MATERIAL PROCUREMENT
I.
PURCHASING PROCESS
The Person in charge of purchasing shall practice, based on the “purchasing procedures”, as
follow to ensure that the products to be purchased conform to the requirements and
specifications :
a. The suppliers/contractors, description and specifications of the materials and/or equipments
to be purchased shall be determined according to the effect to the design and the need for
the construction works.
b. The suppliers/contractors shall be evaluated and selected based on their competency to
manufacture and/or supply of the materials and/or equipment according to the requirements.
c. The procedures of selection, evaluation and re-evaluation shall be provided in the
“purchasing procedures”. Re-evaluation shall be made regularly to review the list of the
suppliers/contractors, etc.
The records of the evaluation results and necessary measures to be taken from the evaluation if
any shall be maintained.
II.
PURCHASING INFORMATION
The Person in charge of purchasing shall make clear and prescribe the information of the
products to be purchased in the purchase document. When necessary the following matters shall
be included :
a. Requirements on the products, procedures, processes and approval of the facilities.
b. Requirements on the eligibility including the qualifications of the members.
c. Requirements on the quality management system.
The Person in charge of purchasing shall confirm, before informing the suppliers/contractors,
that the purchasing requirements prescribed are appropriate.
III.
VERIFICATION OF PURCHASED PRODUCTS
The Person in charge of purchasing of the purchased products shall perform, based on the incompany inspection procedures, necessary inspection or other activities to verify the purchased
products to ensure that the purchased product satisfy the purchasing requirements.

TRANSPORTATION OF THE MATERIALS/EQUIPMENTS
The construction equipment/materials will be mobilized to the site by either trailer or Dump
Truck. The tired wheel equipment, such as Dump Trucks, Truck Mixers, etc. will be driven by
their own power. While some other small equipment like concrete vibrators, water pumps,
concrete mixers, generator sets, etc. will be mobilized by Trucks and heavy equipment by Trailler
via existing Public Road (Like Excavator, Pontoon, etc).
The equipments, plants and materials will be mostly supplied and mobilized from the origin place
through the national highway, province roads and regency roads until the stock yard material
area in the project location.

QUALITY CONTROL, TESTING AND MONITORING OF WORKS
I.
GENERAL
The quality control activities shall be performed by means of checks, test and/or inspection in
accordance with project specification and drawings. This plan is established to secure the
requested quality, and to manage the quality of the Project.
II.
QUALITY CONTROL ORGANIZATION
QA and QC Department will be established in the Project Office and have two (2) duties. One is
the testing and another one is the inspection. QA/QC Department becomes the high independent
department from other construction departments, to secure the requested quality and to keep
fairness of the test and inspection results.
III.
TESTING
QA/QC Department shall carry out various tests, with regards to the quality of the material for
this construction project and the field condition before next construction process.
The Laboratory Team shall carry out tests in accordance with the project specification.
The guarantee that our product fulfill the quality standard according to the specification we will
assign a capable quality control staff in the engineering department, sufficient laboratory
equipment and tools, qualified material supplier, qualified materials, and also an exact working
method to result the quality product. Before the execution of the project we will order the
materials, in accordance with the requirement as designated in the technical specification. We
will also submit the brochures and certificate of testing of materials from the manufacturer to the
Engineer for approval. Generally, we will follow and fulfill the legal requirements, especially the
ASTM standard.
Each time of the materials arrival on site, we will do some related test to them. The test will refer
to the standards designated in the technical specification. In addition, the quality of the product
during the execution will be tested as well. The quality control staff will do those above tests,
and then the result will be reported to Engineer.
In the event that test could not be carried out by that equipment in our laboratory, the test will
be undertaken to a testing agency in accordance with the Engineer’s approval.

INSPECTION
QA/QC Department shall carry out various inspections, for material carried in, the result of
material test and field inspection during the execution of this project. The inspection team shall
carry out inspections in accordance with the project specification.
If the QA/QC Department detects non-conformance material or procedure, the QA/QC
Department can stop the work that corresponds. That non-conformance work shall be correct
immediately and can not be restarted without confirmation of the QA/QC Department.

