Definition:
A Convoy consists of an organized group of 5 or more vehicles. A Serial is a subsection of
a Convoy which has a minimum of 5 military vehicles and is used as a control measure when a convoy is so
large that it impacts civilian traffic. A Group of vehicles numbering 4 or less is not considered a Convoy or a
Serial.
Personnel Responsibilities
 S4/ Movement Officer (MO)
 Will Identify Convoy/Serial Commander(s) NLT convoy movement + five (5)
days.
 Will produce and issue the Movement Order NLT 120 minutes + 30 seconds prior
to SP. At the movement brief the S4/MO will issue the convoy vehicle list, a
movement order, strip map, timetable, convoy clearance number, and any
coordinating instructions.
 Obtain Convoy Movement numbers from higher Head Quarters (Brigade S4/ MO).
 Will coordinate with all OMS stations along the convoy route for appropriate
support for the convoy dates/times.
 Will ensure each convoy has a Fuel card and or fuel assets have been precoordinated.
 Will collect a Risk Assessment from the Convoy Commander.
 Will collect copy of “Statement Of Understanding” for the Arm’s, Ammunition and
Explosives guards (AA&E) from the Convoy Commander.
 The Squadron Maintenance Officer / SMO
 Will assist the S4 / MO as directed.
 S6 / Communications Sergeant
 Will ensure that the communications are established and maintained between the
convoy commander, Pace vehicle and the Trail. If Serials are used, communications
will be added to the Serial Commander’s vehicle.
 Will assist with communication problems that arise.
 Will provide a current SOI and frequencies as necessary.
 ULLS-G Sergeant
 Will be available to issue updated Military Driver’s License (OF 348), 5988e, and
dispatches until five (5) minutes prior to convoy departure.
 Unit Supply Sergeants
 Will assist the ULLS-G Sergeant as directed.
 The Convoy Commander (CC):
 Will Attend and/or receive the movement brief from the S4 / MO. At the
movement brief the CC will receive the convoy vehicle list, a movement order,
strip map, timetable, convoy clearance number, personnel manifest, load manifest
(FORSCOM Form 285) and sensitive items list by nomenclature and serial number
and any special coordinating instructions.
 Will collect original “Statement Of Understanding” for the Arm’s, Ammunition
and Explosives guards (AA&E).
 Will ensure all vehicles have a copy of the Squadron Convoy SOP.

 Will organize the movement element into serials of no more than twenty (20)
vehicles, and assign Serial Commanders.
 Will designate the Lead, Rear, Pace and C2 vehicles as well as indicate them with
designated convoy flags and Placards.
 Will brief the soldiers in the convoy, and is responsible for the safe conduct of the
element.
 The CC will identify a convoy NCOIC/Safety NCO and have them complete a Risk
Assessment.
 Will ensure that all Drivers and Assistant Drivers have a current and valid Civilian
Drivers License as well as the correct Military License (OF 348) for the equipment
the soldier will be driving. Vehicle Drivers must have both of these documents,
and they must be current or the soldier can not drive. A new driver must be found.
 Guidance: If a soldier’s Military License has recently expired, the driver will
report to the unit ULLS-G Sergeant for issuance of updated license, if
appropriate.
 Will ensure that, at a minimum, the Lead, Trail and Pace vehicles have radio
communication, and all other vehicles with radios in the convoy are on the correct,
convoy frequency.
 Will ensure that Communication personnel are at the Lead vehicle and can
provide the Fill.
 Will maintain a convoy vehicle/Driver/A-Driver roster.
 Will maintain a list of sensitive items in the convoy
 Will ensure the convoy has a fuel card.
 Ensuring that all Drivers and Assistant Drivers are briefed:
 on safety
 on recovery procedures (Actions taken and contact numbers).
 on the route (including check points and rest stops).
 Ensure each vehicle has a strip map of the route.
 on intervals and road conditions.
 Has hearing protection.
 At each rest area will ensure that:
 TM –10 “During Operations” PMCS checks are conducted properly.
 Meet with Drivers and Assistant Drivers to check on fatigue.
 The Serial Commander:
 Will keep the Convoy Commander informed of the status of the Serial.
 Will collect copy of “Statement Of Understanding” for the Arm’s, Ammunition and
Explosives guards (AA&E) from the Convoy Commander
 Will ensure all vehicles in the Serial have a copy of the Squadron Convoy SOP.
 Will appoint a Safety NCO to complete a Risk Assessment.
 Will otherwise act as the Convoy Commander for that Serial.
 The Convoy NCOIC/Safety NCO:
 Will sign the 5988e after verifying proper PMCS and that each driver has a valid
Civilian Drivers License as well as the proper Military Drivers License for the
piece of equipment the soldier is driving. If any Driver has an expired/improper
Military license, the NCOIC will send the soldier to the soldier’s unit Supply
Sergeant for issuance of updated license, if appropriate.

