MINUTES OF A REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF
HAY LAKES IN THE PROVINCE OF ALBERTA HELD OCTOBER 5, 2009 IN THE
COUNCIL CHAMBER OF THE HAY LAKES MUNICIPAL BUILDING.

Order
Mayor Harke called the meeting to order at 7:05 p.m.

AGENDA
Continuation of Agenda of September 21, 2009
MAINTENANCE
Council discussed the Safety Manual drafted by Councillor Krozser and reviewed by
the Public Works Department. Mayor Harke suggested that we need to schedule a
COR audit. Councillor Nickoleff will check to see his staff can help us with this and
report back.
ADMINISTRATION
RES 098-2009
Council reviewed and discussed the written administration report submitted by the
Municipal Administrator.
Moved by Councillor Krozser to accept the administrators report as information.
FIRE DEPARTMENT
Fire Chief Schultz presented his wish list for replacement of equipment.
RES 099-2009
Moved by Councillor Krozser to set aside in the 2010 budget $20,000.00 to support
the Fire department purchase of a replacement rescue or command post vehicle
(conditional that the JEPP grant be approved in the amount of $10,000.00)

1. Infrastructure – Regional Water –a) 2010 Water Projection – Tech committee
b) Project Tenders – being awarded to Nu Edge – low bidder for all 3
projects.
2. Protective Services – Emergency Management Training
COP – Councillor Bowler working with Camrose RCMP to set this up

3. Development -a) Lot 5 Block 17 Plan 092-7914
Meeting with James Marr on October 3, 2009
Ideas on various possibilities for the lot including: just grader shed , same but we
truck and fill – 75 lots, service, commercial and industrial lots – infill vs cut/fill
costs, cut/fill balance cost for storm water pond only – can we create and design an
area for a seniors type facility if you designate it for seniors, etc.

Community Services
Library – 2010 Parkland Budget – Next Meeting October 7, 2009 – they are
working on their budget, an after school program is running on Wednesday
afternoons.
Harrb – meeting on October 8th, 2009
Ag – meeting on October 12, 2009 – looking at charging for ball tournaments
in future – clean up after one tournament took a long time. Telegraph Park
has approached them to purchase a joint tractor – Allan Hein is looking at
pricing.
Telegraph Park – rentals way up,
Rec - meeting last Monday – Sept 28 – next meeting Nov 30 – like to know
what to do about dumpster
Moved by Councillor Stewart that Village enter into a cost sharing venture
with the Rec for sharing of a dumpster - on trial for one year – to be reviewed
in January 2011 Rec to be responsible for 50% of their current costs.

School Council – meeting on September 24, 2009, nothing discussed,
elections – Bruce Clevely still chair, Shelley vice chair, Vicky Pettigrew first aid – only Scott Petersen?

Communities in Bloom – 4 blooms – stop sign planter – special mention –
looking for more representation on web-site – thousands of hours donated –
doesn’t look like they will be carrying on next year.

Historical Society – no quorum – cannot hold them at the seniors center any
more – at Fire Hall – Noreen Hitman is Secretary Treasurer now. Reviewed
next years Canada Day Ceremonies - $2,000.00 grant requires letter for
Council support.

1. Conflict Resolution Day – Thursday, October 15, 2009

Moved by Councillor Krozser that Thursday October 15, 2009 be declared Conflict
Resolution Day in the Village of Hay Lakes.

Fortis – Request for confirmation of 2010 Electrical Franchise Fee
Moved by Councillor Bowler to continue with a 5% franchise fee for 2010.

Moved by Councillor Bowler to accept the following information and

a) Alta Electoral Boundaries Commission 2009/10 – next year will be spent
reviewing the area, boundaries and names of the electoral division in the prov.

b) Alberta animal & Municipal Enforcement Ser. - is implementing our afterhours emergency systems.
c) Bernice Elgert – Thumbs up for Hay Lakes – I admire the many barrels &
baskets of flowers. They really enhance the village.
d) Alta Muni Aff- the publication of the 2008/09 Mun. Fin. Assis. Handbook has
been updated. It contains basic infor. on more than 70 municipal grant and
cost-sharing programs, eligibility criteria, program timelines, application
deadlines, contact details, & support infor.
e) AUMA – a copy of the AUMA 2009 Convention Policy and resolution
Handbook.
f) Supreme Master Ching Hai International Association – We need to abolish
meat & eliminate other root causes such as alcohol, illegal drugs & tobacco.
Your co-citizens will appreciate you, praise you, love you, support you, and
they will remember for saving the world.
g) Alta. Mun. Aff..- to Parkland Library – thank you for your letter requesting
approval for the Summer Village of Rochon Sands to join Parkland.
h) Centage – Budget Maestro is a completer financial management tool that not
only gives you real control over cash flow and expenses, it’s going to help
you budget, forecast, report and develop.
2. i) Alta Muni. Aff. - have been accepted as qualifying projects under the
capital funding guidelines – CAP-1684 Truck $20,000. & CAP-1685 Riding
Lawn tractor $15,000.
i) Alta. Muni. Aff. – Thank you for your letter regarding the MSI. The timing
may not have been opitimal, I want to assure you that no program changes
were made without considering the impact that they would have on
municipalities.
j) HIV Edm. – 2009 Scotiabank AIDS Walk for Life – support of funds and
public awareness.