PROGRESS CONTROL
Firstly, the Contractor prepares the original construction program within several time (day) after
receiving the Letter of Acceptance. The program shall follow the requirements in the Specification and
Contract. Once the project schedule has been determined and construction is started, the CPM Plan must
be monitored and updated accordingly.
Weekly and monthly schedule with schedule meetings shall be utilized to maintain the original
construction schedule prepared by the CPM. The Contractor’s engineering and construction staffs shall
periodically monitor and check construction progress under the following monitoring procedure.
The effort to achieve the project goal will be strictly controlled with the above procedure. In case any
delay causes by our fault which threat to extension of overall time schedule, we will immediately take
action by supporting additional source required such as equipment and man power. So that the works
still remain could be completed the time proposed.

Safety Management Plan Program is established to complete the Project safely. The accident prevention

primary purpose of this plan is to ensure that the safety rules and regulations are efficiently implemented
protecting all workers, staff and the public affected by this project against danger or possible injury both
minor and fatal.

HIV/AIDS PREVENTION PROGRAM
(a) Any workers who are under the Contractor's control and on the Site in connection with the Contract,
including any workers who are under the control of any person or entity to whom the Contractor has
sub-contracted any obligations under the Contract other than those responsibilities set out in this
Sub-Clause.

HIV Prevention Program means an HIV prevention program such as :
Promotion of condom use
Test and treatment of Sexual Transmitted Infection (STI)
HIV/AIDS education through peer education
Volunteer Counselling and Testing.
(c) The Contractor is responsible for implementing an HIV Prevention Program among the Contractor's
Employees (and the local community) for the duration of the Contractor's contract and commencing
as soon as practicable after the Contractor's Employees arrive at the Site/s in conjunction with
occupational health staff of the Contractor and the local health authorities involved in HIV / AIDS
prevention.
(d) The Contractor may sub-contract with a Service Provider in the case that he/she will riot be able to
implement the Program; when sub-contracting with the Service Provider; the Contractor gives any
representative of the Service Provider and the Employer all reasonable access to the Site in
connection with the HIV Prevention Program.
(e) The Contractor instructs the Contractor's Employees to participate in the HIV Prevention Program in
the course of their employment and during their normal working hours or any period of overtime
provided for in the relevant employment contracts.
(f)
The Contractor does nothing to dissuade the Contractor's Employees from participating in the HIV
Prevention Program.
Reporting of Accidents
The Contractor shall report to the Engineer details of any accident within one day after its occurrence. In
the case of any fatality or serious accident, the Contractor shall notify the Engineer immediately by the
quickest available means.

ENVIRONMENTAL CONSIDERATIONS
I.
GENERAL
Environmental protection is one of our major concerns during any construction activity, and it is
PT. Brantas Abipraya (Persero)’s primary consideration in the Project, with the ultimate goal of
causing no harm to the environment.
PT. Brantas Abipraya (Persero) shall take all necessary measure to protect environment from the
incidents caused by construction activities.
PT. Brantas Abipraya (Persero) shall observe and comply with all Environmental Regulations
imposed by the Government of the Republic of Indonesia, or by those having jurisdiction over
the Site.
II.
TYPE OF IMPORTANT IMPACT TO BE MANAGED
Based on the result of environmental impact assessment as describe in its document, types of
important impact should be mitigated during each project stages, area is follow:

ENVIRONMENTAL MANAGEMENT DURING CONSTRUCTION STAGE
Important negative impact of laborers mobilization is social anxiety.

The source of impact is laborers mobilization and Dump Truck transportation from out
site area.

The impact indicator is social complaint and conflict in community cause by not excellent
with project activity.
3. Objective of Environmental Management
To prevent social anxiety this can stimulate social conflict between local laborers and
immigrated laborers.

4.1. First priority of job opportunity should be given to the local laborers. This can be
done by giving clear information to local people concerning laborers needed by the
project.
4.2. To give information and guidance to immigrated laborers, concerning culture and

PUBLIC CONSULTATION AND SOCIALIZATION (SOCIAL CONSIDERATIONS)
I.
GENERAL
The Contractor shall carry out Public Consultation and Socialization meeting with the farmers and
persons who will be influenced by the Works at each village prior to the commencement of the
tertiary and land development works in order to avoid conflict with farmers and persons
concerned and to get their understanding for the Works. The Contractor shall also invite their
participation into the tertiary and land development activities.
II.
MEETING
The meeting shall, at least, consist of two (2) stages namely stage I Meeting and Stage II
Meeting. The minimum requirement at respective meeting shall be as follows :
1.
Stage I Meeting
The target group shall be at village level at least one (1) month before the commencement
of the Works. The Contractor shall present and explain about the overall work schedule
and work method at the village level as follows :
a. Survey Works :
(i) staking out survey,
(ii) topographic survey for land development, and
(iii) route survey for Project location, and existing Road.