The NCOIC/Safety NCO may delegate additional NCO’s to aid in this effort.
A single NCO will supervise no more than three (3) drivers as they perform
PMCS.
Will collect copy of “Statement Of Understanding” for the Arm’s, Ammunition and
Explosives guards (AA&E) from the Convoy Commander
Will Complete a Risk Assessment.
The NCOIC / Safety NCO will ensure each vehicle:
 Is topped off with fuel.
 Will ensure all vehicles have a copy of the Squadron Convoy SOP.
 Has sleeping bag in anticipation of inclement weather, night operations or
vehicle break down.
 All vehicle Occupants have hearing protection
 Has emergency rations i.e. MRE’s.
 Has one full five (5) gallon fuel can
 Has one full five (5) gallon water can
 Has one full fire extinguisher
 Has A log book and current dispatch, and current 5988e.
 Has a Highway Warning Kit
 Has a First Aid Kit
 If a radio is in a vehicle, will ensure it is on the correct, convoy frequency.
 Has a complete issue of OVM/BII
 Is marked with the Convoy Authorization Number, in chalk, on both drivers
and passengers doors.
Will assist the CC in spot checks for :
 That TM –10 “During Operations” checks are performed
 Check on Drivers and Assistant Drivers for fatigue
Will supervise the Medical Sergeant’s effort to gather medical information on any
soldier in the convoy has a significant medical condition.. (Allergic to Mediation,
taking medication that may affect driving)
Will ride in the last vehicle of the convoy and is responsible for any maintenance
problems with the convoy.
 Serial NCOIC/Safety NCO
 Will perform the same function as the Convoy NCOIC/Safety NCO within the
Serial.
 Will collect copy of “Statement Of Understanding” for the Arm’s, Ammunition and
Explosives guards (AA&E) from the Convoy Commander
 Will complete a Risk Assessment and submit it to the Convoy Commander.
 Will ensure all vehicles have a copy of the Squadron Convoy SOP.
 Will ensure all soldiers have hearing protection.
 Medical Sergeant
 Will collect medical information from Convoy members to include a list of medical
allergies, current medical condition, and emergency contact information.
 Check on Drivers and Assistant Drivers for fatigue.
 Will ensure all soldiers have hearing protection.
 Will advise the NCOIC and/or Safety NCO of medical findings.

 Drivers: All Drivers must have a current Civilian Drivers License and a current
Military Driver’s License (SF-46) for the vehicle they are driving.
 Drivers of vehicles carrying Bulk AA&E will complete “Statement of
Understanding” for use of deadly force.
 Drivers will conduct PMCS and dispatch their assigned vehicle.
 PMCS will be conducted using the appropriate –10 manual.
 Will have read and have a copy of the Squadron Convoy SOP.
 Will have a valid load card (FORSCOM Form 285-R, ANNEX F) for their
vehicles and load the vehicle as documented on the vehicle load plan.
 Will ensure that their vehicle:
 Is topped off with fuel.
 Has sleeping bag in anticipation of inclement weather, night operations or
vehicle break down.
 Has emergency rations i.e. MRE’s.
 Has one full five (5) gallon fuel can.
 Has one full five (5) gallon water can.
 Has one full fire extinguisher.
 Has a log book and current dispatch.
 Has a Highway Warning Kit.
 Has a First Aid Kit.
 Has hearing protection.
 Will conduct “During Operations” PMCS checks at each rest area.
 Pace Car driver will strictly adhere to speed adjustment commands from the
Convoy Commander.
 Assistant Drivers:
 A- Drivers of vehicles carrying Bulk AA&E will complete “Statement of
Understanding” for use of deadly force.
 A-Drivers will assist the Driver in the proper conduct of PMCS, and in all other
tasks the Driver is responsible for.
 While acting as the Assistant Driver the soldier must remain awake. Failure to do
so will result in UCMJ action.
 Has hearing protection.
Convoy Procedures
Route Planning: A minimum of a map reconnaissance will be conducted by the
Movement Officer, the Convoy Commander, and any Serial Commanders. The S4 will
issue convoy clearance numbers and produce strip maps that include control measures.
Convoy Commanders may not deviate from the established route without prior
coordination with the S4 and MO.
Control measures include: Convoy SP, Check Points, March Lines, 20 minute
Maintenance Stop Location, Rest Stops, and Fuel Locations.
Vehicle Density: The base interval on highways is 100 meters. The Convoy
Commander can decrease or increase this distance due to inclement weather or night

operations. (up to +/- 50 meters) No convoy will exceed twenty (20) vehicles without
prior approval of S4 and MO.
Convoy Serials will have a minimum of five (5) vehicles assigned, and must have
communication with the Convoy Commander.
Vehicle Speed: Normal convoy speed is 45-50 MPH. This speed is set by the PACE
Vehicle. The Convoy Commander will adjust the speed of the Convoy within these
parameters:




