THE DISTRICT
THE COMMUNITY
The Des Moines Pool Metropolitan Park District was created by a vote of the citizens of Des
Moines in November 2009 to acquire, maintain
and operate Mount Rainier Pool. The measure
was approved by 64 percent of the voters and five
initial commissioners were elected. The first official
meeting of the Des Moines Pool Metropolitan Park
District was December 3, 2009. The City of Normandy Park and the Highline School District remain involved in the operation of Mount Rainier

Des Moines is a waterfront community located on
the east shore of Puget Sound, approximately
halfway between the major cities of Seattle and
Tacoma. The residential population of Des Moines
is approximately 29,000. The city is located in one
of the few points along this shoreline where the
topography facilitates access to the water, and a
recreational marina operated by the city, with
moorage, boat launching and pier fishing facilities,
is located here.
Mount Rainier Pool, originally opened on September 15, 1975 as a result of a bond issue
in1968 called Forward Thrust. The Forward Thrust
bond eventually built 16 public swimming pools
throughout King County. Budget constraints, beginning in 2000, led to the closure or transfer of
many of these pools after county officials sought to
turn the facilities over to local governments. Mount
Rainier Pool was operated jointly by the cities of
Des Moines, Normandy Park, Sea-Tac and the
Highline School District until it was slated for closure in 2009.
The District is governed by a five-member board of
commissioners elected by all qualified voters residing within The District boundaries. Each term of
office is six years and the terms are staggered
with one or two positions up for election every two
years. The commissioners, as representatives of
the community, set policy, determine the direction
of the District and ensure that public funds are
spent in a responsible manner. An independent
contractor, Aquatic Management Group (AMG),
currently carries out day-to-day operations including minor maintenance and repairs.
Des Moines has numerous beaches and public
parks on Puget Sound. Forested Saltwater State
Park on a steep ravine between the Zenith and
Woodmont neighborhoods is the most-used State
Park on the Sound. Near the border of Federal
Way, Redondo has a board-walk complete with a
Salty's restaurant. The area enjoys mild weather
and has four distinct seasons. Summer temperatures generally climb into the 80s and winter nights
rarely fall below 30 degrees. The moderate climate
results in lush forests and abundant foliage, and
springtime explodes with blossoming trees and
shrubs.
THE POSITION
Reporting to the Board of Commissioners, the District Manager provides administrative support to
the Board of Commissioners and plan, directs,
manages and oversees the operations of the District. The new District Manager will manage the
development and implementation of the District's
goals, objectives, policies, and priorities and assumes full management responsibility of staff.
(Staff refers to individual contractors performing
services for the District on a part-time basis).

Primary tasks the District Manager will be focusing on for 2014:
 Complete establishment of monthly and annual legislative and financial processes complete
with calendars and documented steps.
 Complete the first phase of the District’s administrative policy and process guide.
 Take over and perform public works project
management oversight responsibilities
 Participate as a team member in the development and then leader in the maintenance of
the District’s enterprise business system (MS
Office 365)
 Lead the process of research, data collection
and analysis of information as part of the plan
for the future of the MRP facility.
Key Responsibilities Include:
 Administer legislative projects and activities
and oversee on-going public works projects
beyond the scope of the pool operator.
 Assist the District in serving the City of Des
Moines and surrounding communities
 Develop, advise and facilitate an active planning process including short and long term
planning.
 Manage the District's annual calendar including annual updating of the District's Business
Plan.
 Report monthly on status of meeting annual
district goals.
 Work with the IT consultant/administrator in
developing, updating and maintaining the District's cloud-based business systems in achieving the District's goal of a virtual office.
 Develop a system for document organization
and processes consistent with WA State's Access to Public Records requirements.
 Monitor the District’s contracts and agreements including leases, contracts, agreements, ILA’s and other legal documents.
 Develop and implement administrative processes/procedures consistent with the District’s policies and compliant with fiduciary and
regulatory requirements, including: WAC 246260 Water Recreation Facilities, RCW 35.61
Metropolitan Park Districts, RCW 70.90 Water
Recreation Facilities.
Budget & Finance:
 Develop, recommend and monitor annual
budget and specific proposals.




Work with the District’s Financial Consultant to
review monthly financial statements and report
back to the Board.
Analyze and recommend annual levy amount
to the Board and complete documentation for
timely submission to King County Assessor’s
Office.
Oversee the payment process of invoices and
preparation of monthly accounts payable request to King County Finance.
Design and maintain the District’s asset acquisition, inventory and disposal processes and
records.
Project Management Oversight:
 Ensure the District’s Public Works activities
comply with WA State rules and regulations
 Develop, implement and oversee procurement
processes and activities for the District, including the provisioning of materials, services,
consultants, architects & engineers and contractors on capital projects (Repair and
maintenance projects that exceed total cost
$5,000).
 Work with the District’s project manager contractor to ensure that performance standards
with vendors and suppliers are met and verify
work is properly completed.
IDEAL CANDIDATE PROFILE
A bachelor degree or comparable college coursework and a minimum of three years experience in
leading an organization or any combination of education, skills and experiences that demonstrate
competency in fulfilling the job requirements.
Knowledge
 Knowledge of accounting principles, budget
preparation and financial reports for cashbased system. Knowledge of Washington state
BARS list of accounts a plus.
 Knowledge of methods, procedures and practices of issue analysis and evaluation, planning, bidding and construction as applied to
facility operations and maintenance.
 Clearly understand and use the components of
a successful business organization.

Other Considerations:
 Must be able to maintain regular office hours
(currently Tue, Wed, Thurs 9:00 AM to 3:00
PM).
 Able to work occasional evenings (regular
meetings are the first Tuesday of each month
between 7:00 PM and 9:00 PM).
 Must possess or be able to attain a Washington state driver’s license.
 Must be able to pass a background check.
 General knowledge of swimming pool systems
and operation, such as filtration systems,
chemical controllers and feeders, HVAC,
safety systems, pumps and electric motors or
a willingness to learn.
COMPENSATION




$35 - $45 per hour, DOQ
Part-time, 2-3 days per week
1-year commitment, 2-years preferred