Work Method and Work Schedule :
(i) survey works,
(ii) construction of Dredged and Sheet Pile,
(iii) construction of related structures, and
(iv) land development works.

Environment protection and safety program during the construction works.

Participation of village people for the construction works.
Stage II Meeting
The target group shall be at tertiary canal or tertiary block level consequent to the Stage I
Meeting. The meeting shall be carried out at least one (1) week before the commencement
of the Works. The contents of meeting are same as that of Stage I Meeting and further
details of works and schedule shall be presented and explained to the persons concerned.
The overall schedule of the Public Consultation and Socialization meeting at respective
village shall separately be prepared and submitted to the Engineer for approval
synchronizing the Programmers prescribed in Clause 18 of the General Specifications
herein together with the Program.
The schedule and contents of Stage I Meeting and Stage II Meeting, including material for
the meeting, shall be submitted to the Engineer for approval (or concurrence) at least two
(2) weeks before the meetings unless otherwise directed by the Engineer. The results of
Public Consultations and Socialization shall be reported to the Engineer within two (2)
weeks after the meeting.

1.1.1. Existing Roads and Transportation Facilities
Access to the Site can generally be achieved via the network of public roads and streets
in the vicinity of Site.
The Contractor will use the existing road for the works.
The Contractor shall fully inform himself of the conditions of roads, traffic conditions and
traffic regulations with respect to gaining access to the Site for the purposes of
performing the Works and shall take all necessary actions to ensure availability of access
to the Site as required.

Dredging and Embankment of Ciliwung-Gunung Sahari Drain & Waduk Melati Sub-Project, DKI
Jakarta.
Time for Completion is 730 days and Defects Notification Period is 180 days
The main elements of the Works to be completed under this package shall consist of, but not
be limited to, the following:

4. TECHNICAL CONCTROL / SITE MANAGEMENT and TRAFFIC MANAGEMENT
TECHNICAL CONCTROL
Technical Control is a process of activities performed to ensure the results of work in accordance in
the contract documents. Result and Quality will be realized in the form of Premary hand Over
Certificate (PHO) Final Hand Over (FHO).
In Technical Control, Before – During – After (Begining – Process construction – Finish), as according
to;
4.1. Work Contract

5. DETAIL CONSTRUCTION METHOD
5.1. General

Description
Upon the signing of the contract, the contractor for with initiate site activities by first
mobilizing and demobilizing (preliminary works) of works including :
1.1. Mobilization of the contractor’s personal who are competent and experienced,
consisting of office staff site personal as according to the key personnel list proposed

1.3. Board of Project name and Fence of Base Camp

1.4. Mobilization of equipment among others : genset, theodolite and water pass,
Excavator, Pontoon Service Crane, etc, as required in the tender document.
1.5. Site Survey Works
Description :
Initial survey to check the reference poles (Bench Mark Point) will be performed jointly
with the Consultant and the Engineer immediately after the contract is signed or after the
issuance of Notice to Proceed.
The measurement will include:
 Checking of reference points (BM) by measuring the polygon and water pass in order to
find the actual (x,y,z) coordinate of the BM points, which will be compared to the BM
points data as seen on the drawing, from where could be seen weather it is still in good
condition or not.
 The construction/installation of the temporary BM to facilitate staking out during
performance of work.
 Surveying must be carried out by Surveying team using equipment as follows :
- The Total Station or EDM for the measuring of polygon.
- Automatic Wild Nak level complete with its static and measuring aluminum measuring
rods (4m) for the water pass measurement.
 The result of Measurement will be reported to the Consultant and the Engineer for
comments and approval.
 Further, the result of measurement will be applied for preparation of shop drawing,
calculation MC0 volume (special for existing structure), also as reference for
implementation of the physical work.

