Employment Record
From September 2004 to present, Energy Technology Advisor in the Access to
Services Team in ITDG-UK office, his main activities relates to policy and
technology advise as well as advocacy work in the field of energy and rural
electrification, and also to the present issues on climate change mitigation and
renewable energies.
From 1995 to August 2004, Energy Programme Manager of ITDG-Peru office.
Leading a group of 10 energy researchers based in Peru, with projects and activities
related to implementation rural electrification schemes under donor investment,
implementation of a revolving fund for renewable energies, research and policy
activities, technology development and transfer, with a total investment of US$ 500,000
to 800,000 yearly. Also several activities of technical assistance and technology
transfer in Latin American countries. The projects include Multilateral and Bilateral
funded projects (World Bank, UNDP, IDB, EEC, DFID, DGIS, Government and others).
Presently participating in various international Projects funded by institutions such as:
Imperial College, London: The RESURL project funded by DFID, leading the activities
of Peru: DFID's Small-Scale Infrastructure Providers' Project with ITC assessing smallscale enterprise in developing countries DFID.
From March 1994-to September 1995, Policy and Technology Advisor in ITDGUK Office. Providing assistance to UK planners and developers in the field of rural
energy technology and technical support to country offices such as Nepal, Zimbabwe
and Peru in the field of Renewable Energies, including technical visits to the field in
all cases.
From October 1998 to February 1994, Project Manger, Small Hydro Energy
Programme ITDG-Peru, responsible for: demand estimation, resource evaluation,
project design, planning and implementation of small hydro schemes, most based on
donation, also technical assistance to other institutions under their request.
From 1978 to 1988, National Institute for Technical Research and National
Standards.
Member of the Energy Team. Assuming various responsibilities: Assistant Researcher
from 1978 to 1981, responsible for the Wind Energy Research Team from 1982 to
1988, development and implementation of several designs of wind pumping machines
and wind energy generation
Some relevant consultancy and research work undertaken in Peru and other
parts of the world
 From January 2004 to July 2004, consultancy work leading a team to provide
assistance and awareness to the Mexican Government and rural development
agencies to initiate a Micro hydro Programme for rural electrification, Winrrock
International and ITDG-Peru Office contract.
 From January 2004 to present, Research work, member of a team of
researchers of the Nottingham Trent University to develop an Axial Flow turbines
for Pico hydro schemes, funded by The Leverhulme Trust of the UK, 3 year
duration Project (main inputs: field experience and analysis).
 From August 2003 to July 2004. Research work, leading a team of researchers to
develop the Project “Study of the Technical Characteristics and Improvement of the
Performance of a 100W Wind Generator” , Funded by the National Council for
Science and Technology of Peru (CONCYTEC).
 From May 2002 to present – Consultancy work, leading a team of experts for the
preparation of the National Strategy for Climate Change (NSS) in Peru. Project
funded by the World Bank and Swiss Co-operation
 From May to August 2002 - took part in a consultancy to the Central American
Bank Investment (CABEI). Preparation of a set of training modules on renewable
energy and climate change assessment; modules for bankers (members of the
staff of CABEI).
 From July 09 to July 31st 2001 - Consultancy to the National Energy Commission
(CNE), Ministry of Energy of Nicaragua. Preparation of a Strategy for the
“Promotion of Productive Uses of Energy and the Efficient and Rational Use of
Energy" in rural communities where the government is extending the grid.
 From January 2000 to June 2001 - short term consultancy to advise the
management team of PASA-EEC and supervise rural electrification projects
implemented under Agreement with European Community and the Ministry of the
Presidency of Peru (Proyecto PASA). This is a social investment programme
implemented in the poorer rural areas in Peru to reduce extreme poverty.





January-April 1999 UNDP - leader of an international team, organised and recruited
by the United Nations Development Project for Somalia (UNDP Programme) to
assess the energy sector and prepare a proposal for a regulatory framework of the
North West Region of Somalia. Also an investment programme for the three major
towns: Hargeisa, Bossaso and Garowe. The contract was though UNOPS (Kenya).
From November 1997 to September 1998 - leader of an ITDG consultancy work for
the ESMAP (Word Bank) to develop studies on rural energy issues in Peru.
Studied the different issues related to isolated stand alone energy schemes in
different parts of Peru, analysed financial, institutional and policy issues on rural
electrification of Peru. Results published by the ESMAP in May 2001.
February to September 1991, leader of an ITDG team to improve the benefits and
sustainability of the project "Windmills for Waterpumping" in Pisco, Peru. Project
was previously implemented by UNDP a governmental agency (the Instituto
Nacional de Planificación), and this consultancy work was a joint venture with
UNDP and ITDG.
January 1991 - Technical and financial evaluation of "Windmills for Waterpumping".
Project implemented jointly by Government and UNDP in Pisco, Peru.
Several other short time consultancies to private Government and NGO institutions
in Peru.
