Reports were submitted by: Central Texas Chapter, Central Virginia Chapter, Maryland Chapter,
Metropolitan Atlanta Chapter, North Texas Chapter, Oakland/San Francisco Bay Area Chapter, San
Antonio Chapter and Washington DC Chapter.
1. MEMBERSHIP
New Members
The top chapters that recruited the highest amount of new members and/or re-instated members:
Smaller: San Antonio – 5; Small – Maryland – 9; Medium: Central Texas - 61; Large: Washington DC –
38.
Membership Recruitment & Retention Strategies
Central Texas
All groups are being targeted with special emphasis on Young Professionals and Students .
Central Virginia
Students and Future Focus/Emerging Leaders are targeted.
Emerging Leaders since 12/31/2009. This is a 100% increase.
We have approximately six new
Metro Atlanta
The MAC membership committee, lead by Mr. Lonnie Ballard, 1 st Vice President’s, target strategy
for first quarter (January, February, and March 2011) is to focus in conjunction with our local
corporate advisory committee with developing our corporate strategy in anticipation of the
Atlanta Forum 2013.
In addition, our Emerging leaders and Students continue to inquire about professional &
development opportunities, particularly entry level positions and internship opportunities. A list of
emerging leaders has been developed by our Emerging Leaders Chair, Ms. Shamiah Kerney, in
order to more effectively identify student members and target their needs. The membership
committee agrees that this will assist with decreasing student retention overall.
Lastly, the membership committee has set a ‘new’ goal for first quarter 2011 – increase
membership by 50 members by 03/31/11. This can be accomplished by instituting a new “Fifty
Forward” membership strategy.
North Texas
North Texas continues to target students, local officials and NCAC members.
Oakland/San Francisco Bay Area
Young professionals and students are being targeted.
Elected Officials:
Central Texas
Symposium 2010 held on October 21-22, 2010 at the Omni Southpark engaged elected and
appointed officials from city, county and state agencies to participate as honorary chairs, plenary
and luncheon speakers, and sponsors of this regional event. CTC Program Chair Anthony Snipes
and committee members obtained the full commitment of State Representatives, Mayor and City

Council Members, and County Judge and Commissioners to obtain their support and
participation in the conference. This included sponsorships of in-kind and cash contributions,
speaking engagements, letters of support, proclamations, and a fostering of relationships
between the elected officials and the CTC.
In preparation for Symposium 2010, CTC Program Chair Anthony Snipes and committee
members met with state, city and county elected officials, which included State Representatives,
Mayor and City Council Members, and County Judge and Commissioners to obtain their support
and participation in the conference. This included sponsorships of in-kind and cash contributions,
speaking engagements, letters of support, proclamations, and a fostering of relationships
between the elected officials and the CTC.
Metro Atlanta
In December 2010, the MAC Chapter hosted the NFBPA Executive Leadership Institute (“ELI”) Class
of 2011 at Atlanta City Hall, the host Marriott Hotel, and the Fulton County Government Offices.
The Honorable Atlanta Mayor Kasim Reed; Fulton County (GA) Vice Chair and Commissioner
William “Bill” Edwards; The Honorable Atlanta City Councilman C.T. Martin ; The Honorable Atlanta
City Councilman Michael Julian Bond; newly elected Dekalb County (GA) Commissioner Stan
Watson; and the Honorable Atlanta School Board Member Courtney English, all brought greetings
on behalf of their respective districts/municipalities and praised Metro Atlanta Chapter on its
efforts in putting together Forum 2013. Because of this continued exposure to the organization,
each Atlanta metro politician will become more inclined to join our association to hold both
National and local NFBPA membership. This will only add value as we plan NFBPA’s 30th
Anniversary Forum 2013. MAC anticipates adding all aforementioned politicians to our roster
during the first six (6) months of 2011, if not sooner.
Oakland/San Francisco Bay Area
No new strategies have been used this quarter. The Executive Committee is still working to
determine the best strategies to focus on Elected Officials. The current members continue to
participate and support the Chapter.
San Antonio
Council Woman Ivy Taylor, District 2, hosted a membership reception for the chapter on October
20, 201. This turned out to be an outstanding event where over 770 people attended from
different agencies. The chapter was able to reach out to the city utilities, transportation and the
count. The next step will be to expand participation of elected officials for the San Antonio
Chapter.
Washington D.C.
Elected Officials are members of the NFBPA DC Chapter. At the DC Chapter’s annual awards
ceremony, Mayor-Elect Vincent C. Gray (Chairman of the City Council, at the time) was awarded
the Barry K. Campbell Hall of Fame Award for his outstanding service. Mayor-Elect Gray attended
the December Holiday Party along with Councilmember, Harry Thomas, Jr.