1.8. Documentation and Project Administration
During project needs a portrait photo documentation of construction from 0% to 100%,
which is collected in an album for weekly and monthly reports or determined according to
technical specifications and will be submitted to the project owner.
All administration of the project; Contract work, Licensing, Shop drawings, Work Request ,
Work Progress in daily, weekly and monthly, correspondence, As build drawing, Archiving,
documents relating to the Construction, etc carried out by the contractor with systematic,
neat and accurate to implement procedures that exist on ISO’s Standard by Contractor’s
ISO Standard
1.9. Environmental response and Licensing / Permit
Contractor will permitting that relates directly or indirectly to the Related Parties, either
Party Government and private parties / outside Government Agencies (also relevant
parties around the project / socialization), It is important to ensure of "Clear of process "
Construction in order to get “on time schedule / schedule of Construction. In the Permit

accidents or hazards that may be going on in the construction
process. This equipment shall be used by some one who
works in a construction environment. This equipment shall be

protective equipment or personal protective equipment (PPE),

1. Work Clothes / Dungarees

A. Work Preparation.
A.1. The Work consist of the construction of all concrete structure
A.2. The Mixture material (cement, sand, aggregate) are delivered from supplier to work
location and storage. Concrete Production by Batching Plant.
It’s delivered to work location in the form of concrete ready mix and delivered by
Truck mixer.
During delivery, mixer cylinder in truck mixer continue to rotate to mixing the mixture
with rotation which is qualified so that the condition of the mixture has good quality
and it’s not run dry.
For storage of cement, done a special treatment. It’s storage in a weatherproof sheet
that is airtight, and has araised wooded floor (about 30 cm), which is covered with
polyethylene sheeting. At all times stack of cement bags to be kept covered with an
envelope of polyethylene sheeting.
A.3. Used Concrete quality as according to concrete quality which asked in tender
document and relative to Standard as below;
- AASHTO T141, T23, T126, T22
- Another Standard as asked/ as according to tender document
A.4 Used Portland cement type as according to request of tender document.

A.5. Water used in mixing, curing, or other designated is clean, and free from harmful
matter such as oil, salt, acid, alkali, sugar, or organic materials.

B. Mixing and production
B.1. The material proportional of Mix design using method of determined standard in

B.4. Mixing :
B.4.1. The Concrete is mixed in a mechanically operated machine (Batching Plant)
B.4.2. The mixer is equipped with adequate water storage and device for accurately
measuring and controlling the volume of water used in each batch.
B.4.3. The mixer is first charged with the catches aggregates and cement, and the
mixer started, before any water is added.
B.4.4. The time of mixing is measured from the moment water is introduced into the
material dry mix.
C. Placement.

dilakukan secara manual apabila diameter pipa cukup besar untuk akses pekerja galian dan kondisi
tanah cukup stabil.

2.1. Persiapan Starting Pit & Ariving Pit
Starting/Driving Pit adalah titik dimana Peralatan Mesin dipasang guna mendorong pipa selama
pekerjaan jacking dilakukan. Sedangkan titik tujuan dinamakan Arriving Pit/Receiving Pit, yang
digunakan untuk mengangkat kembali mata bor & pilot tube.
Secara berturutan dan bila dimungkinkan Arriving Pit akan menjadi Starting pit untuk pekerjaan
jacking section berikutnya.

Setelah pekerjaan Starting Pit & Arriving selesai, mesin jackin mulai dipasang, Tipe Mesin
Jacking yang dipilih perlu disesuaikan dengan ukuran diameter pipa, dan kapasitasnya
disesuaikan dengan gaya dorong yang diperlukan.
Pada umumnya peralatan mesin jacking terdiri dari: trusting block / hydraulick jack, guide rails,
steel pressure plate, power pack, steel trusting ring, jacking shield / pilot tube, conveyor belt /
slurry hose, dan control panel untuk operator mesin.

setelah pilot tube masuk kedalam tanah, maka pipa pertama dipasang, kemudian pemboran
dilakukan secara menerus sementara pipa didorong perlahan

Pembuangan tanah hasil dari pemboran dibuang melalui conveyor, untuk type mesin lainnya

berbentuk slurry dan dibuang melalui pipa pembuangan.
Pembuangan tanah untuk cara manual dapat digunakan trolley.
Kecepatan pemasangan pipa jacking tergantung pada diameter pipa dan kondisi tanahnya,
umumnya 1 s/d 6 pipa per hari (8 jam kerja).

