FA Referee’s Secretary. Clubs failing to
comply with this rule shall be liable to be fined or otherwise dealt with as the Management Committee shall
determine.

13(I)
The Competition shall keep a record of the markings and, on the Form provided by the prescribed date
each season, shall submit a summary to The Football Association/County Association.
13(J) not applicable to this Competition
13(K)
Referees and Assistant Referees shall be supplied, each Season, with a free copy of the Competition Rules
13(L)
Referees and Assistant Referees shall have undertaken a Respect briefing offered by the FA/County FA or
the League.
CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB
14(A)
After 31st December in the current Season a Club intending, or having a provisional intention, to withdraw a
team from the Competition on completion of its fixtures and fulfilment of all other obligations to the
Competition must notify the Secretary in writing by 31st March each Season or shall forfeit its deposit.
Where a Club, having more than one team in the Competition, requests the withdrawal of a team, that team
shall be the most junior of its teams, unless decided otherwise by the Management Committee.
14(B)
A Club shall not be allowed to withdraw any or all of its teams from the Competition after the Annual
General Meeting for the following Season. Any club infringing this Rule shall be liable to a fine not
exceeding one pound per team and shall also lose their deposit and shall also be liable for its share of any
call which may be made under Rule 5(B).
14(C)
The Membership for the coming season having been decided at a Special General Meeting held for that
purpose not earlier than 1st June nor later than 8th June or at the Annual General Meeting held not later
than 30th June the Competition shall have the right, irrespective of other provisions in this Rule, to refuse to
permit a Club to withdraw its team(s) in order to join another Competition and may hold the Club to its
engagements
14(D)
In the event of a Member Club which is an unincorporated association withdrawing and/or disbanding it
shall be immediately liable to discharge all its financial and other obligations to the Competition. In the
event that any such obligation remains undischarged after a period of twenty-one (21) days then such
obligation shall be met by the then current Club Members, excluding those under the statutory school
leaving age. Until a Member’s pro rata obligation is discharged in full the Member shall not be allowed to
participate in the Competition, which may apply to the Club’s Parent County Association for a suspension
order. If the debt in excess of £50 remains unpaid after eighty-four (84) days the Competition may apply to
the Club’s parent County Association for the debt to be recovered in accordance with the FA Football Debt

Recovery System. Once the matter has been passed to the Club’s parent County Association the debt can
only be cleared by payment to that County Association.
PROTESTS AND COMPLAINTS
15(A)
(i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the
Management Committee.
(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will
not be entertained by the Management Committee unless a protest is lodged with the Referee before the
commencement of the match. Any Club lodging such protest and not proceeding with it shall be deemed
guilty of a breach of this Rule and shall be dealt with by the Management Committee.
15(B)
Except in cases where the Management Committee decide that there are special circumstances, protests
and complaints (which must contain full particulars of the grounds upon which they are founded) must be
lodged in duplicate with the Secretary within seven days (excluding Sundays) of the match or occurrence
to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management
Committee. A Member of the Management Committee who is a member of any Club involved shall not be
present (except as a witness or representative of his Club) when such protest or complaint is being
determined.
15(C)
Any dispute occurring between Clubs in the Competition shall be referred for determination by the
Management Committee whose decision shall be binding upon all parties subject to Rule 16.
15(D)
No protest of whatever kind shall be considered by the Management Committee unless the complaining
Club shall have deposited with the Secretary a sum of ten pounds. This may be forfeited in whole or in part
in the event of the complaining or protesting Club losing its case. The Competition shall have power to
order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses
of the enquiry or to order that the costs to be shared by the parties.
15(E)
All parties to a protest or complaint must receive a copy of the submission and must be afforded an
opportunity to make a statement at least 7 days prior to the protest or complaint being heard.
(i) All parties must have received seven days’ notice of the Hearing should they be instructed to attend.
(ii) Should a Club elect to state its case in person then they should forward a deposit of ten pounds and
indicate such when forwarding the written response.
BOARD OF APPEAL
16. (A)All protests, claims or complaints relating to these Rules and appeals arising from a Player’s
contract shall be heard and determined by the Management Committee, or a sub-committee duly
appointed by the Management Committee. The Clubs or Players protesting, appealing, claiming or
complaining must send a copy of such protest, appeal, claim or complaint and deposit a fee which
shall be forfeited in the event of the protest, appeal, claim or complaint not being upheld, and the
party not succeeding may, in addition, be ordered to pay the costs at the direction of the
Management Committee.