Transportation Industry
Central Texas
National Board member Anthony Snipes met with executive members of the Austin COMTO to
discuss their regional efforts and ways the NFBPA-CTC could partner with them. This meeting
occurred prior to our SYMPOSIUM and was also done to encourage their participation at the
conference.
Metro Atlanta
The MAC President, Marshall Taggart served as a featured speaker at the Conference of Minority
Transportation Officials (“COMTO”), Metro Atlanta Chapter’s November 17, 2010 membership
meeting held at the offices of the Metro Atlanta Rapid Transit Authority (“MARTA”). COMTO
President, Mr. Joseph Erves and his board, has agreed to join NFBPA MAC and to develop a new
strategic alliance.
In addition, the MAC President Taggart sat down for lunch in November 2010, with Mr. Carter Hill,
President for Atlanta Chapter of Black Data Processors Association (“BDPA”). The Atlanta Chapter
of BDPA was founded in 1981 by a group of dedicated African American (“IT”) Professionals. The
Chapter was founded to improve networking opportunities and increase the technological
awareness of its members through educational programs. The Atlanta Chapter exists to serve its
members and the community. President Hill agreed to continue discussions with the NFBPA Board
in order to establish a mutual membership alliance agreement that will ultimately assist with
recruitment efforts for both groups.
Oakland/San Francisco Bay Area
No new strategies have been developed at this time to encourage greater participation by the
Bay Area transportation industry. However, work will continue to be done to reinstate the
membership of the Director of one of the Bay Area’s largest transportation agencies.
San Antonio
The Chapter will revamp the effort in reaching out to VIA metropolitan system (bus transportation)
and the Department of Transportation.
Washington D.C.
The Interim Transportation Director, Terry Bellamy, is a member of the NFBPA DC Chapter. The DC
Chapter membership also consists of consultants in the transportation field.
Institutions of Higher Learning:
Central Texas
Huston Tillotson University and University of Texas
The CTC Chapter worked with the University of Texas at Austin, Huston-Tillotson University, and
Austin Community College to recruit student members in preparation of the implementation of a
mentoring program and student chapter to be launched in 2011. We increased student
memberships by 50% over last year’s recruitment efforts. The partnership between CTC and the
Huston-Tillotson MILE Program continues to be a successful initiative that will continue next year.
The University of Texas Division of Diversity and Community Engagement and Austin Community
College were sponsors and contributors to our regional Symposium 2010. These partnerships
continue to be a vital source of professional development support to our membership as well as

an avenue to recruit and retain young, aspiring members. Significant credit goes to the University
of Texas at Austin’s Division of Diversity and Community Engagement under the direction of VicePresident Gregory Vincent for their generous financial support and partnership.
Central Virginia
The Education chair has a contact at Virginia Commonwealth University and Virginia State
University. We are working to form a partnership with them to assist aspiring public administrators
in the Richmond area.
Metro Atlanta
A membership list was identified and benefits of such membership were articulated by the Deputy
City Manager, Ms. Angela Montgomery during the November 2010 Workshop Series: “How to
create and pursue personal and professional development opportunities in a challenging
economic climate” The event was held on the Clark Atlanta University at the Thomas W. Cole Jr.
Research Center where approximately forty (40) students and emerging leaders were in
attendance.
Oakland/San Francisco Bay Area
The Chapter’s 1st Vice President continues to promote membership of other individuals in positions
of authority within the institutions of higher learning by hosting events at the University and
advertising to promote attendance and membership. Other members who are instructors and in
other positions have also made themselves available to promote membership.
San Antonio
The Chapter will continue to reach out to University of Texas in San Antonio, Trinity and University of
Incarnate Word. Within the next 3 – 6 months the Chapter will begin engaging the 2-year colleges
within the Alamo Community College District.
Washington DC
The DC Chapter held its annual awards ceremony in October. Four college-level students of
public administration were awarded scholarships of $2,500 each. The event was taped for
broadcast on DC cable Channel 16. The event was held at a local restaurant and more than 80
people attended the ceremony.
Legacy Committee:
Central Texas
We have decreased the number of lapsed members and will continue to reach out to our retirees
and past members to renew their memberships. In addition to those efforts, the NFBPA CTC has
reached out to its charter members that are no longer active and engaged. Our hope is to
recapture them and get them to have an active role in our chapter’s renewal.
Central Virginia
The Chapter extended special invitations to all area legacy members to the December Annual
Meeting/Holiday Social. We plan to share 2010 chapter activities with all active and inactive
legacy members. The meeting was rescheduled to January 2011 due to inclement weather.

