EXPANDING HOUSING OPPORTUNITIES ADDENDUM
The Rental Unit Listing is our list of owners who are known to BVCOG who
may be willing to lease a unit to you or help you find a unit. If your family
includes a disabled person, you should refer to the ADA-Accessible Rental
Unit Listing. You are under no obligation to only use BVCOG’s Rental Unit
Listing during your search for a unit.
The BVCOG Rental Unit Listing is our primary resource for helping you select a unit. It is
available on our website at www.bvcog.org and can be provided to you in person here in our
office. It will also be provided to you at the time your voucher is issued by BVCOG. This
Rental Unit Listing has units on it that are within and outside areas of minority and poverty
concentration. The Listing is updated once a month on the 1st of the month using our local
newspaper, on-line resources, and existing owners who participate in the program.
We encourage you to select a unit outside areas of minority and poverty concentration. Maps of
Bryan and College Station with shaded areas of minority and poverty concentration are included
for you in our Voucher Issuance Packet which you received when you were issued your voucher.

During your search for a unit, you should check the unit’s location with these maps before
making a decision to rent the unit. You may also use other means of finding a unit such as local
newspapers, flyers in grocery stores, real estate locators, and searching in neighborhoods looking
for-rent signs. There are many other online listings. For example, a Google search for College
Station, Texas apartment rentals will pull up a list of multiple websites for you to use. We also
encourage you to search the many sources on the Internet including:

Choice Voucher Program with the tools they need to find the very best educational opportunities
for their children. When a parent chooses a home, they also choose the teachers, parents and
resources in their neighborhood school. The website at www.greatschools.org uses housing as a
platform for educational opportunity by providing parents with greater access to critical school
information that will help put their kids on the path to success. The service provides easy-tounderstand information about schools in our communities.

HUD’s new Location Affordability Index (LAI) estimates the percentage of a family’s income
dedicated to the combined cost of housing and transportation in a given location. Because what is
“affordable” is different for everyone, you can choose among a diverse set of family profiles—
which vary by household income, size, and number of commuters—and see the affordability
landscape for each one in your neighborhood, city, or region.
The housing and transportation cost estimates indicate how much a particular household profile
would pay if they lived in a given block group between 2006 and 2010. To customize your
housing and transportation expenses using current market costs, use My Transportation Cost
Calculator.
HUD’s My Transportation Cost Calculator allows you to customize data from the Location
Affordability Index by entering basic information about your family's income, housing, cars, and
travel patterns. The customized estimates can give you a better understanding of your own
transportation costs, how much they would differ in other locations, and how much they are
impacted by individual choices, allowing you to make more informed decisions about where to
live and work.
When you have selected a unit to rent, please check the level of crime in the area with the local
police department before making your final decision. There are also three on-line services which
can help you identify the crime rate in the neighborhood where you are moving:

If you have difficulty finding a unit outside an area of minority and poverty concentration, please
reference our Rental Unit Listing for the most recent available vacant units. It is updated once a
month on the first of the month.
When you select a unit, this is the main step for you to receive housing assistance through the
Housing Choice Voucher Program. You will need to return the Request for Tenancy Approval
and Request for Inspection forms to our office. When you find a unit, or select the unit where
you presently live, you and the landlord must complete and sign these forms and return them to
the BVCOG Housing Choice Voucher Program office when the unit is ready for inspection.
These requests must be submitted before the expiration date of your voucher.
When these forms are returned to BVCOG, your Housing Specialist will review your request to
determine if you are eligible for the unit. If you are eligible, BVCOG will make an appointment
with the landlord to inspect the unit within ten (10) business days from the date BVCOG receives
your request. In order for the unit to be approved for the voucher program, it must meet HUD’s
Housing Quality Standards (HQS) and have a rent that is comparable to unassisted-units in the
census tract or neighborhood of the unit.
If you are not eligible for the unit, a letter will be sent to you and the landlord. The landlord may
choose to lower the monthly rent so you can be eligible for the unit. If the landlord does not
agree to lower the rent, you will need to search for another unit.
When searching for a unit, you are eligible to receive assistance for any
county in BVCOG’s jurisdiction including: Brazos, Burleson, Grimes
(excluding Navasota up to 5 miles outside the city limits), Leon, Madison,
Robertson and Washington (excluding Brenham).
If you would like to transfer your voucher from one housing authority jurisdiction to another,
please notify your designated Housing Specialist. This is called Porting-Out. In order to PortOut of our jurisdiction, you must provide verification that you have resided in BVCOG’s
jurisdiction for at least twelve (12) months prior to your initial application. Please see our
section titled “How Portability Works” in your Voucher Issuance Packet for more
information.
If the 60-day time period on your voucher is about to expire and you have not submitted a
Request for Tenancy Approval and Request for Inspection to BVCOG, you may submit a written
request for an extension of 30-days. Requests for extensions must be received prior to the
expiration date of your voucher. Please see our section titled “Term of the Voucher and
BVCOG Policy for Voucher Extensions and Suspensions” in your Voucher Issuance Packet
for more information.
An extension may be granted only if you can demonstrate a valid reason why you were not able
to select a unit before the expiration of your voucher. In cases of extreme hardship, a second 30day extension may be granted. The second request for an extension must be submitted in writing
as well. The term of the voucher cannot exceed 120 days total.
The time on your voucher is suspended when a Request for Inspection and Request for Tenancy
Approval are submitted to BVCOG and the suspension ends if the unit fails inspection or is not
approved for the voucher program. The suspension time period will be added to the expiration
date of the voucher to allow additional time for you to search for another unit. You will be
notified in writing of the new expiration date of your voucher.
