CITY OF SAN FERNANDO– The provincial police office (PPO) recently noted the
decrease in reported crimes
for the first quarter of the year
as compared to the final quarter of 2012 despite the province’s inclusion in the 2013
Election Watch list.
PPO Chief, Senior Superintendent R’win Pagkalinawan,
reported during the Peace and
Order Council (POC) meeting the decline in reported
crimes, from some 800 cases
during October to December
of the previous year to some
500 cases on the first three
months of the current year.
According to Pagkalinawan, the province has
been more peaceful than
previous years as PPO noted
a monthly average of 600 reported crimes in 2010.
The provincial police chief
added being in the election
watch list has become beneficial to the province despite its
initial implications. The inclusion of Pampanga in the list
paved way for the deployment
of additional police personnel

are decrying the apparent “selective implementation” of election laws by the Commission on
Elections here, particularly on
the sizes of campaign materials being posted by some candidates.
The officials, who refused to
be named, also noted the undue removal of their campaign
posters which they claimed are
within normal size prescribed
by the electoral body.

in this city are in violation of
Comelec Resolution 9615 of the
Fair Elections Act which states
that common posters areas
(CPAs) for political parties and
partylist groups should not exceed the dimensions of twelve

Biker dies in local fun race
SUBIC, Zambales--A biker, who participated in a local fun
race here on Sunday, was found dead yesterday.
Olongapo City councilor Jong Cortez said the body of Arnold
Suero was found by rescue team early yesterday morning.
Suero went missing last Sunday, which was brought to the attention of the race organizers by his wife.
His lifeless body was found at Brgy. Naugsol, this town, Cortez
said.
Police are still verifying the cause of death of the victim. ●

applicants flocked the job fair initiated by Clark Development Corporation
and SM City Clark yesterday.
More than 1,500 job seekers joined
the “Clark Freeport Job Fair” at SMCC’s
event center where 41 firms from the
Freeport set up their application booths
where they accepted applications.
Among the companies which
joined the job fair were Yokohoma,
Sutherland, SIA Philippines, SMK,
Texas Instruments, Puregold, NCO,
Nanox, Fontana Leisure Parks, China
Bank, CDC and SM Supermalls.
According to SMCC Mall Manager
Ana Datu, the job fair is a partnership
between CDC and the mall management held annually since 2010.

San Fernando cops net 5 drug peddlers
CAM OLIVAS, Pampanga- Five members of a group involved in illegal drug deals operating in the City of San Fernando
and nearby towns were arrested in a police drug operation along
Lazatin Boulevard in Barangay Dolores, of Pampanga’s capital
city, last Tuesday.
In a sketchy report reaching this camp, the suspects were identified as Henry Erese, 35, and resident of Mabatu-bato, San Francisco, Magalang, Pampanga; Leonardo Mercado, 29, of Barangay San Pedro, Magalang; Melanie Babbit, 22, a native of Capiz
City and resident of Hamindan, Pasay City; Crispiano Sagun, 45,
a jeepney driver and resident of Malabanias, Angeles City; and,
Marlon Dayrit, 35, also a jeepney driver and a resident of San
Jose, Magalang.
Seized from the suspects were 10 pieces of transparent plastic
sachet containing shabu, five units of cell phones with suspected
drug transactions, one Yamaha MIO motorcycle without license
plate, P1,000 cash, and one gray Toyota Innova.
Appropriate charges are being prepared against the suspects,

