1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Cytotechnologist position is located in the Nevada State Public Health Laboratory (NSPHL) in the
School of Community Health Science (SCHS). Under the administrative guidance of department
leadership, the incumbent is responsible for screening patients for evidence of cancer or other
pathological conditions, i.e., marking abnormalities, recording diagnoses, and submitting slides for
pathologist review for gynecologic specimens. The position renders a final diagnosis on all atypical
gynecologic material and records this information according to department policy. The incumbent
submits all gynecologic slides with abnormal diagnoses to pathologist for final physician diagnosis.
The individual must ensure that the Lab complies with applicable Federal and State regulations
pertaining to screening performance, nomenclature for reporting results, and maintenance of
statistics. The position maintains records and statistics of all work performed in the NSPHL Cytology
Laboratory for audit by the Clinical Laboratory Information Association (CLIA) and the College of
American Pathologists (CAP). The Cytotechnologist Manager promotes the NSPHL Cytology program
in Nevada and develops action plans to improve service to clients. The position trains and supervises
temporary staff hired to assist with the screening program. The individual reports to the Administrative
Director, NSPHL.
2. List the major responsibilities, including percentage of time devoted to each. Provide

60% - Women’s Screening with Emphasis on Public Health Programs
 Perform accurate microscopic screening and evaluation of gynecologic specimens for the
detection of cancer and other pathologic conditions; correlate findings with patient clinical data
according to established laboratory procedures; accurately report findings into the Laboratory
Information System (LIS), bringing unexpected findings to the attention of the departmental
pathologist; adhere to productivity rates established per individual and completes Quality
Assurance activities related to cytological screening
 Serve as a consultant to NSPHL clients to educate on proper Pap Smear collection techniques
and diagnostic evaluations
 Oversee the proper technical preparation of, and quality control of, Pap smears and liquid
based Pap tests; assess adequacy of specimens for testing
 Verify patient identification is correct on the slide, in the LIS, and on the requisition and the
patient demographic data is complete with age, LMP (for gynecologic specimens), clinical
history, specimen type and site; assess the quality of specimen preparation, fixation and
staining quality; assess for specimen adequacy
 Perform and appropriately document quality control and quality assurance programs,
instrument function checks, and solve problems as indicated within the appropriate
procedure/maintenance manuals; assist in the collection of data for statistical and productivity
reports as needed; ensure lab safety
 Refer selected or abnormal cases with pre-determined regulatory guidelines to a
physician/pathologist with special training in the diagnosis of the more severe and
cancerous/pre-cancerous conditions
 Assure that cytology/histology correlations are performed on all cases as appropriate
 Manage transition to new Pap Smear evaluation technology as it becomes available or is
appropriate at the NSPHL
 Ensure that laboratory and work specific competencies are demonstrated annually and
completed within the established time frames

20% – Federal and State Compliance and Reporting
 Comply with all CLIA and College of American Pathologists (CAP) regulations, including but
not limited to successfully passing annual CLIA-mandated proficiency testing for gynecologic
cytology; documenting the slide interpretation results of each case examined or reviewed;
recording total number of slides examined/reviewed within a 24 hour period; recording the
number of slides examined/reviewed per hour within each 24 hour period
 Oversee and participate in the external proficiency testing of all Cytology and Pathology
personnel reading Pap Smears at the NSPHL and maintain records of such as required by law
 Assure the NSPHL complies with all applicable Federal and State regulations for performance
of screening, nomenclature for reporting results, and maintenance of statistics
 Maintain corporate compliance by observing and enforcing the related policies and procedures
with emphasis on confidentiality
 Maintain government required statistics related to the diagnostic findings; prepare reports for
CLIA and CAP during audits of facility
20% - Staff Training and Supervision
 Oversee and participate in the external proficiency testing of all testing personnel and maintain
records of such as required by law
 Schedule and supervise Letter of Appointment (LOA) temporary personnel hired to assist in
the program
 Maintain statistics on the performance of such personnel as required by law and accrediting
agencies
 Maintain microscope in working condition by performing routine daily maintenance; report
irregularities in operations with proper follow through; monitor maintenance of the equipment
 Ensure cleanliness in the Lab to meet government regulations
 Train and supervise lab staff in proper protocols and procedures for screenings
 Assure staff act with the upmost professionalism when interacting with fellow employees,
administration, students and peers
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Cytotechnologist Manager is required to make highly technical decisions and choices in
conducting and analyzing screening tests and in the referral of clients to the pathologist. The position
evaluates the accuracy of abnormalities identified and uses professional judgment in reaching sound
conclusions and recommending the right course of action for the patient. The incumbent must make
decisions to ensure compliance with Federal and State agencies so must meet strict health and
medical guidelines and comply with Federal and State statutes regarding statistical reports and
nomenclature of results. The position trains and supervises staff on proper procedures and testing.
The position consults with the Pathologist on more technical screening analyses of abnormalities
identified in which there may be a questionable outcome of the test. The supervisor ensures State and
Federal guidelines are being followed.
Impact:
Decisions impact the level of success of the screening program and its implementation throughout the
State of Nevada. Inadequate performance would have a detrimental effect on the success of the
program and the NSPHL’s reputation in Nevada. An inadequate performance may result in
contractual obligation failures and state dissatisfaction resulting in loss of future funding. An incorrect
diagnosis and/or unsatisfactory training of staff could cause irreparable damage to the health of
patients and bring issues of liability to UNSOM and the University.

4. Describe the knowledge, skills (to include cognitive requirement and verbal and written
communication), and abilities (to include task complexity, problem solving, creativity and
innovation) essential to successful performance of this job (in bullet format).
Knowledge of:
 State and Federal laws pertaining to CLIA of 1988, College of American Pathologist’s
requirements, the Bethesda consensus standardized nomenclature for reporting of results
required by CLIA and the CAP, and other related regulations
 Women’s health and gynecological screening and testing programs.
 Current women’s health screening algorithms and recommendations.
 Scientific principles of Cytologic evaluation as well as the technical, procedural, and problemsolving aspects; statistical methods and business and economic data
 State and Federal employment laws and regulations - Health Insurance Portability and
Accountability Act (HIPAA) and physician-patient relationships
 Pathology and diagnostic research, factors which affect health and disease, and importance of
proper test selection and numerous causes of discrepant test results, deviations of test results,
and ethics including result confidentiality
 LIMS to collect clinical and demographic information as required by policies and procedures
 Lab safety regulations
Skills:
 Proficiency in use of a personal computer and current software applications including but not
limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and email) and specifically
in data collection programs
 Monitoring and training of laboratory staff
 Strong interpersonal and human relations skills
 Analysis, interpretation, and expertise in pathological screening testing
 Excellent verbal and written communication in order to provide administrative and technical
consulting services on laboratory testing

Bachelor’s Degree from a regionally accredited institution with emphasis or major in
sciences

Minimum type and amount of work experience, in addition to the above required
education necessary for a person entering this position.
Bachelor’s Degree and four years, or a Master’s Degree and two years, of experience
in a clinical laboratory setting to include performing laboratory testing, monitoring
productivity, regularly screening patient samples and one year of cytology technology
training
Preferred Licenses or Certifications: CT (ASCP)