Metro Atlanta
The MAC 2nd Vice President, Ms. Monica Peete and Legacy Committee Chair, Ms. Akia Lewis
have received feedback from ten (10) out of the thirty (30) Atlanta Chapter Legacy Members;
secured a sponsor for the Legacy Breakfast (Parsons); and received confirmation of two (2) former
MAC members (Mr. Tommy Dortch, former chair of the 100 Black Men of Atlanta and Mrs. Carol
Dortch, former Administration Assistant General Manager, Hartsfield-Jackson Atlanta International
Airport) to join the Legacy Committee and MAC. Mr. Dortch has been confirmed as the speaker.
North Texas
The Chapter contacted founding members to inform them about establishing the legacy
committee prior to Forum 2011 in Chicago.
Washington DC
The DC Chapter has formed a Legacy Committee to locate and invite the former members to rejoin the Chapter.
Future Focus/Emerging Leaders:
Central Texas
 The Future Focus/Emerging Leaders Committee, chaired by Roshanda Tipton Smiley, works
continuously to engage our future leaders by seeking new and innovative ways to reach and
recruit young and aspiring public administrators.
 Early Intervention: Provided 5 scholarships to college bound students to assist with their
education and to introduce them to a career in Public Administration.
 Symposium 2010: Special Session exclusively for Austin Independent High School Students
Titled: “Transforming Your Life through Authentic Communication”. Discussion panel included
Linda D. Wilson, M.S., Vice President, Diversity & Inclusion, Malcolm Pirnie, Inc., Arlington, VA
and Kevin Carr, Vice President of Player Programs, National Basketball Association, New York,
NY.
Students participated in group coaching sessions using the methods of the Newfield
Network, one of the world’s leading transformational learning organizations. The intent of the
sessions was to introduce students to the Newfield basics and communication differences
between men and women through interactive sessions as well as to equip them with
immediately applicable skills.
 We have successfully recruited 36 new student members to the local chapter. We will focus
our efforts in 2011 to formalize mentor relationships with these students. Currently, we are
identifying mentors to match with the student members.
 Protégé candidates Yvette Rugely-Craig mentored by Chapter President Deborah Britton and
Roshanda Tipton-Smiley mentored by ELI President and chapter member Debbie Maynor are
successfully completing their special projects and career plans. Both candidates are
sponsored by the Central Texas Chapter.
 The Membership and Future Focus Committee hosted TGI Fridays Happy Hour on October 8,
2010 at 11th Street Station. Members and guests were able to enjoy down-home, southern
cuisine, as well as, meet other likeminded, driven individuals from varying industries and
diverse backgrounds.
Central Virginia
Several Emerging Leaders are mentees in the NFBPA Mentorship program.

Metro Atlanta
Our Emerging Leaders Committee (Future Focus), chaired by Ms. Shamiah Kerney, held its first
executive chat and chew series (November 2010) at the historic Paschal’s Restaurant, targeting a
seasoned NFBPA MAC member, Mr. Valentino Bates, President, Khafra Engineering as an honoree
for donating $2.5K for the Emerging Leaders past efforts. Several new students attended and
marveled from the stories shared by those seasoned executives in attendance. A total of two (2)
MPA students joined after attending this event.
In addition, a very successful university visit was conducted on October 18, 2010, on the campus
of Troy State University. Dr. Kristie Roberts invited Troy University students to attend this session
located near Perimeter Mall in Dunwoody, GA. A total of two (2) students joined and one (1)
faculty member are targeted for membership from these efforts.
Lastly, Mr. Gregory Clay, MAC Treasurer and past National Vice Emerging Leaders Chair was
selected as a fellow of the New Leaders Council 2011 Class. The class consists of two hundred
seventy (270) leaders, hailing from fifteen (15) cities around the nation. The rigorous selection
process sought out applicants to represent the diversity of America and the best of the Millennial
(Generation Y) Generation. Greg serves as Assistant to the City Manager of East Point, Georgia
and is an example of the future for NFBPA MAC.
Oakland/San Francisco Bay Area
The Chapter’s Future Focus/Emerging Leaders representatives continue to actively plan events to
promote active membership in the Chapter. One event was held during the 4th quarter
specifically focused on this segment of membership. A student meeting held at UC Berkeley to
introduce graduate students to NFBPA.
There were 10 students in attendance. To further
showcase this member group, the Executive Committee selected Future Focus representative –
Tavares Nichols as the recipient of the Young Public Administrator award for 2010.
Washington DC
A member of the DC Chapter is participating in the ELI program this year. The DC Chapter’s
Future Focus Committee Chair has re-located. We are in the process of recruiting another
member to hold the position.
We are working with the Future Focus Chair to create a holiday networking function to attract
new members.
What other membership recruitment strategies has your chapter completed in this quarter?
Central Texas
Standard Monthly Meeting Format: The Chapter incorporates professional development training
with monthly general membership meetings in order to meet the needs of all our members. The
format of the monthly meeting is to conduct the regular general meeting followed by a series of
professional development trainings. This also allows potential members to sit in on our general
meetings and participate in the professional development training. Each meeting is held on a
different date, time and location to meet the needs of our members. This was determined by
surveying members to assess their interests, time and location preferences. Since the Central
Texas Chapter also includes members and locales beyond the Austin city limits, it was imperative
that we make our meetings and training accessible to all.

