Tom Repczynski is an estates and trusts litigator, real estate litigation lawyer, and principal with Offit Kurman’s
Bankruptcy and Restructuring Practice Group. A creditor-side bankruptcy attorney, Tom focuses his practice in
general commercial and civil litigation with an emphasis on fiduciary disputes, creditors' rights enforcement, and
real estate related matters of all types. Tom represents an array of lenders, businesses, and individual clients from
across the country in federal, bankruptcy, and state court and administrative proceedings with a broad range of
trust and estate (i.e. inheritance related) disputes and general business contract and tort issues. Tom's bankruptcy
related experience has most recently emphasized non-debtor spouse priority claim matters (advising and assisting
divorce/family law counsel), commercial landlord and Chapter 7 panel trustee representation, and includes more
than 16 years of preference claims defense, and other secured, unsecured, and priority creditor representation in
Chapter 7, Chapter 11, and Chapter 13 bankruptcy proceedings with both local and national implications.

Recently recognized among Virginia's top attorneys, Tom has been named to the 2014Super Lawyers® annual list
of Virginia Estate and Trust Litigation attorneys (June 2014). Additionally, Tom's work as a creditor's bankruptcy
attorney has been recognized on the SmartCEO® Legal Elite list (December 2010). He is a member of the
Leadership Fairfax Class of 2010, and is a past recipient of the Fairfax Bar Association's President's Award. Tom is a
past President of the Northern Virginia Bankruptcy Bar Association (NVBBA), having served as a member of the
NVBBA's Board of Directors for many years. Tom has served on both the Bar Liaison Committee to the Alexandria
Division of the United States Bankruptcy Court for the Eastern District of Virginia (EDVA) and the Local Bankruptcy
Rules Committee for the EDVA. Tom is a past president of the Ocean Sands South Property Owners Association in
Corolla, North Carolina, and a past chairman of his Fairfax County, Virginia, community association’s Architectural
Review Board. He has served as president and member of the board of directors of the Walter T. McCarthy Law
Library in Arlington, Virginia; and is a past chairman of the FBA's Library Committee with oversight responsibilities
for the Fairfax Public Law Library.
ACTIVITIES
Tom was reelected in June 2014 to the Fairfax Bar Association (FBA) Board of Directors and currently serves the
FBA as Treasurer, Chairman of both the Budget Committee and Reserves Task Force and as a member of the
Investment Committee. He is a former Assistant Scoutmaster and currently serves as Committee Chairman of Boy
Scout Troop 688 (Fairfax Station, VA). Tom calls balls and strikes for the West Springfield Little League as a
member of the Virginia Umpire's Association. Additionally, Tom is a member of the DC chapter of the Dartmouth
Entrepreneurial Network and a class officer for his Dartmouth alumni class.
PRIOR WORK
Tom worked as the staff aide to the president of the National Insurance Crime Bureau and its predecessor, the
Insurance Crime Prevention Institute, prior to receiving his law degree.
The Honorable Penney Azcarate, Chief Judge
General District Court for Fairfax County
The Honorable Penney Sue Azcarate is the Chief Judge on the General District Court.
Penney Sue Wilson attended Old Dominion University on a Naval ROTC scholarship, graduating with a B.S. in
administration of justice in 1988. While at ODU, Wilson also met her future husband, Eddy Azcarate.
After graduating from ODU, Azcarate was commissioned in the United States Marine Corps and served four years
as an officer, eventually reaching the rank of captain. She then joined the Marine Corps Reserves, and would
eventually retire at the rank of major.
Azcarate next attended George Mason University Law School, graduating in 1998.
Azcarate worked for the American Prosecutors Research Institute as a staff attorney until 2000, when she joined
the Commonwealth's Attorney's office in 2000 as an assistant Commonwealth's attorney.
In January 2005, Azcarate joined the law firm of Briglia and Hundley.
In 2008, Azcarate joined the bench of the Fairfax County General District Court.
Judge Azcarate became the Chief Judge of the General District Court in January 2014, replacing judge Donald P.
McDonough.
Honorable Stanley P. Klein (Ret.)
Stanley P. Klein, who served as a judge of the Fairfax County Circuit Court for 18 years, currently serves
as Senior Counsel at Blankingship & Keith, P.C. and as a neural for The McCammon Group conducting
mediations and arbitrations. During his tenure on the bench, Mr. Klein also served on the Judicial
Conference of Virginia’s Executive Committee, Probation and Parole Committee, and Rules Advisory
Committee. Until recently, Mr. Klein also taught classes at George Mason University School of Law and
the Washington College of Law at American University.
Before his full-time appointment to the bench, Mr. Klein had a broad-based practice in both civil and
criminal law from 1975 to 1992. He was a Substitute Judge in the District Courts from 1983 to 1992 and
also served as a Commissioner in Chancery for the Fairfax County Circuit Court for approximately 10
years. Mr. Klein received his undergraduate degree from the State University of New York at Buffalo in
1972 Center in 1975.and his Juris Doctor from the Georgetown University Law.
Mr. Klein is one of thirty judges and lawyers chosen by Virginia Lawyers' Weekly as "Leaders in the Law
for 2014".