Guide frame akan dipasang dengan urutan pemasangan frame dasar,frame samping ,lintel beam
dengan uraian sebagai berikut :
1.1. Seal Beam (Frame Dasar )
 Sebelum pelaksanaan pemasangan pastikan kondisi , lokasi yang akan dipasang dalam
kondisi kering atau bebas dari air bila kondisi Penempatan seal beam masih ada air buat
kisdam sehingga untuk menampung air dan alihkan air tersebut sehingga tidak
mengganggu proses pemasangan seal beam.

 Setel frame dasar dengan frame samping sesuai dengan gambar kerja yang telah

 Setelah selesai proses pemasangan guide frame ,akan diadakan pemeriksaan secara
bersama dengan Pengawas Proyek ,dan Konsultan untuk dilanjutkan pelaksanaan
pengecoran kedua (second concrete)
 Selama dalam proses pengecoran akan selalu diawasi oleh Kontraktor Mekanikal untuk
menyakinkan tidak berubahnya suatu dimensi dari frame.
 Pemeriksaan ulang setelah dilakukan pengecoran yang telah dilaksanakan oleh kontractor
meyakinkan tidak ada perubahan dimensi.

Construction Method :
 Pemotongan Tiang Pancang diawali dengan melakukan pemotongan
elevasi top kepala tiang dengan menggunakan gerinda potong yang
dimaksudkan untuk menunjukkan batas potongan agar pembobokan
rapi tidak melewati batas potongan.
 Diatas batas potongan tersebut pembobokan tiang dilakukan secara
manual (Godam, Betel dsb) hingga batas besi tulangan yang harus
masuk ke poer .
 Kemudian besi dipotong menggunakan gergaji besi dan sisa tiang
dibuang ke disposal area.
 Untuk tiang pancang baja, pemotongan dapat menggunakan Mesin
Las.

A. Work Preparation.
A.1. The Work consist of the construction of all concrete structure
A.2. The Mixture material (cement, sand, aggregate) are delivered from supplier to work
location and storage. Concrete Production by Batching Plant.
It’s delivered to work location in the form of concrete ready mix and delivered by
Truck mixer.
During delivery, mixer cylinder in truck mixer continue to rotate to mixing the mixture
with rotation which is qualified so that the condition of the mixture has good quality
and it’s not run dry.
For storage of cement, done a special treatment. It’s storage in a weatherproof sheet
that is airtight, and has araised wooded floor (about 30 cm), which is covered with
polyethylene sheeting. At all times stack of cement bags to be kept covered with an
envelope of polyethylene sheeting.
A.3. Used Concrete quality as according to concrete quality which asked in tender
document and relative to Standard as below;
- AASHTO T141, T23, T126, T22
- Another Standard as asked/ as according to tender document
A.4 Used Portland cement type as according to request of tender document.

got from river / source of nature and have got approvalof directors and have tested
Clean sand, free from clay, rock, materials of organic and alkali and other materials
able to destroy quality of concrete.

B. Mixing and production
B.1. The material proportional of Mix design using method of determined standard in
technical specification and in accordance with the limits given in table in technical
specification in tender document.

B.4. Mixing :
B.4.1. The Concrete is mixed in a mechanically operated machine (Batching Plant)
B.4.2. The mixer is equipped with adequate water storage and device for accurately
measuring and controlling the volume of water used in each batch.
B.4.3. The mixer is first charged with the catches aggregates and cement, and the
mixer started, before any water is added.
B.4.4. The time of mixing is measured from the moment water is introduced into the
material dry mix.
C. Placement.