The maximum speed/catch up speed is 55 MPH or the posted speed limit if less
than 55 MPH. (Vehicle configuration must be considered when attempting to
catch up; a vehicle will not exceed authorized driving speeds.)
Vehicle speeds will be based on the speed of the slowest vehicle and that
vehicle must be placed at the front of the convoy, serial or group.
Vehicle speeds will be adjusted to meet traffic conditions to maintain safety.
Vehicle speeds will be adjusted to contend with the trafficability of the route.
Vehicle Marking: Each vehicle will be marked with the Convoy Clearance numbers in
chalk on both driver and passenger side doors.
Transporting HAZMAT: Vehicles carrying HAZMAT, must complete a DA Form 626.
The vehicle(s) that will carry Ammunition and Explosives will be sent to the ASP with a
Mechanic to conduct the DA Form 626 Inspection in the presence of the ASP P.O.C., and
the Convoy Commander will coordinate that with the S4 and AMMO SGT for support.
Convoy Maintenance Halt: Convoys will conduct a maintenance halt twenty (20)
minutes after attaining convoy speed.1 These stops should take no more than ten (10)
minutes. If a vehicle can not be made ready in this time frame treat it as a maintenance
problem. (See Maintenance Procedures). At this stop all vehicle operators will:
 Conduct TM –10 “During Operation” checks
 Check for load shifts.
Fuel/Rest Halts: All drivers will conduct safety checks at each fuel/rest halt. (See
Convoy Maintenance Safety Halt above). There will be a planned rest halt at least every
two (2) hours. At each rest halt the Driver and Assistant Driver will switch positions. The
Convoy Commander/Serial Commander will ensure the convoy/serial stops in safe areas,
away from traffic, with enough room to facilitate all vehicles in the convoy. The Convoy
Commander will ensure that the vehicles are guarded 24/7 and vehicles are secured as
prescribed in State Vehicle Security SOP. The Convoy Commander will ensure that all
personnel/vehicles leave the rest area with the convoy. Rest Halts will take no more than
ten (10) minutes, unless otherwise noted in the Movement Order. (METT-T)
Communications: At a Minimum, radio communication will be maintained between
the Convoy Commander, Serial Commanders, the Lead, Pace and Trail vehicles. The

Convoy Commander will maintain contact with the S4 / MO via cell phone, Land line or
Radio at all rest stops and halts. The Convoy Commander must contact the S4 / MO if
these communication requirements can not be met. The S4 / MO will determine if the
convoy can continue the mission.
Reporting Requirements: The Convoy Commander will report the SP, the 20 minute
Maintenance Halt, all check points, March Lines, and all rest/fuel halts. At these locations
the CC will report the convoy status as well as estimated time to the next control measure.
If any vehicle falls out of the convoy, or any other incident occurs, the Convoy
Commander will immediately inform the S4. (Serial Commanders will report to the
Convoy Commander.)
Each vehicle will report to the CC when they cross a check point. (Communications
dependant)
The Trail vehicle, NCOIC, will report to the Convoy Commander when:
 All vehicles have made a turn/merged.
 When there is a break in contact.
 When a vehicle has pulled off the road for maintenance.
 When the convoy has finished crossing a checkpoint/march line.
 To report any accidents.
Signal: All vehicles with radios will be on the convoy frequency. If no call signs have
been established, drivers will use their vehicle bumper number. All vehicles will refer to
the Squadron Convoy SOP for emergency contact numbers, both up and down range.
All radios will have their radio Fill no later than ten minutes prior to departure. Vehicles
can obtain the Fill at the Lead Vehicle.
Maintenance: If a vehicle breaks down in route, it will pull over to the side of the road,
in a safe location, and establish safety-warning triangles one-hundred (100) meters to the
rear of the vehicle. DO NOT LEAVE THE CONVOY ROUTE. The Assistant Driver
will immediately notify the Convoy Commander. The convoy will continue to its next rest
halt. If the disabled vehicle is caring bulk AA&E the next vehicle will be designated to
assist as extra security. The Trail element will stop to assist with maintenance/recovery. If
the vehicle can not be repaired, it will be towed. If the vehicle can not be safely towed, the
NCOIC will contact the S4, MO and the nearest OMS shop for help in recovery. (See
Movement Order) The trail vehicle will remain with the disabled vehicle until recovered.
No vehicle will be left alone, without support. All sensitive items will be policed up and
secured (referencing the DA Form 2062) by the NCOIC and continue with the remaining
convoy elements.
In event of a Squadron move, the maintenance platoon, with wrecker, will travel at the rear
of the convoy. The Convoy Commander/S4 will dispatch the wrecker to aid in any
necessary recovery effort.
If weapons, ammunition, bulk AA & E are on a non-recoverable, disabled vehicle, the
Convoy Commander will cross load these items (referencing the DA Form 2062 for
Weapons and DA Form 5515 for Ammunition and Explosives) to a functioning vehicle.