David Marks, Attorney
David Lyndon Marks was born in Fairfax Hospital, grew up in Annandale and currently resides in Fairfax, Virginia.
Mr. Marks attended Annandale High School before graduating from Mary Washington College in Fredericksburg,
Virginia in 1994, with a Bachelor of Arts degree in Political Science. He then received his juris doctor in 1997 from
the T.C. Williams School of Law of the University of Richmond in Richmond, Virginia.
Following graduation from law school, Mr. Marks was first employed by the law firm of Brandt, Jennings, Roberts,
Davis & Snee, PLLC in Falls Church, Virginia, specializing in Insurance Defense and Plaintiff's Civil Litigation. To
better serve his clients and to practice the type of law that helps those have been injured, Mr. Marks founded his
own firm in 2004 concentrating solely on Plaintiff's Personal Injury Law and Medical Malpractice.

Tracy M. Baynard

Tracy joined McGuireWoods Consulting in 1998. She successfully represents private sector clients in
the areas of transportation planning, funding and policy; public-private partnership and innovative
procurement; education policy; technology policy; and land use and economic development before
state and local governments.
She is an integral part of the McGuireWoods Consulting team that has established industry coalitions
that worked along side members of the Virginia General Assembly and the Executive Branch to create
the current legal structure for public-private partnerships and innovative financing in the
Commonwealth of Virginia. She has worked on a number of Public-Private Transportation Act and
Public-Private Education Facilities and Infrastructure Act projects and proposals throughout Virginia,
and continues to advise clients on proposal preparation and project identification. Her clients have
successfully competed to provide parking decks; public education facilities; higher education facilities;
regional jails; public safety centers; an agreement to re-engineer enterprise IT applications for state

Jane Woods opened her own consulting company, Driftwoods Consulting, LLC, in January of 2006 upon
completing a four-year term as Virginia’s Secretary of Health and Human Resources with Governor Mark
R. Warner. Woods also joined the College of Health and Human Services, Department for Health
Administration and Policy at George Mason University in 2006. Prior to 2006, Woods served in the
Virginia House of Delegates and the Virginia State Senate where she chaired the Senate Committee on
Education and Health. Woods’s work in the legislature also included serving as Vice Chair of the Joint
Commission on Health Care as well as numerous other commissions and joint committees.
Before serving in the legislature, Woods taught in the public schools for almost 20 years. Her community
work has spanned from political campaigns to Associate Director of Virginia Girls State; Board member of
the Virginia Health Quality Center; Fairfax Spotlight on the Arts (Immediate Past President); Advisory
Board, Prevent Child Abuse Virginia; the Fairfax Futures and the NoVaScriptsCentral boards; the
AMERIGROUP National Advisory Board and the executive committee of the National Capital Area Council
of the Boy Scouts of America.
Woods graduated from American University (1968) with a BA in education and has managed a small
commercial real estate management company in addition to her work in health care policy and
education. Her graduate work is in education administration, law and business administration.
