Housing Authority response to questions in connection with the RAD RFQ

Contained herein are the responses of the Housing Authority to all submitted written
questions in connection with the NRMHA Request for Qualifications for the Rental Assistance
Demonstration Project "RAD".
QUESTION #1:
1. Regarding the Price/Fee paragraph from the evaluation criteria. Can you give us an
example of fees you are looking for? As the Developer/Contractor it is difficult to
calculate a hard dollar amount without having the benefit of the scope of work.
RESPONSE to Question 1:
The purpose of the Price/Fee criteria is to identify any known cost that the Housing
Authority will have to pay during predevelopment. The Housing Authority will look
favorably upon any response where no upfront fees or costs will be incurred.
QUESTION #2:
2. a) Number of tenant based vouchers that the PHA operate?
b) Has the Housing Authority created a non profit 501c3?
c) Will the Housing Authority contribute financing to the development. If so, how much
funding is available?
d) Has the staff completed tax credit compliance training?
e) Is off site land available or desired for this development?
f) Has the city and or county indicated willingness or ability to provide funding
assistance?
g) What is the current number of vacant units by property?
h) How many families are on the wait list?
i) Are utilities resident paid?
j) Is the Housing Authority willing to consider changes, if necessary?
RESPONSE to Question 2:
a) The Housing Authority administers 497 tenant based vouchers.
b) The Housing Authority has single purpose entities that will not be used in the RAD
Program.
c) The Housing Authority will look favorably to any proposal that minimizes any
direct financial contribution by the Housing Authority.
d) The Housing Authority has Section 8 staff that have been certified in LIHTC
Compliance.
e) No off-site land is contemplated for the RAD Program.
f) Both the City of New Rochelle and the County of Westchester have provided
financial resources to past development activities, and may do so in the future.
g) Vacant units by properties:
50 Sickles Avenue / 111 Lockwood Avenue
- 203 Units - 8 Vacant
345 - 361 Main Street
- 100 Units - 12 Vacant (all earmarked for the Relocation of another non-RAD
development being demolished)
h) WAIT LIST-
Family: 57
Senior/Disabled: 369
Section 8: 5453
i) Utilities at all sites are master metered. The Housing Authority will entertain
changing this.
QUESTION #3:
3. a) What are the "current funding" levels at the three properties?
b) Are there any existing HAP contracts in place?
c) Is there any estimate of each property's capital needs?
d) Are there any existing capital needs assessments, or similar documents
available for our review?
e) Page 15 of the RFQ indicated that the selected Developer Partner will provide a
"performance" in addition to a completion guaranty to the Housing Authority. Are
you seeking a guaranty beyond an unlimited construction completion guaranty?
And if so, can you tell us what you are seeking?
RESPONSE to Question 3:
a) **THIS QUESTION WAS NOT ANSWERED**
b) There are no existing HAP contracts in place.
c) There are considerable capital needs for each property.
d) The PCNA (Physical Conditions and Needs Assessment) for the properties has
yet to be conducted.
e) An unlimited construction completion guaranty is sufficient.

strong consideration must be given to Respondents who include experienced