As it specifically relates to recruitment, we set up our standing display (similar to National) and a
table displaying the NFBPA/Central Texas Chapter logo with brochures and staffed by members
to meet, greet and recruit new members.

Held Symposium 2010 on October 21-22 at the Omni Southpark Hotel. We estimate that over
40 new members were recruited as result. Symposium 2010 featured ten (10) concurrent
workshops, social events and Marks of Excellence Luncheon.
Events and activities held this quarter:
Weekly information on events throughout the Austin area is provided to members by the President
to encourage attendance at other professional events that may benefit the professional
development of members. Members also receive an annual calendar that outlines chapter
events to be held throughout the year.
October
 Symposium 2010: “Time for Change: Equipping You with The Tools to Succeed” was held at
the Omni Southpark Hotel on October 21 and 22. There were ten (10) concurrent workshops,
evening social events, Marks of Excellence Luncheon, Corporate Reception, an Affordable
Housing Tour, and a community 70’s theme party to culminate the event. Based on our
collaboration with Austin Community College, conferees were eligible to receive CEU credits.
 The chapter hosted a Health Fair where citizens and members were able to benefit from the
services of 14 vendors. Thanks to the financial and in-kind support of Seton Family of Hospitals
and the City of Austin, NFBPA opened its doors for 40 City of Austin employees from Public
Works, Solid Waste, and Austin Energy to participate in a Health screening. This screening
included free flu shots, free massages, cholesterol and blood pressure checks, and much
more. Another 100 members and citizens were able to get information and services.
 The NFBPA-CTC hosted their second Public Administration Day. Based on our collaboration
with Travis County, the City of Austin, the National Basketball Association, and Malcolm Pirnie,
we were able to host 75 students from the Austin Independent School District. Our focus was
to expose young people to the many career opportunities in public administration. Students
participated in an interactive workshop entitled, “Transforming Your Life through Authentic
Communication” with representatives from the National Basketball Association, Inc. and
Malcolm Pirnie, Inc. The job shadowing and tours with our public administrators from the City
of Austin and Travis County at various locations was a hit! The kids were exposed to the Public
Works/Engineering, Law, Health and Human Services, Technology, Public Safety, and Financial
Services.
 The NFBPA-CTC hosted a Community Health Forum entitled, “Health Care Reform & Health.
The event was a success and was taped by Channel 6 to be aired on KAZI at a later date.

November
 Monthly General Membership Meeting held at the Long Center on Barton Spring Road on
November 16 at 11:30 a.m. The focus of the professional development portion of the meeting
was media relations (print, television, or radio). Our chapter had a unique opportunity to hear
from most the media beat reporters and media management in Austin. Additionally,
individuals were provided with hands-on media training and interviews.
December
 Annual Holiday Party held at the Austin Marriott Hotel on Friday, December 3, 2010. A special
banquet was attended by Symposium 2010 volunteers, sponsors and special guests prior to
the annual holiday party. The Chapter raffled off the following: $150 Gift Certificate to
Sullivan's; Two night stay at the Omni; and a basketball signed by the Spurs and Torros tickets.
 The NFBPA-CTC supported two families for the Christmas holidays. Family #1 consisted of a
single mom named Amanda who works part time and in school part-time to provide a better
life for her son but right now money is very tight and she cannot provide gifts for her son. The
son’s name is Malachi. Family #2 was a single mom named Jessica, who has a hearing
impaired (deaf) son named Xiovan, age 2. Jessica is trying to get by but times are tough and
her son's disability exhausts most of her income. Our chapter provided each family with $170
in gift cards, as well as, providing the family with toys and clothing.
Central Virginia
Several Emerging Leaders are in the NFBPA Mentorship program.
Maryland
We use each monthly meeting to encourage and invite potential attendees to join our chapter.
We also encourage each Executive Committee member to bring a new person to each meeting.
Metro Atlanta
Since October 2010, our efforts have been focused on the “Each One, Bring One” campaign
conducted in the months of November and December 2010 in order to spur membership growth
in NFBPA’s Metropolitan Atlanta Chapter (“MAC”). EACH ONE of our current MAC Members is
challenged to BRING a minimum of ONE public administrator or student into NFBPA as a member
by December 31, 2010. New and Lapsed Members were the recruitment targets of this campaign.
“Discovering New Talent, Reclaiming our Own!” served as the tag line for the campaign.
North Texas
Hosted a Holiday Social in December and encouraged members to bring a guest.
Oakland/San Francisco Bay Area
OSFBAC held its 7th Annual Bay Area Achievers event scheduled held in November 2010 at the
Hilton Oakland Airport Hotel. Five individuals were honored, including three of the chapter’s
members, Donna Linton, Toni Adams and Tavares Nichols. Former NFBA National President and
Charter member of the Chapter, Henry Gardner, was also presented with an award.
The Membership Committee also continued to send letters to members whose membership has
expired or is about to expire reminding them of the benefits of NFBPA membership and
encouraging them to renew. The Chapter has realized some success from this effort.