Prov’l peace council to ensure safe elections

CITY OF SAN FERNANDO –
The Provincial Peace and Order
Council (PPOC) is all set for the
campaign and election period to
ensure the safety of the candidates,
voters, poll areas and ballot boxes.
Gov. Lilia Pineda, during the
council’s meeting, asked the members to report the status of the peace
and order situation in the province
particularly their plans and strategies on the enforcement of the
peaceful election.
Police Senior Superintendent
‘Rwin Pagkalinawan, director of
the provincial police office (PPO),
reported that they have established
check points in all towns and cities
and activated all the PNP-AFP action centers constructed by the provincial government to secure entry
and exit points in the province.
“The PNP and AFP check points
are put up for the apprehension of
those who violate the gun ban and
seize illegal firearms, inspect suspicious individuals and vehicles to
avoid violence especially election-related incidents,” Pagkalinawan said.
Col. Henry Sabarre, commander of 703rd Infrantry (Agila) Brigade, 7ID of the Armed Forces of
the Philippines said there is no more
insurgency in Pampanga that is why
they are now concentrating in the
maintenance of peace this election
season.
He added that, in partnership
with Philippine National Police
(PNP) and Philippine Air Force
(PAF), they have identified specific
areas to watch.
“We are working together to
form a quick response force in different poll areas to make sure criminals and other bad entities cannot
interfere nor stain the on-going
election,” he stated.
Pineda said that the provincial
government, together with the Department of Interior and Local Government (DILG), will mobilize the
10,000 barangay tanods to serve as
reinforcement and front liners in
maintaining peace in their area. ●

CITY OF SAN FERNANDO--The Department
of Interior and Local Government in Central Luzon (DILG 3) has launched efforts in pulling out
informal settlers in Metro Manila and relocating
them to nearby provinces.
DILG 3 Regional Director Florida Dijan recently conducted a coordination meeting with
representatives from different national government agencies (NGAs), regional agencies and officials from the municipality of Doña Remedios
Trinidad in Bulacan.
During the meeting, local officials were
tasked to identify relocation areas while national
agencies identify families to be relocated.
Doña Remedios Trinidad town is one of the
recipients of the “Balik-Probinsya Program” of
the Aquino administration.
The “Balik Probinsya Program’s” primary
objective is to pull out informal settler families

CAMP OLIVAS, Pampanga--Several kilos of fish believed to
be caught using dynamite blasting were confiscated from two suspected illegal fishermen who were able to elude arrest in a police
operation in Morong, Bataan last Tuesday.
They suspects were, however, identified as Arnold Ignacio and
relative Joey Ignacio, both of Barangay Mabayo of the town.
Police said they received an information that the suspects were
first sighted conducting illegal fishing with the use of explosives at
the seawaters of Morong, Bataan at about 8 a.m.
Police said a team of Police Maritime Group spotted the two
Ignacios unloading fish from an unmarked motorized banca in
Purok 5, Barangay Mabayo to be delivered to Michael Eduarte
of the same Purok.
But while the authorities were approaching the area, the suspects scampered to different directions to avoid being caught and
leaving behind the fish.
Police said the fish were brought to fish examiners at the Bataan Provincial Agriculture Office which confirmed that the fish were
caught through the use of explosives.
Authorities said the suspects will be charged with violation of
“Dealing in, Selling or Disposing of, for Profit, Illegally Caught/
Gathered Fisheries Species” or better known as Section 88, Paragraph 4 of Republic Act 8550. ● FEM
4 drug pushers fall in Zambales
CAMP OLIVAS, Pampanga--Four drug dealers were arrested in four separate police dug buy bust operations in Olongapo
City and Iba in Zambales province on Tuesday.
Arrested were Joey Esposo, 31, and resident of Barangay Bangantalinga, Iba, Zambales; Gerry Rodriguez, alias “Macmac”, 32,
tricycle driver, and a resident of the same barangay; Engeland
Hidalgo alias “Eagle”, 27, and resident of Cabling Compound,
Barangay Sta. Rita, Olongapo City; and Marlon Capones, 32, of
11-12 Gabaya St, Barangay Baretto, Olongapo City.
Esposo is also listed as the number 10 most wanted person in
Iba town and accused for direct assault.
Police said all the suspects were arrested after selling shabu to
police poseur buyers.
Esposo was arrested near his residence at 12:45 am while Rodriguez was arrested in Barangay Dirita, Iba, Zambalees around
2:30 a.m.
Hidalgo was arrested at about 5 p.m. at Barangay East Tapinac,
Olongapo City and Capones at around 7 p.m. in Barangay Baretto, Olongapo City.
Confiscated from all the suspects were heat sealed transparent
plastic sachets containing shabu and the marked moneys used
in the operations.
Esposo and Rodriguez together with the seized items were
brought to the Zambales Provincial Crime Laboratory for chemical analysis and proper disposition. ● FEM

