August 10, 2015

Mayor John W. Bork convened the regular meeting of the

Grafton City Council at 7 PM, August 10, 2015 at Grafton

City Hall. Answering roll call were Koschmeder, Schaub, and Stevens. Kruger and Tabbert were absent. Visitors were Bruce White, Dale Thompson, and Steve Wendt.

Koschmeder motioned, 2 nd by Schaub to approve the agenda. Motion carried. Stevens motioned, 2 nd by

Koschmeder to approve the minutes from the July 13,

2015 regular meeting. Motion carried. obligation of $3,255 will be expended over the next several months as the final 3 projects are completed.

Wendt also commented on other changes to the original project budget as shown by a breakdown of the final costs expended or estimated to be expended on each of the 7 homes in the Program.

Mayor Bork then closed the regular meeting and announced that this was the time and place for the Public

Hearing on the status of funded activities for the City of

Grafton Housing Rehabilitation Program. The Program was funded by a $225,790 CDBG grant that was awarded by the Iowa Economic Development Authority (IEDA) in

July of 2013, and by $12,000 in City local match funds.

Wendt also commented on the main objective of the City of Grafton Housing Rehabilitation Program which was to increase the supply of safe and sound housing in the selected target area for low to moderate income (LMI) households. In this regard, Wendt described the target area from which the 7 assisted homeowners were selected, and also showed the income limits (LMI) for the

Program. Wendt further stated that all 7 homeowners that were assisted in the Program met these limits. Being no further discussion or comments, Mayor Bork adjourned the Public Hearing and reopened the regular meeting.

The hearing was opened by Mayor Bork. Steve Wendt of the North Iowa Area Council of Governments, which was the administrative agent for the City’s Rehabilitation

Program, gave several comments on the Program including a general description of the accomplishments to date. In this regard, Wendt stated that, to date, the rehabilitation of 4 of the 7 homes included in the

Program has now been completed. Wendt further stated that 2 of the 3 remaining projects are under rehabilitation, and that the bid opening for the final project is scheduled for August 20, 2015. All 3 of the remaining projects are slated to be completed well before the CDBG contract end date with the City. Wendt also commented that upon completion of the Program the City will have exceeded its 6 unit original performance target by 1 home (7 homes rehabilitated).

Clerk then presented the financial reports, past due utility accounts, and bills to be paid. Schaub motioned, 2 nd by

Koschmeder to approve the financial reports as presented and pay all bills due to date. Motion carried.

Under old business, LP rates were discussed.

Koschmeder motioned, 2 nd by Schaub to contract 6500 gallons with AgVantage FS. Motion carried.

Under new business, the council discussed tree trimming that needs to be done to trees on the boulevard and around electrical lines.

There being no further business, Stevens motioned, 2 nd by Koschmeder for adjournment. Motion carried and the meeting adjourned at 8:47 PM.

A summary of grant and local match expenditures to date was also presented. To date, $142,759 in grant funds has been drawn down or requested, but upon completion of the final 3 projects, it is forecasted that all of the

$225,790 in grant funds will be expended. Also, to date,

$8,775 of the City’s $12,000 total local match obligation has been expended. The City’s remaining local match