San Antonio
We use each monthly meeting to encourage and invite potential attendees to join the chapter
Washington DC
Beginning with the awards ceremony in October, we have begun televising our meetings on the
local cable Channel 16. In addition, since December, we now set up a wireless computer so that
we can sign up new members via the National NFBPA website. We have a Membership
Committee person enter all the information and process the application before the new recruit
leaves the meeting.
Describe the membership retention strategies used in your chapter this quarter:
Central Texas
We conduct meetings followed by professional development to improve attendance and
provide for membership retention and recruitment. The Program Committee developed an
annual calendar of events that we have distributed to the membership and to other similar
organizations. It provides a complete picture of all chapter sponsored meetings and events.
Other specific strategies include the following: Hosting membership mixers, and attending events
held by other organizations such as the Black MBA’s, and Black Professional Alliance. The chapter
President and members continue to reach and cultivate new partnerships and relationships to
acquire new members and re-engage existing members. Including members throughout the city,
county and state organizations with the planning and execution of the regional conference also
helps keep members engaged and committed. We also continue to target lapsed members
and reduce the number of dropped members.
Central Virginia
The membership chair routinely reviews the membership list for lapsed. The membership chair
phones members as well as sends e-mails to inform members of their status. The CVC also invites
all members and lapsed members to CVC events and meetings.
Washington DC
The intent is to have meetings and projects that highlight what we do as public administrators to
add value to the community as well as provide professional development opportunities to the
membership. At each meeting we host speakers who are dynamic and that the membership will
find of interest.
2. PROFESSIONAL DEVELOPMENT
Chapters throughout the COP designed and delivered professional development programs that
highlighted the accomplishments of their members and focused on needs as public
administrators.

On Tuesday, November 16, 2010, Wade Randolph spoke after the regularly scheduled Central
Virginia Chapter meeting. Mr. Randolph is a Productivity and Leadership Specialist. He is
President of Randolph Unlimited, Inc., which is a training company that specializes in performance
optimization techniques that inspire ingenuity, innovation, and motivation to maximize
opportunities in the workplace.
Mr. Randolph presented “The Four Commandments of
Leadership”.

Metro Atlanta
October/November 2010 - MAC Professional Development Institute
NFBPA Metro Atlanta Chapter completed a major milestone in developing its first Professional
Development Institute (“PDI”). MAC’s goals are to provide a cost effective local professional
development training session for its membership; increase membership and participation in NFBPA
MAC; and provide speakers and topics that are relevant to training members to leverage their
soft and hard professional skills.
The institute will target four strategic types of membership in MAC: [I.] students (pre and inservice); [II.] young professionals (individuals with professional with experience from 1-5 years); [III.]
mid-level executive professionals (individuals with professional experience from 6 to 15 years); [IV.]
senior level professionals (individuals with professional experience with 20 years or more). All

Select alumni from both NFBPA’s ELI and Mentor Program MAC members (Ms. Monica ManningNelson, Ms. Monica Peete, Mr. Marshall Taggart, Jr., Mr. Glennis Curry, Ms. Trina Nkhazi, Mr. Mark
Massey, Mr. Corey Adams, and Ms. Arriana Sikes) served as ambassadors and handled logistics in
order to network with ELI members upon their visit in Atlanta. Mr. Zachary Williams, Fulton County
Manager and Mr. Tharon Johnson, Senior Advisor to Mayor Kasim Reed brought greetings during
each respective tours. NFBPA MAC Member and Acting Commissioner, Department of Watershed
Management, Mr. Dexter O. White discussing the “City of Atlanta’s Water Sustainability efforts”. In
addition, MAC Member and Fulton County Deputy County Manager discussed “Economic
Development Initiatives for Fulton Industrial Boulevard”. Lastly, Ms. Patrice A. Harris, M.D., Health
Director, Fulton County Board of Health - Department of Health and Wellness presented “An
Introduction to Fulton County Health Initiatives”.
Oakland/San Francisco Bay Area
The Program Committee held a meeting in December to plan future professional development
workshops for chapter meetings in 2011. The first meeting for membership will be a conversation
with Dan Bobban who will present information on Political Transition and the Impact on Public
Administrators.
North Texas