This implies that the Convoy Commander must ensure that the stay behind vehicle is
capable of either towing a vehicle with those contents, or the CC must send a vehicle large
enough to cross load this equipment from the disabled vehicle.
Medical: Medical assets will travel near the end of the convoy. They will have a cellular
phone and phone card. They will respond to medical emergencies on the order of the
Convoy Commander, or the NCOIC. They will utilize civilian 911 or local Law
Enforcement Agency if appropriate, or transport to the nearest medical facility as
appropriate. They will immediately contact the S1, S4, MO and report the
situation/actions taken. The S1 will contact Unit Commanders, and/or family members as
appropriate.



Medical staff will evaluate all Convoy personnel at designated halts and report
any findings to the NCOIC or Convoy Commander.

Driver PCI Checklist
Drivers and A-Drivers have a current Civilian Drivers License.
Drivers and A-Drivers have a current and appropriate Military DL.
 Driver and A-Driver have qualification to transport special cargo. (i.e., HAZMAT,
ammo handler, etc.)
 Ensure CA-ARNG Form 56-2 is completed.
 Vehicle is properly marked with convoy serial number (Convoy Clearance Number on
doors).
 Vehicle is topped off with fuel.
 Vehicle:
 Has copy of Squadron Convoy SOP.
 Has one full five (5) gallon fuel can.
 Has one full five (5) gallon water can.
 Has one Chalk Block.
 Has all correct vehicle BII (Basic Issue Item).
 Has one serviceable fire extinguisher.
 Has a serviceable Highway Warning Kit.
 Has a copy of the route, emergency and contact numbers.
 Radio Check Conducted (if equipped).
 Has proper convoy vehicle signage and flags.
 A First Aid Kit.
 A TM –10 and proper PMCS has been performed.
 A log book, current dispatch, and a current 5988e signed by verifying NCO.
 A vehicle load card and the vehicle is packed accordingly.
 Trailers/Towed items:
 Secured properly.
 Have serviceable lights.
 Brakes functioning properly
 Parking brakes disengaged.
Lead / Pace Vehicle:
 A sign that says “Convoy Follows” properly secured to the front of the vehicle.
 A lead convoy flag is mounted on the vehicle.
 A flashing light properly mounted to the vehicle

MEMORANDUM FOR RECORD
SUBJECT: 1st Squadron, 18th Cavalry Safety Standard Operating Procedures (SOP).
1. GENERAL: This 1st Squadron, 18th Cavalry Safety SOP, governs procedures to be
complied with during all tactical operations, exercises, alerts, and training conducted
by 1st Squadron, 18th Cavalry.
2. SCOPE: This SOP is applicable to all elements of 1st Squadron, 18th Cavalry.
3. PURPOSE: To establish safety policies and procedures to minimize losses in
resources and manpower due to accidents caused by unsafe practices.

5. BASIC VEHICLE SAFETY:
a. Convoy commanders will brief all drivers and senior occupants prior to each
march. Hazardous area/conditions, safe following distances, proper speed, route,
rest periods, and signals will be discussed. The senior occupant will:
(1) Be responsible for safe operation of vehicle.
(2) Ensure drivers who appear fatigued or impaired do not operate vehicle, except
in emergencies.
(3) Ensure that all occupants use available restraint systems .
(4) Ensure that all personnel wear appropriate hearing protection and Kevlar.
(5) Ensure only properly licensed personnel operate the vehicle.
(6) Inspect vehicle prior to dispatch. Ensure proper functioning of safety related
items.
(7) Ensure fire extinguisher and highway warning kit are present.
(8) Ensure that no personnel ride on the outside of the vehicle.

