The meeting opened at 15.10 on Tuesday, 5 October 2004, with Luisa Morgantini in the chair.
1.
Adoption of draft agenda
DV_OJ(2004)1005
The draft agenda was adopted with the following changes:
Items 5 and 6 of the draft agenda (hearings of assessment of Commissioners
designate) were cancelled.
Item 7 on the elections in Indonesia would be dealt with immediately after the
adoption of the agenda.
2.
Second round of the presidential elections in Indonesia (20 September 2004)
Report by Glyn Ford, Chief Observer, and Nirj Deva, Head of the European
Parliament’s election observation delegation.

The Chair read a letter from Raji Sourani, Director of the Palestinian Centre for
Human Rights explaining the reasons why he could not leave the Gaza Strip to address
the Development Committee.
The Chair invited Antoine Madelin, Permanent representative of FIDH (Fédération
Internationale des droits de l'Homme) in the EU to summarise Mr Sourani's intended
speech.

Workplan and Timetable
A decision was taken to draft a letter to the relevant authorities asking for more
meetings of the Committee in 2005, due to the fact that the JPA ACP/EU meetings
suppress 2 months of possible Committee work.
Election Observation
It was decided not to send an election observation mission to Cameroon and to ask for
authorisation to send two election observation missions to Namibia and Mozambique,
provided that an invitation was received from the competent authorities.

Max van den Berg suggested that a declaration should be presented to the next
Strasbourg Plenary, because the Conference of Nairobi on a "Mine-free world" would
take place on 8 November.

Any other business
The following informations were given:
Michael Gahler gave notice of his meeting with the Secretary General of Frelimo,
Mozambique, who had visited the European Parliament.
He had raised the European Parliament's concern at the problems the Election
Observation Commission was facing and informed the Secretary General that the
European Parliament expected to be invited to observe the 2 December Presidential
elections.
DEVE would hold an informal meeting on 12 October with the Minister of Industry,
Tourism and Investment Promotion of Sri Lanka.

Meeting with Poul Nielson, Commissioner for Development
Exchange of views
Commissioner Nielson reported back to the Committee on commitments given to
Parliament at his 1999 confirmation hearing.
He also informed the Committee of the reasons why a new "Umbrella regulation"
covering all aspects of development policy was being put forward by the Commission.