Members participated in The Dallas Independent School District Mentoring/Career Day Program
at C. F. Carr Elementary School in Dallas, November 2010. Members discussed various careers

their community. Presentations were received well and NFBPA has been asked to partner
with C.F. Carr School to plan future career days throughout the coming years.
Washington DC
The October meeting featured Natwar Ghandi, Chief Financial Officer for the District of Columbia
Government. He discussed the city’s financial situation for FY2011 and FY2012 and what actions
he thought are necessary to successfully guide the city through the national recession. He also
discussed the actions the city has taken over his tenure that has brought the City’s bond rating
from “junk” bonds to a AAA bond rating. More than 40 people attended the meeting.
Formalized networking opportunities:
Central Texas
Symposium 2010 Social Events, Corporate Appreciation Reception and Annual 70’s Theme Party
in conjunction with workshops resulted in over 40 new members recruited.
The chapter continues to work with our University students to coordinate sessions that provide us
with ways to communicate most effectively with them. Roshanda Tipton Smiley and Anthony
Snipes met with three University of Texas leadership students to devise a strategy in working with
their students on campus in November.
The chapter hosted a Spades Bid Whist, and Dance in October in association with Blacks in
Government and the National Black MBAs. Music was provided by DJ Jon Classic.
The chapter hosted a Corporate Appreciation Reception in October where members and guest
had an opportunity to mingle, while enjoying food and beverages. Malcolm Pirnie and Johnson
Controls received the Supporters of the Year award.
Regular information sharing and attendance at events with the Black Professional Alliance, Austin
Chapter of Black MBA’s, Black Accountants, Capital City African American Chamber of
Commerce, Blacks in Government, and others.
Central Virginia
The Central Virginia Chapter and other local area organizations partnered with the Richmond
Leadership Network to host a Holiday Party on December 2, 2010 at the Omni Hotel.
The
Richmond Leadership Network is a group of several local minority organizations. Approximately
200 people celebrated the holidays and learned s about the hosting organizations.
Maryland
We held our Annual Holiday Social and Toy Drive for Needy Children. The gifts and donations
were delivered to the Anne Arundel Department of Social Services.
Metro Atlanta
2010 – NFBPA MAC General Body Meeting in partnership w/The Marriott Atlanta Airport Gateway
Hotel and the City of College Park, Georgia. On Thursday, October 28, 2010, NFBPA MAC hosted
its’ annual membership orientation program entitled, “Effective Chapter Membership”. The
purpose is to articulate to attendees the best way to utilize your membership for your benefit both
individually and collectively. Mr. William Johnson, III, City Manager of College Park was the
keynote speaker to more than forty five (45) MAC members. The event was held at the new
Marriott Atlanta Airport Gateway Hotel. Prior to the meeting, members received a complimentary
tour of the new facility. After the session, members retired to the new Champions Sports Bar

attached to the hotel for an evening of networking. A total of five (5) new members were
garnered from these efforts. The City of College Park served as the event sponsor.
 November 2010 - NFBPA MAC General Body Meeting in partnership w/Department of Public
Administration, Clark Atlanta University, Atlanta, Georgia
On Thursday, November 18, 2010, NFBPA MAC hosted its annual partnership meeting with Clark
Atlanta University. Roughly forty (40) students, faculty members met on the campus to hear the
City of East Point’s Deputy City Manager, Angela Montgomery and CAU MPA Alumni share her
personal stories and address the timely topic: “How to create and pursue Personal and
Professional Development Opportunities in a Challenging Economic Climate”.
 December 2010 – NFBPA MAC Executive Leadership Institute Welcome Networking Reception,
Atlanta Marriott Marquis Hotel (Host Hotel for Forum 2013), Downtown Atlanta, Georgia
On Wednesday, December 8, 2010, NFBPA MAC hosted a welcome reception to the nine
candidates for the NFBPA ELI at the Atlanta Marriott Marquis Hotel, in the High Velocity Restaurant.
National Board Member William Johnson brought greetings to over twenty-five (25) attendees.
Newly-elected Dekalb County Commissioner, Stan Watson and Morris Williams, Chief of Staff,
Dekalb Board of Commissioners welcomed the ELI Class to Atlanta. The hotel management
General Manager personally welcomed all NFBPA members to the Host Hotel for Forum 2013! Ms.
Yvette Harris was on hand for the event, representing the National Staff.
December 2010 - NFBPA MAC Holiday Reception, Rare Restaurant and Tapas Bar, Midtown
Atlanta, Georgia
On Thursday, December 9, 2010, NFBPA held its annual holiday party at Rare Atlanta Restaurant.
Roughly fifty or more NFBPA MAC members were on hand to mix and mingle, as well as drink and
be merry as we brought the year to a close. The MAC Emerging Leaders Chair, Ms. Shamiah
Kerney, and Mr. Marshall Taggart, President presented and awarded seven (7) $200 travel grant
certificates totaling $1,400 to the Mentor Program protégées in the 2010-11 Class. All certificates
can be redeemed prior to Forum 2011. Ms. Tracey Atkinson introduced CIGNA as the sponsor and
coordinated gift give-a-ways.
 December 2010 – NFBPA MAC and National Association of Securities Professionals, 191 Club,
Atlanta, Georgia
On Thursday, December 16, 2010, NFBPA MAC members Marshall Taggart and Angela Guzman
attended the National Association of Securities Professionals (“NASP”), Atlanta Chapter annual
holiday party. At the event, Ms. Linda Jordan, National and Local Corporate Advisory Committee
member receive a distinguished award of excellence for her work and contributions to the
organization. The evening served as a way to introduce NASP to NFBPA in Atlanta in hopes of
securing sponsorships for Forum 2013.