provincial government and
the Philippine Overseas
Employment Administration (POEA) have stepped
up the campaign to prevent
the operations of illegal recruiters, holding seminars
for employment officers in
the province’s 19 towns and
three cities.

through the Provincial
Employment Service Office (PESO) and the POEA,
yesterday led the 11th “AntiIllegal Recruitment and
Trafficking in Persons”
campaign seminar here for

PESO coordinators and officials of Bacolor town. They
earlier held the same seminar in the towns of Porac,
Floridablanca, Lubao, Sasmuan, Guagua, Magalang,
San Simon, Apalit, Sta. Ana
and Sta. Rita.

they will end their seminars
in all the towns and cities on
April 30.
Pineda earlier signed
an agreement with the
POEA, the Overseas Workers Welfare Administration
(OWWA), National Bureau
of Investigation (NBI) and
Department of Labor and
Employment (DOLE) to
make Pampanga an antiillegal recruitment free
province.
Pineda ordered the
renewed campaign after
suspected illegal recruiters
based from other province
reportedly tried to dupe residents of Lubao, Pampanga
earlier this year. The suspects were charged in court.
In the Pampanga Regional Peace and Order
meeting on Monday, the
NBI told Pineda that Pampanga “is free from illegal
recruiters.” The agency added that some illegal recruitment syndicates passed
by Pampanga and tried to
do illegal acts but no one
among them is based in the
province.
Pineda said they tapped
the some 20,000 barangay
workers, including the 500
barangay PESO coordinators, to help the province
and Philippine National
Police (PNP) in the fight
against illegal recruitment
and human trafficking.
“We must not put our
guards down. We must
continue our relentless ef-
forts to stop the illegal acts
victimizing our hardworking people,” said Pineda in
the dialect.
The United Nations reported that syndicates operating around the world
earned $9 billion yearly
from the illegal recruitment
and human trafficking.
Atty. John Rio Bautista,
of the POEA workers education division, said they had
252 walk-in complaints in
2012.
He added that “only a
few of them are from Pampanga” despite the fact the
province is one of the top
suppliers of overseas Filipino workers among the some
80 provinces of the country.
Bautista said Pampanga “is a common target
of illegal groups because
there are many OFWs in the
province.”

SUBIC, Zambales-As part of its educationrelated initiatives under
the Katuwang Natin sa
Buhay corporate social
responsibility (CSR) program, Redondo Peninsula
Energy, Inc. (RP Energy)
held for the first time EcoYouth Challenge that aims
to increase the awareness
and involvement of Subic
and Olongapo high school
students in activities beneficial to the environment.
Twenty three schools
from the two areas participated in the youth challenge that required participating high school teams
to submit a project proposal using a P15,000 seed
money that would benefit the local community.
The RP Energy EcoYouth Challenge was
spearheaded to complement
the
company’s
four-day
environment
youth leadership training
dubbed “Eco-U” that ultimately aims to instil the
value of environmental
stewardship among the
youth.
A total of 138 students
and coaches from schools
all over Subic and Olongapo participated in the EcoU training, and all of them
qualified to compete in
the Eco-Youth Challenge.
According to RP Energy project manager
Grant Smith, “RP Energy
aims to establish a venue
where youth leaders will
immerse their minds on
contemporary community-based environmental
initiatives and put into action their learning into doable action projects at the
school and at the commu-
nity level”.
In the end, Nagyantok
High School’s proposal for
a sustainable community
water system emerged
as the winner in the EcoYouth Challenge. The students came up with the
idea because their school
does not have its own water supply and students
fetch water daily from a
nearby river for use in the
school’s restrooms.
The winning team received the P15,000 project
assistance, a desktop computer plus cash prizes for
the students and coach.