(9) Ensure military vehicle speed limits are adhered to:
aa. Blackout driving - 10 MPH
bb. Hardtop road - 45 MPH
cc. Off road/tank trails - 20 MPH
dd. Maintenance area/motor pool - 5 MPH
ee. Speed limits will be slower according to terrain and driving conditions.
(10) Post personnel along the roadway and employ highway warning kit when the
vehicle is halted in location that might obstruct traffic.
(11) Post front and rear ground guides when backing vehicles.
(12) Ensure personnel do not wear earphones or headphones while driving;
however this does not negate the requirement for hearing protection where
Conditions require their use.
(13) Ensure drivers do not consume food, drink, or smoke while the vehicle is in
motion.
(14) Ensure that no personnel sleep under vehicles.
(15) Ensure that personnel do not sleep on or in vehicles, while the engine is
running.
(16) Use ground guides in all bivouac, maintenance areas, and assembly areas.
(17) Ensure adequate seating arrangements are provided for all vehicle occupants.
b. Wheel Vehicle Safety
(1) Drivers will be adequately trained to operate vehicle in blackout/no light, and
drive and operate with night vision goggles.
(2) Vehicles will not be parked on any incline, without adequate chock blocks.
(3) Personnel will not be transported on top of cargo/loads or in trailers.
(4) Hazardous material will not be transported in the passenger section of any
vehicle.
(5) Personnel will not be transported in the cargo area of the last vehicle in a
convoy.
(6) Safety straps will be secured and tailgates up when transporting Troops.
(7) Vehicles equipped with floor-mounted shift/transmission mechanisms will
carry only the driver and 1 passenger in the cab.
(8) Slave cables receptacles will always be used when the vehicle is so equipped.
c. Tracked Vehicle Operations
(1) Two road guards will be used when vehicles cross highways. Road guards
will be equipped with orange reflective vests and flashlights.
(2) Vehicles must be operated with use of ground guides when the intercom
system is inoperative.
(3) Ground guides will be used when moving an approved safety pin.

6. ANTENNA SAFETY
a. Antenna structure will be located away from overhead electrical power lines at a
distance of at least twice the height of the antenna.
b. All tactical vehicle antennas will be tied down, when the vehicle is within the
containment area.
c. All vehicle antennas will be equipped with a protective ball.
7. COLD WEATHER INJURY PREVENTION
a. Guards will wear gloves with inserts and gortex or field jacket with liner when
temperatures are below freezing.
b. Guard shifts will last no longer than 45-60 minutes in cold weather.
c. Socks are changed at least once daily.

9. GROUNDING
a. All portable electric power tools, generators, radios, electrical equipment, and fuel
trucks will be properly grounded.
b. Signal shelters, vehicle and ground equipment, will be grounded with a grounding
rod at least three feet underground and bolted to a shelter with tight fitting clamps
and a strip cable. All electric equipment inside must be bonded to the shelter.

10. HANDLEING OF POL
a. A portable fire extinguisher will be manned during fueling operations.
b. Smoking within fifty feet of fueling operations is prohibited
c. Engines will be shut off and the master switch will be in the off position during
refueling.
d. When refueling, all vehicles will be properly bonded to each other and grounded.
e. Use caution under conditions of extreme heat or high winds due to vaporization
and static charges.
f. Ensure correct fuel is placed in vehicles.
11. INSTALLATION OF COMMUNICATIONS WIRE AND CABLE.
a. Wire and similar material will be recovered upon completion of all training.
b. Wires will not be strung in the air across valleys or other areas that helicopters
may transmit NOE (nap-of-the-earth). They must be left on the ground or buried.
c. All personnel will wear protective gloves when handling wire.
12. ELECTRICAL SAFETY
a. Only proper amperage of fuses will be used.
b. Electrical outlets or extension cords will not be overloaded by gang plugging.
13. CONSTRUCTION OF FIGHTING POSITIONS
a. The fighting position will be dug to armpit depth, then evacuated. Overhead
cover will be constructed with sturdy support beams and three layers of sandbags.
No one will be in the fighting position while overhead cover is being added. The
overhead structure will be tested for soundness prior to occupation.

14. WATER SAFETY
a. Bivouac, maintenance, and assembly areas will not be located in low areas,
unless mandated by tactical operations.
b. When located in potential flood areas evacuation plans must be made.
15. FIRE PREVENTION AND PROTECTION:
a. Troop orientation. Prior to deployments CO’s will brief Troops on the
following: actions, notification, evacuations, and fire suppression.
b. Alarm procedures - alert personnel in immediate area by voice.
c. Fire fighting operations. Fire fighting operations will take precedence over all
other activities when danger to personnel or equipment exists.

Open fires are prohibited.
Flammable liquids will not be used for cleaning.
No smoking within fifty feet of flammable/combustible materials.
Smoking will only be permitted in designated areas.
16. PROTECTIVE CLOTHING AND EQUIPMENT:
a. Each operation will be analyzed to predetermine the need for safety clothing and
equipment. Safety shoes will be worn by mechanics when performing duties in
which the possibility of injury to lower extremities exists.
b. Safety glasses or goggles will be worn when using bench grinders, chiseling
metal, or during other operations in which metal fragments may cause severe eye
damage.
c. Kevlar helmets or other protective headgear will be worn when the possibility of
head injury exists.
d. When working close to turning shafts, flywheels, etc., personnel will insure
loose clothing is secured to preclude being pulled into the machinery. Employ
precautions against wiping cloths getting caught by moving parts.
e. Tinted goggles or welders face shield will be worn when employing welding
equipment or other equipment or other equipment which may cause retinal
damage due to bright light.

