USPS Uses Innovative Ideas to Enhance the Value of Mail
Alternate Postage presents an easy and convenient way
to send Single-Piece First-Class Mail® letters and postcards without affixing a stamp. To use the new price category, participating businesses produce and distribute preapproved envelopes and postcards according to specific
design requirements established by the Postal Service™.
Businesses may also enhance the value of their preapproved envelopes by applying a Picture Permit Imprint
indicia at no additional charge. After purchasing Alternate
Postage items, individual consumers can mail those items
without the extra steps associated with using regular postage (e.g., determining the price, going to a Post Office to
purchase stamps, and affixing postage).
Rather, in order to collect the necessary payment, Alternate Postage relies on Intelligent Mail barcode® (IMb) technology to identify and count each pre-approved mailpiece
as it moves through the postal system. Once a mailpiece is
scanned and counted, the participating company’s Centralized Automated Processing System is debited the
appropriate amount. The participating company will pay
postage in two stages: (1) they will pay the agreed upon
prefunded portion of the total postage at the time they produce or distribute the Alternate Postage mailpiece and (2)
they will pay the remaining portion when the IMb on the
Alternate Postage mailpiece is scanned during normal mail
processing.
The mailpieces may have handwritten addresses, or be
pre-addressed to a single destination within the United
States. Alternate Postage mailpieces may be deposited
into the mailstream in the same way as other Single-Piece
First-Class Mail. The mailpieces follow First-Class Mail
handling procedures, and will be processed and delivered
according to Single-Piece First-Class Mail standards.
In summary, the key features of Alternate Postage are:

Added ease and convenience when sending SinglePiece First-Class Mail letters and postcards (no need
to affix postage);

IMb Technology to identify, scan, and count each
unique mailpiece;

Ability to send mailpieces from multiple locations to
multiple destinations using a convenient postage
payment feature, and;

charge.
Frequently Asked Questions
Q. Is this a test or a new product?
A. After a successful market test, the Postal Regulatory
Commission agreed to make Alternate Postage a
new product.
Q. Is the revenue reallocated to the Post Office (ZIP
Code™) where the postcards and letters are sold?
A. No. The revenue is recorded as “commercial” and is
assigned to AIC 114, Postage Due, in the office
where the permit is held, similar to a Business Reply
Mail (BRM) account.
Q. What are the mailing elements on the Alternate Postage postcards and letters?
A. The mailing elements consist of:
1. Intelligent Mail Barcode (IMb): The IMb will enable
the recording of piece-level information for volume and revenue reporting.
2. Facing Identification Mark (FIM): A new FIM E has
been introduced for this product to separate and
orient the mailpiece, and to allow separate identification of this mail.
3. Indicia: Mailers may use a Picture Permit indica (at
no extra charge) or print the following in lieu of
postage:

Q. What happens if the letter exceeds 1 ounce?
A. The postage price of Alternate Postage letters and
postcards is a premium price that factors in the possibility that some customers may add photos and
other items to their letters. There is no need to weigh
or measure those letters and postcards.
Q. What happens if the card enters the mail but doesn’t
get a scan?
A. Our preproduction tests revealed a very low “no
scan” risk, which was factored into the premium
price for Alternate Postage letters and postcards.
Q. What happens if the cards are deposited in “Local
Mail” slots?
A. This program relies on Intelligent Mail barcodes to
detect Alternate Postage Payment postcards and letters as they travel through the postal system. Although the possibility of “no scan” was factored into
the premium prices, Post Offices are to follow nation-

ally established procedures for mail preparation and
dispatch.

