CALL TO ORDER
Commissioner Kennedy called the Rent Control Board meeting to order at 6:00 p.m.
and recessed to closed session.

RECESS TO CLOSED SESSION

At 6:55 p.m. the closed session recessed and the open meeting reconvened at 7:06
p.m. Following the pledge of allegiance, Commissioner Koury read a passage from the
Twenty-second Amendment to the U.S. Constitution.

REPORT OF CLOSED SESSION
The Board authorized staff to hire outside counsel to handle an employee evaluation
matter.

APPROVAL OF THE MINUTES: October 16, 2008
Commissioner Korade-Wilson, seconded by Commissioner Sklar, moved to adopt the
minutes of October 16, 2008. The motion unanimously passed in a roll call vote.

WRITTEN COMMUNICATION
A. Letter from E. Bronstein.
Commissioner Koury acknowledged and commented on Ms. Bronstein’s written
communication regarding the City Council’s proposed ordinance to restrict smoking in
common areas of multi-family buildings. He also thanked Commissioner Kennedy for
attending the October 28th Council meeting and expressing the Board’s concerns
about this issue.

B. Exemption – Owner Occupancy
1) 1563: 1002-1004 Hill St., Applicants – Rishik
Applicants request an exemption of a three-unit or less property based upon
owner-occupancy pursuant to section 1801(c)(4) of the Rent Control Law.
Recommendation: Grant
Commissioner Sklar, seconded by Commissioner Kennedy, moved to grant the
owner-occupied exemption pursuant to section 1801(c)(4) of the Rent Control Law.
The motion unanimously passed in a roll call vote

PUBLIC HEARING
A. Proposed Regulation 3109 – School District Qualified Special Tax Pass-Through
(Measure R)
General Counsel Michaelyn Jones presented a summary of the proposed
regulation. Commissioner Koury opened the public hearing and Joy Fullmer
addressed the Board. Commissioner Koury closed the public hearing. Following a
discussion, Commissioner Kennedy, seconded by Commissioner Koury, moved to
adopt proposed regulation 3109. The motion passed in a 3-1-1 roll call vote.
Commissioner Sklar voted no and Commissioner Mollica abstained.

The Board moved to receive and file.