Politicians are decrying the apparent “partiality” of the Commission on
Elections in the implementation of
guidelines on election campaign materials such as posters and billboards.
We have heard of some election supervisors giving candidates strict regulations on the sizes of their posters
and where these should be pasted
while there are others who seemed
not to mind at all if the campaign materials exceed the specifications provided by the Comelec.
Oftentimes, politicians are forced to
violate regulations because they think
the commission in not giving them
level playing field. True enough, many
politicians escape the “all-seeing
eyes” of the Comelec unscathed with
all their campaign materials never
close to following the allowable sizes
and areas of posting.
We were never a firm believer in the
ability of the poll body to implement
strictly its regulations. We doubt it
could even file any case against erring candidates for election, or even
just against their supporters. And we
want to be proven wrong.
Everybody, except the politicians,
would want the Comelec to show its
fangs and go after all those who violate measures for fair and honest elections especially so if the enforcement
of the laws will cover all involved.
Maybe, with all the new regulations
that the Comelec has implemented-notwithstanding the restraining orders of the Supreme Court on some-may the poll body really make our
elections close to being ideal with
everybody given the equal opportunity in the campaign and actual election.
May the laws really be enforced, to
everyone regardless of who and what
they are.

Yeng’s ideas
A regular traveller passing through
the North Luzon Expressway, vice governor
and First District congressional candidate
Joseller “Yeng” Guiao is constantly studying the development potentials of Pampanga
and Central Luzon.
The imposing structure that religious
group, Iglesia Ni Cristo, is building in Bocaue, Bulacan, of course, did not escape his
attention. Of course, nobody traversing the
NLEx--even those only half awake--could
miss the ongoing construction of the complex with a coliseum that is arguably the biggest in the Philippines.
But, unlike others who are only caught in
awe looking at the monumental project aptly
named Philippines Arena, Guiao is already
looking at the possibility of tapping the soon
to be opened structure to propel the region’s
potential for tourism and investments.
A visionary who wants to boost the potentials of Clark for sports, tourism and investments, Guiao is already designing ways to
make the Philippine Arena as a complementary complex to woo tourists and investors
to Clark and the entire Central Luzon. He
wants to make the soon-to-rise arena a support facility if Clark would host international sporting events, concerts or conventions.
The Philippine Arena is highly accessible
via the NLEx, which is practically a stonethrow away from the multi-billion peso
structure and Guiao wants the sports facility
even more accessible with a train station for
the proposed Fast Train.
The Fast Train, which would connect
the Clark International Airport to the Ninoy Aquino International Airport (NAIA)
in Metro Manila is one of the target infrastructures that the conglomerate of Kapampangan businessman Manny V. Pangilinan
wishes to undertake under the public-pri-
vate partnership scheme being pursued by
the government.
Guiao, who is close to MVP, has suggested
to Pangilinan to construct a station near the
Philippine Arena to cater to the crowd that
would be accommodated by the coliseum
and its adjacent complex.
With Pangilinan’s control of the NLEx,
the Fast Train can be aligned along the eastern shoulder of the toll road and right on the
money to serve the Philippine Arena crowd.
With a seating capacity of three Staples
Center (the home court of the Los Angeles
Lakers), the Philippine Arena may host concerts or conventions, whose participants
could be billeted in hotels inside Clark and
use the Fast Train for convenient and fast
transportation.
The Fast Train, if realized, could only
have, at most, three stations so as not to sacrifice its efficiency in taking its passengers to
their destinations on time. The Bocuae station, right at the Philippine Arena, will be a
good choice for one of the stops since it will
be assured of good volume of passengers.
The Philippine Arena is expected to be in
full use on July 27, 2014, the centennial celebration of the Iglesia Ni Cristo. It will then
be a venue of many events, perhaps, even
of the games of the Philippine Basketball
Association, which is usually holding its
games in Metro Manila or other provinces
of the South. With the Philippine Arena,
PBA games will have a new venue towards
areas north of Manila.
By that time, Guiao is already a congressman pushing for government implementation of the Fast Train project. He could also
easily get the support of the Central Luzon
bloc of congressmen since the proposal
would benefit all areas of the region.
This is not a far-fetched dream. ●

