RETIRED JUDGE TO PROBE AND INVESTIGATE KARNATAKA
STATE OPEN UNIVERSITY: LET CBI INVESTIGATE

years. Governor Vajubhai Vala, who is also the chancellor of universities, has set up a committee of retired judges to probe allegations of wrongdoing in Karnataka State
Open University (KSOU) and Visvesvaraya Technological University (VTU). Retired high court judge KS Bhaktavatsalam will probe irregularities in KSOU. Retired judge
Ajith Gunjal will investigate the VTU case. KSOU registrar PS Naik confirmed that the probe will look into their acts of omission and commission in the past five years.
Earlier, a petition was filed before then governor HR Bhardwaj against irregularities in KSOU. Vala has acted on that plaint and ordered the inquiries, sources said. The
UGC has the unique distinction of being the only grant-giving agency in the country which has been vested with two responsibilities: that of providing funds and that of
coordination, determination and maintenance of standards in institutions of higher education. The UGC's mandate includes: Promoting and coordinating university education.
UGC should ordr an investigation by CBI as all universities comes directlu under its ambit.
Let CBI investigate as Several allegations have surfaced on KSOU. Governor Vajubhai Vala, has ordered the judicial enquiry into the activities of the university, which has been
mired in controversies. Allegedly KSOU is only printing and giving degree certificates to some of its partners students .Few Partner institutions allegedly are declaring results of institutions
without valuations and allegedly without students appearing for exams in few cases . Many scams are reported with few partners of KSOU. MHRD and UGC are sleeping on activities of VC
Prof Krishnan. KSOU has law in respect of establishment of study centers. KSOU has several hundred partners and each partner has several hundred study centers and as per law of KSOU
Dean study center can only recognize study centers in Karnataka and he has no authority under law to make partner specific study centers and that too outside sate .But Prof
T.D.Devegowda has recognized several study centers outside the state in gross violation of University statutes’ and law book by indulging in corrupt practices . Once KSOU recognizes an
institution as study center it becomes study center of KSOU and not of partner institution. It should be allowed to function as study center of University and not of a partner institution.
Mumthaz Ahmed Khan National President of ALL INDIA UNIVERSITIES PARTNERS, AFFILIATED COLLEGES AND STUDY CENTER ASSOCIATION (AIUPASA) which is a
registered Association (Mobile Number 0-9916390790) is demanding action against Prof Devegowda Dean study center and other KSOU officers who have violated law in respect of
establishment of study centers. He further said that Dean study center has returned files of IIMS approving study center in Karnataka where as he has approved study centers illegally in
other states illegally .Once again he has demanded state government to dismiss VC Prof Krishnan to save KSOU image which has bought revolutionary technical education through distance
education and online education with concept of outsourced lab for practical work. Prof. K S Rangappa former Vice-Chancellor, Karnataka State Open University was taking revolutionary
steps and taking distance and online education to new heights with technical courses. Distance and online higher education is need of the hour. It is pertinent to note that Prof. K S Rangappa
and its syndicate members declared all technical courses as legal then how come syndicate under Prof Krishnan can declare them as illegal when he himself run these courses for several years
. KSOU technical courses are legal and VC PROF KRISHNAN notification is illegal .Improvements can be made in technical education through distance education by continuous evaluation
but stopping it is retrograde step. India is celebrating Independence Day but unfortunately still Indian higher education is not independent and is under license raj and Inspector raj.
Universities courses are independent of AICTE .Delhi University is running BE/BtECH courses without approval of AICTE .University courses does not need approval of AICTE. Higher
education today is undergoing a radical change, posing new age challenges to universities. The role of teachers and educators has gone through a metamorphosis as technology and
globalization redefine the contours of the world. With access to information — anywhere, anytime — knowledge today is no longer restricted to physical classrooms. In fact, the real learning
is happening laterally, outside the four walls of schools, colleges and universities. Why this dual standards one for professional bodies and another policy for Universities.

mode in M.Tech and B.Tech education while MHRD is allowing AMIE AMAESI AMIE others only on examination mode without any quality standards .
India is in globalised arena and IT guru to the world and now online education Video conferencing virtual labs are the practical mode of education removing all barrier in
distance education, you be a regulator in promoting, coordinating and determining standards in the open and distance education system and not destroyer of distance

education is becoming reality then why IGNOU DEC is killing the distance education when distance is eliminated by online education. Whole world is global village .Instead

Exam Reforms: Universities must change: Indian Universities must adopt open book examinations system as prevailed in USA and other developed countries as our Universities test memory

