On January 8, 2002, Qwest will host the nest SATE Users’ Group Meeting on Tuesday, January 8, 2002 via
conference call. Information to be discussed at this session is included with this notice. This material
includes a White Paper on Flow-Through in SATE and a SATE “VICKI” Path document. Minutes from the
previous meeting are also attached.

SATE Users’ Group Meeting
December 11, 2001
SATE Users’ Group Mission Statement
1. Give Qwest the opportunity to communicate current plans for it’s testing environments.
2. Give the CLECs the opportunity to communicate their current and future testing needs.
3. Jointly present a list of CRs to CMP to ensure that future enhancements of Qwest environments meet those stated
CLECs’ needs.
Proposed CMP CRs
1. All current SATE data must be altered to utilize NPA/NXXes currently in Qwest’s network footprint.
2. SATE’s hours of availability must be increased to Monday through Friday 6 am to 8 pm MST. System support
must only be available from 8 am to 6 pm MST.
3. SATE must support Line Splitting and all its activities. Scenarios for Line Splitting should be added to the EDI
SATE Data Document.
4. SATE must support Loop Splitting and all its activities. Scenarios for Loop Splitting should be added to the EDI
SATE Data Document
5. VICKI shall be enhanced to include a Graphic User Interface accessible to CLECs via web page. This GUI will
allow a CLEC to request the immediate sending or postpone the sending of a post-order transaction.
6. Qwest will, with Disclosure, provide X 12 mapping examples for all products and activities to all CLECS. These
examples can be based on a test CLEC and need not utilize production or SATE facilities including Central Offices,
circuits or account numbers.
7. SATE must support Facility Based Directory Listings and all its activities. Scenarios for Facility Based Directory
Listings should be added to the EDI SATE Data Document

The meeting minutes for the 12/04 meeting were accepted by the group as written.



Review of VICKI White Paper
A suggestion was made to have a CLEC-level setting for VICKI telling whether test or production time delays
should be used instead of specifying delays using the remarks section of each LSR. It was decided to wait until
VICKI is deployed and revisit this issue then.
Review of VICKI Data Document Format
Qwest asked the CLECs if they had a preference regarding the format of the Data Document. The group agreed to
separate the information regarding Test and Production on separate lines and list them subsequently for each data
path.
Qwest asked if the VICKI Data Document identifying the data paths should be included in the current Data
Document, or published separately. The group decided that initially the documents should be published separately

as the original Data Document is rather stable and the VICKI Data Document might be fluid for a while. The group
may decide to consolidate the two documents at a later date.
Qwest asked if the CLECs would like to see the time delays represented as elapsed time or time between events.
The group decided to use the time between events initially, but requested the option of changing the time delays to
elapsed time later, after they have had a chance to use the document and VICKI.

Walk-ons
The process for issuing the CMP CRs was discussed. The CRs will be submitted for the January CMP meeting.
The CRs will be submitted using the CMP process.

New Action Items
Qwest will add the discussion of the proposed CMP CRs as a regular item to the agenda for the future SATE Users’
Group meetings.
Old Action Items
Qwest will include the following draft CR in the next release of the Data Document instead of processing it as a
CR: “Qwest must include additional available CFAs in the Unbundled Loop section of the EDI SATE Data
Document”.
12/11/01. Qwest will include this information in the revised Data Document scheduled to be
published on 12/12/01.
 Qwest will publish documentation with the release of VICKI that includes the description of the paths. It will
differentiates between automated steps and manual steps.
12/11/01. Qwest will include this information in the VICKI version of the Data Document The first
draft will be published prior to our 01/08/02 meeting for review.
 Qwest will publish a white paper in conjunction with the release of the flowthrough functionality
in SATE and will walk through these documents with the CLEC SATE Users’ Group.
12/11/01. Qwest will distribute these documents for discussion in our 01/08/02 meeting.
 Qwest will add text to the overview of the Data Document stating the policy regarding adding new test scenarios.
That is, Qwest will add any new scenarios to the newest release of the Data Document if they find that several
CLECs are requesting a particular customized scenario.
12/11/01. Qwest will include this information in the revised Data Document scheduled to be
published on 12/12/01.
 Qwest is currently answering a HP issue regarding legacy systems’ error messages in SATE. Qwest will share that
reply with this Users’ Group when the issue is resolved.
12/11/01. The HP issue is still pending in the HP/AZ test.

Closed Action Items
Qwest will create a white paper on VICKI and distribute it for discussion at our next meeting on 12/11/01.
Closed 12/11/01. The white paper was distributed to the CLECs.
 Qwest will draft a CMP CR to request Facility Based Directory Listings in SATE.
Closed 12/11/01. CR #7 was created
 Bob Carias will find a CLEC to sponsor the 7th CMP CR (regarding Facility Based Directory Listings).
Closed 12/11/01. Qwest will sponsor this CR.