(B) All such protests claims complaints and appeals must be received in writing by the Secretary within
fourteen days of the event or decision causing any of these to be submitted.
(C) The Management Committee shall also have power to compel any party to the protest to pay such
expenses as the Management Committee shall direct.
(D)Any appeal against a decision of the Management Committee must be lodged with the Sanctioning
Authority within fourteen (14) days of the posting of the written notification of the decision causing
the appeal, accompanied by a fee which may be forfeited in the event of the appeal not being
upheld. A copy of the appeal must also be sent to the Secretary.
(E) If so requested the Management Committee may arbitrate on any disputes, protests, appeals,
claims or complaints between two Clubs in which event both Clubs shall send a non-returnable
fee. Such arbitration shall be final and binding upon the parties to the arbitration.
EXCLUSION OF CLUBS OR TEAMS
MISCONDUCT, CLUBS, OFFICIALS, PLAYERS
17(A)
At the Annual General Meeting, or Special General Meeting called for the purpose, Notice of Motion having
been duly circulated on the Agenda, the accredited delegates present shall have the power to exclude any
Club or Team from further membership which must be supported by (more than) two thirds (2/3) of those
present and voting. Voting on this point shall be conducted by ballot.
17(B)
At the Annual General Meeting, or at a Special General Meeting called for the purpose, in accordance with
the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further
participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which
must be supported by (more than) two-thirds (2/3rds) of those present and voting. Voting on this point shall
be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from
voting.
17(C)
Any official or member of a Club proved guilty of either a breach of Rule, other than field offences, or of
inducing or attempting to induce a player or players of another Club in the Competition to join them shall be
liable to expulsion or such penalty as a General Meeting or Management Committee may decide, and their
Club shall also be liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this Rule.
17(D)

Any Club or Team failing to complete all of its fixtures in any season shall (unless the conditions are beyond
their control, or the accredited delegates present at the Annual General Meeting or a Special General
Meeting decide otherwise by a majority of two-thirds of the votes cast) be debarred from membership the
following season.
TROPHY:- LEGAL OWNERS, CONDITIONS OF TAKING OVER,
AGREEMENT TO BE SIGNED. AWARDS.
18(A)
The following agreement shall be signed on behalf of the winners of the Cup or Trophy:“We A_________________and B______________________, the Chairman and Secretary of
________________________FC, members of and representing the Club, having been declared winners of
_____________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby
on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition Secretary
on or before 1st February. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund
to the Competition the amount of its current value or the cost of its thorough repair.”
Failure to comply will result in a fine as determined by the Management Committee.
18(B)
At the close of each Competition awards shall be made to the winners and runners-up if the funds of the
Competition permit. Sixteen mementoes will be awarded to the winners and runners up of the Senior
division and the winners of the other divisions, in addition to the winners and runners up of all Cup
competitions.
In the event of a Club withdrawing from the League between the signing of this agreement and the date set
for the return of any Cup or Trophy, the Club will be required to surrender such cup/trophies to the League
Secretary before it can be deemed to have relinquished its membership of the Competition.
18(C)
Any Club failing to return any Cup or Trophy in an acceptable condition by the due date shall be fined
twenty five pounds for each Cup or Trophy not so returned.
SPECIAL GENERAL MEETINGS
19.
Upon receiving a requisition signed by two-thirds of the Clubs in membership the Secretary shall call a
Special General Meeting. The Management Committee may call a Special General Meeting at any time.
At least seven days’ notice shall be given of either meeting under this Rule, together with an agenda of the
business to be transacted at such meeting.
Each Member Club shall be empowered to send two delegates to all Special General Meetings. Each Club
shall be entitled to one vote only, as will members of the Management Committee.
Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory
reason being given shall normally be fined thirty pounds.

