ALGIM’s 30th Anniversary Conference will include the release of a
groundbreaking research paper that ALGIM has commissioned on how
shared services are operating in the New Zealand local government
market.
The paper is being prepared on behalf of ALGIM by Destin Consulting’s
Business Development Manager, Jeff Shaw, who will be at the conference to
discuss the key findings from his research.
The purpose of the research paper is to review what shared services are
currently in existence within New Zealand councils. It will look at a number of
examples in detail and provide some insight into what makes a successful
shared service work.
The paper will also discuss issues with establishing a shared service as well
as opportunities for additional shared services in New Zealand. In addition
the paper will include a review of relevant literature on shared services both in
New Zealand and overseas.
Jeff has more than 15 years IT and customer service experience in utilities
and local government. As the former Information Services Manager and
Customer Experience Group Manager for North Shore City Council, Jeff was
a driving force behind the Council’s business transformation programme
which had a strong focus on customer service improvement enabled by
technology.
Jeff has been responsible for leading a number of IT projects including the roll
out of server based computing to three councils; equipping councillors with
home offices and mobile devices; several new council websites and intranets;
refitting council chambers; and outsourcing North Shore City Council’s
Information Systems and Telecommunications services.
Jeff also played a key role in the award-winning Smarter Systems Library
project. His wide range of skills and experience enable him to work in a
number of areas, including strategy and policy development, planning and
implementing, outsourcing of IT services, project management and
eBusiness.