Q. Are there any special instructions for Postal Service
employees?

A. Handle them as First-Class Mail, and do not obliterate the barcode.

A. No. The postcards and letters are processed and delivered like First-Class Mail items with stamps or other
postage.

Note: The term “second-day” ceremony is no longer used
as it implies that a local ceremony can only be held the day
after the FDOI. Rather, to enhance awareness of Anderson
and the Tuskegee Airmen, Postmasters should feel free to
conduct local ceremonies at any appropriate time following
the March 13, 2014, First-Day-of-Issue.
This Publicity Kit contains:
C. Alfred “Chief” Anderson, who played a critical role in
training the Tuskegee Airmen — the nation’s first AfricanAmerican military pilots — will be immortalized on a 2ounce 70-cent stamp. Anderson is known as the Father of

Upon securing his pilot’s license in 1932, Anderson was the only African American in the country qualified to serve as a
flight instructor or to fly commercially. He then began breaking flight records and inspiring other African Americans to
become pilots. During World War II, Anderson served as the chief flight instructor of a flying school at Tuskegee Institute. To
the Tuskegee Airmen who learned their piloting skills from Anderson, he was affectionately known as “Chief.” During the war,
the Tuskegee Airmen flew thousands of sorties in the European theater, destroyed more than a hundred German aircraft and
received scores of Distinguished Flying Crosses.

The Father of Black Aviation
C. Alfred “Chief” Anderson (1907-1996) traced his fascination with airplanes to his early childhood when he lived
with his grandmother in the Shenandoah Valley near Staunton, VA. She was troubled by his habit of running off in
search of planes.
After returning to his parents’ home in Bryn Mawr, PA,
Anderson pursued his dream of becoming a pilot. Since no
flight schools would accept him as a student because of his
race, he needed a plane of his own to learn how to fly. He
was able to raise $2,500 from supportive members of his
community and bought a used plane. As Anderson later
recalled, he learned to fly by reading books, getting some
help from a few friendly white pilots, and, in his own words,
“fooling around with” the plane. By 1929, he taught himself
well enough, against all odds, to obtain a private pilot’s
license.
To help him qualify for an air transport or commercial
license, Anderson eventually found an instructor, Ernest
Buehl — a recent immigrant from Germany and owner of a
flying school near Philadelphia — who was able to refine
his techniques and even persuade a federal examiner to let
Anderson take the commercial pilot’s test. When Anderson
secured the license in 1932, he was the only African American in the nation qualified to serve as a flight instructor or
to fly commercially.
Anderson was soon breaking flight records and inspiring
other African Americans to become pilots. In 1933, he and
Albert E. Forsythe, a physician and Tuskegee Institute
alumnus, teamed up to become the first African-American
pilots to complete a round-trip transcontinental flight. With
that flight and their goodwill tour to the Caribbean in 1934,
they sought to prove to the world the abilities and skills of
African-American aviators.
As part of the publicity campaign for their goodwill flight,
Anderson and Forsythe flew to Tuskegee, AL, for a ceremony at Tuskegee Institute (now Tuskegee University),
where their plane was christened The Booker T. Washington, after the famous leader who was the first head of the
renowned educational institution. Tuskegee provided support for the tour, initiating the school’s public role as a promoter of African-American aviation.
The Tuskegee Airmen
World War II gave Anderson the opening he needed to
make a career in aviation. In 1939, as war erupted in Europe,
Congress created the Civilian Pilot Training Program at the
urging of President Franklin D. Roosevelt. The program pro-

