H.E. Dr. Khalid Al-Sultan, is Rector of King
Fahd University for Petroleum and Minerals
(KFUPM) and currently serves as a member
of the Saudi Aramco Board of Directors. In
addition, he has also served in the capacity
of Deputy Minister for Educational Affairs
in the government of the Kingdom of Saudi
Arabia.

H.E. Dr. Muhammed Al-Jasser is the
Saudi Minister of Economy and Planning.
Previously, he served with the Kingdom’s
Ministry of Finance and with the Saudi
Arabian Monetary Agency. He was a key
figure in devising the Kingdom’s response
to a series of economic challenges over the
past decade.

Remarks
Mr. Khalid A. Al-Falih took office as
President and Chief Executive Officer of
the Saudi Arabian Oil Company (Saudi
Aramco) on January 1, 2009. With 55,000
employees, Saudi Aramco is an integrated
global petroleum company and the leading
industrial enterprise in the Kingdom of
Saudi Arabia.

H.E. Dr. Mohammed I. Al-Suwaiyel, is
the President of the King Abdulaziz City
for Science and Technology, which is a
government institution in Saudi Arabia
charged with the development of science
and technology. He has held the rank of a
minister in the Saudi government since July
2007.

Saudi Vice Minister of
Education: Developing General
Education in the Knowledge
Society
H.E. Dr. Khaled Al-Sabti is the Saudi Vice
Minister for Boys’ Education and the
Secretary General of the King Abdulaziz
and his Companions Foundation for
Giftedness and Creativity (Mawhiba). He
led the establishment of the National
e-Government Program (Yesser) and the
first National Information Technology Plan.
Moderator:
Mr. Turki Al-Dakhil is a Saudi
Journalist and has over 23
years of experience in print and
electronic media. He is owner
and manager of Al Mesbar
Studies and Research Center
and Madarek Publishing House
in Dubai. Al Dhakhil anchors
“Edaat,” a popular chat show
on Al-Arabiya channel. The
program has received multiple
awards from various media
festivals and forums in the best
talk show category. Regarded as
an eminent authority in radio, Al
Dhakhil has served as a political
correspondent for Radio Monte
Carlo and Radio MBC FM. Turki
Al Dakhil was listed among the
most influential Arab figures by
the Arabian Business in 2007,
2010 and 2011. In November
2012, he was ranked 29th on
the list of the world’s 100 most
powerful Saudis by the Arabian
Business.

Mr. Éric Falt
Assistant Director-General for External

Welcome Remarks on behalf of the
Director-General of UNESCO
He served previously as Director of the
Outreach Division of the United Nations
Department of Public Information in New
York, which aimed to engage and educate
people and their communities around the
world in support of the United Nations.
Éric Falt is the Assistant DirectorGeneral for External Relations and
Public Information at the United Nations
Educational, Scientific and Cultural
Organization (UNESCO), based in Paris.
From 2002 to 2007, Mr. Falt was Director
of Communications for the United Nations
Environment Programme (UNEP), based at
its headquarters in Nairobi, Kenya.
He oversees the work of the Organization
in the political field, with Member States
in particular, and coordinates activities
geared towards civil society. He also
guides the Organization’s communications
and public information efforts.

Throughout the 1990’s, he also served as
Director of the UN Information Centre in
Islamabad, Pakistan and in peacekeeping
and humanitarian operations in Iraq, Haiti
and Cambodia.
Before joining the United Nations, Éric Falt
served in the French Ministry of Foreign
Affairs in Chicago and in New York.
A Brief on TAQNIA
Dr. Ahmed Al-Yamani, Chief Operating
Officer at TAQNIA
Dr. Ahmed Al-Yamani is the Chief Operating
Officer at TAQNIA, a public investment
fund company in charge of developing
technology alliances with international
players, investing in technology companies,
and commercializing science and
technology research. He worked as the
Vice Secretary General for Sustainable
Development and Authority Affairs at the
Economic Cities Authority.
Moderator:
Mr. Jamal Khashoggi is a
Saudi journalist, columnist
and author, as well as
the general manager of
Al Arab News Channel.
He previously served as a
media aide to Prince Turki al
Faisal while the Prince was
Saudi Arabia’s ambassador
to the United States. He has
a BA from the University of
Indiana. He has served as
editor of the leading Saudi
daily newspaper Al-Watan.

Dr. Osama Bin Hussein Mansouri is Senior

and Planning. Dr. Mansouri previously served
as Director General of the Makkah Province
Branch with the Ministry of Economy and
Planning. He also was an Assistant Professor
at the College of Engineering of King Abdul
Aziz University. Dr. Mansouri has a Ph.D. in
Construction Management.
Dr. Hanadi B. Ahmed Baghdadi is the Vice
Dean of Community Services and Sustainable
Development at the University of Dammam.
She is currently an assistant professor with
Dammam University’s Science Faculty. She
has extensively researched the both modern
and traditional scientific methodologies and
has worked in social services for sustainable
development.