17. TOOL SAFETY
a. Tools will not be used in a manner or for a purpose other than that for which
they were designed.
b. Sharp edges/points of saws, chisels, awls, etc., will be protected when not in use
to prevent cuts or puncture wounds of the hands.
c. Tools will be maintained in proper and serviceable condition by grinding or
filing, punches and chisels should not be allowed to mushroom at the end.
d. Tool cleanliness will be maintained, and they will be properly stored.
e. Broken or damaged tools which may present a safety hazard if used will be
restored to a safe condition or turned-in.
f. Electrical power tools will have the three wire plug. If the male end of the
electrical plug is of the open type, the small safety cover will be in place before
using it.
18. NOISE AND HEARING PROTECTION
a. Hearing protection will be worn in noise hazard areas. Any noise level of 85
decibels or higher is considered hazardous.
b. Appropriate signs will be posted in noise hazard areas identifying it as such. If
the noise level is unknown, TM or TB references will be consulted to determine
the noise level created by the equipment in use. When voice communication is
difficult in a noise area, hearing protection is required.
19.
LIFTING DEVICE SAFETY
a. Prior to employing cranes, hoists, jacks, and the other lifting devices, the user
will insure it is in serviceable condition and has the required capacity to do the
job.
b. Jacks will be stenciled with the proper capacity.
c. Jack stands will be used to support vehicles when raised to perform
maintenance operations.

20. TIRE REPAIR
a. The wheel safety cage will always be used when inflating tires that have been
removed and replaced on the rim.
b. When the safety cage is not available a chain or other restraining device will
positioned around the wheel to insure the retaining ring does not cause injury if
it pops off.
21.
LEAD ACID BATTERY SAFETY
a. When handling wet cell batteries, protective gloves, aprons, and face shield will
be worn.
b. Sufficient quantities of soda/water solution will be available to neutralize any
acid spillage.
c. Personnel who experience acid spills on their body will use the eye wash
fountain or deluge shower to prevent severe acid burns to eyes and skin.
d. The eye wash fountain will be placed within easy reach of personnel servicing
batteries, as well as a 5 gallon pail of clean, clear water.
22.
FLAMMABLE LIQUIDS
a. Only approved solvents and solutions will be used for cleaning parts. Gasoline
will not be used as a cleaning solvent in any situation. Solvent vats will be
constructed IAW pertinent safety requirements.
b. Flammable items will be stored in approved containers only.
c. Smoking or operation of flame/spark producing equipment such as welders
and cutting torches will not be allowed within 50 feet of flammable items.
d. Concentrated fumes, particularly gasoline, present one of the most dangerous
hazards to fire/explosive safety.

a. Unit Awards - No Class A-B-C Mishaps
(1) Award of Merit 12 months.
(2) Award of Honor 24 months.
(3) Award of Excellence 36 months.

NOTE: These awards are processed through the chain of command to the United States
Army Safety Center. They must be initiated by the unit.
b. Squadron Level Award: This annual award will be presented to subordinate
units for experiencing no preventable Class A-B-C mishaps, either aviation or
ground during Annual Training period. The award will specify either
GROUND or AVIATION, the time frame of the award, and the
accomplishment. The award will be prepared at Squadron level on DA Form
1119 and 1110-1.
c. Individuals may be recognized for achieving an accident free record in the
Army National Guard at 3 year increments. Special awards will be given for
20, 25, 30, 35, and 40 years of service. The certificate will specify the type of
service for which the recognition is being given - Aviation or Ground or
combination of both.
d. Drivers should be individually recognized for achieving an accident free
driving record during Annual Training where they regularly functioned as a
driver.
NOTE: These awards should be initiated by the Troop and processed through the chain
command.

MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Wheel Vehicle Security Standard Operating Procedures (SOP)
1. The purpose of this SOP is to standardize the policies and procedure through out the California Army
National Guard for Tactical and Non Tactical Vehicles (NTV) wheel vehicle security.
2. This SOP outlines specific procedures and guidance to follow for securing military wheel vehicles. All
vehicles discussed in this memorandum will be secured in accordance with the instructions contained
herein, anytime the vehicle is left unattended. The procedures to properly secure the various types of
vehicles, storage containers, and gates are identified in subsequent paragraphs. These procedures are
considered "policy" and Commanders at all levels will comply with this policy.
3. The required hardware to secure these vehicles is available from your supporting Organizational
Maintenance Shops (OMS) and Combined Support Maintenance Shops (CSMS) if locking devices and
hardware have not been installed on vehicles.
4. Two and One Half (2 ½) Ton vehicles and Five (5) Ton vehicles; The series 5200 padlock with long
shank is the only lock authorized for use on 2 1/2 Ton and 5 Ton trucks utilizing the hardened chain and
locking brackets - Steering wheels of all vehicles will be secured with hardened chain. Hardened chain
will be strung through the steering wheel and connected to the series 5200 padlocks as it is secured
through the transfer case lever to the locking plate (See Diagram & Instructions).
5. High Mobility Multi-purpose Wheeled Vehicle (HMMVW): HMMVW Family of Vehicles (FOV) will
be secured & locked utilizing hardened chain passed through the steering wheel and connected to the
locking bracket with a series 5200 padlock. The shifting lever of the HMMVW will be placed in the "
FORWARD” position. The series 5200 padlock will be secured "around" the shank of the shifting lever
and connected to the chain and locking plate (See diagram and attached instructions). Not in Neutral
Position.
6. Heavy Expanded Mobility Transport Truck (HEMTT): The HEMTT family of vehicles will be secured
with hardened chains and series 5200 padlocks in accordance with the attached Diagram & instructions.
The factory-locking device will be used as designed by the manufacture.
7. Heavy Equipment Transport (HET): The HET family of vehicles will be secured with hardened chain
and series 5200 padlocks. The factory-locking device will be used as designed by the manufacture.
8. Drivers must unlock the steering wheel and remove the chain prior to starting the vehicle. This will
prevent damage to the steering or power steering system for those vehicles so equipped.

9. Gates: All motor pool and armory gates will be secured with hardened chain wrapped tightly
around the gate poles and or fence- poles (as applicable) and secured with a "short shank" series 5200
padlock. Note: Chain must be welded to one opening gatepost.
10. Vehicle keys: All vehicle keys will be maintained IAW AR 190-51, Appendix D.
11. Series 5200 padlocks -with the short shank will be used for all minimum-security requirements on
vehicles, gates and facilities, state and federal property. When authorized to use the long shank series,
5200 padlock (2 ½ Ton and 5 ton trucks only), the OMS’s, through their supported CSMS, will assist
the field by modifying the appropriate number of short shank series 5200 padlocks to meet the unit
requirements. The unit is responsible to provide the short shank series 5200 padlocks to be modified.
12. Commanders at all levels will take immediate action to initiate daily checks by unit or full time
personnel to make sure that vehicles, equipment and armories are properly secured. I will make
frequent visits throughout the state to insure this policy is implemented.

2-2. Wheeled Vehicle Types.

d. For vehicles that have power steering the driver must unlock the padlock and take the
chain off the steering wheel prior to starting the vehicle. This procedure will prevent
damage to the power steering pump,
e. When vehicle is in use, the chain will be secured with padlock and stored out of the
operator's way to prevent interfering with the operation of the vehicle. If the chain is left

unsecured, it could interfere with the operator’s feet or vehicle controls, potentially causing
the operator to lose control of the vehicle.

2-5. Procedures for HMMVW, M998 Series 1 1/4Ton Trucks.
a. The HMMVW has a steering wheel lock cable that does not provide adequate vehicle security.
The cable will not be used to secure the vehicle. A transmission level locking bracket and steering
wheel chain will be installed as follows:

b. Drill a 5/16 inch hole through the top blind rivet on the right side of the hand brake mounting
bracket (Fig 2-5-1). Drill a second hole, 11/16 inch below the first hole. Attach one end of the chain,
with the bracket to two 5/16" bolts and two 5/16" flat washers and-two 5/16" nuts.
c. Installation of the transmission-locking bracket.
(1) Remove the front right transmission shift lever screw.
(2) Place transmission shift lever in neutral.
(3) Place series 5200 padlock (short shank only) through hole in transmission locking
bracket, around the shift lever, through the end of chain and secure lock.
(4) Position the locking device flat on the transmission shift lever top cover plate aligns.
Using a 5/16" drill bit or small round file, enlarge the 5/16” hole in the body (hole should
be elongated to the right).
(5) Install one 5/16" machine screw, one flat washer and one nut. Install the machine
screw from the bottom.
(6) Check the fit of the padlock. Make sure the chain will fit into the padlock shackle
after going through the locking device and transmission shift lever. Unlock and reinstall
the padlock and chain to ensure ease of operations before continuing.
(7) Center punch and drill the rear hole and install a 5/16" machine screw, flat washer,
and nut.
(8) Spot-weld the nut end of the screws