Officers and Management Committee members shall be entitled to attend and vote at all Special General
Meetings.
ALTERATION TO RULES
20.
Alterations for which consent has been given by the sanctioning Association shall be made to these Rules
only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose
called in accordance with Rule 19.
Any alteration made during the playing season to the Rule relating to the qualification of players shall not
take effect until the following season.
Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to the
Secretary by 15th April in each year.
The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs
by 1st May and any amendments thereto shall be submitted to the Secretary by 10th May.
The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the Annual
General Meeting. A proposal to change a Rule shall be carried if a majority of those present and entitled to
vote and voting are in favour.
A copy of the proposed alterations to Rules to be considered at the Annual General Meeting or Special
General Meeting shall be submitted to the sanctioning Football Association 21 days prior to the date of the
meeting.
FINANCE
21(A)
The Management Committee shall determine with which bank or other financial institution the funds of the
Competition will be lodged.
21(B)
All expenditure in excess of three hundred pounds shall be approved by the Management Committee.
Cheques shall be signed by at least two Officers nominated by the Management Committee.
21(C)
The financial year of the Competition will end on 31st March.
21(D)
The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually
by some suitable person(s) who shall be appointed at the Annual General Meeting.
INSURANCE
22.
All Clubs must have public liability insurance cover of at least 10 million pounds (£10,000,000).
All Clubs shall be members of a Players’ personal accident scheme. The policy shall be at least equal to
the minimum recommended cover determined from time to time by the sanctioning Association. In
instances where The Football Association is the sanctioning Association, the minimum recommended cover
will be the cover required by the Affiliated Association to which the Club affiliates.

DISSOLUTION
23(A)
Dissolution of the Competition shall be by resolution approved at a Special General Meeting by a majority
of three quarters (3/4) of the members present and shall take effect from the date of the relevant Special
General Meeting.
23(B)
In the event of the dissolution of the Competition, the members of the Management Committee are
responsible for the winding up of the assets and liabilities of the Competition.
23(C)
The Management Committee shall deal with any surplus assets as follows:
(i) Any surplus assets, save for a Trophy or any other presentation, remaining after the discharge of the
debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated
Association or The Football Association Benevolent Fund or to such other charitable or benevolent object
in the locality of the Competition as determined by resolution at or before the time of winding up and
approved in writing by the sanctioning Association.
(ii) If a Competition is discontinued for any reason a Trophy or any other presentation shall be returned to
the Donor if the conditions attached to it so provide or if not dealt with as the sanctioning Association may
decide.
SUBSIDIARY RULES AND DUTIES OF OFFICERS
24(A)
The Treasurer shall keep accounts, receive monies and make payments on behalf of the Competition,
subject to Rule 21 (B), for which he shall keep a record of all receipts and expenditure and issue an official
balance at the end of each season. A report of the financial position of the Competition shall be made to
the Management Committee at least once every three months.
24.(B)
The Secretary shall deal with all correspondence on behalf of the Competition and shall keep a permanent
record of all meetings in the form of a Minutes Book which shall be produced for confirmation and
signature of the Chairman at the next meeting following the one last recorded.
CONSTITUTION OF CLUBS
25(A)
All Clubs shall hold an Annual General Meeting of their members for the purpose of electing Officers and
publishing a statement of Accounts, and they shall have a written Code of Conduct.
25(B)
No Officer of any Club in this Competition shall hold office in any other Club in this Competition.
25(C)
All Clubs shall keep financial records. The Management Committee shall have the power to ‘call in’ the
books at any time of any member Club. Failure to submit a balance sheet to the Competition by 1st
September may result in a fine.

FIRST AID
27.
It is mandatory for all teams to have a qualified first aider registered with the League by the 1st September.
Each team must have a first aid kit available at all games.
The various County Football Associations can be contacted to give advice on where and when suitable
courses in basic first aid can be booked.

STANDING ORDERS
1
The Headquarters of the Cambridge and District Sunday Football League shall be in the County of
Cambridgeshire.

The Management Committee shall meet at the Headquarters at times and dates to be notified by
The League Secretary.

A Management Meeting shall be held as and when deemed necessary by the Management
Committee
4
The League Secretary shall give seven days’ notice in writing of the meeting to all Officers and
Members, accompanied by the proposed agenda.

Voting at all Meetings shall be by a show of hands unless a ballot is properly proposed, seconded
and carried by at least two thirds of those present and voting.. The Chairman of any committee shall
have a second or casting vote.

Members shall rise when addressing a Meeting and address the Chairman. No other person shall
rise except on a point of order and members shall resume their seats should the Chairman rise to
speak.

If at any meeting the Chairman is of the opinion that any motion proposed is of an objectionable
nature, it shall be within competence either before or after the same is brought forward to put it to
the vote (on which no debate shall be permitted) as to whether the same shall be entertained or
otherwise, and if three quarters of the members present and voting decide not to entertain such
motion, the same shall be considered disposed of for that day.

No delegate shall vote on any matter appertaining to the Club he represents.

The mover of a proposal, but not an amendment, unless the same becomes the substantive motion,
shall have the right to reply to the debate, but may not introduce any new matters, following which
the motion shall be voted upon.

