ACTA Announces Dates for
2009 ACTA General Meetings
January 5, 2009
Washington, D.C. – The Administrative Council for Terminal Attachments (ACTA) herein
issues notice of 2009 ACTA General Meeting dates. The ACTA establishes its meeting schedule
based upon need but in no event meets less than four times per year. The meeting schedule for
2009 is posted at http://www.part68.org.

General Meetings of the ACTA are open to the public. Contributions to meetings may be made
by any person or organization by the procedure described in the ACTA Operating Principles and
Procedures. Contributions should be submitted on the Contribution Template available on the
ACTA Web site and transmitted via email to the ACTA Secretariat at acta@atis.org.
Unless otherwise announced, face to face meetings will take place at the offices of the Alliance
for Telecommunications Industry Solutions (ATIS) and will simultaneously be hosted by virtual
meeting. Those wishing to attend meetings in person are asked to RSVP to the ACTA Secretariat
prior to the meeting date. Information for attending virtual meetings will be announced prior to
each meeting date by the ACTA email exploder lists.

information.

ACTA-08-026 Unavailability of modem User Manual statements
ACTA Secretariat’s Jean-Paul Emard, ATIS, who noted that ACTA-08-026
Unavailability of modem user manual statements is a dissemination of a phone call
received from Brian Slowik, the contents of which was submitted in writing in order to
review his technical input as a Council.
It was suggested that a review of ACTA documents be performed
in order to clarify modem user manual statement compliance
concerns.

Trone Bishop is reviewing ACTA documents in order to update
document references and clarify compliance concerns expressed
in ACTA-08-025.
The ACTA Secretariat will notify Mr. Slowik that ACTA has
undertaken a review of documents in order to explore possible
remedies to these concerns.

FCC Enforcement Issues (Complaints to the ACTA)
The ACTA Secretariat generated a template to be submitted with complaints of noncompliant TE which have, of late, been coming to the ACTA. While the ACTA has not
invited such complaints and does not wish to (nor is the ACTA created or
commissioned to) facilitate complaints or requests for FCC enforcement other than
those which originate with the ACTA itself and have been encouraged by the
Commission, those outside complaints which have come the way of the ACTA have
been forwarded to the Commission.
The ACTA Secretariat has, in the past, forwarded complaints
submitted to the ACTA (ACTA-08-010) to the FCC under the draft
cover letter.
Information has been included on the opening page of the ACTA
Website that the ACTA does not handle enforcement, that the
FCC solely receives complaints of noncompliant TE, and that
requests for enforcement should be directed by the complainant to
the Commission. That the ACTA Web page provides a direct
clickable link to http://www.fcc.gov/eb/.

ACTA Sponsorship
The ACTA decided to select ATIS and TIA as joint sponsors for the ACTA from
February 2009 – February 2013…for the next 4 years.

Work on the Connector Attestation Project
The WG headed by Trone Bishop shared the draft Connector Attestation ACTA-08-023
– the product of the WG efforts in October and November, 2008. The draft is being
reviewed by ACTA Secretariat’s legal counsel and – with their inputs and depending on
discussions and ACTA consensus – will be considered at the 5th March, 2009 meeting of
the ACTA for formal adoption.

Meanwhile, the Connector Attestation Ad Hoc group is compiling a
list of connector manufacturers for distribution of notification, and
will;
continue to develop a process for the filing of connector
attestations while the draft is under Legal review when and if the
proposed connector attestation requirements are approved.

Updates to the Submission Guidelines and Procedures Rev 3.1
ACTA-08-024 was accepted which resulted in administrative updates made to the
Submission Guidelines and Procedures Rev 3.1. TTE Submission Form Version 1.07
(Revised December 2008)

Updates to the AOF Filing System
It was noted that updates are being made to the AOF Filing System were completed.
Guidelines & Procedures Rev. 3.2 (Revised December 2008)
Several features were added to guide new filers moving through
the system, and the educational aspect is built in.
A Public Notice may be made at the time the changes to the
system are made live.

ACTA Educational Seminar
The Ad Hoc group which volunteered to plan an ACTA educational seminar in
mid-2009 is being activated for teleconferenced discussions. Volunteers
include ACTA members Jimmy Salinas, Trone Bishop and John Bipes; the
ACTA Secretariat’s Jean-Paul Emard, Mark Cassarino, Paul Anderson,
Secretariat Administrator, and Meisha Goodhue, and TIA’s Ed Mikoski.
