Spring Conference 2015
The annual AAESQ/QESBA Spring Conference is being hosted this year by the English Montreal School Board, from May 21 – 23 at the Quebec City Hilton Hotel.
The theme is “Educational Leadership… a Balancing Act”.
The following commissioners have been registered to attend: David D’Aoust (QESBA), John Ryan, Lina
Chouinard, Kenneth Crockett, Barbara Ednie, Shannon Keyes, Raymond Ledoux, Dianne McKell Eastwood,
Abdul Pirani, and Karin Van Droffelaar.
Administrators in attendance will be: Rob Buttars, Mike Helm, Marc
Brindle, Joanne Daviau, Joanne Henrico, and Daryl Ness.
Commissioners were asked to contact Rob Buttars or
Luisa Benvenuti immediately if they are unable to attend, so that hotel reservations can be cancelled.
Special Council Meeting
A special meeting of the Council of Commissioners will be called for 7:00 pm on Tuesday, May 26 th
, 2015, to celebrate outstanding student citizens of the 2014 ‐ 15 school year.
This meeting will take place in Chateauguay,
at the Howard S.
Billings Mosher Auditorium; public notice will be posted accordingly.

Executive Committee
The next meeting of the Executive Committee is scheduled for Tuesday, May 12 th , 2015 at 17:00 hours in

After reviewing the 2015 ‐ 2016 dates for meetings of the Council of Commissioners of the New Frontiers School
Board, it was moved by Commissioner B.
Ednie that the August 4 th
, 2015 regular meeting of the Council of
Commissioners be cancelled due to the summer vacation period; and that the January 5 th
, 2016 meeting be rescheduled from the first Tuesday to the second Tuesday (January 12 th
, 2016) to accommodate the holiday shut ‐ down; and that the March 1 st
, 2016 meeting be rescheduled from the first Tuesday to the second Tuesday
(March 8 th , 2016) to accommodate the March Break; and that public notices of these adjustments be published in accordance with the Education Act.

After reviewing the 2015 ‐ 2016 dates for Standing Committee meetings of the New Frontiers School Board it was moved by Commissioner L.
Chouinard that the July 21 st
, 2015 regular Standing Committee meetings be cancelled due to the summer vacation period; and that the March 15 th
, 2016 meeting be rescheduled from the
third Tuesday to the fourth Tuesday to accommodate the move of the March Council meeting, and given that
March has five Tuesdays and the move is possible.

2016 ‐ 2017 school years, with the leave taking place in the last 100 workdays of the 2016 ‐ 2017 school year.

On the recommendation of the Human Resources Committee, it was moved by Commissioner A.
Pirani that the Council of Commissioners refuse a request for a 50% leave of absence without pay from employee #1553, a
teacher at St.
Willibrord Elementary School, for the 2015 ‐ 2016 school year to work at MEESR.

Administrative Structure 2015 ‐ 2016 – Modification
Whereas the Director General is proposing a modification to the Administrative Structure for the 2015 ‐ 2016 school year; and whereas consultation has taken place with the New Frontiers Administrators’ Association; and whereas Articles 56 and 57 of the Regulation Respecting Certain Conditions of Employment of Senior Staff of
School Boards provide for a position of “administrative assignment”; and whereas system ‐ wide new challenges exist in programming, laws, processes, and reporting requirements; and whereas the
“administrative assignment” would be assigned tasks that would increase revenues, provide savings, and
administratively support change;
Therefore, on the recommendation of the Director General and with the full support of the Human Resources
Standing Committee, it was moved by Commissioner A.
Pirani that the Administrative Structure for the New
Frontiers School Board for 2015 ‐ 2016 be modified to include a one ‐ year “administrative assignment” position at the board level; and that the “administrative assignment” position be supervised by the Assistant Director
General and provide administrative support to the various departments in specific areas that are related to increasing revenues, particularly in the area of international students, providing savings in areas such as tendering and purchasing, and administratively supporting change; and that the position be reconsidered next year during the administrative structure consultation period.

Therefore, on the recommendation of the Director General, and with the full support of the Human Resources
Standing Committee, it was moved by Commissioner A.
Pirani that Gary Tennant be named to the one ‐ year position of “administrative assignment” effective July 1 st
, 2015; and that the Director General be authorized to sign a letter of engagement with Mr Tennant indicating that he will retain his current classification, salary, and
benefits during this one ‐ year period; and that this position be reconsidered next year during the administrative structure consultation period.

2014 ‐ 2015 school year for the project Hemmingford Elementary – Crawlspace Renovations; and whereas various professional firms were mandated to prepare plans and specifications for said project; and whereas sealed tenders for the above ‐ mentioned project were opened publicly on April 30 th
, 2015 at 2:00 p.m.