vided funding to train tens of thousands of young people
who could be transitioned to military service in the event of
war. A provision in the legislation permitted civilian flight
training for African Americans, a significant step toward the
long-range goal of opening up the elite, all-white Army Air
Corps to qualified African-American applicants.
Tuskegee Institute won a government contract to establish a Civilian Pilot Training Program and named Anderson
chief flight instructor soon after hiring him in 1940. To those
who learned their piloting skills in the program, he was
affectionately known as “Chief.”
Tuskegee’s subsequent role in training the nation’s first
African-American military pilots is historic. In January of
1941, the year leading up to the country’s entry into World
War II, the War Department announced plans to create a
“Negro pursuit squadron” that would be trained at Tuskegee. In March, First Lady Eleanor Roosevelt, a champion of
equal opportunity for African Americans, visited Tuskegee
and was introduced to Anderson. He later recalled her saying that everybody told her African Americans couldn’t fly.
“I’m going up with you,” she told him, “to find out for sure.”
After Anderson gave her an aerial tour of the campus and
surrounding area, she announced, “Well, you can fly all
right.” A widely publicized photograph of the smiling pair in
the cockpit of a Piper Cub sent a powerful message about
the First Lady’s support.
Soon after her flight, Mrs. Roosevelt participated in the
decision to finance the construction of Tuskegee Institute’s
own airfield, Moton Field, which the institute needed for a
primary flying school. Construction also began in the summer of 1941 on the Tuskegee Army Air Field, where graduates of the primary flying school earned their wings by
completing basic and advanced military flight training.
The War Department’s plans for an African-American
pursuit squadron took shape when the 99th Pursuit Squadron (later renamed the 99th Fighter Squadron) began training
in March 1941. The first class of African-American pilots
graduated in March 1942, and soon thereafter the nation’s
first all-African-American military aviation unit became fully
staffed. In 1943, under Lt. Col. Benjamin O. Davis Jr., the
99th of the U.S. Army Air Forces began combat operations
in North Africa. Members of the 99th — along with members
of several other all-African-American flying units whose
pilots began their training under Anderson at Moton Field —
are now commonly known as the Tuskegee Airmen.
During the war, the Tuskegee Airmen escorted heavy
bombers on hundreds of missions in the European theater.
They flew thousands of sorties, destroyed more than a hundred German aircraft and received scores of Distinguished
Flying Crosses. Their professionalism and effectiveness in
combat was a significant reason that in 1949, the newly
independent U.S. Air Force became the nation’s first armed
service to desegregate.

For the rest of his life after the war, Anderson pursued
his passion for flying and for teaching others to fly. In 1967,
he helped organize Negro Airmen International (http://
www.blackwingsonline.com/) to encourage interest in aviation among African-American youth. In 1996, Anderson
died at his home in Tuskegee at age 89. In 2012, Anderson’s granddaughter, Christina, started the C. Alfred
“Chief” Anderson Legacy Foundation to honor the legacy
of Chief Anderson (http://chiefanderson.com).

On behalf of the United States Postal Service, I am
delighted to be here as we dedicate a
commemorative Forever stamp to C. Alfred “Chief”
Anderson — an aviation pioneer who inspired,
motivated, and educated thousands of young people
in aviation careers, including the famed “Tuskegee
Airmen” of World War II.
Mr. Anderson is the 15th person we have honored
with a stamp in our Distinguished Americans series.
He joins the ranks of great Americans like Senator
Claude Pepper; Wilma Rudolph; Harriet Beecher
Stowe; Dr. Jonas Salk; Margaret Chase Smith; James
Michener, and others so honored.
Launched in 2000 with the 10-cent stamp honoring
General Joseph Stilwell, the Distinguished Americans
series helps to share the stories of notable Americans
with households and businesses throughout
America.
And what a remarkable story we have to share with
the American people about the “Father of Black
Aviation.”

Although his skin color made his dream of flying
nearly impossible to realize due to the fact that flight
schools denied admission to African Americans,
Charles Alfred Anderson was determined to defy the
odds.
So he taught himself to fly, and obtained a private
pilot’s license in 1929.
Three years later, Mr. Anderson secured his air
transport license — the highest grade of commercial
license.
Before long, Mr. Anderson was setting records and
inspiring others to become pilots.

In 1933, for instance, he and Albert E. Forsythe, a

In 1934, a publicity tour for another of the pair’s
history-making flights — to the West Indies and
Central America — took Mr. Anderson to Tuskegee,
Alabama — the place he would call home for 56
years.
But it was World War II that gave Mr. Anderson the
opening he needed to make a career in aviation.
In 1939, as war erupted in Europe, Congress
provided funding, through the Civilian Pilot Training
Program, to train thousands of young people who
could be transitioned to military service in the event
of war.
The Civilian Pilot Training Act prohibited
discrimination based on race, creed, or color. Soon,
Tuskegee Institute won a government contract to
establish its own Civilian Pilot Training Program.
From 1940 through 1945, Mr. Anderson served as the
chief instructor of that program, earning among his
students the affectionate nickname of “Chief.”
In March 1942, the first class of African-American
pilots graduated, and the following August, the
nation’s first all-African-American military aviation
unit became fully staffed.
Those who served in the 99th Fighter Squadron and
other squadrons in the 332nd Fighter Group — the
Tuskegee Airmen — did so with great courage, valor,
and distinction, as they destroyed more than a
hundred German aircraft, flew thousands of sorties in
the European theater, and earned hundreds of
medals and awards.
In 2007, they were collectively awarded the
Congressional Gold Medal by President George W.
Bush and the U.S. Congress.
The Airmen’s outstanding record was accomplished
by men who had an extraordinary teacher in “Chief”
Anderson, and their heroism will forever be an
important part of our country’s history and heritage.
Indeed,
the
Airmen’s
professionalism
and
effectiveness in combat was a significant reason that
in 1949, the newly independent U.S. Air Force
became the nation’s first armed service to
desegregate.
Friends, today we honor a true American hero….a
man whose life was a shining example of integrity,
self-reliance, and contributions to others.
And with the release of today’s stamp, Chief
Anderson’s legacy will travel far and wide,
throughout this nation.

