MOTION TO DISMISS ADMINISTRATIVE COMPLAINT
Mistaken application of a law
Now Comes, Rodney-Dale; Class, (hereinafter “Private Attorney General “PAG”),
by Congressional Legislation, under the Statutes at Large and by United States Codes
created by the United States Congress within the District of Columbia Territory, in the
position of Private Attorney General and Bounty Hunter, and sets forth this document.
This PAG is putting this motion before the Superior Court MOTION TO DISMISS
ADMINISTRATIVE COMPLAINT
In the July 19th Hearing there were only 2 types of documents before the Superior
Court one was an Administrative Complaint by District Columbia Police to which is an
administrative issue and non- judicial the other was for return of property with an
addendum. The Superior Court has before it an administrate violation or administrative
complaint which is not a criminal issue but a code violation.
Code is "not the law" (In Re Self v Rhay, 61 Wn (2d) 261) defined by Black's Law
Dictionary as prima facie, which is color of law. Color is "counterfeit or feigned".
This PAG Move this Superior Court to Dismiss all Administrative Claim as these
actions are administrate and are in violation of the United States Constitution to which
these public officers agree to, “Upon” take their position as public officers. Under
contract as public officials they agree to support and up hold this legal document knows
as the United States Constitution and Acts of Congress with define definition of words
pursuant to those who are defined in Title 5 USC and are required to meet these sections
3331-3333 and under 5507 in Title 5 USC.
A constitution is designated as a supreme enactment, a fundamental act of
legislation by the people of the state. A constitution is legislation direct from the people
acting in their sovereign capacity, while a statute is legislation from their representatives,
subject to limitations prescribed by the superior authority. See: Ellingham v. Dye, 178 Ind.
336; 99 NE 1; 231 U.S. 250; 58 L. Ed. 206; 34 S. Ct. 92; Sage v. New York , 154 NY 61; 47
NE 1096.
Furthermore their administrate office is “OR” are required to come incompliance
with Congressional definition and Higher Court Ruling. The District of Columbia police
either due to lack of education or lack of understanding of the Congressional definition of
words and Higher Court decisions has now become in violation of their administrate
procedures under define definition of word define by U.S. Congress and Senate and agree
to by the President.
Constitution extends to equal protection of the laws to people, not to interest. Taylor
vs McKeithen, 499 F.2d 893, C.A. La 1974.
The Superior Court if acting under administrate procedures is required to
“Dismiss” due to the fact this is an administrative violation, against Rodney Dale Class
(PAG) as I fail to meet the requirement of employment to the District of Columbia
Corporation or Political Subdivision .
and
Pursuant to the administrative procedures in order to be charge administrately one
is required to be employed by that administration under Title 5 United States Codes or the
District of Columbia Administration.
and
Pursuant to the administrative procedure act of 1946 ,60 stat 237,under Title 5
United States Codes only the private citizen can file a complaint for an administrative
hearing against a public office or any of it officials for administrative breach of their
duties.
The Superior Court if acting under the jurisdiction of “judicial Power” then any
“Controversies” in law now becomes” A legal issue” in law to which the Superior Court
is required to hear and settle these legal issue “OR” can Dismiss all action base under
Higher Courts Ruling and upon Congressional Acts to how words are to be defined under
“Legal Error” of any administration claims and action.
Definition; Legal Error “A mistaken judgment or incorrect belief as to the existence or
effect of matters of fact, or a false or mistaken conception or application of the law.” A
reversible error usually refers to the “mistaken application of the law” by a court, as
where, for example A court may erroneously apply laws and rules to admit (or deny the
admission of) certain crucial evidence in a case, which may prove pivotal or dispositive
to the outcome of the trial and warrant reversal of the judgment.
Conclusion
This PAG Move the Superior Court to Dismiss this administrate complaint
under “Legal Error”. “mistaken application of the law”

The Superior Court fine it lack subject matter due to legal error and Controversies
in the mistaken application of the law. As the Claim is Administrate in nature, their
appears to be a number of undisclosed legal error.
