Action plan was circulated for input. We need a very
concrete action plan. Will help us improve
coordination and identify gaps.
Protection officers to be dispatched to 14 affected
districts – received a brief orientation yesterday on
security, GBV, protection issues.

2. Update from the
field
-
Hospitals request for support in helping mothers and
new borns.
Dhading and Kavre: police rejected domestic violence
case and rape case.
Nuwakot: no organizations for elderly. Hard to reach
VDCs still not receiving help.

Meeting with Police 12 May – discuss orientation
package for police at district level on protection,
gender, GBV, psychosocial counselling.
Discussion to install CCTV in camps to provide
additional security. This has not been finalized, police
still considering it.
Alliance against trafficking: coordination lacking
between government agencies and NGOs.
Assessment: NWC – network to monitor women’s
rights. Assessing the situation and formed a 8
members committee. Rapid assessment checklist
developed.
Migration – might see an increasing numbers of
families migrating now that monsoon is coming
(internal migration)
Engage social mobilizers in the districts.
Gender rapid assessments done by OXFAM and Care.
Use these to come out with district profiles,
Need to train the social mobilizers conducting
assessments so that GBV information is captured.
Also share referral information with them.
Identify GBV sub-cluster focal point is assessment
working group.

3. Update

FLASH appeal

Advocacy note to go with the flash appeal prepared,
finalized and circulated among cluster members and
global protection cluster for advocacy among donors.

referral pathway

Directory
of
services
developed.
It
is
not
comprehensive. Referral guide (directory of services)
will be revised periodically to add new services
available.

Assess which services are operational in the 14
affected districts

Next step of the process is to develop District specific
referrals, including services which have been
assessed and have expertise to attend GBV cases.

Reporting tools should be standardize using the
existing GBV IMS tools which were rolled out in

A referral meeting will take place to finalize the
reporting tools.

Need to avoid focusing on number of cases rather
focus on service provision. Need to develop key
messages around reporting

UNFPA: Sindhuli, Gorkha and Sindhupalchock.

UN Women exploring what women organizations are
doing in the districts – this will feed into the 4W.

Lots of INGOS and NGOs on the ground – need to
connect them.

Need to work with the men and boys and youths.
ATTWIN is part of Engaging men alliance, they will
connect with them to bring them to the work of GBV
subcluster. It was discussed need to work on their
materials, key messages, to adapt to the emergency
context.

7 safe spaces for women established in 7 districts
Lack of tents hindering establishment of safe spaces.
Some tents provided were bad quality
Shelter: Need separate safe shelters – will be
established in Dhulikhel.
Temporary shelter being established in 11 affected
districts – can refer cases to services and FFS
(UNICEF).
UN Women – WOREC, WHR, Saathi: Nuwakot and
Kavre: multi purpose women Safe Space. For 6
months.
Women friendly spaces minimum standards has been
circulated.
Several agencies are working on establishing WFS –
need to coordinate.
All agencies working on establishing WFS should
agree upon:

In next GBV sub-cluster meeting we will at each
district and ensure that we are working in all 14
districts.
Next step will be to think strategically about what and
where we focus our efforts. We cannot cover
everything.
Meeting frequency to be agreed. Members felt useful
for now to continue to be back to back with protection
cluster and later to strategise when/where.
Considering needs to continue to revise referral
pathways, it is agreed to meet twice, one for GBV
subcluster and once a week for referrals group.