A Resolution shall not be rescinded at the Meeting at which it has been passed unless the motion to
rescind has been carried by three quarters of the members present and voting.

A quorum for a Management Meeting shall be five and of any other Committee, three members.

Standing Orders shall apply to all Management meetings, but in Committee all members shall
remain seated throughout.

Standing Orders may be suspended if three quarters of the members present and voting support a
motion properly proposed and seconded, request the action.

Business which is not on the Agenda shall not be discussed unless three quarters of the members
present and voting agree to the contrary.
LEAGUE CUP – RULES
1.
This Competition shall be called the Cambridge & District Sunday Football League Cup. Where
sponsorship is obtained, the Sponsors title shall precede the words “League Cup” in correspondence with
the media.
2.
All Clubs shall enter their senior team

The Competition shall be on a knock out basis. The first team drawn shall be the home side. All
byes shall be in the first round. All matches shall be of 90 minutes, 45 minutes each way. Extra time of 15
minutes each way shall be played in rounds in the event of a draw at the end of 90 minutes. In the event
of there still being no winner, the result shall be determined by the taking of penalties in accordance with
the FA Rules

The semi-finals shall be played as drawn but the teams shall share the costs of the match officials,
the home side paying for the pitch. The Final tie shall be played on a neutral ground, decided by the
Management Committee. Each team at the Final shall provide two match balls.

a) Each player shall have been a registered member of his Club since twelve noon of the previous
day before taking part in this competition.
b) In the semi-finals and Final the players shall have been registered for their Club at least twenty one
days before the tie and have played at least two competitive matches in the current season for their Club
(These games must be within the Cambridge & District Sunday League) except by special permission of
the Management Committee.
c) Any player who for reasons other than suspension is not eligible to take part in a match on the day
appointed for a tie shall not be eligible to take part in any replay in connection therewith.
d) No player shall play for more than one Club in the competition in the same season.
e) Clubs infringing these rules shall be eliminated from the competition, and shall, with all players, be
subject to further disciplinary action at the discretion of the Management Committee.

Where both clubs, having infringed any of these rules, are excluded from the competition, their
opponents in the next round shall receive a bye.

In the event of a clash of colours the away team shall change. In the event of a clash of colours in
the Final, both teams shall change. Any team not having a change of colours and delaying the kick off for
that reason shall be fined ten pounds.

The Referees fee for all rounds (except the Final) shall be as per League Rules and in the Final a
memento plus travelling expenses as per League Rules. The Assistant Referees fee for the semi-final
shall be as per League Rules and in the Final a memento plus travelling expenses as per League Rules.

When a fourth official is appointed to a Final he shall be entitled to a memento plus travelling expenses as
per League Rules.

Clubs failing to play in a Cup tie on the appointed date shall be deemed to have withdrawn from the
competition, and the game awarded to their opponents. Unless a reasonable explanation can be given for
withdrawal, Rule 5D of these Rules shall apply.

The Cup cannot be won outright, being the property of the League. The Cup holders will be
responsible for the Cup according to Rule 18. Each finalist team shall receive 16 mementoes from the
League, subject to any player having been sent off the field of play receiving his memento in the changing
rooms and his not taking part in the official presentation.

In any contingency not covered by these Rules, Football Association Rules shall apply.
JUNIOR CUP
1
This Competition shall be called the Cambridge and District Sunday Football League Junior Cup.
When sponsorship is obtained, the Sponsors title shall precede the words “Junior Cup” in correspondence
with the media.

All Clubs with teams in Divisions 1A and 1B will enter one team in this competition. The exact
format will be determined by the Management Committee once the number of teams entering the
competition is known if a Reserve team is entered, Rule 8C will apply.

LOWER JUNIOR CUP
1
This Competition shall be called the Cambridge and District Sunday Football League Lower Junior

REPRESENTATIVE MATCHES
Clubs shall put their players at the disposal of the Competition as required for the purpose of inter League
friendly or competition matches. Any team which has a player chosen to play in a representative match
shall have its fixture for that date postponed.
COUNTY COMPETITIONS REMINDER
All Clubs except Cambridgeshire sanctioned, shall inform the Fixtures Secretary of involvement in which
ever County Competitions they are entered in at the start of the season and such dates as they are aware
of.
All County Cup results, regardless of which County must be telephoned by 2 p.m. to the Competition
Secretary by the home club ( 07568 ) (unless the home side are not part of the Cambridge & District
Sunday Football League, in which case our team must phone in). The result and result card, if applicable,
must go also to the County Officer nominated by the County.