Chinese students protest against government
April 18, 1989
Thousands of Chinese students continue to
take to the streets in Beijing to protest government policies and issue a call for greater democracy in the communist People’s Republic of
China (PRC). The protests grew until the Chinese
government ruthlessly suppressed them in June
during what came to be known as the Tiananmen Square Massacre.
During the mid-1980s, the communist
government of the PRC had been slowly edging toward a liberalization of the nation’s strict
state-controlled economy, in an attempt to attract more foreign investment and increase the
nation’s foreign trade. This action sparked a call
among many Chinese citizens, including many
students, for reform of the country’s communist-dominated political system. By early 1989,
peaceful protests against the government began
in some of China’s largest cities. The biggest
protest was held on April 18 in the capital city
of Beijing. Marching through Tiananmen Square
in the center of the city, thousands of students
carried banners, chanted slogans, and sang
songs calling for a more democratic political
atmosphere.
The government’s response to the demonstrations became progressively harsher. Government officials who showed any sympathy to
the protesters were purged. Several of the demonstration leaders were arrested, and a propaganda campaign was directed at the marching
students, declaring that they sought to “create
chaos under the heavens.” On June 3, 1989,
with the protests growing larger every day and
foreign journalists capturing the dramatic events
on film, the Chinese army was directed to crush
the movement. An unknown number of Chinese
protesters were killed (estimates range into the
thousands) during what came to be known as
the Tiananmen Square Massacre.
In the United States, the protests attracted
widespread attention. Many Americans assumed that China, like the Soviet Union and the
communist nations of Eastern Europe, had been
moving toward a free market and political democracy. The brutal government repression of
the protests shocked the American public. The
U.S. government temporarily suspended arms
sales to China and imposed a few economic
sanctions, but the actions were largely symbolic. Growing U.S. trade and investment in China
and the fear that a severe U.S. reaction to the
massacre might result in a diplomatic rupture