The Chapter’s annual Bay Area Achievers Awards Banquet served as a networking opportunity

A Holiday Social and Bear Drive were held in December. The gifts and donations were delivered
to Second Baptist Church.
Washington DC
The December event was the DC Chapter Annual Holiday “Jingle Jam”. More than 300 persons
attended the event ($35 per ticket) including elected officials, business leaders and public
administrators. The event featured a toy drive and we were able to collect over $2,500 in toys
that were donated to the DC Child and Family Services Agency, which serves children in the
foster care system. All monthly meetings provide an opportunity for networking .

Metro Atlanta
NFBPA MAC registered as a volunteer organization to serve with the Hosea Feed the Hungry
(www.hoseafeedthehungry.com) event on Saturday, November 20, 2010. A total of fifteen (15)
MAC members volunteered for the Thanksgiving Dinner Event Set-Up with Hosea Feed the Hungry
& Homeless (HFTH), a non-profit charitable organization dedicated to providing services to
homeless and low-income families. MAC joined the HFTH staff, sponsors, and close to 3,000 other
volunteers in the 40th Annual Dinner Event Series—the nation’s largest sit-down dinner for the
homeless and hungry. During the events, HFTH provided critical services (at NO cost), ranging from
basic personal care (i.e. hot showers, clothing, barber, & salon services, etc.) to dinner, medical
care, legal aid, employment opportunities, emergency transportation assistance, and voting
registration.

On December 9, 2010, NFBPA MAC conducted its first annual Christmas Stars Gift Program. In
partnership with the historic Ebenezer Baptist Church (“EBC”), MAC adopted three (3) families
from EBC and provided them with a nutritious food basket and clothing, enabling them to have a
wonderful holiday experience. The families were pre-screened by the church—descriptions of the
families are as such: A grandmother raising seven children; a married couple with a child—the
husband is a cancer survivor and the wife has been unemployed for a year; a single aunt
currently hospitalized due to illness raiser a college aged and high school student. Because of the
generosity of the following sponsors and their donations, clothing, gift cards, and food basket
items were designated to all three (3) families. A list of the sponsors and their sponsorship amounts

Members of various organizations were in attendance at the Bay Area Achievers event to give
them an opportunity to learn more about NFBPA and witness the work that is being done by the
Chapter.
Washington DC
In December the DC Chapter partnered with the YMCA and their Youth in Government (YIG)
program. There were more than 100 high school students who participated in the program. They
have a Youth Mayor and City Council. The youth elected officials propose and enact legislation.
The DC Chapter advised the students on various public policy issues including law enforcement,
public health, and transportation. Some of the students were interested in the media and they
were advised on both the public information aspect and as reporters.
In November, the DC
Chapter met with the Maryland NFBPA Chapter. We discussed membership recruitment strategies
and fundraising ideas.
We discussed potentially working together on some fundraising
opportunities.
3. CORPORATE PARTICPATION
Metro Atlanta
October 2010 – ‘Financial Sponsorship/Signature Event Fundraiser’ – Mr. Morris Williams, Golf

During early October 2010, NFBPA MAC developed its framework for its first annual NFBPA Annual
Scholarship Golf Outing. Two tentative sponsors have been identified and tentative dates and
strategies were conducted to coincide with Forum 2013’s golf outing is set for early April 2011, April
2012, and April 2013.
October 2010 – ‘In-Kind Support Initiative’ – Ms. Monica Peete, 2nd Vice President - Program Chair
During our October General Membership Meeting, NFBPA MAC partnered with NFBPA’s National
sponsor, CIGNA Health Care (www.CIGNA.com) and Ms. Cerise Johnson in distributing a monthly
’V’-Card to MAC members. During the meeting CIGNA representatives stressed the importance
of knowing what your health number is. Numbers like your weight, blood pressure, glucose, and
cholesterol levels are important to learn and remember. They also stressed to our members that
eating healthy and exercise is important. Literature was passed out to educate MAC members
regarding Body Mass Index (“BMI”), and instituted a Health Improvement Challenge. Prizes will be
awarded in January, February, and March to most improved participants, with a grand prize to
be given and announced at the Legacy Breakfast to be held at Forum 2011 in April.

NFBPA MAC President, Marshall Taggart, volunteered to serve in The Atlanta Partners for
Education Principal Shadow Day (formerly Principal for a Day) and Executive for a Day Events on
Thursday, October 7, 2010. The Honorable Kasim Reed, Mayor, City of Atlanta; Mr. Gordon
Schmidt, Group Vice-President of Target Stores; Atlanta Public Schools; and the Metro Atlanta
Chamber all served as sponsors for the event. The assignment was with Frederick Douglass High
School of Business & Entrepreneurship, located at 225 Hamilton E. Holmes Drive, NW, 30315.