Responsibility and Respect in Football
Clubs are reminded that all participants in football have a responsibility to act in the best interests
of the game at all times.
Furthermore, under the Respect programme, there is an individual and collective responsibility for all
parties to create a fair, safe and enjoyable environment for participants in the game. Cambridgeshire FA is
proud to say that all its affiliated leagues are fully committed to Respect and each league has a Respect
League Co-ordinator on its management committee.
Cambridgeshire FA will always look into reports of poor standards of behaviour in football. In order that
facts may be established, it is important that all complaints are put in writing, signed by the complainant and
their club officials where appropriate, and corroborated when required. On receipt of a complaint, the
county disciplinary department will consider the seriousness of the case and refer for action as follows:
(i)
If further information is required, then this may be requested by telephone, or in writing or
occasionally by convening a board of enquiry.
(ii)
If there is evidence of misconduct under Rule E of the FA Conduct Regulations, then the
disciplinary department will issue a charge via the club secretary. They will invite the person(s)
concerned to submit a plea and explanation to a disciplinary commission either in writing or by
personal appearance at a hearing. In the event of a commission finding a misconduct charge
proved, individuals and/or clubs can face substantial fines and suspensions. This process is
rigorous, though, and evidence and procedures need to stand up to scrutiny because guilty
parties have the right of appeal to The FA against decisions of the county FA which they
consider to be unfair. The standard of proof required for a decision is on the balance of
probabilities.
(iii) If the evidence indicates poor practice, but not misconduct, then the matter will be referred to
the Respect League Co-ordinator to contact the offending party’s club, usually via the club
secretary. The co-ordinator has a number of actions available, including:
(a) request that club members are formally reminded of the Respect Codes of Conduct;
(b) request that the club committee issues a stronger warning to its member(s) through its
own disciplinary procedures;
(c) call club members (eg. Chairman, Manager) in to meet with League and/or County FA
officials for explanation and action planning;
(d) require club member(s) to attend a suitable FA course, eg. Safeguarding Children or
Welfare Workshop, or an Online Courses such as Equality & Diversity, or the new
Respect Workshop;
(e) referral to the County FA Charter Standard Committee for a status review;
(f) a League official or a County FA official to attend future match(es) of the club concerned
to monitor behaviour.
It is worth remembering, however, that there are always (at least) two sides to every story and opinions of
incidents may vary wildly between factions with vested interests in the outcome of matches. This is why we
will always seek the opinion of the referee or any other independent, impartial witnesses, where possible,
and give substantial weight to their evidence.

Remember also that Rules and Regulations are there, not to catch out the unwary, but for everybody’s
protection against unfair things happening to them. Everyone is entitled to fairness, safety and
enjoyment in football.

Last season we had 1648 players registered, considerably less than the previous season. The problem
again was clubs withdrawing after the season had started. Lack of commitment from players is the reason
given by hard pressed club officers. Many register so they can be available if needed, only to go missing
when they are needed. So many other attractions on a modern Sunday does not help, not least the surfeit
of Premiership games to watch live or “on the box”. Lack of pitches does not help, there seems to be an
increase in withdrawal of pitches from adult male Sunday football.
It would help considerably if some of the players who feel they no longer want regular Sunday football
would consider taking up the whistle and gives us a few days a season at least. Referees who have
actually played the game appear to get more respect from the players and who knows, start early enough
and a Sunday player may find himself officiating at levels of football he could only have dreamt about as a
player.
It does take a bit more effort these days such as a CRB check, Safeguarding Children training, all in
order to raise safety levels for participants in the game. The initial course fee is £40 but most of that is
refunded by the County FA once a set number of games have been officiated in, and this League is
seeking ways to further encourage would be referees. We will considering refunding the rest of the initial
outlay if the required number of games are actually in our League.
We are concerned about abuse towards referees both on and off the pitch and where we have
incidents reported to us and can it be proven, we will strive to bring the culprits to task, albeit the first
recourse is via the relevant County Football Association who have far greater powers than us.
Remember, you may have felt aggrieved in playing the game when a referee’s decision went against
you, but you will also remember that matches without an official referee were far worse. Unless more folk
are prepared to give something back to the game, we will all be heading towards a worsening situation
regarding availability of trained referees.

contacting your affiliated County’s Referees Development Officer direct, his details should be in your
County FA handbook
