JOB TITLE: Cultural Analyst & Local Media Monitor
/Translator Dari & Pashtu

PART 2 – DUTIES
A. Post Context:
The Combined Joint Psychological Operations Task Force (CJPOTF) is the sole asset of
ISAF Joint Command (IJC) to communicate directly to the local population through
organic mass media. It forms the centre of gravity of the ISAF information effort towards
the population within the ISAF Area of Operations. The Combined Joint Psychological
Operations Task Force’s task is to influence and to inform specific target audiences
approved by the North Atlantic Council (NAC) and explains ISAF's mission and activities
to a broad public. Furthermore it creates a supportive atmosphere for the conduct of
military operations under the ISAF mandate. The CJPOTF is directly subordinated to
Commander of ISAF Joint Command.
B. Reports To: Chief Combined Joint Psychological Operations Task Force Target
Audience Analysis /TE Section & Multi source Int Fusion Analyst/Media Surveyor
C. Principal Duties:
Interpreter of Dari & Pashtu
Serve as cultural analyst and advisor to team of international analysts
Written and oral translations and interpretation: Focus Groups, written documents,
meetings, etc.
Monitor local media and current events
Provide input for CJPOTF media products
Develop research projects, under the guidance of Target Audience Analysis (TAA)
members, aimed at better understanding the Afghan population, social and cultural
dynamics of the conflict and culture in general
D. Additional Duties:
The incumbent may be required to perform such other related duties as may
be directed. If needed the personnel will be deployed with in all ISAF Area of
Operations.
PART 3- QUALIFICATIONS
A. ESSENTIAL QUALIFICATIONS:
1. Professional Experience
Experience in translation and simulating translation
Previous work experience with international organizations
Extensive knowledge of Afghan culture, traditions, values and Islam
2. Education / Training:
Experience as a Translator/Interpreter
Good written and oral Dari/Pashtu and English skills
University Degree
3. Security Clearance:
The individual must agree to undergo an interview with ISAF Security Section.
National Afghan Authorities will be approached to obtain additional information.
Persons with previous links with Al-Qaeda, Taliban and other opposing militia forces or a
previous criminal record will not be accepted.
4. Language:
English SLP 333
Dari/Pashtu SLP 3333
The normal everyday working language of the organisation is English

B. DESIRABLE QUALIFICATIONS:
1. Education/Training:
University Degree in Social science
C. CIVILIAN POSTS
1. Personal Attributes
Initiative, thorough, professional attitude, ability to meet deadlines, good interpersonal
skills with Afghans as well as international individuals (civilian and military)
Communication skills and open-mindedness are essential to the post.
Ability and willingness to work outside normal office hours.
2. Contribution to Objectives:
Expected to show initiative, follow direction and be resourceful in the execution of tasks
2. Work Environment:
Professionalism expected at all times but this a personal environment as well
Military Peace Support Operation (PSO) under Chapter VII of the United Nations Charter
in a least developed country.
Office is based in a military compound
Taking the current situation in Afghanistan into account, candidate must be prepared to
work under threat conditions
D. REMARKS:
The successful candidate will need to be prepared to go through Biometric Testing (Eye
scans/finger prints ect) a Security Vetting Interview, English/Dari & Pashtu language
tests and a medical exam before they will be offered an employment contract.
Contract is for 12 months with possible extension
LCH 6 Salary is 576 Euros per month with 100 Euros meal allowance
