DEAR CITIZENS,
In accordance with article 955 of the municipal code, it is my duty, to inform you of the financial situation of
2014, the accomplishments of 2015 and the orientations for the year 2016 for the Municipalité du Canton de
Cleveland.
2014 FINANCIAL STATEMENT (Municipality only)
The last auditor's report, prepared by Deloitte s.e.n.c.r.l., from Drummondville, certifies that we ended 2014
with a surplus of $26069.

We predict a slight surplus for 2015.
CONTRACTS OF OVER $25,000.00 FOR 2015
In accordance with article 955 of the municipal code, I submit the list of contracts with an expense of over
$25 000.00 for the year 2015.
Anyone interested may consult the list at the Town Hall located at 292, Chemin de la Rivière during business
hours.
ACHIEVEMENTS OF 2015
Important efforts have been made to maintain the quantity and quality of the services offered to our citizens. We
have:
 Corrected issues with dry hydrants for the security of the citizens;
 Renewed the contract with the auditors from Deloitte;

Renewed the recreational services agreement with the Ville de Richmond for one year;
 Purchased a truck for the Public Works department;
 Resurfaced a part of De la Grande Ligne road with slate, thanks to a grant of $28,000 made by Ms.
Karine Vallières or deputy;
 Resurfaced a part of Mason road with slate, thanks to a grant of $13,000 provided by our reserve fund
– Quarries and Sand pits;
 Prepared the ground for the construction of a street, for a future development project;
 Cleaned ditches on different roads;
 Continued our annual maintenance of priority roads established by the Roadway Inspector ;
PAYMENT OF THE ELECTED MUNICIPAL OFFICIALS
According to our municipal by-law 506, regarding the salaries of the council, the salaries are as follows: the
Mayor’s annual salary is $14 223,12 and the councillors receive $3 211.44. An additional amount is given to a
councillor when he or she attends a committee meeting, listed below, with the exception of the mayor or his
representative who in his absence attends the MRC du Val-Saint- François meeting.
a)
Pro-Mayor: $67,02 per calendar month or a fraction of a month during the period the member
occupies this position;
b)
Any councillor named to the following committees: Land Planning; Financial & Administrative;
Road Department; Community Services (Activities, Library, and Art Centre) and Plenary: $67,02 per
meeting that a councillor attends.
According to the by -law number 97-06 of the MRC du Val-Saint-François, I declare as of September 30th 2015,
I received $1010,34 for attending MRC du Val-Saint-François meetings and different committees.
One third of the salary is added as compensation for part of the expenses incurred by elected officials.
BUDGET ORIENTATIONS FOR 2016
For the year 2016, our goals are as follows:
 Continue to maintain and better our roads;
 Develop our residential sector ;
 Maintain inter-municipal agreements to provide recreation and community programs for our citizens;
 Continue to collaborate for the protection and security of our citizens.
 Sign the waste and landfill contract with a contractor for a period of 3 years.
FIRE SAFETY
The Fire Prevention Inspector will continue his visits to verify the presence of smoke and carbon monoxide
detectors in homes. He will give you recommendations on fire safety. He will also be continuing his visits of
farm buildings in our territory. Citizens are invited to participate in a positive manner since his
recommendations can save lives.
MESSAGE ON MANAGEMENT OF MUNICIPAL INDICATORS
I deposit my management indicators officially recognized in the municipal field.
It is the eleventh year we have used these indicators, since the launching in 2004 by the Ministre des Affaires
Municipales et des Régions.
Anyone wishing to have more information about management indicators may obtain the information at the
municipal office during business hours.
IN CONCLUSION,
Again this year, I am very happy and proud of our achievements. For two years, we have respected our budget
and our citizen’s ability to pay, and we have settled several files. We are more and more active and present in
our midst, for non-profit organizations as well as for family activities. It is also important to mention that we
have created a wonderful complicity with Melbourne, Richmond and Ulverton for the benefit of all our citizens
The new assessment roll will come into effect in 2016, for the next three years. This assessment roll reflects the
actual market value of your home, as per the (purchase/sale) transactions in our municipality.
In closing, I would like to thank all the employees and councillors for their work, involvement, and especially
their collaboration. It is by working together that we will achieve our goals and best serve our citizens.
