LOWELLVILLE LOCAL SCHOOL DISTRICT
NEPOTISM POLICY
The Lowellville Local School District Board of Education hereby adopts the following
nepotism policy for the Lowellville Local School District.
As used in this policy, School Official shall mean the following:





Superintendent;
Principal or principals;
Treasurer;
Members of the Board of Education, whether elected or appointed;
Any of the above that have held that position within two (2) years from the date of
the proposed hire or appointment of a Family Member.
As used in this policy, Family Member shall mean related to a School Official as follows:









Husband or wife;
Child of any age;
Grandchild of any age;
Parent
Grandparent;
Brother or sister;
Step-child of any age;
Step-parent;
Any other person who lives in the same household with the School Official.
As used in this policy, School Position shall mean the following:





Superintendent;
Principal or principals;
Treasurer;
All classified or unclassified positions;
All positions awarded pursuant to a pupil activity contract pursuant to O.R.C.
§3313.53, whether paid or unpaid.
Due to the requirement imposed pursuant to O.R.C. §3313.53 that available
supplemental contracts first be offered to licensed teachers within the Lowellville
Local School District, this policy is not intended to apply, and shall not prevent
the hiring of a Family Member as defined herein, with respect to positions
awarded pursuant to a supplemental contract pursuant to O.R.C. §3319.08.
The hiring of a Family Member to a School Position may arouse public suspicion that the
Family Member was hired on the basis of relationship rather than on the basis of merit.
Thus, it shall be the official policy of the Lowellville Local School District to prevent
nepotism in the hiring to a School Position, and to avoid even the appearance of
impropriety in connection with the hiring to a School Position.
Wherefore, the Lowellville Local School District shall not hire or appoint a Family
Member of a School Official to any School Position.
This policy is intended to apply to all hiring and appointments to School Positions
occurring on or after the date this policy was adopted, and nothing in this policy shall be
so construed so as to affect any Family Member from continuing to hold a School
Position from and after the adoption of this policy.
EXAMPLE: At the time this policy is officially adopted, an individual
defined as a Family Member herein is employed as a classified employee,
and is also employed as a science club advisor pursuant to a supplemental
contract. The individual can continue as a classified employee and can
continue as a science club advisor. The individual may also receive
renewals of any contract(s) at the option of the superintendent and the
school board.
Further, nothing contained in this policy shall be so construed so as to affect any
individual from continuing to hold a School Position in the event a Family Member
becomes a School Official subsequent to the date of this policy.
EXAMPLE: An individual is currently serving as an advisor to the drama
department, and has done so for the past several years. The individual’s
parent is elected or appointed to the school board during the time the
individual is serving as drama advisor. The individual can continue to
serve as drama advisor in spite of the parent’s election to the school board.
Further, nothing in this policy shall be so construed so as to violate any provision of the
Ohio Revised Code, the Ohio Administrative Code, or any Master Contract with the
Lowellville Education Association.