Dr. Saad Haj Bakry, Professor King Saud
University
Dr. Saad Haj Bakry is Professor in the
Department of Electrical Engineering at King
Saud University, Riyadh, Saudi Arabia, where he
has been a member of the academic staff since
1980. He holds a Ph.D. in computer controlled
networks. Interests include: planning, design
and optimization of information networks;
corporate IT governance and the knowledge
society.

Saud is the Vice-President for the Research
Institute at the King Abdulaziz City for
Science and Technology (KACST).
He is Chairman of the Supervisory
Committee of the National Science
and Technology Plan and Chairman
of the Supervisory Committee of the
King Abdullah Initiative for Solar Water
Desalination.

co-director of the Center

Dr. Haifa Jamal Allail, President of Effat
University
Dr. Haifa Jamal Allail joined Effat University
in 1998 and began her tenure as President
in May 2008. She is one of the winners of
1000 Women for the Nobel Peace Prize
2005 and the winner of the Distinguished
Arabian Woman Award in 2005. A
respected author and researcher, she is well
known for her expertise in privatization,
and women’s empowerment and teaches
public administration and public policy. the
Kingdom Women in Leadership Award.

Mr. Fuad Therman, Director of the King
Abdulaziz Center for World Culture
Mr. Fuad Therman is the Director of the
King Abdulaziz Center for World Culture.
He has 20 years of experience in Saudi
Aramco, focusing in the areas of corporate
communication, citizenship strategy and
promotion of knowledge and cultural
innovation. The Center is a Saudi Aramco
initiative to develop a large grassroots
cultural institution in Dhahran to promote
knowledge, creativity and cross cultural
engagement.
The United Nations and the Nexus
between Knowledge Society and Human
Development
Mr. Paolo Lembo, United Nations Resident
Coordinator in Saudi Arabia
Mr. Paolo Lembo is UN Resident
Coordinator and UNDP Resident
Representative in Saudi Arabia. He has also
served as Director of the Regional Centre
for Arab States of the United Nations
Development Program. He was previously
UN Head of Mission in a number of states

Sini is Editor-in-Chief of
Arabic Magazine. His Ph.D.
degree is in linguistics. He
spent time teaching before
becoming involved in
teacher training. He moved
from the educational sector
to work on newspapers and
has edited the prestigious
daily Al-Watan.

of the Knowledge Society: Regional Perspective:
Framework of Arab Knowledge Society
From a regional perspective, the focus will be on the
foundation and progress of the Knowledge Society
in the Arab world, including issues related to media
and information literacy and the production and
dissemination of Arabic knowledge content.

Dr. Soliman Abdel Moniem, Professor,
Alexandria University, Egypt
Dr. Soliman Abdel Moniem is currently a
professor with Alexandria University and
was formerly the Secretary General of
the Arab Thought Foundation and has
worked with the UNDP and Arab League.
He also writes with the Egyptian Al-Ahram
newspaper and has written a novel and a
collection of stories.

Dr. Ilham Laaziz, Director of the GENIE
Program, Moroccan Ministry of Education
Dr. Ilham Laaziz is currently Director of the
GENIE Program with the Moroccan Ministry
of Education. In addition to working with
her government on the integration of ICT
into education, she has worked on water
processing projects and in cooperation with
the European Union on R&D.
Information Technology as an Enabler to
the Regional Knowledge Economy
Dr. Mamdouh Al-Najjar, Deputy General
Manager, Corporate Social Responsibility,
Microsoft Saudi Arabia
Dr. Mamdouh Al-Najjar is Deputy GM,
CSR Microsoft Arabia, a position he has
held since 2009. He studied computing
at the KFUPM in Dhahran and gained his
doctorate in Illinois Institute of Technology
in Chicago.
He was previously Head of ICT at KFUPM
and a member of the university’s board.

and research, he studied in Dundee and
Birmingham and taught in the latter for two
years after gaining his doctorate degree.
Mr. Fariz is a strategic socio-economic
planner with extensive international
experience in the Arab region and in Asia.

H.E. Professor Nasser David Khalili, UNESCO
Goodwill Ambassador is an Iranian-born
academic and former art dealer who owns
one of the world’s largest private collections
of Islamic art, with more than 20,000 pieces
spanning 1,400 years. Professor Khalili now
lives in London as a dual U.S.-British citizen.

Mr. Ahmed Abu-Zayed is an honorary
research fellow, King Abdulaziz Center for
World Culture.
He is an honorary research fellow at the
UK’s University of Exeter. He was the
Heritage Library Director with the Qatar
Foundation, and previously the head of the
Arab World Documentation Centre.

Wes is a businessman and
international development
strategist with experience
in Africa, Asia, Europe, and
the Americas, including the

technologies. He was previously the

Information and Communication Centre
(AMIC) in Singapore.