Labs with Lab Instructors /Teachers and specially trained online professors .

include Web-based learning, computer-based learning, virtual classroom opportunities and digital collaboration. Content is delivered via the Internet, intranet/extranet, audio or video tape,
satellite TV, and CD-ROM. It can be self-paced or instructor-led and includes media in the form of text, image, animation, streaming video and audio. Abbreviations like CBT (ComputerBased Training), IBT (Internet-Based Training) or WBT (Web-Based Training) have been used as synonyms to e-learning. Today one can still find these terms being used, along with variations
of e-learning such as e-learning, Elearning, and eLearning. ICT Information Communication Technology brought Government’s online by e-governance initiatives, banking online, Businesses
online, Telemedicine is all set to revolutionize healthcare as it link patients from small hospital to the urban specialist and now universities online are all set to revolutionize education and
research.
Finally Ministry of Human Resource Development (MHRD) has woken up to the fact that “The council was dissolved based on the arguments that the DEC which was created by the IGNOU
cannot be the regulator for other universities in respect of distance education programmes”. MHRD dissolved Distance Education Council (DEC) with immediate effect and University Grants
Commission has been given the responsibility of Open and Distance Learning (ODL).The DEC under Indira Gandhi National Open University (IGNOU), was the apex regulatory body for
distance education offered by universities across the country. UGC Secretary in his letter addressed to the Vice Chancellors of all the universities has said, “Distance Education Council
(DEC), has been repealed and deleted with immediate effect. Accordingly, DEC of IGNOU stands dissolved.” Ministry of Human Resource Development, government of India has entrusted
all the regulatory responsibilities of ODL education system in the country upon UGC. UGC, in the meantime is working on development of appropriate regulations for maintaining standards
in ODL programmes,” the letter says. UGC has also asked the universities not to affiliate any new centre of ODL till it comes up with new regulations.
The council was dissolved based on the arguments that the DEC which was created by the IGNOU cannot be the regulator for other universities in respect of distance education programmes.
The HRD Ministry had belatedly woken up to the fact that there is an apparent conflict of interest between IGNOU and other universities when it comes to offering courses through the ODL
mode. Many universities are offering distance education courses without even caring to seek the recognition of DEC. To end the confusion prevailing in the field of distance education system,
the Madhava Menon Committee had first recommended removing the DEC from the purview or the IGNOU, which was strongly opposed by the IGNOU Teachers Association. Supporting
the move, former Vice Chancellor of University of Madras SP Thyagarajan said, “The council is the regulatory body for the distance education programmes in the country. If one of the
universities is going to be operating the council itself, there may not be uniform maintenance of standards.” Hence, he felt that “ideally, an independent council should review every
programme offered in all institutions.”Let the NAAC Accredit the distance education degrees as well as regular courses of all Indian Universities. Distance Education Council which is part of
IGNOU has destroyed the Online & Distance Education by its ridiculous decisions. MHRD should stop this dual policy standards one for professional organisation which conducts courses
only examination mode and MHRD recognize and MHRD do not recognize Universities offering /BE Tech/ M Tech in engineering education by distance mode and online education mode
when their quality is better than those technical professional bodies degrees and Why this dual policy one is diagonally opposite another in respect to open Universities which are better than
professional organisation and have statutory recognition by UGC and state Governments. And they provide better technical education BE /BE Tech/ M Tech in engineering education by
distance mode and online education Video conferencing virtual labs are the practical mode of education removing all barrier in distance education than AMIE AMAESI AMIETE many other

UGC, however, was formally established only in November 1956 as a statutory body of the Government of India through an Act of Parliament for the coordination, determination and
maintenance of standards of university education in India. In order to ensure effective region-wise coverage throughout the country, the UGC has decentralised its operations by setting up six
regional centres at Pune, Hyderabad, Kolkata, Bhopal, Guwahati and Bangalore. The head office of the UGC is located at Bahadur Shah Zafar Marg in New Delhi, with two additional
bureaus operating from 35, Feroze Shah Road and the South Campus of University of Delhi as well.The UGC has the unique distinction of being the only grant-giving agency in the country
which has been vested with two responsibilities: that of providing funds and that of coordination, determination and maintenance of standards in institutions of higher education. The UGC's
mandate includes: Promoting and coordinating university education. Determining and maintaining standards of teaching, examination and research in universities. Framing regulations on
minimum standards of education and monitoring developments in the field of collegiate and university education; disbursing grants to the universities and colleges. Serving as a vital link
between the Union and state governments and institutions of higher learning. Advising the Central and State governments on the measures necessary for improvement of university education.
