To lead on Regeneration bidding activity identifying all risks to
Executive Team and Board.
To undertake all financial, legal and project management work to
secure the Bid once selected

Regeneration Manager
To lead on individual regeneration bids in a competitive
environment and to represent the group on regeneration
maters at meetings and interviews
To use skills to write persuasive text promoting the groups
regeneration activities and design Bids that are engaging to
the audience.
Undertake complex financial appraisals to ascertain the
viability of regeneration projects
Understand and develop alternative methods of funding
regeneration activity, for example. JVs
Undertake early identification of risk factors and manage
closely the amounts of money spent on ‘at risk’ work
Prepare and deliver Reports to Networks Boards and
committees as required. Reports to be prepared and
approved to programme so that members are fully aware of
all project details and the programme. Reports to contain a
risk appraisal and actions for the mitigation of risk
To lead the multi-disciplinary team that works towards
ensuring as first priority that individual Regeneration projects
are delivered to time and budget.
Appoint brief and manage Professional Project Team in
accordance with the Associations procedures and practices
ensuring they are fully briefed on the terms of their
appointments and the expected project outputs.
Appoint brief and manage external Legal Team in
accordance with the Associations procedures and practices
ensuring they are fully briefed on the terms of their
appointments and the expected project outputs.
Tender works in accordance with Associations procedures
and practices
Formally monitor the performance of the professional project
team and the contractor to ensure VFM, adherence to

appointment and a high level of service is obtained.

Ensure all regeneration activities are deliver to time and to
budget. Closely monitor spends and budget and report
variances and pro active action planning to ensure projects
are delivered to spend and time targets.
Apply project management skills to successfully deliver
complex decant programme.
In conjunction with the Project Teams, use sound planning
techniques to prepare a detailed programme that identifies
which homes need to be vacated, by when and which homes
will be refurbished with residents in-situ. Take appropriate
actions to implement the decant programme.
Develop an effective plan for obtaining vacant possession of
properties. To take responsibility for leaseholders
negotiations and buy out or moves within the regeneration
area.

The role will liaise closely with senior staff in housing
management and asset management and will be the
Regeneration interface between them and development
colleagues, consultants and contractors on individual
projects.

Ensure Communications Plan are prepared and implemented
for all regeneration projects.

Ensure comprehensive risk and needs assessments are
conducted with all households.

Ensure that tenants receive agreed written and verbal
notification of the commencement and extent of works being
carried out in their properties.

Ensure effective and transparent compensation payments to
residents are in place in line with legal and procedural
requirements.
 Ensure Regeneration projects are maximising resident
satisfaction, whilst minimising disruption to residents and
delays to programme

Develop a comprehensive resident engagement programme
that identifies opportunities for residents to actively influence
the design and finish of shared areas. This will include
arranging public meetings, open days, drop in sessions, show
home visits and resident inductions.

To ensure that the views and special needs of ethnic minority,
disabled, elderly and women residents are represented both
in the consultation process and in the way the project is
delivered. Organise the use of translation and interpretation
services and other methods of communication where
appropriate.

Work closely with the contractor’s resident liaison staff to
understand the construction timetable and its impact upon the
decant programme. Share information on progress, risks,
issues and key tasks on a daily basis, so that all parties
understand any implications for the refurbishment programme
and can work to avoid delays.

Job related knowledge, skills and experience at entry

Educated to degree level or equivalent

Knowledge of local authority and regeneration dynamics

Experience of dealing with residents and a wide range of external stakeholders

Excellent understanding of financial modelling and viability testing

Excellent Computer skills in Microsoft products, including Outlook, Word, Excel,
PowerPoint

Ability to appraise projects through risk appraisal methodology

Ability to write clear reports and correspondence and present complex information

Ability to prepare and present to a wide variety of audiences

Ability to understand design information and programming matters and communicate this
to the residents

Experience of collating information from a number of sources and use this to create,
populate and update project plans

Drive and resilience and excellent problem solving skills

Ability to promote the association in a competitive situation

Staff management experience (desirable not essential)

The post holder will be required to work evenings, weekends and occasional public
holidays in order to meet project requirements and specifically to carry out consultation
tasks with residents and to provide cover for emergencies