Effective April 7, 2014, the Postal Service™ will revise
Mailing Standards of the United States Postal Service,
Domestic Mail Manual (DMM®) 707.13.2.0 to clarify carrier
route pricing eligibility for pieces in Flat Sequencing System (FSS) bundles and placed in FSS Scheme and Facility

Information Security
USPS Wins Award for Innovative Online Security
USPS® has won CSO Magazine’s 2014 CSO40 award
for innovative use of online security.
According to the magazine, the CSO40 awards “recognize security projects and initiatives that demonstrate outstanding business value and thought leadership [and] are
presented to organizations for a particular project/initiative
within each organization.”
Boeing, Comcast, the Department of Homeland Security, Intel Corp., Lockheed Martin, and Metlife are among
the 39 recipients of this year’s awards.
“Being acknowledged as a CSO40 winner is significant
public recognition for this team’s commitment and the
leadership that Andy provides in protecting USPS and its
customers against threats,” said Corporate Information
Security Office Manager Chuck McGann. “When you consider the companies evaluated, and the size differentials
that exist, you start to realize the magnitude of the challenge for all of the awardees. Certainly, USPS is fortunate
to have dedicated professionals like Andy and his team.”
McGann added, “This is an extreme honor and I’m
proud to work with them on a daily basis.”
Information Systems Security Manager Andrew Kotynski of the Computer Incident Response Team will accept
the award on behalf of USPS. Kotynski also won the MeriTalk’s Cyber Security Exchange’s 2013 Cyber Security
Confidence Award for his work in the development of a
USPS network monitoring program.

Post Offices may preorder these stamps prior to the
first-day-of-issue. Post Offices should not sell the stamp
prior to first-day-of-issue.
How to Order the First-Day-of-Issue Postmark
Customers have 60 days to obtain the first-day-of-issue
postmark by mail. They may purchase new stamps at their
local Post Office, at The Postal Store® website at
www.usps.com/shop, or by calling 800-STAMP-24. They
should affix the stamps to envelopes of their choice,
address the envelopes (to themselves or others), and place
them in a larger envelope addressed to:

On March 21, 2014, in Saint Louis, Missouri, the U.S.
Postal Service® will issue the Yes, I Do 70-cent definitive
stamp in one design, in a pressure-sensitive adhesive
(PSA) pane of 20 stamps (Item 587600).
The stamp will go on sale nationwide March 21, 2014.
The U.S. Postal Service continues its celebration of
weddings with its most recent addition to the popular Weddings series — the Yes, I Do stamp, first issued in 2013.
Sold at the two-ounce stamp rate, Yes, I Do accommodates the heavier weight of an invitation, as well as other
mailings such as oversized cards or small gifts that require
extra postage. The stamp highlights the words “Yes, I Do”
nestled in a bouquet of flowers in the shape of a heart on a
white background. A similarly designed companion stamp,
Where Dreams Blossom — a Forever® stamp first issued in
2013 — is available for response cards, save-the-date
notices, thank-you notes, and other correspondence. The
stamp artwork was designed by Michael Osborne under
the direction of Ethel Kessler.