President Taggart shadowed Principal Mary Joyce Harris, Academy Leader for the business and
entrepreneurship at Douglass High School, and shared with individuals regarding careers in
Aviation and spoke about fields in Public Administration. Atlanta Public Schools continues to serve
as MAC’s educational partners during 2010-2012.
Oakland/San Francisco Bay Area
There were 12 Corporate Sponsors for the Bay Area Achievers Awards.
Washington DC
The November meeting featured Barbara Lang, President and CEO of the DC Chamber of
Commerce. Ms. Lang is also the Chair of Mayor-Elect Vincent C. Gray’s Transition Team Economic
Development Committee. She spoke about the future of economic development for the city and
what she hopes the Gray Administration will do to partner with businesses. She also discussed
what needed to be done to broaden employment opportunities. More than 80 people attended
this meeting. This meeting also was taped for broadcast over DC cable Channel 16 and also is
available online at http://octt.dc.gov/services/on_demand_video/channel_16.asp .
4. TECHNOLOGY
Central Texas Chapter – http://www.nfbpacentraltexas.org with 150 plus hits unique this quarter;
using Facebook and Twitter for social networking; using emails and e-vites for meeting and events
on a regular basis.
Central Virginia – www.nfbpa-cvc.org; We created a calendar of events for the 2010 calendar
year. This information was e-mailed to all members of the Central Virginia Chapter. Meeting
announcements and other local events are also e-mailed to chapter members.
Maryland
All meeting notifications, professional development flyers, and chapter minutes are distributed via
e-mail. Additionally, executive committee members participate in teleconferences whenever
feasible to facilitate chapter planning.

Achievers Awards Banquet, the student meeting at UC Berkeley. The most recent issue of the
Chapter newsletter and chapter meeting information was also available on the website.
San Antonio
All meeting notifications, flyers, chapter minutes are emailed to members. In addition the chapter
continues to use virtual meetings as a part having committee meetings.

At our monthly meetings or other activities we have a wireless computer to access the National
NFBPA membership registration site. Since October, all of our meetings are taped on DC Cable

Chapter routinely uses e-mail to send out meeting notices and other information to the
membership.
5. CHAPTER SUSTAINBILITY
Central Texas Chapter
The Chapter conducted the annual election of officers and board of directors on January 25,
2010. The Chapter also actively seeks members that have an interest and aptitude for leadership
roles. Officers work with and identify members that may seek an office and mentors other less
experienced or tenured officers and board members.
Date of last update: August, 2009 reviewed by: Board of Directors, Membership and National
Executive Director (December, 2010). We have an ad hoc By Laws Committee that oversees and
recommends revisions to the bylaws as needed.
Central Virginia
The chapter installed officers in December 2009. We currently have a 1 st vice president as well as
a 2nd vice president. They both have been members for several years and we work closely
together on chapter events. I believe the 1st vice president will fill the president spot at the end of
my term. Chapter does have current bylaws: December 2008.
Metro Atlanta
MAC Chapter’s Parliamentarian, Mr. Christian Jallah, is currently reviewing the By-Laws and
Constitution in order to streamline and make sure it is in sync with the National By-Laws of NFBPA
MAC. In addition, an end-of-the-year report is being produced for distribution to its members in
May 2011.
The Organizational Sustainability Committee, chaired by the President is developing its
presentation for Chapter of the Year and plans to compete by submitting the application by the
March 11, 2011 deadline.
North Texas
Held an Executive Board Meeting in November 2010 to discuss calendar of events for 2011 and
new local officer elections for 2011. Meeting was held in Garland, Texas.

The Chapter’s Executive Board is a mixture of experienced and younger professionals. All
activities the Chapter undertakes reflect this combination of younger and experienced
professionals to draw on the talents and enthusiasm of all the organization’s members . Bylaws are
updated and current since March of 2009.

Central Texas
All of our chapter’s professional development sessions and social events are marketed via e-mail,
website, and in some cases the media.
Central Virginia
The Central Virginia Chapter announced the professional development presentation in the Metro
Business section of the Richmond Times Dispatch. We plan to use the periodical more frequently
to market the organization in the future.
On November 20, 2010 the Central Virginia Chapter distributed seven Thanksgiving baskets to
deserving area families. The families thanked the chapter for their generosity.
The Central Virginia Chapter adopted a deserving young lady and her son for Christmas. This
young lady was one of the recipients of a Thanksgiving basket. She recently moved into an
apartment and had very little. The chapter provided household items, gift cards, and gifts for the
young mother and her son.
Maryland
The Executive committee is currently working to identify an appropriate vendor to assist in
developing and launching our chapter website.
Metro Atlanta
