9288 - TELECOMMUNICATIONS SERVICES COORDINATOR II
DEFINITION
Under general supervision, analyze and evaluate telephone requests; confer with, plan, and
recommend the most cost-effective telephone service for County departments; manage and
coordinate telephone equipment installations and modifications; assist in the administrative
operations related to the County telephone systems; and related assignments as required.
DISTINGUISHING FEATURES
The Telecommunications Services Coordinator II is a journey level position responsible for
coordinating day-to-day telephone and other telecommunication activities for all County
departments including planning, implementing, and managing system installations. The
Telecommunications Services Coordinator II reports to the Manager, Telephone Systems
Division in the General Services Agency’s Communications Department This position is
distinguished from the Telecommunications Systems Analyst in that the latter has
considerable latitude for independent decisions for large County telecommunications
projects. It is further distinguished from the Telecommunications Services Coordinator I in
that the latter is the entry-level position that provides support to the journey level position
while also performing routing telephone services requests.
EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However,
employees may perform other related duties at an equivalent level. Each individual
in the classification does not necessarily perform all duties listed.
1.
Reviews and processes requests for telephone and voice messaging services.
2.
Meets with user department representatives to assist in clarifying requirements and
determining the most cost-effective level of service.
3.
Coordinates pre-installation/modification planning with GSA-Building Maintenance
Department, architects, telephone companies, equipment vendors, and other involved
personnel, to ensure adequate facilities are available for proper and timely telephone
installations; inspects installations for compliance with plans; resolves any
discrepancies.
4.
Conducts on-site surveys of new and leased County facilities to determine
requirements for the installation of communications systems; designs, implements and
manages telecommunications systems.
5.
Conducts various feasibility studies to assist in planning of major modifications to the
County telephone network; interprets and works from telephone company and other
vendor tariffs, as well as technical documents.
6.
Analyzes, evaluates and makes recommendations for possible cost-effective
enhancements or modifications to existing system; estimates costs of telephone
systems and services.

7.
Prepares, presents or directs instructional classes for County employees on the use of
telephone and voice-messaging systems.
8.
Directs the work of vendor-provided technicians and division clerical personnel.
9.
Acts as liaison between the State, Public Safety Answering Points (PSAP’s) and
Pacific Bell in the administration of the County emergency 911 Program.
10.
Assists in budget projections and preparation of telephone services costs for all
County departments; monitors expenses, forecasts expenditures and resolves billing
issues.
11.
Keeps abreast of the telecommunications industry technology by attending seminars
and classes, vendor demonstrations and reading relevant industry publications.
MINIMUM QUALIFICATIONS
Either I
The equivalent of two years of full-time experience in the class of Telecommunications
Services Coordinator I or an equivalent classification in the Alameda County classified
service that provided telecommunication systems experience. (Non-classified service
includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
Or II
The equivalent of three years of recent full-time experience in a position responsible for
project management of telephone systems which included planning, coordination of
installations, and telecommunications system modifications. A bachelor’s degree in
telecommunications or a related discipline may be substituted for two years of work
experience.
License: Possession of a valid California Motor Vehicle Operator's license
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the
announcement of an examination.
KNOWLEDGE AND ABILITIES
NOTE: The level and scope of the following knowledge and abilities are related to duties
listed under the “Examples of Duties” section of this specification.
Knowledge of:



Modern telecommunications systems, equipment and terminology.
Basic techniques and methods of telephone systems analysis.
Telephone company tariffs; telephone traffic engineering; cable systems and facility
requirements.

PBX, Centrex, call accounting and voice processing systems.
Federal Communication Commission's and Public Utilities Commission's rules,
regulations and tariffs applicable to telecommunications.
Personal computers, microwave and T-1 concepts.
Budgetary processes.
Computer applications, including spreadsheets, databases and word processing.
Ability to:









Analyze various departmental functions to determine telephone needs and determine
requirements relative to telephone installations and modifications.
Estimate costs of telephone systems and equipment and prepare bid specifications.
Establish and maintain effective working relationships with County departments'
personnel and telephone company personnel.
Communicate effectively in oral and written form.
Work independently.
Prepare narrative and statistical reports.
Provide direction and training to others.
Read and comprehend general and technical information.
Gather and interpret data and draw conclusions.
