Welcome to the 10th Annual
International Industrial Organization Conference
We are delighted to welcome you to the Tenth Annual International Industrial Organization Conference. When the Industrial
Organization Society first launched the IIOC only a decade ago, it was difficult to predict that it would quickly become the
premier venue in North America for frontier research in Industrial Organization, nor that it would be so successful in
attracting scholars and practitioners from around the world. We are pleased to return this year to the nation’s capital, where
the IIOC was held three years ago, and are grateful to George Mason University School of Law for hosting it.
The program is full of papers and presentations spanning theory, empirics, experiments, and policy with participants ranging
from established to emerging scholars. We are particularly happy to continue our tradition of Rising Star sessions on Friday
afternoon and applaud the efforts of Christopher Adams of the Federal Trade Commission and Emek Basker of the
University of Missouri for organizing them. This year’s keynote speaker is Richard Schmalensee - a truly eminent figure in
Industrial Organization who has been a major influence in all facets of the field
We sincerely thank all the members of the program committee who have worked so diligently to put together a great
program for this weekend. We want to acknowledge the work of the IOS Board throughout the year, and Kathy Downey of
Northeastern for helping to ensure a smooth-running conference. We would like to thank our Local Organizing Committee of
Christopher Adams and Joshua Wright who had the vision and the dedication to bring the 10th annual IIOC to the beautiful
Arlington campus of the George Mason University School of Law. We give sincere appreciation to Henry N. Butler and
Jeffrey Smith here at the George Mason University School of Law who have been so gracious and patient in all aspects of
our conference planning. We would like to acknowledge and thank the law students who are assisting with this event. None
of this could happen without the contributions of all these people.
Our sponsors this year are the Analysis Group, The Brattle Group, the Ewing Marion Kauffman Foundation, Google,
Microsoft, NERA Economic Consulting, and the University of Florida’s Public Utility Research Center and Robert F.
Lanzillotti Public Policy Research Center. We are extremely grateful to them for helping to make this event possible.
Further information about our sponsors, the IOS, and Arlington can be found in this program.
We are pleased to announce that next year’s conference will be back in Boston May 17 – 19 at the Boston Park Plaza Hotel.
We hope you will take note of these dates now, and refer to the announcement page later in this program, so you can plan
to join us next year.
Again, our warmest welcome and best wishes for what we feel certain will be a very stimulating and enjoyable conference
and weekend.

1 Geography and Activities
The Arlington Campus of George Mason University emerged in 1979 when the Virginia General Assembly established the
George Mason University School of Law, merging it with the International School of Law, which was housed in the old
Kahn's department store building in Virginia Square. The following year, the university established graduate and continuing
education programs in the same building. In 1999, the School of Law relocated to a new building, a 150,000 square-foot
educational facility, located nearby on the Arlington Campus. That building is the first of a three-phase plan designed to
develop the 5.2 acre site. A new 256,000 square-foot classroom building, Founders Hall, opened in January 2011 and is
used primarily to house the School of Public Policy and auxiliary university services.
It is convenient to three major nearby airports.
Here is how you get back.
 The local cab company is Red Top at 703-522-3333.
 Ronald Reagan National is 20 minutes by cab (the fare is approximately $25 to $30) and can reached on the metro
by taking the Orange Line towards New Carlton and switching to the Blue line at Rosslyn towards FranconiaSpringfield.
 Washington Dulles International Airport is about, 50 minutes away by cab (the fare is approximately $65 to $70).
Alternatively, there is the Washington Flyer Coach Service that will take you in 25 minutes non-stop to the airport
from Metro's West Falls Church Metro Station leaving approximately every 30 minutes. To reach the West Falls
Church from Ballston, take the Orange Line towards Vienna. Call 1.888.WASHFLY for details.
 Baltimore-Washington International Airport is about 60 minutes by cab. Alternatively it is accessible by train from
Union Station, which can be reached by metro by taking the Orange Line towards New Carlton and changing to the
Red Line towards Wheaton
The Ballston and adjacent Clarendon areas (walkable, or one metro stop away) have abundant cafes, restaurants, and
shops.
WHAT IS THERE TO DO?
Arlington Cemetery: It is probably the one thing that Arlington is best known for. It is the former home of General Lee and
now the home of thousands of soldiers from the Civil War to Iraq. You can catch the Orange Line to Roslyn and then change
to the Blue Line one-stop to Arlington Cemetery.
There are plenty of memorials: The Marine Corps Memorial is located in Roslyn, Lincoln Memorial is across the bridge
from Arlington Cemetery, National WWII Memorial is one of the new kids on the "Mall", the Vietnam War Memorial is one of
the most moving of the memorials and is a short walk from the Lincoln Memorial, Jefferson Memorial is located just off the
Mall, and the brand new Air Force Memorial is located near the Pentagon.
There are also the numerous museums and galleries in Washington DC, many of which are free. They also have pretty good
food and some delicious gelato. If you are interested in wandering around then you may want to head to Old Town
Alexandria and if you have the time to venture further afield then you may want to check out Manassas National Battlefield
(of the Civil War), Shenandoah National Park, Great Falls National Park, or Mount Vernon, the home of George Washington.
2 Industrial Organization Society
The Industrial Organization Society (IOS) was founded in 1972 by Stanley Boyle, working closely with Willard Mueller. The
original aim of the IOS was to promote research on antitrust policy, regulatory policy, and competition and market power in
real-world markets. The Review of Industrial Organization, edited by Larry White, is the official journal of the IOS. The IOS
sponsors both an annual award for the Best Paper by a Junior Scholar in the Review, and an annual Distinguished Fellow
Award presented to a leading scholar in the field. In addition to organizing sessions at the annual meetings of the Allied
Social Sciences Association and at other regional meetings, the IOS sponsors an annual International Industrial
Organization Conference in order to accommodate the needs and interests of the burgeoning field.

Review of Industrial Organization
The Review of Industrial Organization, affiliated with the Industrial Organization Society, is celebrating its
thirty-eighth year of publication. Throughout its history, the Review has provided an outlet for empirical and
applied research, while welcoming theoretical work that either originates with a real-world puzzle or has
clear implications for an applied question. The Review is published by Springer Science+Business Media
LLC and appears in two volumes of four issues each per year.
The General Editor of the Review since 2004 has been Lawrence J. White of NYU’s Stern School of
Business. At present the Review has an Editorial Board of twenty-three members listed below. There are,
in addition, special editors in charge of several features that periodically appear in the Review. One recent
feature that has been of wide interest has been an annual “Antitrust and Regulatory Update,” which has
included essays on current policy issues by the Chief Economists of the U.S. Department of Justice’s
Antitrust Division, the Federal Trade Commission, the Federal Communications Commission, and the
European Union’s DGCompetition.
The Review welcomes articles on all aspects of industrial organization, broadly defined, as well as symposia
and special topics. Submissions should be submitted through the RIO/Springer website:
http://www.springer.com/economics/industrial+organization/journal/11151. Further information about the
Review and submission guidelines can be found at that website.