Pane of 20 Stamps
Stamp Distribution Offices (SDOs) and Stamp Distribution Centers (SDCs) will receive their standard automatic
distribution quantity for a PSA pane of 20 stamps. Distributions are rounded up to the nearest master carton size of
40,000 stamps.
Initial Supply to Post Offices
SDOs/SDCs will NOT make an automatic distribution to
Post Offices™. Post Offices requiring these items must
requisition them from the eBuy2 SEAM Catalog or via
Touch-tone ordering.

Verifying U.S. Postal Service Money Orders
Counterfeit Canadian Money Order Forms
Follow these steps to cash a Postal Service™ money
order:
Do Not Cash
1. Check that the amount does not exceed the legal
limit: $1,000 for domestic, and $700 for international
postal money orders.
2. Check that the proper security features are present:
„
When held to the light, a watermark of Benjamin
Franklin is repeated from top to bottom on the left
side.
„
When held to the light, a dark line (security thread)
runs from top to bottom with the word “USPS”
repeated.
„
There should be no discoloration around the dollar
amounts, which might indicate the amounts were
changes.
These appear in Postal Service Notice 299, U.S. Postal
Money Order Reference Card, or online at https://
www.usps.com/shop/accepting-money-orders.htm.
3. If the money order seems suspicious, call the U.S.
Postal Service Money Order Verification System at
866-459-7822.

APO, FPO, or DPO ZIP Code. No customs form is required for items weighing less than 16 ounces when the contents are not potentially dutiable (e.g.,
documents). The surface area of the address side of the mailpiece must be
large enough to contain the applicable customs declaration. The following
exceptions apply:

Known mailers are exempt from providing customs documentation
on non-dutiable letters or printed matter. (A known mailer is a business mailer who enters volume mailings through a business mail
entry unit (BMEU) or other bulk mail acceptance location, pays postage through an advance deposit account, uses a permit imprint for
postage payment, and submits a completed postage statement at
the time of entry that certifies that the mailpieces contain no dangerous materials that are prohibited by postal regulations.)
„
All federal, state, and local government agencies whose mailings are
regarded as “Official Mail” are exempt from providing customs documentation on any item addressed to an APO, FPO, or DPO except
for those APOs/FPOs/DPOs to which restriction “B2” applies.
„
Prepaid mail from military contractors is exempt, providing the mailpiece is endorsed “Contents for Official Use — Exempt from Customs Requirements.”
B2. All federal, state, and local government agencies must complete
customs documentation when sending potentially dutiable mail addressed
to or from this APO, FPO, or DPO.
C. Cigarettes and other tobacco products are prohibited.
C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,
and horror comics and matrices are prohibited.
D. Coffee is prohibited.
E. Medicines (prescription, over-the-counter, vitamins, and supplements) are prohibited when mailed to individuals for human or animal use.
This prohibition does not apply when medicines are sent as official mail only
between specifically designated agencies such as pharmaceutical distributors, hospitals, clinics, and pharmacies.
E1. Medicines or vaccines not conforming to French laws are prohibited.
E2. Any matter depicting nude or seminude persons, pornographic or
sexual items, or nonauthorized political materials is prohibited. Although religious materials contrary to the Islamic faith are prohibited in bulk quantities,
items for the personal use of the addressee are permissible.
E3. Radio transceivers, cordless telephones, global positioning systems, scanners, base stations, and handheld transmitters are prohibited.
F. Firearms of any type are prohibited in all classes of mail. See definitions of firearms in DMM 601.12.1.1. This restriction does not apply to firearms mailed to or by official U.S. government agencies. The restriction for
mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from
this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met.
Antique firearms are a separate category defined in DMM 601.12.1.1h and
ATF regulations; they do not require an ATF form.
F1. Privately owned weapons addressed to an individual are prohibited
in any class of mail.
F2. Importation of firearms is restricted to one shotgun and one single
shot.22 caliber rifle per individual.
G. Only letters, flats, and Periodicals are authorized. Parcels of any class

With this 2014 Priority Mail stamp, the U.S. Postal Service commemorates the 50th anniversary of the VerrazanoNarrows Bridge. Spanning New York Bay at the Narrows,
the bridge connects Brooklyn and Staten Island. It can be
seen from vantage points in all five of New York City’s boroughs. The artwork featrues a colorful, digital illustration of
the bridge at twilight. Designed by art director Phil Jordan,
the stamp showcases the work of illustrator Dan Cosgrove.