To ensure that any material to be used has to meet the requirements of the specification
and the production process has complied with the procedures specified in the
requirements specification and any outcome of any work actually meets the
requirements of the specification and drawings, required a Project Quality Plan (Project
Quality Plan) by Technical Specifications.
To ensure the implementation of the Quality Assurance system, need a means of quality
control is to perform Internal Quality Audit and External Quality Audit conducted
periodically during the contract period.
Technical Aspects of Safety and Security Asset
In this construction, specially in technical aspects of safety, contractor will implement
"Procedure of Implementation of K-3".
For Operating Procedures K-3 and Labor, Contractor / Service Provider using the
procedures specified work and has received Certificate Management System Occupational
Health and Safety from the Department of Labor of the Republic of Indonesia and OHSAS
Certificates.
In terms of security of assets, contractor will work with the relevant security forces, the
internal security of the use of a reliable force in the field.
Insurance Program will also provided at starting time, during construction and final
construction of project according technical specification / tender documents.

Critical anticipation
To ensure of Construction can be completed on time, time perion as determined by Time
Schedule, translated again to schedule two (2) weekly, weekly to daily.
Monitoring of daily Schedule will be executed every day and always in "Up Date" by
Construction on work site, if delay of construction on that day, delay should be replaced
the next day, for example by adding working hours or other means so that delays can be
met.

For the construction that not be detailed in this construction Method, will be constructed as according to;
- All detail and construction sequence will reference and as according to Construction Sequence was
described in “technical specification” in tender document, include the addendum document (if any),
which apart of tender document

All construction reference and use and will
meet all standards specified in the "Technical
Specifications" in the tender document including additional documents / addendum (if any) and other
applicable standards in the Republic of Indonesia.

1. Proposed Location and Layout of Office, stores, Contractor’s Equipments areas and Access
This project, Base on location Project ( Waduk melati and Gunung Sahari Drain), contractor will build
on 2 location

1. Problem

- Contractor will rent from the owner while in the process of rent
will be assistant by Owner and other determined.

After Approved by both of parties, contractor will constructed of
base camp with accessories required

Around location of base camp will be given zinc fence as a barrier
(with entrance-exit) are painted and given a logo contractors and
other symbols required

If Possible, Contractor keet can be rent for any building on there.

Contractor’s Temporary Facilities according to the specifications in the tender documents such
as : Board of directors with dimension as according in BQ, the contractor’s office, the material
warehouse, material storage, site water supply, communication apparels , the project’s name

3. Location of Temporary access Roads and Pipeline routes is any
- Access to the Site can generally be achieved via the network of public roads and streets in the
vicinity of Site.

The Contractor will use the existing road for the works.

The Contractor shall fully inform himself of the conditions of roads, traffic conditions and traffic
regulations with respect to gaining access to the Site for the purposes of performing the Works
and shall take all necessary actions to ensure availability of access to the Site as required.
4. Traffic Diversions
- In this Project, there is no Diversions, Only Traffic Management for Handling and Hauling to
disposal area

1. Board of Project name and Fence of Base Camp
Board of Project name
Board of Project name made of Multiplex or Aluminum Plate and Frame of wood beams inscribed
project name, project number, Project Cost, Fiscal Year and name of contractor or determined in
accordance with the technical specifications.
Base Camp’s Fence.
Base camp Needed Fence with determined Location (near / close with
public ). Fence is made by zinc waves minimum 180 to 200 cm of the
soil surface with a wood frame or other specified technical
specifications. Safety fence is intended to facilitate surveillance and
patrolling the incoming material and facilitate the control of the
environment and out of base camp.
Material and Tools were needed for this work :
a. Materials : Borneo Wood 5/7, Zinc waves BJLS 32, paint and anchor
b. Tools
Construction Method :
- Cutting of Kaso wood as according to Height of Plan of fence as base of fence, forming as
determined so that fence can stand up.
- Installing of Fence on kaso wood already stand around base Camp
- Painting the fence with contras color.
2. Water Supply Work Water and Electricity Work
Water Supply by boring well or PDAM, for working and water in Base camp environment, clean
water from sludge, oil and other chemicals for the purposes of sanitary workers. Waste Discharge /
Dirt, with the waste stream into a Septic tank
Supply of electric by temporary connecting of PLN during construction or supply electric with self
by Genset with enough power during construction
3. Environmental response and Licensing / Permit
Contractor will permitting that relates directly or indirectly to the Related Parties, either Party
Government and private parties / outside Government Agencies (also relevant parties around the
project / socialization), It is important to ensure of "Clear of process " Construction in order to get
“on time schedule / schedule of Construction. In the Permit Process, contractor will require
cooperation and assistance of owner to facilitate of permitting process related.