Marseille, Secretary; and whereas, after analyzing the bids, the architect recommends that the New Frontiers

Bâtiments, for the project “Hemmingford Elementary – Crawlspace Renovations”; and whereas a summary of the opened tenders was provided;
Therefore, on the recommendation of the Operations Standing Committee, it was moved by Commissioner P.
Stuckey that the New Frontiers School Board’s Council of Commissioners accepts the lowest conforming bid and authorizes the Director General or, in his absence, the Assistant Director General, to sign contracts with

Therefore, on the recommendation of the Operations Standing Committee, it was moved by Commissioner P.
Stuckey that the New Frontiers School Board’s Council of Commissioners accepts the lowest conforming bid and authorizes the Director General or, in his absence, the Assistant Director General, to sign contracts with

2014 ‐ 2015 school year for the project “MGS – Boiler Replacement”; and whereas the engineering firm Groupe
CE+CO was given a mandate to prepare plans and specifications for the project MGS Boiler Replacement; and whereas sealed tenders for the above ‐ mentioned project were opened publicly on April 21st, 2015 at 2:00 p.m.

LEARN Quebec
As we continue to raise awareness of the LEARN resources that are available for students, parents, and staff members a bookmark has been created for distribution.
It is a second part of a joint effort between the
Parents’ Committee and Educational Services; the first being a parent information night with LEARN
representatives this past February.
Alouettes Stay ‐ in ‐ School Program
The Montreal Alouettes Football Club and the New Frontiers School Board have entered into a partnership to support student success within our schools.
The partnership not only entails a match day tentatively set for
September 20th, providing reduced rate ($12) tickets to our community, but also a variety of opportunities for our students and football coaching staff.
The partnership will include player visits to our schools and internships both on game day and within the Alouette’s main office.
Selected cheerleaders will have the chance to cheer with the Alouette cheerleaders on game day and an NFSB student will sing the National anthem to start the game.
The Old Dutch coaching clinic will become available to our football coaches, free of
charge.
Two bursaries will also be awarded to two students at half time of the game.

Rules of Conduct & Safety
Organizational Guide JICD states that “Each school year the principal will develop, in collaboration with the school staff, the Rules of Conduct and Safety governing the school.” As an information item, a copy of the
Rules of Conduct & Safety was circulated amongst Commissioners, after which time the document will be posted in the wiki.

Continuing Education/CLC Report
The report was reviewed and was appreciated for its thoroughness.
Retirements
Commissioners were informed of the retirement of Mr C.
Gregg Edwards, Principal of Franklin & Hemmingford
Elementary Schools.
Student Supervision Fees
The New Frontiers School Board has passed a resolution (February 2, 1999) requiring that Student Supervision
Fees not reduce funding of educational services activities but be self ‐ financing.
The Board passed a resolution
(May 5, 2009) establishing that the Student Supervision Fee may be increased by increments not to exceed $5 per student, and this only in the year following that in which the per capita cost of providing the service is more than $5 from the cost in the base year.
The Board passed a resolution in 2012 ‐ 2013 establishing that the rate of $120 be invoiced for each student making use of the service.
Based upon a study of 2014 ‐ 2015 year costs by the Department of Administrative Services, the Student Supervision Fees shall be maintained at their current level of $120 per student per school year effective for the school year 2015 ‐ 2016.
It was noted by Parent Commissioner R.
Ledoux that the Parents’ Committee was not consulted this year.
New Business
There was no new business to discuss.

Parent Commissioner and Parents’ Committee Chair R.
Ledoux reported on the 2015 NFSB MusicFest, noting that for the first time, Parents’ Committee members received tickets; many attended and some for the first time.
Mr Ledoux has resigned as Vice ‐ Chair of the English Parents’ Committee Association.
Up to five parents will be funded to attend the Montreal Centre for Learning Disabilities Conference.
The HSB Community BBQ will take place on September 25 th
, and will be organized in partnership with Carrefour Jeunesse ‐ emploi.

Special Needs Advisory Committee
Parent Commissioner S.
Keyes reported on the success of the first ‐ ever Parent Outreach Day, held on
Saturday, May 2 nd
, 2015 at St.
Willibrord School.
Workshop attendance was very good, and the quality and
feedback from the workshops outstanding.
In all, SNAC was very pleased with the results of this project.

Ryan reported on the last meeting of the Executive where members attempted to sort out the
Minister’s announcement that he would be abolishing the electoral process for commissioners.
When a
meeting finally took place with QESBA, many issues were brought forward.
He maintains that school elections are over.

Stuckey reported on the items covered by TAC at tonight’s meeting: bus routes to accommodate new Kindergarten students and those students moving from elementary to high school.
Twelve students at Hemmingford Elementary School are having to be dismissed 10 minutes early due to a bus route change as the four corners in Hemmingford is under construction for at least 8 weeks.
The
Transportation Project with Riverside School Board will be delayed for the 2015 ‐ 16 school year as policies need