Stamp Announcement 14:18: Jimi Hendrix Stamp
On March 13, 2014, in Austin, Texas, the U.S. Postal
Service® will issue a Jimi Hendrix (Forever® priced at 49
cents) commemorative First-Class Mail® stamp in one
design, in a pressure-sensitive adhesive (PSA) pane of 16
stamps (Item 588000). The $7.84 Jimi Hendrix pane of 16
stamps may not be split, and the stamps may not be
sold individually.
The stamp will go on sale nationwide March 13, 2014.
Special Dedication Postmarks
Only the following pictorial postmark is permitted for the
Jimi Hendrix stamp. The word “Station” or the abbreviation
“STA” is required somewhere in the design, because it will
be a temporary station.
Guidelines for Finalizing Jimi Hendrix Pictorial
Postmark Art
Guitarist, songwriter, and singer Jimi Hendrix (1942–
1970) was one of the most important musicians of the 20th
century. Combining influences from rock, modern jazz,
soul, and the blues with his own innovations, Hendrix created a unique style that influenced musical artists of his era
and continues to inspire musicians into the 21st century.
This is the fourth issuance in the Music Icons series. The
stamp pane, designed to resemble a vintage 45 rpm record
sleeve, features a painting of Hendrix’s face surrounded by
colorful swirls and small icons that refer to song lyrics or
aspects of Hendrix’s life. The stamp art shows Hendrix in
performance. Text below the stamps briefly describes Hendrix's musical legacy. Rudy Guttierez created original art
for the stamp and the stamp pane. Art director Greg Breeding was the designer.

Postal Service® will issue the Ferns (Forever® priced at 49
cents) definitive stamp in five designs, in a pressure-sensitive adhesive (PSA) 10K coil of stamps (Item 777300).
The stamp will go on sale nationwide March 6, 2014.
Issued earlier this year at the 49-cent First-Class Mail®
rate, these five stamps celebrating the beauty and elegance of ferns will now be available as Forever stamps.
Each of these stamps depicts a close-up photograph of a
different species of fern —autumn fern, Goldie’s wood fern,
soft shield fern, Fortune’s holly fern, and painted fern. The
shapes and textures of the fronds stand out against a stark
white background, highlighting the placement of the leaflets along each fern’s stem. Art director Phil Jordan
designed the stamps using existing images by photographer, Cindy Dyer.

Initial Supply to Post Offices
SDOs/SDCs will not make an automatic distribution to
Post Offices™. Post Offices requiring items 227900, 233000,
or 234000 must requisition them from their designated SDO/
SDC using PS Form 17, Stamp Requisition/Stamp Return.
Offices will be notified when these stamped cards are available to order through eBuy2. Post Offices should not sell the
stamped cards prior to the first-day-of-issue.
How to Order the First-Day-of-Issue Postmark
On March 28, 2014, New York, NY, at the American
Stamp Dealers Association Spring Postage Stamp Show
held at the New Yorker Hotel, the U.S. Postal Service® will
issue a Tree stamped card (Forever® priced at 38 cents) in
one design.
The card will go on sale nationwide March 28, 2014.
This graphic depiction captures the look of a fanciful
tree, in greens and browns, amid birds and tall grasses. Art
director Ethel Kessler designed the stamped card using an
illustration created by artist Cathie Bleck.
The Tree stamped card will be available in the following
formats:

Stamp Announcement 14-21: Charlton Heston Stamp
On April 11, 2014, in Hollywood, CA, the U.S. Postal
Service® will issue the Charlton Heston (Forever® priced at
49 cents) commemorative First-Class Mail® stamp in one
design, in a pressure-sensitive adhesive (PSA) pane of 20
stamps (Item 471800).
The stamp will go on sale nationwide April 11, 2014.
The 18th stamp in the Legends of Hollywood series celebrates the career of Charlton Heston (1923-2008). Known
for tackling heroic roles in epic blockbusters, Heston made
more than 70 films in a career that spanned seven decades.
He won a Best Actor Oscar for his role in the 1959 film BenHur. The stamp art features a color portrait of Heston
based on a photograph taken by the actor’s wife, Lydia
Clarke Heston. A color-tinted image of Heston from BenHur decorates the selvage. The back of the stamp pane
includes verso text. Art director Greg Breeding designed
the stamp, which was illustrated by Drew Struzan.

Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic Centers
Effective close-of-business March 31, 2014, all Post
Offices™, stations, branches, postal stores, vending outlets, and authorized philatelic centers must (1) withdraw the
stamp stock items and products listed below and their

Pictorial Postmarks Announcement
As a community service, the Postal Service™ offers pictorial postmarks to commemorate local events celebrated
in communities throughout the nation. A list of events for
which pictorial postmarks are authorized appears below.
The sponsor of the pictorial postmark appears in italics
under the date. Also provided are illustrations of these
postmarks.
People attending these local events may obtain the
postmark in person at the temporary Post Office™ station
established there. Those who cannot attend the event but
who wish to obtain the postmark may submit a mail order
request. Pictorial postmarks are available only for the dates
indicated, and requests must be postmarked no later than
30 days following the requested pictorial postmark date.
All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for postmark may not include
postage issued after the date of the requested postmark.
Such items will be returned unserviced.
Customers wishing to obtain a postmark should affix
stamps to any envelope or postcard of their choice,
address the envelope or postcard to themselves or others,
insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard
in a larger envelope and address it to: Pictorial Postmarks,
followed by the Name of the Station, Address, City, State,
ZIP+4® Code, as listed below.
Customers can also send stamped envelopes and postcards without addresses for postmark, as long as they supply a larger envelope with adequate postage and their
return address. After applying the pictorial postmark, the
Postal Service returns the items (with or without addresses)
under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional Postmarks
Customers have 60 days to obtain the first-day-of-issue
postmarks by mail. They may purchase new stamps at their
local Post Office™, by telephone at 800-STAMP-24, or at
The Postal Store® website at www.usps.com/shop.
Traditional Postmarks
Customers should affix the stamps to envelopes of their
choice, address them to themselves or others, or provide a
self-addressed return envelope with sufficient postage large
enough to accommodate the canceled item. Mail the request
to the corresponding city of issuance. There is no charge for
the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check,
money order, or credit card for payment. After applying the
first-day-of-issue postmark, the Postal Service™ will return
the envelopes to the customer by U.S. Mail.
All postmark requests should go to the first-day-ofissue city. The first-day-of-issue city Post Office will then
forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas
City, MO 64144-9992 by respective Post Offices.
Digital Color Postmarks
Only select stamp issues offer a digital color postmark.
Customers may submit #6 or #10 envelopes constructed of
paper rated as “laser safe.” The Postal Service recommends envelopes of 80-pound Accent Opaque, acid-free,
9/16" side seams with no glue on the flap. The maximum
size of all digital color postmarks is 2" high x 4" long. Allow
sufficient space on the envelope to accommodate the
postmark. Do not use self-adhesive labels for addresses on
the envelope. Two test envelopes must be included. There
is a minimum of 10 envelopes at 50 cents per postmark

required at the time of servicing. Customers should submit
a check, money order, or credit card for payment.
The Postal Service reserves the right to not accept
hand-painted and other cachet envelopes that are not
compatible with our digital color postmark equipment. The
Postal Service also reserves the right to substitute traditional black rubber postmarks if use of nonspecified envelopes results in poor image quality or damage to
equipment.
Customers should affix the stamps to the envelopes and
address them to themselves or others for return through
the mail. Or, they may include an additional self-addressed
return envelope, large enough to accommodate their canceled items, with sufficient postage affixed for return of
their postmarked items. Mail the request for a first-day-ofissue digital color postmark to the corresponding city of
issuance. Post Offices will then forward all customer
requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas
City, MO 64144-9992.
After applying the first-day-of-issue postmark, the
Postal Service will return the envelopes to the customer by
U.S. Mail.