I spy my partner
Ever watched Little Black Book by the
late Britanny Murphy, the actress who starred
in the movies Clueless and 8 mile with Eminem?
It’s about a girl named Stacy who was living
perfectly fine with his boyfriend until her mind
was polluted by Barb, her co-producer, that his
boyfriend was having an affair with his exes,
which eventually turned out to be true. She
had Stacy investigating all of her boyfriend’s
ex-girlfriends.
You know, I’m a huge fan of popular one
liners from different movies and this one got
me thinking: “If you’re happy with what you
know, do you deserve explanation with what
you don’t?”
I still believe that not telling everything is
still far from lying. I’d define lying to be distorting the truth while not telling everything?
It’s another story, I mean, we have the right to
choose whom to trust and up to what extent
shall we allow them to know.
Besides, we don’t owe everyone the whole
story unless they are involved and it has something to do with their lives. So unless it is asked,
we’re safe from lying, I believe so.
But this belief of mine kinda contradicts
the line above. There maybe instances when
the latter could be applicable but when it comes
to love, are we really supposed to know everything about our lover’s past? And even if we’re
perfectly doing fine? I adore those women who
never had insecurities in their lives (that’s if
there’s any). Most of us women find our boyfriends’ exes very significant.
We’d like to know: is she prettier than me?
Is she eloquent? Is she sophisticated?
We want to know our edge over them.
We look for their flaws so we could feel better
among ourselves because we want to prove
men that they made the right decision in choosing us. And when we find that they are better
than us that’s when jealousy sets in.
On my part, however, I didn’t want that.
I feel it’s too unfair for the other woman to
be hated when she’s not even doing anything
wrong to me (seriously, am I being obvious for
being a feminist here?). So I befriended them
like how Stacy befriended Joyce in the movie
but that’s only because I want to convince myself that there’s nothing to be jealous about and
not because I want to prove that they are still
having an affair.
When we fight, what women actually want
is to hear only what she wants to hear--that she
is right with her gut feelings. And unless she
hears them exactly the way she wants them the
fight goes on. We want confessions that would
confirm we were right in the first place. At least
for me, that’s how my mind works. But can we
really handle truth? Or, in some cases, are we
ready for the questions? Can we give answers?
Often, we get jealous because we feel something different or something is changing, yet
the other keeps denying it or sometimes, like in
the movie, we listen to the devil’s advocate. Are
we better off not knowing then or would you
rather know the truth and live with it?
I think the answer always depends on you.
How well do you know yourself? Are you the
kind who’d rather be dead than to leave your
man? Then, I guess you rather not know everything. But, if you’re the kind who always
believes that you deserve the best then man
should tell you everything you need to know
especially if it involves your feelings.
So, if I’m to answer the questions above “If
you’re happy with what you know, do you deserve explanation with what you don’t? My answer is yes, I deserve explanation for the things
I don’t know when there’s a cheating going on
behind my back. I’m fine with not telling everything if you know it won’t affect me, but if the
intention for not telling me everything is because you know this might change my mind or
my decisions in life, then you are guilty of lying.
If there’s one thing I have learned from
past relationship, you have to be very wise to
know when to ask, what to ask and how to ask
about their past because not knowing history

fast train which will be
constructed at the eastern side of the North Luzon Expressway (NLex)

develop the Clark International Airport as the country’s major airport for the
train’s viability.
He furthered that Pangilinan, who owns the
franchise of NLEx and SCTEx, finds no problem in
the right of way and alignment issues on the construction of the fast train

congressional
bet also proposed a sub-
station which will be
constructed along the
compound of the Philippine Arena, the Iglesia Ni
Cristo-owned coliseum, in
Bocaue, Bulacan.
Guaio said the most viable sub-stations for a fast
train are only to two or

given the chance to be

The findings of the recently completed assessment of the 4Ps titled “Philippines Conditional Cash Transfer Program, Impact
Evaluation 2012” confirmed that children of
4Ps beneficiaries are enrolling and attending
schools, with improved health due to regular
visits to health stations, and pregnant mothers
getting proper care. The report was the first in
a series of evaluations being done on the program.
Angara said that he has drafted a bill that
seeks to institutionalize the 4Ps and make it a
permanent fixture of the government’s social
safety net programs.
The bill, he said, will plug up all gaps in the
implementation of the 4Ps to enhance its effectiveness.
Angara, a Harvard-trained lawyer, is focused
on reining in massive urban and rural poverty.
He said the improving metrics on health and
education among young kids from the poor
families is proof of the effectiveness of the 4Ps.
“The vetting of the CCT as an effective, lifechanging program came from unbiased sources – multilateral institutions that give the pass
or fail mark,” Angara said. “And the CCT was
cited for its positive impact on the educational
and health needs of the poor, young Filipinos.”

or any other holy being, which are FAITH, HOPE,
and LOVE.
Social transformation is part of every
Church’s mission, yes, but not social dictation or
dictatorship!
If there is anything at all that bloc voting
does and manifests, it is this: IT TREATS AND
MAKES ITS FAITHFUL AND ITS BELIEVERS

have the admiration and love of my husband. And
nothing beats that.

This statement underlines Claudine’s alleged violent tendencies and that she goes to

everything to ruin Julia
