A resolution recognizing the commendable feat made by Barangay San Roque under the leadership of Barangay Captain Armando G. Panganiban together with his Sanggunian for being cited amongst the Top 5 in The Search for Model Barangays for Eco Waste
Management System of 2003-2004

Whereas , Republic Act 9003 of the Ecological Solid Waste Management Act of 2000 is an act mandating Local Government Units to practice in order to preserve the environment and systematize solid waste management.
Whereas, that in reference to this act, Government agencies namely DENR (Department of
Environment and Natural Resources) and DILG (Department of Interior and Local Government) as well as Non Governmental Organizations such as Earth Day network. Eco Waste Coalition and last but not the least, The Clean and Green Foundation teamed-up to spearhead a noteworthy project and the result of which is The Search for Model Barangays for Eco Waste Management
System of 2003-2004 in order to advocate and recognize the community efforts in the implementation of Republic Act 9003.
Whereas , In more than 40,000 barangays in the nation our very own Barangay San Roque in
Antipolo City under the auspices of Honorable Barangay Captain Armando S. Panganiban has been recognized as one of the five Barangays which has best exemplified the practice of
Ecological Solid Waste Management, a magnificent achievement which reflects our City’s aim for greatness.
Whereas, Barangay San Roque officials were invited in the Heroes Hall of Malacanang Palace to receive the Presidential trophy and cash awards with no less than her Excellency Gloria
Macapagal Arroyo, President of the Republic of the Philippines who will confer them this merits of excellence in this momentous day along with our solons, Honorable Senators Francisco
Pangilinan and Manuel Villar III.
Whereas, If the highest office in the land made sure that Barangay San Roque will be recognized for the excellent performance of their Barangay officials in their implementation of Republic Act
9003. It is incumbent then that the City Government of Antipolo under the helm of Mayor Engr.
Angelito C. Gatlabayan and Vice Mayor Atty. Danilo Leyble, the Sangguniang Panlunsod and the Committee on Environmental Protection to confer recognition for the above-mentioned
Barangay so that, First, other Barangays will be inspired and may follow suit, Second, to boost the morale of these outstanding men and women of our city and Finally, to validate our claim the
Antipolo City is a cream of the crop in Clean and Green activities in the land.
NOW THEREFORE, BE IT FURTHER RESOLVED AS IT HEREBY RESOLVED THE
FOLLOWING:
1.
That the City government of Antipolo shall award Barangay San Roque a Plaque of
Recognition to be received by its officials in Flag Ceremony on the 3 rd Monday of the month, of this year.

2.
That the City Government of Antipolo shall likewise award Barangay San Roque a cash award amounting P100,000 as an aid for soft projects in connection with their
Environmental programs in furtherance of their environmental advocacy and drive for excellence.
