Reviewed Action Items from Last Meeting
Trone Bishop will chair an Ad Hoc group to form a proposal to the ACTA regarding
connector attestation.
NOTE: In my Report to TR41.9 – Halifax – I reported “This is an action item with
which we on the ACTA are desiring help from TR41.9 (and a WG of which – as of
TR41.9’s meeting on 5th August – Halifax – I’ve agreed to chair along with Matt
Mulvihill, Industry Canada and Tim Lawler, Cisco.” Nothing happened, however,
until late October when Trone Bishop and I had a brief e-mail exchange re. the
WG wherein I reported that ACTA members Roger Hunt, Jimmy Salinas, Milt
Bush, Scott Lambert and I…and ACTA Secretariat’s Mark Cassarino…expressed
an interest in participating.
On 30th October I began drafting a straw-man attestation, requesting input from an
occasional client which imports tons of RJ-type connectors and does some of the
ANSI/TIA-1096-A compliance testing in-house. (But presumably not Section 5,
5.5.1 items 1, 2, 4 and 5 I'm suspecting? Similarly, Section 6, 5.1.2 items 1 and
2.)

that revision –A becomes effective next week, 6th November, 2008.
The ACTA Secretariat published a new version of the ACTA OPP which includes
periodic clean-up and the changes suggested in ACTA-08-009.
The ACTA Secretariat has sent a letter of invitation to the FCC, Industry Canada,
and Comision Federal de Telecomunicaciones for ongoing participation with the
ACTA.

Changes to the ACTA Contribution Template
Changes were made to the ACTA Contribution Template, now posted to the ACTA
Website’s Main page.

ACTA Contribution Numbering System effectiveness
It was noted that the new ACTA Contribution Numbering System is working well.

Updates from Attending Representatives (Contribution Discussion)

ACTA-08-014: Draft Proposed Notice of TIA Part 68 Test
Generator Tool
Trone Bishop introduced and made a verbal review of ACTA-08-014, an item which
is is still being updated and tested. Participants discussed options for posting the
testing tool to the ACTA website.
It was decided that the ACTA’s action on the Test Generator Tool should be
deferred to the December, 2008, meeting of the ACTA by which time the Tool may
have been completed. Meanwhile, it’s forwarded to ATIS’ Legal for preemptive
review to expedite the ACTA’s December disposition on the issue once it’s been
completed and released.

ATIS Legal Updates Regarding Changes to Agent for Service
Filings and ACTA-08-017 and the Complaint Forwarding Letter
template generated by ATIS Legal
Firstly, Tom Goode, ATIS General Counsel, was present to offer an explanation of
the recent changes to Part 68 on the Agent of Service issue.
It was decided that Tom Goode and ACTA members Jim Haynes, Roger Hunt,
Jimmy Salinas, and ACTA Secretariat Mark Cassarino will work to pursue a path
forward in seeking clarification from the FCC regarding agent of service and
responsible party filing information.
Secondly, with Tom Goode present the ACTA meeting participants reviewed the
industry complaint cover letter submitted by ATIS Legal.
The action decided upon by the ACTA that this is an issue which requires some
education – perhaps via an upcoming ACTA Educational Seminar in 2009 and by
the FCC; that the ACTA Secretariat should establish an FCC contact re.
complaints, It was noted that the FCC has been receptive to revisions and
clarifications on its website in the past. It was noted that the industry may not be
educated in that Part 68 is a requirement, and from Sittelle Technologies
experience with customers, it is not clear that Part 68 is a requirement.
It was noted that the DA03.1061 was issued in response to an Ex Parte with the
ACTA, and it may be beneficial for the FCC to issue a public notice educating the
industry regarding Part 68 responsibilities.
It was also decided that Tom Goode, by the end of September, should approach
the FCC with the Sittelle letter (ACTA-08-015) and pursue a path forward from the
FCC as to what they would like us to do with complaints such as Mr. Arpin’s.

Lastly it was decided that participants may want to individually look at the FCC’s
website, and identify specific website problems and problems experienced across
the board and report any complications to the ACTA Secretariat’s Paul Anderson.

ACTA-08-018: Additions to the ACTA OP&P Regarding Executive
Sessions
ACTA Secretariat’s Jean-Paul Emard, ATIS Liaison to ACTA, reviewed suggested
changes to the OP&P. Members of the ACTA discussed the definition of “seated” as
it is defined in the contribution and how it is commonly used, and changed some of
the text (in Section 4). Jean-Paul Emard will be submitting a new contribution for
Section 4.2 to review the definition of “seated.”
The ACTA Secretariat Administrator will make updates to the ACTA OPP bearing
changes suggested in ACTA-08-018. This will be ACTA Operating Principals and
Procedures revision 2.2.

ACTA-08-019: TIA TR41 (Predominantly SDO TR41.9) Liaison
Report
I made a verbal review of his liaison report, highlighting items of note, for details see
ACTA-08-019.

ACTA-08-020: ANSI-ACP-FR-026
I made a verbal review of this ANSI Checklist contribution and provided background
to the issue. Under cover of my contribution ACTA-08-020, ANSI-ACP-FR-026 was
forwarded to ANSI.
Old/New Business

Updates to the Submission Guidelines and Procedures Rev 3.1
Administrative updates have been made to the Submission Guidelines and
Procedures Rev 3.1.

TCB Council Workshop in October 7-9, 2008
Jim Haynes, ACTA Chair, was to be attending the Workshop on behalf of the ACTA.


Updates to the AOF Filing System

It was noted that updates are being made to the AOF Filing System and should be
completed in time for the 11th December, 2008 meeting.
Several features were added to guide new filers moving through
the system, and the educational aspect is built in.
A Public Notice may be made at the time the changes to the
system are made live.

ACTA Educational Seminar
An Ad Hoc group will be formed to plan an ACTA educational seminar, which
will include ACTA members Jimmy Salinas, Roger Hunt, Trone Bishop and
John Bipes; also the ACTA Secretariat’s Jean-Paul Emard, Mark Cassarino,
Paul Anderson and Meisha Goodhue, and TIA’s Ed Mikoski.

Request from Hazim Dawood, Industry Canada
It was requested by Industry Canada that the ACTA provide a link on the Part
68 website regarding procedures for manufacturers in the United States
bringing equipment into Canada. Mr. Daoud, Industry Canada, provided the

This issue will be taken up at an ACTA Executive Session meeting where it
could be considered and a response formed.


Thursday, 11th December, 2008, 2PM-4PM EST: Virtual Meeting. We
encourage any/all to participate via teleconference and Web-based
video-conference in the meeting!
General Meetings of the Council are open to the public. Contributions to the meetings may be
made by any person or organization by the procedure described in the ACTA Operating
Principles and Procedures. Contributions should be submitted through the Contribution Template
available for download at the ACTA website and transmitted by electronic mail to the ACTA
Secretariat at acta@atis.org.
Unless otherwise announced, Face-to-Face meetings take place at the ATIS Conference Center
in Washington, DC, but will be simultaneously hosted by virtual meeting. Those wishing to attend
these meetings in-person are asked to RSVP to the ACTA Secretariat prior to the meeting date.