2-6. Procedures for M35 2-1/2 Ton Series Trucks.
a. Some of the above trucks have a steering wheel lock chain clamped to the steering column.
The chain and clamp will be removed and replaced with a transfer lever-locking bracket.
Approximately 42 inches of 5/16" chain will be affixed to the base frame of either the driver's
or passenger's seat to secure the steering wheel.
b. M35 Series Installation.
(1) Locate the c enter of the round casting on the transfer shift lever and center punch,
then drill a 1/8" pilot hole through the lever. Next, re-drill the hole to 3/8 ", chamfering the
hole on both sides with a counter-sink bit.
(2) Place the transfer lever in the neutral position.
(3) Place a series 5200 padlock (long shank alteration is authorized) through the
transfer shift lever and locking bracket Place the end of the chain in the lock shackle and lock
the padlock in place.
(4) Position the bracket flat on the transfer case cover and using a center punch, mark the
front hole and drill a 5/16" hole through the cover. Insert a 5/16" screw (bolt) through the
bracket and cover, securing it under the cover with a flat washer and nut.
(5) Unlock the padlock and check the fit before drilling the rear hole (Note - some
transfer levers may need to be adjusted to fit the hole in the bracket).
(6) Complete lever adjustment then drill the rear hole and install the remaining bolt,
washer, and nut.

If a steering column clamp was previously used, remove and discard it. Install about 42" of
square link chain, spot-welding the chain to the upper right front comer of the driver seat box
(old style seat), or to the left front support bracket of the passenger's seat. Insure the chain
will not hamper the operation of the vehicle or seat

d. After the locking bracket, chain and padlock have been installed and fit correctly and spotweld the ends of all mounting bolts.

a. Some of the above trucks have a steering wheel lock chain clamped to the steering wheel
column. This locking arrangement will be removed and replaced with a transfer lever locking
bracket and about 42 inches of square link chain. One end of the chain will be anchored to
the drivers seat box or passenger seat frame. Bracket and chain installed are as follows:
(1) Place the transfer lever in the neutral position.
(2) Position the CA-la bracket flat on the transfer case cover. Move the bracket so the
locking hole is centered on the transfer shift lever, about 11 3/8" to 12 5/8" from the end of
the lever, (note: not all levers are the same) and about 5/8" from the top edge. Using a 3/8"
center punch, mark the lever through the bracket hole. Make sue the center of the hole is at
least 1/2" from the top of the lever. Some levers may need to be adjusted if this clearance
cannot be obtained.
(3) Drill a 1/8" pilot hole through the transfer shift lever. Then, re-drill it to 3/8" and
chamfer bolt sides with a counter-sink.

(4) Place a series 5200 padlock through the transfer shift lever and locking bracket.
(Long shank 5200 series locks are authorized in this case). Place the end of the chain in
the lock shackle and lock the padlock in place.
(5) Position the bracket flat on the transfer case cover and using a centering punch,
mark the front floor-mounting hole.
(6) Drill a 5/16" hole in the transfer cover, Insert a screw through the bracket and cover,
securing it under the cover with a flat washer and nut.
(7) Unlock the padlock and check the fit before marking and drilling the rear hole.
Note, some transfer levers may be bent sideways, causing alignment to change when bracket
is bolted down.
(8) Complete alignment or adjustment before drilling the rear hole and installing the
bolt
b. Attaching Steering Wheel Chain.
(1) If a steering column clamp was used, remove and discard it. Install about 42 inches
of square link chain, spot-welding the chain to the upper right front comer of the driver seat
box (old style seat), or in the passenger seat left front support bracket.

2-9. Procedures for Materiel Handling Equipment (MHE).
NOTE - Steering wheel locking devices will be installed and used on powered, wheeled MHE, in
addition to any factory ignition switches.
a. Procedures.
(1) All vehicles with steering wheels will have square link chain installed to lock steering wheels.
Series 5200 padlock (short shank) will be used in conjunction with any current keyed ignition switches
and door locks. The chain will be installed using hardware listed below, anchored in a location where
the chain can be stored out of the operator’s way when not in use.

(2) Bobcat fork-lifts will use a square fink chain to lock the seat bar in the raised position, in
conjunction with the current. Ignition switch. Anchor 12 inches of chain to the right, inside top of the
rollover cage panel about 7 inches from the right side, on rear-tapered edge. Drill a 3/8" hole about 5"
forward of the rear tapered edge, 3/4" from the left edge for the padlock. Spot-weld the ends of the chain
and any nuts used to secure chain, after ensuring fit of chain and padlock.
(3) Model 6KVRRTFL forklift will use square link chain anchored to the dash with spot-weld. A
Ca-la bracket will be installed to the left of the transmission shift lever. Use a series 5200 padlock
(short-shank) to lock the lever in the neutral position with the steering wheel chain. Position of the
bracket is the top left comer. Use of CA-la bracket may need to be ground off to fit under the shift knob.
